    Assisatnt Director, Public Education and Training

    REF: KNCHR/ADM/AD /02/2023

    Job Purpose

    Supervise the implementation of the commission’s policies, procedures, standards, strategies and guidelines and to develop and enrich the Public Education and Training programmes for state and non-state actors towards the development of a human rights culture in Kenya.

    Key Responsibilities:

    Managerial/supervisory responsibilities

    1. Deputizes the Deputy Director in all duties towards delivering on the mandate of the Division in line with the strategic plan.
    2. Formulate and supervise the implementation and review of the Commission’s public education and training policies, frameworks, strategies and standards.
    3. Supervise the formulation of appropriate strategies for public education and awareness   programmes at the Commission.
    4. Facilitate   the development of relevant, Curricula, Training Manuals and training Materials on Human Rights Education for use in the training of both state and non-state actors.
    5. In Partnership with relevant stakeholders facilitate the infusion  and integration of human rights education in the curricula for primary, junior secondary, Senior secondary, teachers colleges and Universities
    6. Supervise the integration of the Human Rights-Based Approach (HRBA) in all the training materials and the adoption of HRBA by various state and non-state institutions.
    7. Supervise the development of the commission’s Annual Training Calendar.
    8. Facilitate the development and submission of the Commission’s advisories to relevant actors on the promotion of human rights and human rights education.
    9. Supervise and  review both existing and proposed training materials in order to infuse human rights and human rights based approaches
    10. Facilitate the commission’s participation in the processes leading to the review of the Curriculum in Kenya so as to infuse and integrate human rights education.
    11. Facilitate the Mainstreaming of SDG 4.7 on the right to education in the Commission’s  programmes and policies across all the directorates
    12. Supervise the planning and execution of the International human rights days relevant to the functions of the commission.
    13. Supervise the development and utilization of the division’s budget.
    14. Represent the Commission in key task forces on emerging issues on human rights in the country, regionally and internationally.

    Operational responsibilities

    1. Supervise the development of concepts, project design and implementation of divisional strategies and activities as prescribed in the strategic plan.
    2. Supervise and lead in the development of training curricula, training manuals and training materials.
    3. Identify strategies for carrying out public awareness and trainings
    4. Supervise timely preparation of monthly, quarterly, annual Commission, donor and other reports for accountability on the use of funds.
    5. Supervise the development of proposals for the mobilization of resources for the Commission’s programs, grant management and reporting.
    6. Making presentations and giving technical advice on behalf of the Commission at high level meetings and committees of state and non-state actors’ and institutions.
    7. Supervise the development and implementation of divisional work plans in line with the Commission’s Strategic Plan, mission and vision.
    8. Supervise the establishment and implementation of strategies to build and sustain Commission partnerships in line with the divisional mandate.
    9. Supervise strategies for the development of Information Education and Communication (IEC) Materials by the Commission.
    10. Supervise the development of human rights messages for dissemination using , print,, electronic and social media platforms

    Financial Responsibilities

    1. Develop proposals to mobilize resources for the Commission’s programs,
    2. Coordinate timely preparation of monthly, quarterly, annual commission, donor and other reports for accountability on the use of the Division’s funds
    3. Coordinate the preparation of the divisional budgets,
    4. Coordinate the development of the Divisions, Quarterly, and Annual Work plans
    5. Managing grants as may be designated from time to time

    Skills, Experience and Minimum Qualifications

    1. Master’s degree with 5 years’ experience in any of the following fields: Education, International Relations and Diplomacy, Social Sciences or any other equivalent qualification from a recognized institution OR a Bachelor’s Degree with  7 years’ experience in any of the above fields
    2. Demonstrable Training in Curriculum Development
    3. Must be an expert in Curriculum development with at least 5 years’ experience in actual curriculum development, training manuals, Training guidelines, handbooks and other training materials in the field of human rights or other relevant fields
    4. At least 5 year’s proven experience in conducting actual trainings and public awareness on human rights, human rights education or any other relevant field
    5. At least 5 years’ experience in the development of Information Education and Communication materials for dissemination through electronic, print or social media platforms
    6. At least three years’ experience in a leadership/supervisory role
    7. Served in the grade of Senior Public Education and Training Officer for a minimum period of three (3) years
    8. Certificate in Senior Management Course lasting not less than 4 weeks from Kenya School of Government or its equivalent.
    9. Meet the requirements of Chapter Six of the Constitution of Kenya

    Assistant Director – ICT

    Job Purpose

    This position is responsible for coordinating the implementation of the Commission’s ICT strategy for provision of information communication and technology services in the Commission.

    Key Responsibilities:

    Managerial/supervisory responsibilities

    1. Plan and develop the commission’s ICT strategies, policies and standards.
    2. Supervise the development, implementation and maintenance of the Commission’s ICT infrastructure.
    3. Supervise implementation of ICT policies, strategies, Identifying and evaluating emerging technologies procedures and guidelines pertaining to Commission processes.
    4. Supervise the implementation and monitoring of ICT projects supported by best practice knowledge, demonstrate business value and financial viability.
    5. Supervise the development and implementation of ICT training programs at divisional and Commission level.
    6. Supervise installation and maintenance of ICT systems in the Commission by ensuring the provision of cost-effective, efficient, high quality ICT services.
    7. Supervise the development and utilization of the division’s budget.

    Operational responsibilities

    1. Supervising the implementation of Commission’s ICT strategies, policies and standards.
    2. Promoting the use of robust and efficient systems/processes focused on leveraging on ICT to improve efficiency, value addition and cost reduction.
    3. Co-ordinate the development, implementation, monitoring and reviewing the departmental annual budgetary allocations.
    4. Preparation of divisional monthly performance reports and quarterly performance
    5. Review the operations of ICT systems by ensuring the provision of cost-effective, efficient, high quality ICT services.
    6. Review performance management, ICT assets and physical resources to meet strategic departmental goals.
    7. Mentoring, guidance and counselling of departmental staff.
    8. Preparing periodic reports on ICT and e-governance services at the Commission.

    Financial Responsibilities

    1. Ensuring timely preparation of monthly, quarterly, annual reports for accountability of the use of funds.
    2. Supervise the utilization of divisional budgets.
    3. Managing grants as may be designated from time to time.

    Skills, Experience and Minimum Qualifications

    1. A Master of Science degree in any of the following fields: Computer Science, Computer Technology, Informatics, Computer Science & Technology, Information Systems, Business Information Technology (BBIT), Computing Science and Technology, Computer Security and Forensics or equivalent qualification from a recognized Institution.
    2. 5 years of service in a comparable position from a reputable organization
    3. Possess at least two (2) Professional Certifications in ICT.
    4. Membership to relevant professional body with Good Standing.
    5. A Course in Strategic Management and Development or its equivalent from a recognized institution.
    6. Meet the requirements of Chapter Six of the Constitution of Kenya

    OR

    1. A Bachelor of Science degree in any of the following fields: Computer Science, Computer Technology, Informatics, Computer Science & Technology, Information Systems, Business Information Technology (BBIT), Computing Science and Technology, Computer Security and Forensics or equivalent qualification from a recognized Institution.
    2. 7 years of service of which three is at a supervisory role.
    3. Possess at least two (2) Professional Certifications in ICT.
    4. Membership to relevant professional body with Good Standing.
    5. Certificate in Senior Management Course lasting not less than 4 weeks from Kenya School of Government or its equivalent.
    6. Meet the requirements of Chapter Six of the Constitution of Kenya
