    County Attorney

    Duties and Responsibilities: -
    An Officer at this level will report to H.E the Governor: -

    • Is the principal legal adviser to the county government;
    • Shall attend the meetings of the county executive committee as an ex-officio member of the executive committee;
    • Shall on the instructions of the county government, represent thecounty executive in court or in any other legal proceedings to which thecounty executive is a party, other than criminal proceedings;
    • Shall advise departments in the county executive on legislative andother legal matters;
    • Shall negotiate, draft, vet and interpret documents and agreements forand on behalf of the county executive and its agencies;
    • Shall be responsible for the revision of county laws;
    • May liaise with the Office of the Attorney General when need arises; and
    • Shall perform any other, function as may be necessary for the effectivdischarge of the duties and the exercise of the powers of the CountyAttorney.

    Requirements for Appointment: -
    For appointment to this grade, one must;

    • Be a citizen of Kenya;
    • Be an Advocate of the High Court of Kenya of at least five years standing; and

    Duties and Responsibilities Duties
    The Principal Itugururu Agricultural Training Institute reports to the County Director of Agriculture and responsibilities at this level will entail: -

    • Organizing and leading regular meetings of Agricultural TrainingInstitute;
    • Ensuring a departmental committee structure which enables the business of the department to be conducted with AgriculturalTraining Institute input;
    • Ensuring Agricultural Training Institute input in decisions impacting the department;
    • Developing and implementing a department/school strategic plan including metrics for evaluating progress and assessing progressannually;

    County Solicitor

    Requirements for Appointment

    • Must be well versed in the drafting of legal documents including legislation, policy, and litigation.
    • Ensuring compliance with principles and values of good governance, human rights, transparency, accountability, ethics, and integrity.

    County Director Medical Services

    Requirements for Appointment
    Be a Kenyan Citizen;

    • Have a Bachelor of Medicine and Bachelor of Surgery from auniversity recognized in Kenya;
    • Masters’ degree in the relevant medical field from a university recognized in Kenya;
    • Be registered with the Kenya Medical Practitioners and Dentists

    • To oversee service delivery all health service areas including and not limited to: Diagnostic Services, Clinical Services, Nursing Services, Pharmaceutical Services, Blood Safety, Rehabilitative and Referral Services.
    • Provide leadership in the implementation of a strategic plan which is linked to the Department of Health and National Health Plans;
    • Lead in the development of Annual Work Plans;
    • Supervise the implementation of the existing quality assurance systems provided to monitor the quality of service, investigate incidences/complaints in the hospitals and health facilities

    Medical Specialist [2] – Human Pathologist

    Requirements for appointment

    Duties and responsibilities
    The Pathologist will be responsible to the employer and the supervisor for the following;

    • Manage the Laboratory department to maintain timely and efficient patient flow in line with Hospital targets while ensuring staffing levels at all times.
    • Develop, review, and ensure compliance with pathology protocols and standards in consultation with other clinical departments in order to ensure quality pathology service delivery in the hospital.
    • Ensure delivery of patient centric pathology services in line with established protocols and to contribute to overall patients’ experiences.
    • Review and develop strategies for early and effective response to the patients presented to pathology department.
    • Coordinate medical training including Continuous Medical Education programs for the clinical staff at pathology department.
    • Bear overall responsibility over pathology clinical staff, supervise and mentor the pathologists in the management, stabilization, and treatment of all patients.
    • Champion the definition of processes, policies, and procedures for the pathology operations in line with the Hospital’s objectives and standards.
    • Continually review and assess the effectiveness and efficiency of the clinical services in pathology and identify improvement opportunities.
    • Keep abreast of local and global best practices, identify ke learnings for the pathology operations and proffer recommendations to the Director, Medical Services.
    • Ensure proper coordination between clinical services at pathology with respect to talent sourcing and retention, service delivery and patients care.
    • Responsible for setting, monitoring, and evaluating key performance indicators for the team.
    • In liaison with the Director, Medical Services & Research, prepare departmental annual plans that are aligned to the Hospital’s strategic plan.
    • Coordinate implementation of the County’s quality programs in pathology department.
    • Coordinate the preparation and compilation of agreed periodic activities and performance reports for the attention of the Director, Medical Services.
    • Provide clinical support during emergencies including resuscitation, admission, discharge or referral to the appropriate consultants and units.
    • Conduct postmortem Examinations as per the laid down protocols and provide technical advice on the management of the county funeral homes.
    • Prepare the department budget and monitor its implementation upon approval.
    • Any other duty that may be assigned by the supervisor.

    • Complete medical records promptly indicating diagnosis, treatment, and future courses of Records must conform to established requirements.
    • Participates in all group conferences requiring the viewpoint and opinions of this specialty regarding difficult medical conditions.
    • Collaborates with other departmental personnel in planning programs integrating the curative and preventive aspects of total patient care.
    • Is responsible for the operation of approved curative-preventive programs as they relative to his particular area of specialization.
    • Monitors work of other assigned staff to the Otorhinolaryngology Service for quality, quantity, correctness, etc., demonstrating procedures or recommending additional training as need arises.

    Duties and responsibilities
    The Maxillofacial Surgeon will be responsible to the employer and the supervisor for the following;

    • Consulting with patients and analyzing patient data to determinepatient needs and treatment
    • Collaborating with other specialists, such as restorative dentistsand orthodontists, to plan management of patients
    • Recording patient care by maintaining detailed notes ofappointments with patients, including comments, tests and/ortreatments prescribed, tests and investigations required
    • Performing surgical procedures to extract impacted or damagedteeth, place dental implants, and remove tumors and otherabnormal growths of the oral and/or facial abnormalities
    • Prescribing medication to improve recovery and control pain aftersurgery and other pain causing procedures
    • Treating infections of the oral cavity, salivary glands, jaw, face, andrelated structures
    • Providing emergency treatment of orofacial injuries including faciallacerations, intraoral lacerations, and fractured facial bones
    • Performing minor cosmetic procedures, such as chin and cheekbone operations
    • Providing support and advice to patients receiving long-term treatment
    • Conducting research on defects, diseases, and disorders affecting the oral and/or facial regions
    • Any other duty that may be assigned by the supervisor.
