    Senior Project Manager - COSME Project

    THE ROLE

    The Senior Project Manager will report to the Director of Programs, Implementation and Quality and will provide overall COSME project leadership. The role will support the team in overall program quality and effectiveness throughout the project cycle. S/he will be engaged in building better partnerships that drive program intervention, manage partnerships & relationship with key stakeholders at county and sub-county levels, while ensuring alignment to Plan Kenya’s Country Strategy and Plan International’s Global purpose. The job holder will manage multi-million-dollar program and must be abreast with donor trends, regulations, environment, reporting and donor retention.

    ACCOUNTABILITIES AND MAIN WORK ACTIVITIES

    Technical Program Design, Planning and Implementation (25%)

    • Provide leadership in the project management, while ensuring application of technically sound project planning, implementation, profiling, monitoring and evaluation.
    • Responsible for implementation and adoption of gender- responsive and socially-inclusive nature-based solutions for climate change adaptation with biodiversity and ecosystem integrity co-benefits in project locations which include mangrove restoration and conservation; Restorative aquaculture-seaweed farming; locally-led forest management and conservation; disaster risk management and Renewable energy options.
    • Provide skills, knowledge, and inputs necessary to enable local communities, especially women gain climate and risk-informed economic opportunities, restore and conserve the natural environment to reduce future climate risk and increase biodiversity for sustained ecosystem service.
    • Coordinate and ensure technical trainings from Kenyan and Canadian partners on mangrove and coastal management, beach waste management, Restorative aquaculture, climate adaptation and conservation solutions use community-centred conservation tools   such as JGI’s Open Standards for the Practice of Conservation.
    • Provide team leadership on training of the partners, selected nature-based solutions groups and partners on the various recommended eco-regions approaches (Community Based Natural Resource management, Restorative aquaculture, Climate Resilient Sustainable Agriculture, Sustainable energy options, soil and water conservation, Disaster Risk Management, Advocacy and policy influence etc).
    • Integrate gender equality and inclusion (GE&I) in project structures including mangrove conservation groups/Community Forest Associations/Seaweed farmers and other value chains operate on principles of equality and address stereotypes, power relationships and intersectional forms of exclusion.
    • Support initiatives that increase women's individual and collective agency in all their diversity to exercise their right to participate in gender-responsive NbS that build household and community resilience and enhance biodiversity through provision of skills and knowledge on their rights and provide gender-transformative life skills to make autonomous and informed decision- making for local climate action and biodiversity conservation.
    • Support women leadership and their participation in climate governance as well as ensuring collective action among women's rights organizations (WROs) and youth- led organizations (YLOs) in local climate action have result strong evidence-based advocacy and policy making on climate change adaptation.
    • Support community and partner initiatives that improve gender-responsive, child and youth-friendly governance for climate adaptation, resilience and biodiversity conservation.
    • Work with relevant ministries, departments, private sector, civil society and partners to achieve project objectives.
    • Ensure gender- transformative approaches are employed in the project to challenge power and gender inequalities that undermine responsive, locally-led climate change adaptation and biodiversity conservation.
    • Develop a program capacity building plan of action for partners, CBOs and Community Resource Persons as per context with specific focus on the key objectives.
    • Ensure timely and efficient expenditure at acceptable levels as per donor requirements
    • Providing strategic leadership and supporting collaborative partnership engagements within the COSME NbS focus areas across the 2 project counties.
    • Ensure effective and timely implementation of all levels of interventions and initiatives with communities and partners;
    • Monitor and support the timely and appropriate utilization of budgeted resources for all program interventions.

    Quality Assurance, Monitoring, Reporting & Documentation (20%)

    • Coordinate program assessments, planning, implementation, monitoring & evaluation, documentation and dissemination of promising practices
    • In collaboration with the MEAL team develop project monitoring and evaluation framework that ensures that the targets and project milestones are effectively tracked.
    • Coordinate joint monitoring visits with key partners to track and document program progress in the targeted counties.
    • Ensure the feedback from monitoring exercises feed into the working of environment technical working group within the program counties.
    • Support the development and submission of program reports and core documents as per donor standards and guidelines.
    • Support development of technical papers and or policy briefs on key issues for external engagement with decision makers.
    • Ensure correct and appropriate branding and media coverage at all times
    • Donor Engagement, Partnership Management and networking (15%)
    • Facilitate effective donor engagement
    • Ensure collaborative roles and partnerships with key county partners, County Government, National Government line Ministries, KEMRI, KFS, KEFRI, Private sector, Community Based organizations, NGO, Learning Research institutions and any relevant authorities.
    • Gender and Youth integration in program activities through the implementation strategies.
    • Develop working agreements / MOUs with partners as per need.
    • Coordinate stakeholder / partner forums on COSME counties strengthening strategic NbS alliances.
    • Coordinate reflection and learning forums for community and partners for purposes of providing forums for experiential learning & reflection.
    • In liaison with Partners, lead/support development of data collection and monitoring tools as required.
    • Strengthen advocacy on prioritization and increased resource allocation for climate change adaptation; NRM including mangrove restoration and conservation; Restorative aquaculture-seaweed farming; disaster risk management; sustainable agriculture and Renewable energy options related activities by county government and other CSOs.
    • Build capacity of community groups on advocacy to engage service providers and participate in forums to relating to conservation and sustainable management of coastal and marine ecosystems and related interventions.

    Financial Responsibility (15%)

    • The incumbent will have oversight of all financial aspects of the COSME project 
    • The incumbent will act within the provided delegated authority for all financial related processes
    • S/he will track projects activity budgets during implementation phases, manage and report on any variances to the line manager and the Country Office Finance and Grants manager. 
    • Ensure compliance with all donor requirements and contractual obligations.
    • Monitor expenditures to promote prudent Project budget management. 

    Capacity Building and People Management (10%)  

    • Lead the day to day running of the Project taking into consideration safety and security of the PU staff, leave and general welfare of all staff and liaise with the relevant offices for necessary support.  
    • Provide strategic leadership that inspires the Project team towards the realization of Project purpose and goal.
    • Promote team cohesiveness and integration at the Project team level and interface with the rest of the existing Program Unit team.
    • Manage the performance, mentorship and coaching for all direct reports and dotted line reports
    • Liaise with HR for any staff development issues as per the training needs analysis for the PU

    Logistics Admin and Procurement Oversight (10%)

    • Support the development and usage of procurement plans in execution of project activities.
    • Oversight on asset, fleet, office and inventory management
    • In close collaboration with the Procurement, Administration and Logistics Officer, ensure smooth operations for effective and efficient implementation of the project. 
    • Support procurement functions including engagement of service providers.
    • Development and submission of administration related reports.

    Risk Management (10%)

    • Provide leadership in risk mapping and documentation.
    • Consultatively with project team identify and put mitigation measures for project risks.
    • Continually monitor the risks environment and act as appropriate.
    • Ensure all Project staff understand Project risks and related responsibilities.

     Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI) (5%)

    • Understands and puts into practice the responsibilities under Safeguarding and Gender Equality and Inclusion policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
    • Leads the orientation of programme staff to ensure that they are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
    • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work of Programme team; 
    • Ensures that Plan Kenya contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.

    TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

    Qualifications/ experience essential:

    • Bachelor’s degree in Natural Resource Management, Environmental Science, Rangeland Management, Forestry, or Climate Change from a recognized University.
    • Minimum of 7 years’ experience in implementing sustainable natural resource management programs; sustainable utilization and management of coastal and marine ecosystems and climate change adaptation in Kenya integrating sustainable livelihoods with demonstrable competencies in designing, planning, implementation, documenting and reporting
    • 3 Years in a leadership/managerial role
    • Technical knowledge in NRM, Agriculture/Food security, Climate change adaptation and Livelihoods.
    • The holder of this position must be a result orientated person.
    • Excellent interpersonal, communication, networking and representation skills;
    • Proven leadership qualities, problem-solving and negotiation skills, and evidence of successful team player.

    Experience desired:

    • Applying a “three pronged” approach to gender and inclusion: policy dialogue; gender and inclusion mainstreaming; and targeted programming for girls and women.
    • Working with women and youth in livelihood programmes
    • Working with local partnerships in projects
    • Application of Social Action Research and evidence-based policy advocacy.

    Languages required

    Driver - COSME Project

    THE ROLE

    The driver is responsible of project travel implementation plans, transportation of staff, goods and correspondences as scheduled and approved. He is also responsible of fuelling vehicle using an approved fuel voucher/fuel card and keeping updated vehicle log sheetTrusted with highest valued assets of the organization –employee lives and vehicles themselves.

    ACCOUNTABILITIES AND MAIN WORK ACTIVITIES

    Transportation (50%)

    • Safe, efficient, timely and well-coordinated transportation of staff and designated people to all areas as instructed. 
    • Safe, efficient and timely transportation of goods to required points as directed
    • Ensure that Plan International assets are safeguarded in the vehicle at all the time
    • Maintain an updated vehicle log book that keeps track of vehicle usage
    • Provide timely and efficient execution of office errands for smooth operation of project communications and logistics
    • Maintain, in all circumstances highest level of conduct on the road as well as drive with due care at all times and with consideration for other road users and pedestrians.

    Maintenance (30%)

    •  Ensure a well maintained (and clean) vehicle to avoid breakdowns and ensure the comfort of the passengers
    • Ensure that the vehicle is well equipped with valid first aid kit, working safety belts, fire extinguisher, valid local licences and inspection certificates etc.
    • Refuel vehicle using an approved fuel voucher/fuel card and keep updated vehicle log sheet
    • Ensure that the vehicle is safely parked at designated place at the end of each working day not later than 6 pm
    • Immediate reporting of incidents and accidents involving Plan International vehicles to the immediate supervisor

    Compliance 10%

    Communications Assistant - COSME Project

    THE ROLE

    The Communications Assistant will provide support to the COSME project team mainly through designing and implementation of the project communication plan, collecting and documenting significant change stories, events, taking impact photographs and supporting with content for digital media and external engagement. 

    ACCOUNTABILITIES AND MAIN WORK ACTIVITIES

    Documentation 35%

    • Documenting stories of change and case studies for the COSME project and related programs that impact on the project work in both Kwale and Kilifi Program Units. (PU’s).
    • Coordinating with Project staff to ensure that stories for the weekly highlight are submitted and shared with the country communications team every week for internal circulation.
    • Ensuring that child protection and safeguarding standards are adhered to during all communications related work from content development to dissemination

    Photography and Videography 30%

    • Taking high resolution photos and short videos for use on different platforms including the website, publications and on social media
    • Editing photos (when there is a need to) and short videos to ensure good quality of work

    Events and Supporting Project Activities 15%

    • Supporting ongoing project and corporate events and activities through photography, story collection and media engagement in consultation with Influencing, advocacy and Communications Manager
    • Supporting in organising events selected calendar days related to the project that Plan International commemorates   

    Custodian of Departmental Equipment 10%

    •  Ensuring that the cameras, recorders and accompanying accessories assigned to the project at the PU are taken care of by keeping an inventory list to keep track.

    Project Officer - COSME Project

    THE ROLE

    The Project Officer (PO) will work under the Conservation and Sustainable Management of Coastal and Marine Ecosystems (COSME) project. His/ Her role will include to drive the day to day implementation of the COSME project in Kilifi/Kwale Counties, while ensuring effective partnership management and meaningful participation of the stakeholders to deliver on the project. The role will implement, mobilisation of project stakeholders, monitor and report on progress of project activities in line with the detailed implementation plan. The role is intended to manage partnerships (county government, community groups, learning institutions, national NGOs, corporate agencies etc.) and sustain a good working relationship with all stakeholders for seamless project success.

    ACCOUNTABILITIES AND MAIN WORK ACTIVITIES

    Planning, Strategy and Policy (10%) 

    • Ensure the project contributes to the outcomes for girls and young women are realised and that girls and women occupy spaces to continually address issues affecting them and realisation of gender equality.
    • Employ a gender-transformative approach, to address power and gender inequalities that undermine responsive, locally-led climate change adaptation and biodiversity conservation 
    • Design and implement the project while advancing gender transformation and aligned to the Country and Global strategies.
    • Promote safeguarding and safe programming through the project cycles and ensure Plan’s policy on safeguarding the rights of children and young people is adhered to by all associates.
    • Build relationship with relevant staff to ensure all logistics and procurement processes are in conformity with Plan policies, procedures and standards
    • Facilitate meaningful engagement, consultation, participation and feedback to the community in relation to Plan programs and policies.

    Programme and Project Design, implementation, Reporting and Influencing (30%) 

    • Mobilization and participation of women in climate governance and weak collective action among women's rights organizations (WROs) and youth-led organizations (YLOs) in local climate action 
    • Promote participation of children, girls and communities in project cycle to explore and challenge gender norms.
    • Ensure project stakeholders effectively engage at all project levels.
    • Facilitate access to relevant and accurate information on the project to stakeholders. 
    • Contribute to gender sensitive responses/intervention through continuous data collection during project implementation. 
    • Consolidate/write project periodic reports in line with the laid down donor requirements and Plan standards.

    Working in Partnership (10%) 

    • Partnership management while ensuring adherence to Building Better partnership principles 
    • Facilitate authentic community led beneficiary targeting processes and reporting on interventions being undertaken.
    • Engage and maintain cordial stakeholder relationships throughout the project cycle for effective project delivery and achievement of project results.

    • Operationalise procedures of data quality assurance during collection and submission of all related project data.
    • Work with the Project and the M&E team in documenting project achievements, best practices and lessons learnt.
    • Facilitate and coordinate project reflection meetings with communities and other stakeholders to inform programming/improve on quality of interventions. 

    Financial Responsibility (10%)

    • Develop monthly activities and budget plans as per approved work plan and ensure all activities are on track with appropriate scheduling, quality and timelines.

    Monitoring and Evaluation Officer - COSME Project

    THE ROLE

    The Monitoring and Evaluation (M&E) Officer will be charged with the responsibility of coordinating and managing COSME project related monitoring and evaluation activities on specific location (Kwale/Kilifi Program Units) The role has an assignment to drive project Data Quality Assurance and specific data requirements for projects/programmes as well as tracking and reporting on project outcomes and impact of the COSME project interventions. The M&E Officer will enable documentation of project best practices, lessons learnt and project learning. He/She will work towards profiling COSME work and impact stories. 

    ACCOUNTABILITIES AND MAIN WORK ACTIVITIES

    Monitoring Implementation and M&E Coordination at Strategic Level (20%)

     

    • Support in the design and implementation of the monitoring and evaluation frameworks of COSME project and information system to track delivery against targets, outcomes and impacts

    Project Accountant - COSME Project

    THE ROLE

    The Accountant will support implementation of accounting and financial management functions for the COSME project to ensure compliance with Plan policies, procedures and donor requirements. The position holder will provide supports in the development, implementation and monitoring of the project.

    ACCOUNTABILITIES AND MAIN WORK ACTIVITIES

    Financial Accounting and Treasury management (40%)

     

    •  Review all transactions to ensure that they are accurate and comply with Plan policies, procedures and Donor requirements.
    •  Post all approved transactions in corporate ERP system
    •  Preparation of funds transfer for supplies payments.
    •  Prepare timely and accurate cash forecasts at the Program Unit level.

    Grants Officer - COSME Project

    THE ROLE

    The Grants Officer is responsible for the assessment and compliance monitoring of grants systems, processes, partnerships; Analysis of budgets and expenditures of the COSME project in Kwale and Kilifi Program Units- Coastal Hub.
    This role will work with the COSME Senior Project Manager, the larger project team and both internal and external stakeholders. The position will be responsible for ensuring adherence to all donor compliance issues affecting the COSME project. The position holder will play a critical role to ensure the project team understand the grant requirements for effective delivery of the project. 

    ACCOUNTABILITIES AND MAIN WORK ACTIVITIES

    Award and Grants Portfolio Management (35%)

     

    • Support project specific budgeting in liaison with the Country Finance and Grants Manager (CFGM) and National Office (NO) contact person

    Procurement, Administration and Logistics Officer

    THE ROLE

    The Procurement, Administration and Logistics Officer will be responsible for support of the general administration and procurement transactional activities for all the project work in both Kilifi and Kwale Program Unit areas

    ACCOUNTABILITIES AND MAIN WORK ACTIVITIES

    Office Management and General Administration – 20%

    • Provide oversight of project operations both in Kilifi and Kwale units to ensure a conducive work environment.
    • In liaison with Kwale and Kilifi Procurement and Logistics team, support implementation of asset and property management, fleet and travel management, warehousing and inventory management and project staff safety and operational health (OSH), in liaison with relevant departments
    • Organizing, arranging and coordinating COSME project related meetings.
    • Compilation & consolidation of accurate weekly, monthly & quarterly reports.
    • Oversee office filing, archiving and records maintenance.

    Procurement– 55%

    Coordination & Planning

    • Liaise with the user and technical departments to ensure accuracy of the procurement plans and that specifications on PRs, meet market standards, and user requirements
    • Oversee program area procurement functions to ensure value for money to the organization.
    • Ensure transparency and integrity in the procurement processes in line with Plan policies and guidelines. 
    • Consolidate and monitor procurement plans and reporting for the program area.
    • Participate in periodic reviews of the procurement guidelines for responsiveness and ensure their correct implementation by all the staff. 
    • Participate in periodic review and update of the supplier database which is able to adequately serve the business needs.

    • In liaison with the field office supply chain team, coordinate the tendering committee in review, update and implementation of supplier sourcing process.
    • In liaison with the tender committee, oversee open and closed tender procedures and performs bid analysis and filing.
    • Provide technical guidance to the requesters on offers received and best services, to be procured taking cognizance of value for money, specifications and quality issues in compliance with set policy guidelines.
    • Prepare purchase orders and contracts, ensure all approvals are obtained and services rendered.
    • Keep proper and an up to date filling system for all project procurement documents.

    Contract Management 

    • Ensure contractual obligations are adhered to by all parties and support periodic reviews and contract renewals.
    • In liaison with the Procurement, Administration and Logistics Coordinator resolve contract related issues from service providers and users/clients. 
    • Monitor and follow through on commitments and reporting (GRN, GRIR)
    • Timely update and correctly enter all related data of purchases into SAP 
    • Follow-up and ensure timely delivery of requested supplies and materials, and keep the concerned project staff informed on the status of the delivery.  
    • Conduct first review of vendor invoices to ensure compliance with the order submitted, raise GRNs before submission to finance for payment processing.
    • Track contract implementation status and generate reports of project completion status.
    • Timely and accurate submission of all financial documents to the finance department by the stipulated date to ensure Suppliers/service providers’ payments are done in a timely manner.
    • Review, update, and share the weekly procurement tracker, to Project team, Project Manager and the Country Supply Chain Manager. 
    • Ensure procurement data integrity is maintained in the system at all times

    Logistics Management – 15%

    Fleet & Travel Management, Asset, Property & Inventory Management and Warehousing Management

    • Oversee Project fleet management system and capacity building for users.
    • Ensure compliance to the transport and fleet management policy as well as security SOPs.
    • Maintaining the General Project Equipment and asset files to ensure correct documentation pertaining to the identity, repair, theft, loss, disposal, and transfer is completed, reported and filed.
    • Periodic assessment of equipment and reporting to the management on the conditions 
    • Facilitate insurance for Project assets and equipment
    • Oversee storage space and stock management in accordance to Plan procedures

    Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI) (5%)

    • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

    Other duties (5%)

    • As assigned by the line manager.

    TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

    Qualifications/ experience essential: 

    • Bachelor’s in Procurement and Supplies Management, Business Management or relevant training in Logistics procedures and systems.
    • CIPS accreditation
    • Minimum (3) years of progressive NGO experience in procurement, contract management, administration or related area. 
    • Experience in procurement modules of any ERP.
    • With minimum supervision experience.

    Experience Desired :

    •  Knowledge of SAP 
    • Operational experience in project awards and closeouts 
    • Experience on VAT exemptions procedures and Knowledge of Kenya Government procurement requirements
