    Consultancy assignment - Gender and Social Inclusion Analysis and Development of Gender Mainstreaming Strategy for the African Biodigester Component Projec

    Objectives of the study

    The main objective of the study is to undertake a gender equality and social inclusion (GESI) analysis of the biodigester value chain and use the findings to develop a gender mainstreaming strategy for the ABC-K project. The strategy shall inform gender-sensitive indicators, tools, approaches and actions / interventions the Project shall adopt and mainstream across all components of the Project:

    • project implementation processes,
    • partners and enabling environment
    • beneficiaries:

    The strategy shall also be aligned to the Minimum Standards for Gender Mainstreaming, as developed by the Gender Practitioners Collaborative with regards to gender-related impact, utilisation of sex-disaggregated data, development of gender equality indicators and “do not harm” criteria. 

    Scope of Work

    This assignment will involve two key stages as follows. Specifically:

    • Conduct a gender equality and social inclusion analysis from selected counties from clusters identified by the project (Central, Rift Valley, Western, Coast and Eastern). The analysis will include among other parameters the following.
    • Analysis of the national and sub-national gender policy frameworks, strategies, structures and programme, institutions with regards to biodigester and opportunities and gaps for a vibrant biodigester value chain development.
    • The relative status of women, men and youth and how this affects their differential access to/control over assets and resources, access to finance and other resources, information, opportunities, and services related to their businesses and in driving the biodigester benefits along the value chain.
    • Existing gender norms and cultural beliefs and how they affect business leadership for women and youth SMEs.
    • The inter-personal and intra-household power relationships that are at play and how these influence decisions on purchasing power/ access and control of biodigester and its by products, including access to information and knowledge.
    • Opportunities and constraints that affect men, women and youth’s agency and voice in policy dialogue and decision-making processes and platforms related to biodigester value chain. 
    • Mapping of stakeholders involved in gender that ABC-K project could partner with to support SMEs in gender mainstreaming at business level.
    • Capacity building needs for the ABC-Project team, government and SMEs on gender mainstreaming relevant for the project to achieve its overall goal. 

    Qualifications of consultant/firm of consultants

    All bidders must meet the following minimum qualifications and experience:

    • Mixed expertise in Gender Studies and (renewabe) energy. Knowledge in market based approaches is an added advantage.
    • The lead consultant expert(s) with a minimum of 7 years experince in gender equality work and  (renewable) energy sector in Kenya.
    • Strong writing, communications and analytical skills.
    • Extensive experience in research and analytical work in gender equality and social inclusion

    Consultancy assignment - Energy Auditing services to SMEs/Cooperative/Facilities

    Purpose of the Consultancy

    The purpose of the consultancy is to undertake a detailed energy audit of the selected SME/facility towards identifying potential energy management opportunities (renewable energy and energy efficiency). The energy audit will assist in identifying areas for energy efficiency, energy conservation and potential areas to use renewable energy.

    The specific objectives shall include:

    Identify feasible energy management opportunities (renewable energy and energy efficiency) in both electrical and thermal energy systems existing in the facility
    Undertake an economic and financial analysis of identified energy management opportunities
    Compile a detailed energy audit report including renewable energy and energy efficient technology and practice recommendations
    Scope of work

    The assignment will be undertaken to at least 4 SMEs. The scope of the energy auditing assignment will include the following:

    Undertake a detailed energy audit planning with a lens on both electrical and thermal energy use of the SME/facility
    Review the existing and planned energy needs and services of the SME/ facility
    Assess the existing historical energy utilization, energy cost data and load profiles of the facility
    Undertake onsite measurements/logging for electrical and thermal energy systems in the facility with appropriate calibrated equipment
    Conduct an energy utilization, economic and financial analysis based onsite energy use measurements and energy tariff structure
    Quantify the total energy savings (kWh) and energy cost savings ($) as per energy efficient and renewable energy opportunities identified.
    Prepare and submit a detailed energy audit report with a complete technology and economic analysis of the energy management opportunities (renewable energy and energy efficiency options)
    Develop an energy investment plan for the next three years that sets out how to achieve energy efficiency and energy conservation including the utilization of renewable energy.
    Cost benefit analysis and payback period of recommended measures on energy efficiency, energy conservation and renewable energy use.
    The auditor, where applicable, can assess the amount of CO2 emissions emitted based on the amount of energy used and the reduced levels of emissions based on the recommended measures to improve energy management.
    Prepare a detailed draft implementation plan for the identified energy management opportunities including identification of potential vendors for RE and EE solutions
    Prepare and present the audit findings and identified energy management recommendations to SNV and audited facility.

    Qualifications

    The energy audit shall be executed at least by two experts in electrical and thermal systems respectively with the following desired qualifications and competencies.

    Electrical systems Engineer

    • At least BSc. Electrical Engineering or related fields.
    • Demonstrated understanding of instrumentation and electrical systems
    • At least 7 years of experience with 3 years of hands-on energy auditing
    • Demonstrated written and oral communication skills
    • Being a certified energy auditor by a recognised international Organization will be an added advantage

    Thermal energy Systems Engineer

    • At least BSc. in Mechanical Engineering/Agricultural/Chemical Engineering or related fields.
    • Demonstrated understanding of material and energy flow analysis
    • At least 7 years of field experience and 3 years of hands-on energy auditing
    • Demonstrated written and oral communication skills
    • Being a certified energy auditor by a recognised international Organization will be an added advantage

    Measurement Technician

    • At least a diploma in Electrical or Instrumentation
    • Demonstrated experience in calibration and use of energy audit tools and equipment
    • Demonstrated written and oral communication skills

    Consultant - Development of the Africa Biogas Component Project (ABC) Awareness-raising Strategy

    Job Description

    Objectives of the study

    The assignment/ study seeks to develop an awareness-raising strategy for the ABC-K project that takes into account the different size segments (small and medium scale), different technologies (e.g., brick dome, prefabricated), different valorisation options products (biogas for cooking, heating & powering, bio-slurry, bio-slurry enriched compost etc…) and related benefits (on incomes, indoor air pollution and agricultural productivity…), as well as feasible options for customers to finance biodigesters.

    Scope of Work

    In Kenya, biodigesters are a moderately well-known technology, and farmers’ awareness of this technology is modest. Raising awareness remains critical to supporting the sales of small and medium scale biodigesters. Biodigester companies are mostly small, led by individuals, and cannot invest in and roll out extensive awareness and marketing campaigns. Other companies such as building companies are constructing or installing biodigesters as part of a bigger construction offer. Only a handful of biodigester companies invest sufficiently in awareness-raising and marketing to make this business profitable
    The awareness strategy will inform the ABC project on 

    • how to support biodigester businesses to create awareness of their businesses
    • how to roll a national campaign digitally
    • how to implement more localized awareness-raising events in the 12 high potential counties through ABPL and the marketing hubs. Propositions should remain within the limits of a pre-defined budget. Project strategy will also define how to closely engage with private sector companies in the implementation of the awareness-raising campaign.

    The awareness-raising strategy will inform the development of educational and training approaches, as well as above the line and below the line awareness measures, with a particular focus on 12 high-potential counties. To accurately deliver on this, the strategy should elaborate on the knowledge and information penetration status, in terms of what information exists, how it is has been received and any existing biases that hinder positive uptake of this information.

    The strategy will also advise on the use of nationally established mass media (radio, TV, newspaper, social media) and digital awareness tools to reach a wider public. These tools will include mobile-based information systems such as SMS blasts, USSD codes for information, smartphone apps, serious games, etc. The awareness-raising strategy will consider gender-sensitive language, messages and channels that speak to women, men and youth.

    Qualifications

    Qualifications of consultant/firm of consultants

    All bidders must meet the following minimum qualifications and experience:

    • Experience in consulting/advising on communications, preferably including the decentralised renewable energy sector in Kenya
    • Proven track record of designing and planning creative and effective communications campaigns in rural areas, preferably in the context of private sector/behaviour change and communications.
    • Proven experience translating core messages into effective products across multiple mediums (e.g., graphics, posters/fliers, mainstream and social media messages, events organization etc.
    • Strong written and communication skills
    • Excellent command of English and Swahili, both written and oral.
