    Global Accelerator Operations Manager, Digital Inclusion

    About the role:

    • As the Global Accelerator Operations Manager you will operationalize and manage a robust and efficient global competition process. This process will be a primary driver of WiDEF program delivery. You will ensure WiDEF attracts, fields, and vets high-quality applications; efficiently moves through a robust awards process; and cleanly hands off awardees to the WiDEF grants management team. You will lead the creation of competition-related materials, structuring applicant information and training sessions and ensuring that each competitive round delivers quality programming on time and within scope. You will work with donors and consortium partners to develop outreach strategies to encourage more diverse proposals, help author the calls for proposals, and keep track of all requirements necessary to support multiple funding rounds.

    About you:

    • Ideal candidates for this role will have a successful track record of supporting complex multi-year projects, geographically dispersed teams, and global funding competitions. You are organized, a strong communicator, and can work independently of central oversight. You have a can-do attitude and enthusiasm for creating a strong community of sub-awardees. As a visible member of the team, you will be expected to be one of the external faces of the program and may be expected to represent the program at various public opportunities. You have a experience working on similarly sized USAID programs and/or managing global competitive grants processes and you are deeply committed to advancing gender equality.

    Location negotiable. Must be able to work at least 4 hours on US East Coast time.

    Responsibilities:

    • Manage competition process including systems for promoting, reviewing, and awarding agreements 
    • Coordinate closely with CARE grants management, compliance and procurement team to ensure seamless integration of competitive process with critical support systems
    • Design and deliver training and capacity building for prospective applicants

    Qualifications:

    • BA degree in relevant discipline: business administration, international development; public policy or other relevant field
    • 5-8 years of experience managing competitive funding processes and/or as a donor
    • Past experience managing and/or supporting USAID-funded programs and familiarity with USAID award management requirements
    • Confidence to bring a greater voice to program activities, and make substantive program recommendations
    • Strong cross-cultural communication skills, including experience working with globally distributed teams in disparate countries and time zones

    Grants and Finance Lead, Digital Inclusion

    About the role:

    • As the Grants and Finance Lead, Digital Inclusion you will lead the program’s extensive grants management function, including recruiting and managing a dedicated sub-team to support this work. WiDEF will include multiple rounds of eternal-facing grants competitions. The Grants and Finance Lead will serve as the business manager for the initiative: developing and monitoring the annual budget; modeling budgets for new opportunities; informing and working in lock step with each round of grants competitions and, directly and through their team, ensuring awardee sub-grants are operationalized efficiently and effectively monitored and supported.  The Grants and Finance Lead will work closely with external partners to support them in financial compliance and award performance. As a member of the WiDEF senior team, the Grants and Finance Lead will recruit and manage a team of up to four direct reports. The Grants and Finance team will actively support between 10-25, globally distributed, competitively awarded sub-grants at any given time. This position reports to the WiDEF Managing Director/Chief of Party.

    About you:

    • Ideal candidates for this role will have a successful track record of supporting complex multi-year projects with large numbers of sub-awardees and sub-contracts. You will be an experience team leader and manager of globally disbursed teams. You will be well versed in donor requirements and specialized in USAID financial and grant compliance requirements. You are exceptionally well organized, a strong communicator, and have patience/empathy to help first-time and international sub-awardees with complicated procedures and processes. You have served in similar capacities on other USAID projects.

    Location negotiable. Must be able to work at least 4 hours on US East Coast time.

    Responsibilities:

    • Define and manage competition sub-grantee grants and financial management systems
    • Manage program budget, compile monthly, quarterly and annual financial reporting
    • Manage sub-recipient due diligence, capacity assessment and operational capacity building
    • Serve on WiDEF senior management team, advising program leadership and informing program strategy and annual planning
    • Recruit and manage a sub-team to support program sub-awardees

    Qualifications:

    • Bachelor’s degree in relevant discipline: finance; business administration; international development; public administration or other relevant field
    • 7-10 years of experience working in the field of international development with escalating responsibility
    • Extensive experience managing USAID grants/contracts administration of similarly sized programs. Other bilateral/multilateral donor funding, private corporate, private foundations experience a benefit.
    • Creative team player dedicated to designing systems that enable core goals while also effectively managing risk 
    • Strong cross-cultural communication skills, including experience working with globally distributed teams in disparate countries and time zones 
    • Demonstrated experience recruiting and managing a globally disbursed team

    Monitoring, Evaluation and Learning Lead, Digital Inclusion

    About the role:

    • As the MEAL Lead for this effort, you will lead the definition of the initiative learning agenda and define the measurement tools and systems we will deploy across all program investments to monitor performance and generate insights and learning. You will build partnerships and manage contracts to support the consistent collection, cleaning, analysis and interpretation of data from across the program’s investment portfolio. You will coordinate the consolidation of program results, performance and lessons for a wide range of audiences, and you will serve as a leading external voice, sharing and socializing WiDEF insights with a wide range of stakeholders. As a member of the program senior leadership team, you will have significant influence on the WiDEF program strategy and annual workplans.

    About you:

    • Successful candidates will bring a clear track record of building creative, cost-effective, multi-country measurement and learning systems that support decision making and performance monitoring. You will have experience and comfort with quantitative and qualitative data collection and analysis as well as with measurement approaches ranging from action research to experimental designs. You will have experience with complex gender and social norms programming and an understanding of effective tools or tactics for measuring change in these domains. You will be an excellent communicator, able to convert monitoring and learning system outputs into language and formats that engage people and enable effective management decision making. Familiarity with ICT4Development, digital inclusion/digital divide research and practice, and feminist technology and capabilities-based approaches are a significant advantage.

    Responsibilities:

    • Develop and manage measurement and learning systems for the WiDEF initiative.
    • Select and manage vendors to help operationalize WiDEF measurement and learning system
    • Oversee and lead consolidation of routine program reporting
    • Build capacity of WiDEF network of sub-awardees on effective measurement and learning practices and program requirements
    • Represent program in internal and external forums

    Qualifications:

    • At least 10 years of relevant experience including experience designing and managing complex MEAL systems for multi-country programs
    • A robust MEAL toolkit including practical experience with mixed-methods studies, experimental and quasi-experimental designs, action research, statistical analysis, lean measurement, appreciative inquiry, outcome mapping and participatory approaches
    • Track record of designing and managing creative, fit-for-purpose and impact-driven MEAL systems
    • Team management experience including recruiting, managing and building the capacity of MEAL teams
    • Experience managing vendors including defining scopes of work, negotiating contract terms and managing  contract performance
    • Knowledge of and/or experience working in the domains of ICT4Development, digital inclusion and related areas highly preferred
    • Ability to take the lead/self-start based on the needs of the larger program
    • Exceptional cross-cultural communication skills, including experience working with globally distributed teams in disparate countries and time zones
    • International work and lived experience, preferable in Sub-Saharan Africa and/or South Asia
    • Master’s degree in statistics, data science, science and technology or other relevant field, or the equivalent combination of education and work experience
    • An entrepreneurial mindset, comfort with ambiguity and a commitment to going beyond the status quo
