The Security, Safety & Resilience (SSR) group combines the key people risk and resilience functions of staff care, safety, security, organizational resilience, fleet management, and employee relations/staff conduct into a single forward-looking business unit. SSR focuses on ensuring that people are at the center of risk and resilience practice; while also creating agile, innovative, and dynamic ‘end to end’ security, safety, and resilience solutions across the organization.
The Senior Advisor – Security Training, is part of the realigned Development and Capacity team which is progressively reimagining how we deliver ‘people risk’ learning and training solutions to the organization and developing internal capacity in SSR. This senior global role is focused on all aspects of ‘security training’ development and delivery of blended (instructor lead & e-learning) targeted training and learning solutions that prepare staff and leaders to operate in dynamic, fragile, and insecure operational environments. The role holder is also expected to work collaboratively with the group Director and other senior staff in the ongoing development of learning needs assessments, innovative learning design, appropriate delivery methods, and impact measurements - creating an agile and engaging learning journey for SSR staff, and collaborating with regional leads to deliver innovative learning solutions across key areas of delivery. The role will focus on clear learning needs assessments, gaps analysis, training ROI, and impact measurements for security training across the organization.
The position has multi-faceted leadership responsibilities but with a clear operational focus on the delivery of targeted security training programs for staff operating in medium/high-risk environments. World Vision operates a model where interdisciplinary ‘Integrated Security Teams’ (IST’s) deliver holistic operational and training solutions, the Senior Advisor – Security Training will be a key senior member of the global team.
Key Responsibilities
Safety & Security Training Development and Delivery
- Collaborate with the Senior Director of Security and wider ‘Security Group’ to identify training needs, skills gaps, and key learning outcomes related to security operations in high-risk environments.
- Drive the development of a blended organisational ‘security training’ program (face-to-face, e-learning & m-learning) with targeted learning solutions that prepare staff and leaders to operate in insecure, fragile, and dynamic operational environments.
- Ensure training participation in the Regional ‘Integrated Security Teams’ (ISTs); providing training design and delivery expertise to mitigate identified security risks and assist with operational security management as required.
- Act as the senior Development & Capacity representative on the Global IST (GIST).
- Daily management of Global Advisors ensuring the delivery of high-quality ‘risk-based’ security training focused on mitigating risks in operational contexts.
- Development of clear learning needs assessments, gaps analysis, training ROI, and impact measurements for all security training.
SSR Functional Training Development
- Assist the Director DevCap, in collaborating with Regional functional leads to co-create learning strategies, innovative learning solutions, and agreed training measurements.
- Assist the Director DevCap in supporting the development of context-appropriate learning solutions and delivery methods for Regional and Field Offices to strengthen local capacity in key SSR functional areas.
SSR Capacity Development
- Assist in the development of coaching, mentoring, and career development practices for Global & Regional SSR staff.
- Collaborate with Regional IST and Global IST to identify talent and facilitate career development pathways in collaboration with functional leads.
- Assist in the design of ‘learning journeys’ for SSR staff that identify skills gaps, career aspirations, and organizational capacity requirements.
- Identify opportunities to upskill and reskill staff as required.
- Assist in the development of agile and targeted instructional design methodologies that embody an ‘inclusion’ approach.
Regional/Security Group Operation Support
- Support the Global & Regional ISTs and wider SSR Security Group with operational deployments where/if required.
KNOWLEDGE, SKILL AND EXPERIENCE
Required Education, training, license, registration, and/or
Certification
- Associate/Bachelor Degree (or equivalent experience) in one or more of the following: Education/Professional Education, Training, Human Resources, Organizational Development, Security Management, Risk Management, Strategic Studies, Law, Disaster Management, International Studies, or significant industry experience.
Required Professional Experience
- Minimum of 10 years working internationally in a complex global organization, ideally with experience in an INGO setting.
- A firm understanding of humanitarian security risk management that will inform a balanced approach in relation to staff security training for high/medium risk deployment.
- Experience developing learning strategies, needs assessment, gaps analysis, instructional design, and learning metrics ideally in an NGO, UN, Military, Law Enforcement, or Emergency Services environment.
- Understanding of L&D (Learning and Development) and capacity-building practices, challenges, trends, and accepted practices within the humanitarian sector.
- Instructional design, coaching, facilitation, and training skills are preferable.
- Ability to operate effectively and responsively in a fast-changing, ambiguous environment and deal with high-pressure situations calmly with energy and resilience while managing multiple priorities and deadlines, often with sporadic and conflicting information.
- Demonstrated understanding of adult learning concepts and principles and contemporary learning and development practice and demonstrated strong instructional skills.
- Solid interpersonal, negotiating, and networking skills. Strong analytical, organizational, and problem-solving skills.
- Ability to work under pressure.
Required Language(s)
- Highly proficient in written and verbal communication in English. Additional language skills desirable - French, Spanish, or Arabic.
Required travel and/or work environment accommodations

Key Responsibilities:
Technical Support
- Provide technical support to WVK cash programming including Cash feasibility assessments, Market assessments, determination of response options, delivery mechanisms and appropriate modalities to be implemented.
- Coordinate with technical sectors: (Livelihoods& Resilience, Health & Nutrition, Education & Protection, WASH, DMT), Departments: Sponsorship, RAM, Operations, ICT, Finance & Supply Chain and other Support Services for effective planning and implementation of Cash & Voucher Programming within WV Kenya.
- Provide oversight of all Cash Based Intervention programs implementation progress; identification, resolution and/or escalation of issues.
- Coordinate development, dissemination and roll out of Cash Based Intervention Programs guidelines in line with global, national and WVI standards
- Ensure that Cash & Voucher Programming projects are designed to meet or exceed WVK, donor and industry standards and guidelines;
- Ensure the incorporation of digital payment systems and platforms in all WV programs and coordinate its implementation.
- Support Area Program and Grant Teams to set up CVP operations
- Develop Standard Operating Procedures (SOPs) for the selected delivery mechanisms (Mobile Money, Electronic Voucher, Banks, etc)
- Provide orientation during start-up workshop on CVP project components
- Support digital registration and data management
- Work with Technical Programs to strengthen the integration of CBI on programming
- Participate in joint technical coordination, planning and review meetings for Humanitarian Cash Transfers and Markets
- Participate in the development of winning proposals that incorporate different CVP modalities.
Capacity Building
- Identify technical and programmatic gaps on Cash Based Interventions and design staff capacity building interventions on all aspects of CBI programming including feasibility, risk assessment, market assessment and analysis, modality selection, implementation of a delivery mechanism and distribution process.
- Enhance skills and capacities of staff and partners in Humanitarian Cash Transfers and Markets
- Coordinate regular learning forum to profile, communicate and ensure adoption of promising practices
- With the support of GC CVP leads, lead CVP Capacity assessment and capacity building initiatives for WV Kenya staff and partners.
- Provide technical and supervisory support to WV partners utilizing CVP modalities
- Ensure ongoing coaching and mentoring of project staff in order to ensure that they are able to perform and achieve the desired results
- Coordinate regular learning forum to profile, communicate and ensure adoption of promising practices
- Identify capacity gaps in Cash Programming and organize for capacity building session to bridge the capacity gaps
Accountability, Learning and Innovation
- Innovate, test or replicate good ideas to scale up multipurpose Cash Voucher Programming both in humanitarian, social safety net or development programming.
- Set up CVP monitoring, accountability and learning systems and address findings and recommendations on a regular basis.
- Design and facilitate market assessments and document lessons for sharing internally and with key partners
- Ensure that monthly and regular reports are generated and timely submitted to relevant stakeholders and partners (CTMR, donor reports, etc).
- Ensure internal control systems are in placed to identify and manage potential risks associated with CVP.
- Oversight to ensure the projects are implemented in accordance to the approved budgets
- Initiate and Manage the contractual processes among key partners and support offices in consultation with the WVK risk and compliance department
- Coordinate the development of Cash Based Interventions M&E tools, analysing monitoring data and facilitating post-monitoring distribution.
- Leading and coordinating CBI feasibility assessments, data collection and analysis to inform evidence-based response analysis, programme design, and adaptive implementation.
- Coordinate and ensure delivery of risk assessments and mitigation measures related to CBI emergency response programming
- Participate in the developing and adapting Standard Operating Procedures (SOPs), policy documents, guidance and tools for Cash Transfer Programming.
Engagement, Networking and Advocacy
- Lead coordination and networking initiatives on CVP for WV Kenya. This includes engagements with the Cash Working Group, CaLP, Government State Departments, Consortiums, the HPPP, NGOs and other stakeholders in that space.
- Establish and maintain good relationship with Government Departments, CBOs, funding partners, Support Offices, & private sector actors involved in CVP
- Coordinate and actively participating in relevant National and Sub-national working groups and other meetings in the area of responsibility, including the Cash Working Group at national level
- Participate in joint technical coordination, planning and review meetings for Cash & Voucher Programming

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
- Bachelor degree in the fields of: Social Science, Economics, Statistics or related field.
- A postgraduate training in Monitoring & Evaluation, Statistics, Economics, Computer Science, Agriculture or related field will be an added advantage.
- Relevant certification from accredited CVP institution/agency such as CaLP network, WVI Cash Academy will be an added advantage
- At least six years of experience in Cash Based Programming including conducting Cash Feasibility Assessment, Market Assessment, Designing, implementing, Monitoring and Evaluating CVP programs
- Demonstrated understanding CVP integration across different sectors and implementation in varying contexts of Disaster Management Cycle.
- Deep understanding and experience of engaging various stakeholders, including the donor regulations and standards with regards to CVP as well as private sector players.
- Resource mobilization and fundraising experience with proven track record of successful proposal development
- Experience working with Mobile Network Operators (MNOs) and Financial Service Providers (FSPs).
- Experience setting up functional program Monitoring and Accountability framework
- Highly flexible and organized, able to coordinate different levels of stakeholders and guide the WVK strategic and technical decisions on new and upcoming funding opportunities
- Demonstrated capacity to strategically and technically engage and build strong networks at different levels: Key government departments (national & County level), Donor community, Private sector players, CVP technical forums, Humanitarian Coordination forums among others.
