    Programme Officer - KPTJ

    AfriCOG seeks to recruit a Programme Officer as detailed below;

    Main Purpose of the Job

    To provide project and administrative assistance to the Programme Manager in the direct implementation, management and coordination of the KPTJ programme activities.

    Key Responsibilities

    • Lead in the development, implementation and reporting for the KPTJ programme and other assigned activities;
    • Monitor progress, results and outcomes and evaluate impact of KPTJ’s programme activities. Recommend remedial activities in instances of shortfalls;
    • Identify, develop and maintain strategic, policy and programme partnerships with a variety of stakeholders including CSO’s, funding partners, government departments and agencies among others for effective delivery and sustainability of the PIL programme;
    • Organise and coordinate KPTJ programme forums;
    • Organise and provide professional support as necessary to consultants, task forces, working groups etc., involved in the implementation of KPTJ programme and any other assigned AfriCOG work plans;
    • Document (including proper filing and back up of data) for KPTJ programme activities other assigned activities;
    • Develop timely reports for management and donor reporting
    • Undertake and support research and analysis under the direction of the Executive Director including; literature review, editing and review, sourcing and referencing;
    • Undertake media review to highlight areas of interest for AfriCOG and bring these to the attention of the Head of Programme;
    • Organizing and providing professional support necessary to consultants, task forces, working groups etc., which are involved in the implementation of Public Interest Litigation (PIL) work plans;
    • Assist and support the management team in planning and coordination of resource mobilisation activities including the preparation and submission of project proposals to existent and potential donors;
    • Participate in AfriCOG events and provide administrative support where required;
    • Attend meetings and take minutes;
    • Represent AfriCOG/KPTJ in relevant meetings, conferences, seminars, etc., as may be required;
    • Undertake such other programme development activities as may be requested from time to time;

    QUALIFICATIONS

    • Master’s degree in Law, Economics, Political Science, International Development or equivalent from a recognized university;
    • Minimum five (5) years working experience in policy research and analysis, advocacy and programme management in the governance sector;
    • Demonstrable experience in policy analysis and research from inception to publication.
    • Sound knowledge and in-depth understanding of priority governance and anti-corruption policy and research issues, and advocacy campaigns in Kenya and the region
    • Demonstrable experience in programme management, monitoring, evaluation, and reporting;

    • Strong research, writing and publication skills
    • Strong conceptual, analytical, documentation and presentation skills;
    • Excellent management, leadership, planning and organisational skills;
    • High degree of integrity, dependability and confidentiality
    • Good interpersonal and communication skills coupled with ability to influence, negotiate and advise

    Programme Officer

    Purpose

    The Job holder will support the Head of Programmes in the design, development, implementation and management of all programmes work, support growth of programmes and lead policy research and advocacy in line with AfriCOG’s Strategic Plans and strategic programme priorities. The holder of the position is expected to ensure organizational efficiency and effectiveness through participation in decision making, advising on the policy analysis and research issues, communication and implementation of agreed upon decisions.

    The following positions report directly to the programme officer position.

    Programme Assistant

    RESPONSIBILITIES

    Programme development and implementation

    • Development and implementation of programme activities especially research activities in line with AfriCOG’s Strategic Plans and strategic programme priorities;
    • Ensuring all programme research activities are sensitive to and responsive to changes in the political, social, and economic environments;
    • Development of project proposals in accordance with the AfriCOG and donor guidelines
    • Ensuring AfriCOG’s programmes are well balanced, well documented and implemented in an effective and efficient manner;
    • Timely submission of programme reports as agreed with donors and other stakeholders;
    • Contributing to AfriCOG’s Programme periodic strategic planning and review.
    • Contributing to the implementation of AfriCOG’s strategic plan
    • Organizing programme meetings and institutional development and management activities
    • Providing line management to direct reports
    • Supporting the recruitment and induction of programme staff
    • Participating in training, supportive supervision, mentoring and coaching of programme staff on policy research and analysis

    Policy analysis and research

    • Identification of priority research themes and issues in line with AfriCOG’s Strategic Plans and strategic programme priorities;
    • Contributing to the design, planning and implementation of AfriCOG’s research agenda by undertaking research assignments from inception through publication to dissemination of reports, briefs and other policy documents
    • Management and coordination of consultants in undertaking research, policy advocacy, and campaigns and monitoring, reviewing and providing quality assurance
    • Supporting development and maintenance of sound relations with policy, research and advocacy resource persons and institutions at national, regional and international levels;
    • Representing AfriCOG in policy analysis and research forums and platforms at National, Regional and International levels

    Advocacy

    • Identification of priority themes and issues and key collaborators for AfriCOG’s advocacy work;
    • Development and implementation of AfriCOG’s advocacy agenda
    • Lead the design, planning and implementation of AfriCOG’s evidence based advocacy on various platforms and through relevant channels
    • Representation of AfriCOG in policy advocacy forums, platforms and networks at National, Regional and International levels

    Fundraising and donor management

    • Developing project proposals in accordance with the AfriCOG and donor guidelines
    • Participating in the development and implementation of AfriCOG’s resource mobilisation plan for organisational sustainability and growth
    • Identification, development and management relevant donor partnerships that support effective implementation of AfriCOG’s strategic plans and programme priorities
    • Representing of AfriCOG in relevant donor forums

    Linkages and partnerships

    • Establishing and managing co‐operative relationships with partners and other stakeholders;
    • Representing AfriCOG in research and policy alliances and networks both within and outside Kenya;
    • Assessing and supporting the capacity of collaborating networks members;
    • Coordinating AfriCOG’s collaboration with research and policy networks, government agencies and other ✓organizations in order to share information, experiences, influence them and/or build capacity.

    Programme Asisstant

    Terms of Reference for crossdepartmental Programme Assistant

    The main task will be to provide support across all departments in order to gain an allround exposure,
    understanding, and appreciation of the workings of the organisation. The successful candidate will work closely
    with the Administration Officer and the respective Programme Officers

    Key Responsibilities include:

    Administration

    • Assist the administration team in the day to day office management and administrative activities
    • Support in the front office management and reception activities including manning the front office desk, answering and directing telephone calls, receiving and directing guests
    • Support the Administration Officer in filing, photocopying and maintaining up to date records
    • Support in maintaining up to date organisational calendar of events

    Programmes and partnerships

    • Support programme team in coordinating development, implementation and reporting activities across all
      programme areas
    • Support the programme team in documenting meetings, workshops and other programme activities and
      prepare minutes and reports
    • Support the programme officers in research assignments including: research design; planning;
      data/information collection, analysis and synthesis; writing and review and dissemination of reports, briefs
      and other policy documents.
    • Assist and support the programme team in organising and providing professional support as necessary to
      consultants, task forces, working groups etc, which are involved in the implementation of AfriCOG’s work
      plans
    • Assist in the development of advocacy campaigns, implementation and monitoring of outcomes.
    • Support to Finance team
    • Support in filing of documents and maintaining up to date records and reports files
    • Support the team in documenting meetings and preparation of minutes and reports

    Communication

    • Support in maintaining up to date organisational calendar of events, listserve and contact list
    • Assist in coordinating dissemination of AfriCOG knowledge products
    • Assist in coordinating preparation and publication of monthly newsletter or other periodic outputs
    • Support the communication officer in regularly updating AfriCOG website

    Qualifications:

    • A graduate degree in political science, law, economics or similar field from a recognized university
    • Minimum 2 years working experience with a knowledge of/interest in governance and human rights issues
    • Demonstrable experience in project management and reporting
