    Senior Human Resources Management Officer - 2 Positions

    Duties and Responsibilities

    • Assisting in collecting, collating, and analyzing human resource data from Departments and making recommendations;
    • Analyzing human resource issues emanating from the departments and initiating appropriate action;
    • Assisting in administering HR-related documentation, such as contracts of employment;
    • Planning, coordinating and controlling Human Resource
    • Management activities of recruitment, appointments, employee relations and discipline;
    • Implementing HR policies and regulations;
    • Analyzing staff progression and making proposals for career development.

    Senior Accountant

    Duties and Responsibilities

    • Authorizing payments subject to limit set.
    • Certifying and verifying returns, documents, vouchers
    • Responsible for Government assets, records and custody of Accountable Documents under his/her sections(s).

    Driver I

    Duties and responsibilities

    • Driving a motor vehicle as authorized;
    • Carrying out routine checks on the vehicle cooling, oil, electrical and brake system, tyre pressure, etc

    Chief Internal Auditor

    Duties and Responsibilities 

    • Evaluation and implementation of audit reports; 
    • Reviewing audit working papers; 
    • Ensuring maintenance of high audit standards within the unit and adherence to plans, budgets and work schedules; 
    • Ensuring compliance with existing regulations, instructions and procedures in financial and other operations; 
    • Verifying and pre-auditing of annual appropriation accounts, statement of assets and liabilities, funds accounts and annual audited statements prepared by the Accounting Officer for submission to the Controller and Auditor General;

    For appointment to this grade, an officer must:- 

    • Be in a possession of CPA Part III or CIA Part IV g and have served in the grade of Senior Internal Auditor for at least three (3) years; 

    OR 

    • Have served for four (4) years as Senior Internal Auditor and have passed CPA Part II or CIA Part III; 

    OR 

    • Have served for four (4) years as Senior Internal Auditor and in possession of a Bachelor of Commerce degree (Accounting/ Finance) option and in addition be in possession of Post graduate Diploma in Internal Auditing or its equivalent. 
    • Attended a two (2) weeks Supervisory Skills Course from a recognised institution 
    • Have demonstrated .wide administrative capabilities and high degree of professional competence in managing internal audit activities; and 
    • Be a person of high integrity, a team leader and result oriented.

    Chief Accountant - 7 Positions

    Duties and Responsibilities 

    A Chief Accountant will be deployed to head one or more divisions of an Accounting Unit. 

    Work at this level will be similar to those performed by the Senior Accountant but of wider scope and higher complexity. Work at this level will include:

    • Planning, directing, coordinating, supervising areas of control, training and development of staff under him/her; 
    • Setting targets for the division and may occasionally be required to undertake ad hoc assignments relating to accounting services. 
    • The officer may be called upon to assist in preparations of final accounts; 
    • The officer will ensure safe custody of Government assets and records under him/her; 
    • Responsible for authorizing payments and signing of cheques subject to set limits; 
    • The officer will be responsible for timely and accurate preparation of management reports that fall under his/her division; 
    • He/She will be responsible for providing guidance to officers under him/her to achieve the desired results. 

    Requirements for Appointment 
    For appointment to this grade, an officer must have: 

    • Served in the grade of Senior Accountant, Job Group ‘L’ or in a comparable and relevant position in the Public Service for a minimum period of three (3) years. 
    •  A Bachelors degree in Commerce (Accounting or Finance option) and passed Part II of the Certified Public Accountants (CPA) Examination 
    • OR 
    • Passed Part III of Certified Public Accountants (CPA) Examination or its recognized equivalent.

    Deputy Director, Budget

    Duties and Responsibilities

    A Deputy Director, Budget will be responsible for the preparation of budget and ensuring departments’ adherence to budget ceilings. Specific duties and responsibilities at this level shall entail: - 

    • Control of budgetary commitments; 
    • Financial evaluation and processing of major policy changes (i.e. changes with substantial financial implications) within a Department 
    • Incorporation of State Corporations budgets and other agencies funded in the parent Departments budget, release of funds for State Corporations and monitoring the use of their financial resources; 
    • Monitoring and servicing of guaranteed loans by State Corporations and taking follow up action on the recovery of funds owed to the Government; 
    • Monitoring and review of programme implementation and taking corrective measures; Timely issuance of Authority-to-Incur Expenditure (AIE) to various spending points, particularly to the departments and ensuring that AIEs are consistent with quarterly ceilings; and 
    • Undertaking risk management for the Department.

    Requirements for Appointment 
    For appointment to this grade, an officer must: 

    • Have served in the grade of Senior Principal Finance Officer/Assistant Director of Budget or an equivalent position in the Public Service for at least three (3) years; 
    • Masters Degree in Business Administration (MBA), Economics, Finance, Commerce or in a financial related discipline from a recognized university; 
    • Attended a Strategic Leadership Course lasting not less than four (4) weeks; and 
    • Shown outstanding capability in Financial Management.

    Deputy Director, Accounting Services

    Duties and Responsibilities 

    • Preparing management and statutory financial reports including monthly expenditure, bank reconciliations, cash flow statements, analysis of deposits etc.; 
    • Maintaining of accurate accounting records;
    • Providing advisory services to the Accounting Officers and other stakeholders on all financial and accounting matters, especially planning, auditing and training;
    • Ensuring proper Interpretation and implementation of financial regulations and procedures, treasury circulars, letters and instructions;
    • Overseeing implementation of supplementary financial regulations and procedures to enhance internal controls established through normal Treasury regulations and procedures; 
    • Maintaining inventory on all bank accounts in the County and their approved signatories including departments; 
    • Authorizing payments and a signatory to County Bank accounts held with the Central Bank of Kenya and other bank accounts as may be authorized by the CEC Finance and Economic Planning; 
    • Ensuring all statutory reports are prepared as per the required law; 
    • Safe guarding County Assets and records and ensure Asset Registers are maintained by the departments. 
    • Supervising, training and development of accounts staff. 
    • Setting targets for the accounts staff and evaluating achievements 
    • Carrying out such other roles as may be assigned by the Chief Officer/ Director. xiii) Compiling reports on non-compliance by Accounting units with standards and other financial regulations for action by departmental head;
    • Attending Parliamentary Accounts Committee hearings and maintaining and implementing status matrix reports on the Public Accounts Committee (PAC) recommendations for the County and compiling Treasury Memorandum 
    • Assisting the Director in overseeing the processing of funding and Controller of Budget request arrangements to departments in the County and ensuring compliance with Treasury regulations and procedures 
    • Performing any other duty that may be assigned by the supervisor. 

    Requirements for appointment

    • Must have served in the field of accounts/finance in the public sector for a minimum period of twelve years; 
    • Passed Part III of Certified Public Accountants (CPA) Examination; 
    • Bachelor degree in any of the following disciplines: Accounting, Finance, Business, Commerce or its equivalent from a recognized University in Kenya; 
    • Master’s degree in any of the following: Commerce, Accounting, Business Administration, Finance, or their equivalent qualification from a recognized institution in Kenya; 
    • Registered with the Institute of Certified Public Accountants of Kenya (ICPAK); 
    • Certificate in Strategic Leadership Development Course lasting not less than four (4) weeks will be an added advantage; 
    • Minimum experience of five (5) years working with Government accounting system (IFMIS)

    Deputy Accountant General

    Duties and Responsibilities 
    An officer at this level may be deployed at the Accountant General’s office or a large Accounting Unit. In the Accountant General’s Office an officer in this grade will head a division where duties will entail:

    • Reviewing the applications of accounting standards and systems including IFMIS and recommending changes and improvements; 
    • Attending Public Accounts Committee hearings as necessary; 
    • Overseeing cash management and exchequer operations both for expenditure and revenue in liaison with the Central Bank of Kenya and other banks; 
    • Monitoring banking arrangements in the Departments under their division; 
    • Drafting and revising regulations for new and existing funds respectively;
    • Monitoring and ensuring timely production of management and stationary financial reports including the bi-annual accounts; 
    • Monitoring data management both for Departments under their division for IFMIS and other systems in liaison with Government Information Technology Services (GITS) Department; 
    • Reviewing and investigating losses including making recommendations for write-offs requested by Departments; 
    • Follow up with Heads of Accounting Units (HAU) on non compliance with standards, circulars, financial regulations and procedures, letters and instructions; 
    • Ensure safe custody of government assets and records under him/her; and 
    • Supervision, training, development and deployment of accounts staff in the unit;
    • In an Accounting Unit, an officer at this level will be responsible to the Accounting officer of the respective ministry/department for planning, organizing, coordinating and administration of all accounting activities within the accounting unit; 
    • Acting as liaison officer between the accounting unit and the Accountant General; 
    • Provision of advisory services to the Accounting officer and other stakeholders on all financial and accounting matters in an accounting unit; 
    • Ensuring proper interpretation and implementation of financial regulations and procedures, treasury circulars, letters and instructions;
    • Developing supplementary financial regulations and procedures to enhance internal controls established through normal treasury regulations and procedures; 
    • Provision of quality and timely accounting services in the accounting unit including maintenance of accurate accounting records and preparation of management and statutory financial reports ensuring conformity to the law; 
    • Participate fully in departmental committees’ especially tender, planning, audit, training, etc.; 
    • Authorizing payments, sign cheques, identify suitable cheques signatories and set limits as appropriate; 
    • Maintain an inventory on all bank accounts in the accounting unit and their approved signatories including sub-counties; 
    • Ensuring safe custody of government assets and records; 
    • Attending Public Accounts Committee hearings; and supervision, training, development and deployment of accounts staff in the unit. 

    Requirements for Appointment 
    For appointment to this grade, an officer must have:- 

    • Relevant working experience of fifteen (15) years in the Accounting, Audit or Financial field; or Served in the grade of Senior Assistant Accountant General, Job Group ‘Q’ or in a comparable and relevant position in the Public Service for a minimum period of three (3) years;
    • Passed Part III of Certified Public Accountant (CPA) Examination or its recognized equivalent;
    • Masters degree in any of the following disciplines:- Accounting, Finance, Business Administration, Commerce or their relevant equivalent qualification from an approved institution; 
    • Registered with the Institute of Certified Public Accountants of Kenya (ICPAK) and Registration of Accountants Board (RAB); 
    • Attended a Strategic Leadership Development Course lasting not less than four (4) weeks from a recognized institution;
    • Shown merit and ability as reflected in work performance and results.
