    Senior Policy Expert on National Climate Agenda & Environment

    Primary Duties and Responsibilities: 

    • Provide strategic advisory support to the Cabinet Secretary for effective engagement with development partners, stakeholders and on international matters.
    • Facilitate inter and intra-ministerial coordination by supporting structured engagement across forestry, energy, agriculture, water, and finance sectors to promote integrated climate and environmental action.
    • Advise on donor alignment to ensure support is consistent with national priorities and strengthen Kenya’s access to climate finance.
    • Offer technical guidance on carbon market readiness, including interpretation of the 2024 Climate Change (Carbon Market) Regulations and positioning Kenya to benefit from nature-based and carbon market opportunities.
    • Guide on preparation of high-level policy briefs and statements to support Kenya’s participation in global and regional forums (e.g., COP, Africa Climate Summit, UNGA) with technically credible and impactful messaging.
    • Advise on inclusive policy development by identifying entry points for integrating gender, youth, disability inclusion and Indigenous Peoples’ perspectives into climate and environment strategies.

    Required Qualifications:

    Academic Competencies

    • A master’s degree or PhD in a relevant field: This could include Forestry, Environmental Science and policy, Natural Resource Management, Climate Change, or a related discipline.
    • Specialized training or certification: Additional certification in climate finance multi-stakeholder coordination, governance, or institutional development is desirable.

    General Experience

    • Minimum of 10 years of professional experience: In senior-level public sector advisory in climate/environment policy- supported by broader experience in diplomacy and international relations, demonstrating a strong track record of supporting ministers or senior government leaders and facilitating inter-ministerial or multi-stakeholder coordination.
    • Proven leadership capacity: Experience providing high-level policy advice, building institutional capacity, and managing cross-government or donor coordination processes.
    • Extensive sectoral and/or regional expertise: Strong understanding of Kenya’s climate, forestry, and environmental governance landscape, with demonstrated engagement at both national and regional levels.

    Energy Access Portfolio Lead

    Primary Roles and Responsibilities: 

    • Lead the strategic growth and direction of the Energy Access Portfolio, developing and executing business development plans in line with Palladium’s vision and growth strategy
    • Design and deliver complex energy access projects across Kenya and the region, including rural electrification, mini-grids, solar home systems, productive uses of energy, and cross-sectoral integration (health, agriculture, education, digital inclusion, clean cooking)
    • Advise governments, financial institutions, private sector companies, donors, and end users on strategy, policy, regulation, business operations, and access to finance
    • Develop and manage multidisciplinary teams, recruiting, mentoring, and retaining talent to deliver outstanding results
    • Build and maintain trusted relationships with key stakeholders, including national associations, government agencies, private sector innovators, and donors
    • Lead business development efforts, identifying new opportunities, preparing proposals, and managing client relationships
    • Ensure technical excellence and quality control across all deliverables, maintaining rigorous standards and driving innovation
    • Represent Palladium as a thought leader at industry events, conferences, and in sector working groups
    • Monitor market trends and policy developments to inform strategy and identify emerging opportunities
    • Foster collaboration with other Palladium practices and global teams, leveraging cross-functional expertise and lessons learned

    Essential Criteria:

    • Bachelor’s or Master’s degree in Engineering, Business, or related field
    • 12+ years of progressive experience in energy access, rural electrification, productive uses of energy, and cross-sectoral integration
    • Proven track record of leadership and team building, with experience managing diverse, multidisciplinary teams
    • Deep understanding of energy access technologies (mini-grids, solar home systems, grid extension), enabling environments, and business models
    • Experience in policy and regulation, business acceleration, access to finance, and results-based finance design
    • Strong executive presence and ability to build trusted relationships with partners, clients, donors, and investors
    • Strong commercial acumen with experience in P&L management, proposal development, and client acquisition
    • Existing relationships with key stakeholders in Kenya and the region (government, private sector, donors, associations)
    • Multinational experience and ability to navigate diverse cultural and regulatory environments

    Technical Support for the Coordination and Delivery of the National Landscape and Ecosystem Restoration

    Primary Duties and Responsibilities: 

    • Design and operationalise NLERS coordination mechanisms in collaboration with the State Department of Forestry (SDF) to strengthen institutional collaboration for strategy implementation.
    • Develop and institutionalise an NLERS Coordination Framework outlining roles, responsibilities, engagement pathways, and governance structures among national ministries, agencies, and county governments.
    • Prepare a Delivery Action Plan and Progress Tracking Matrix with milestones, timelines, and accountability indicators to guide coordinated NLERS delivery.
    • Support alignment of restoration interventions across key agencies (KFS, KEFRI, NEMA, KWS, NLC, county governments) under a unified NLERS coordination platform.
    • Provide technical support for NLERS governance structures, including the Steering Committee and Thematic Working Groups, through development of Terms of Reference, meeting schedules, and progress documentation.
    • Integrate restoration monitoring data, indicators, and reporting processes into national systems, such as the National Forest Monitoring System (NFMS), carbon MRV tools, and FOLAREP, to ensure standardized data management and reporting.
    • Facilitate stakeholder engagement and inter-agency dialogue to enhance coordination, reduce duplication, and promote shared ownership of NLERS implementation.
    • Support preparation of restoration progress reports and policy briefs that synthesize achievements, lessons, and opportunities for scale-up.
    • Build institutional and technical capacity of SDF teams to manage coordination systems, conduct results tracking, and engage effectively with development partners.

    • Extensive sectoral and/or regional expertise: Strong understanding of Kenya’s forest and landscape restoration agenda, policy environment, and institutional architecture, particularly in the context of NLERS or similar national frameworks.
