    Temporary Administrative Associate I

    JOB SUMMARY:

    Performs and provides, programmatic support duties for the project. Provide support to the technical team in preparing reports, organizing and maintaining hard copy and electronic filing, establishing and maintaining a database of key stake holders, maintaining records of meetings, scheduling meetings. Coordinates and maintains records management. Serves as a primary resource for assistance in the Project.

    ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES

    • Performs and provides, programmatic support to the project including development of annual and quarterly plans and preparing quarterly reports as well as assisting in development of budgets.
    • Provides administrative support to the project including copying, and large- scale mailings.

    Temporary Driver

    Project:                 Afya Nyota ya Bonde.

    JOB SUMMARY:

    To provide driving and messenger services to the project.  Maintain the project vehicles in a clean and serviceable condition, perform

    minor preventive maintenance and safety checks on a daily basis and inform the supervisor of discrepancies. The incumbent will be based in Rift Valley region.

    ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES

    • Drive project staff and visitors to meetings and appointments with due caution and courtesy as assigned by the supervisor.
    • Maintains project vehicle in good condition, including cleaning inside and outside of the vehicle and engine check-up, fluid levels and the tires which are to be conducted on a daily basis.
    • Maintains a current driving license for self and advise the Administrative Associate or Technical Officer when the project vehicle licenses are due for renewal, appropriate inspections and registrations for vehicles.
    • Runs office errands such as message/equipment deliver, visa applications, picking-up and collecting mail from post office and other errands as assigned by the supervisor.
    • Ensure that the passengers adhere to the traffic rules and regulations e.g. wearing seat belts.
    • Report immediately any traffic accident to the insurance company and to the supervisor.
    • Assists with office tasks, such as photocopying, pick up of supplies etc.
    • Performs any other duties as assigned by the Administrative Associate or Technical Officer.

    Temporary Office Assistant I

    JOB SUMMARY:

    To provide basic support to Afya Nyota ya Bonde Project staff in maintaining the office: including general cleaning, handling mail and receptionist services at the switchboard, maintaining orderly appearance and functioning of the reception and common areas.  Provides general staff support as needed.

    ESSENTIAL JOB FUNCTIONS:  DUTIES AND RESPONSIBILITIES

    • Prepare coffee, tea or other refreshments to staff and meetings and ensuring the meeting room is cleared thereafter.
    • In charge of making sure the printing/documentation/photocopying area is well organized and mail in the pigeon holes is well organized.
    • Monitors and ensures adequate cleaning of kitchens and washroom supplies.
    • Ensuring cleanliness of the offices, dusting of all computers and telephone heads.
    • Checks to see that all windows are closed rightly.
    • Ensure that all general public areas are neat and clean.
    • Handles pick-up and delivery of items for the office as required.
    • Assist in sending faxes and maintaining the fax machine, notifying the Administrative Associate when service and supplies are required.
    • Assist in operating switchboard, directing incoming and outgoing calls as required by caller, determines the nature of the call and decides on appropriate routing.

    Senior Technical Officer-Care and Treatment

    Reports To: Associate Director, Clinical Services

    Project: HIV Service Delivery Support Activity – Rift Valley

    JOB SUMMARY:

    To provide technical leadership and supervision to regional/county Technical mentors. Responsible for working closely with the MOH and County Health teams, partners and service providers in the region to strengthen health systems and ensure that the quality of prevention, care and treatment interventions initiated and supported across the program is consistent with the national MOH/County Health Services quality standards and guidelines.

    Responsible for supporting the training, on-site technical supportive supervision, mentorship, coaching and regular updates to the Technical officers and service providers in the area of Adult and pediatric HIV care and treatment and PMTCT.

    ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES:

    • Provide direct technical assistance to the regional mentors and health care facilities staffs supported by the project including clinical mentoring, strengthening monitoring and evaluation and information system, facilitation of community linkages, patient flow analysis, improvement of adherence support system, development or improvement of referral system, etc.
    • Provide technical oversight, monitoring and support to county/sub county multi-disciplinary teams as assigned
    • Supporting accelerated HIV care and treatment efforts directed towards increasing enrolment of HIV
      infected children and adolescents
    • Ensure that project-supported clinical care activities at ART/PMTCT/TB sites conform to Kenya
      National HIV care and treatment guidelines and the project standards.
    • Guide the development and/or refinement of materials related to HIV/AIDS care and treatment, including clinical guidelines, protocols, algorithms, drug formularies, training materials and monitoring and evaluation tools.
    • Spearheading continuous quality improvement (CQI) implementation in supported counties
    •  Partnering with MOH/NASCOP in offering mentorship, orientation, training and technical updates to service providers
    • Supporting Site Improvement Monitoring Systems (SIMS) evaluation in supported counties, the
      formulation and monitoring of activity plans to mitigate identified gaps in performance
    • Contributing to formulation of JWP in collaboration with MOH and overseeing the implementation
      of the JWPs that the project has with service delivery partners while strengthening collaboration with
      MOH/County Health Services
    • Representing the project and organization in key sector meetings when called upon
    • Writing and evaluating relevant reports as part of the routine project reporting and accountability requirements
    • Participate in the development of quarterly and annual plans and activity reports.
    • Establish and maintain good working relationships with MOH staff at all levels and other partners to ensure effective and efficient implementation of the program at all levels.
    • Maintain smooth regular information flow with County MOH officials, FHI 360 technical staff on technical issues.

Familiarity with decentralized public health systems. Familiarity with current national service delivery guidelines for the prevention, management and control of HIV and TB disease conditions. Strong program management skills and experience in diplomacy with other stakeholders. Excellent computer skills in MS Office Suite

    Associate Director, Clinical Services

    Reports To:                  Deputy Chief of Party

    Program:                      Afya Nyota ya Bonde Program

    JOB SUMMARY:

    The Associate Director Clinical Services will be a very critical part of the HSDSA Afya Nyota ya Bonde Team working very closely with the Deputy Chief of Party to drive the Technical Direction and Oversight for the project. S/he will be responsible for providing leadership, technical oversight, and strategic direction for integrated HIV Care and Treatment services covering the 90s across HIV identification, linkage to care and ART initiation, retention and viral suppression. S/he will also provide leadership in PMTCT, TBHIV, Pediatric and Adolescent HIV services, quality Improvement and service delivery. S/he will work closely with the County Health Management Teams to provide mentorship for site level staffs, lead site mentorship missions and performance review. S/he will provide mentorship, coaching and regular updates to technical officers at project level with a goal of increasing technical and management competencies across the project. S/he will be responsible for working closely with the entire project management team and service providers to ensure that the quality of care is sustained across the program as defined by the MOH quality standards.

    ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES:

    • With the DCOP, set program direction and approaches
    • Lead and direct technical capacity building activities  for provision of evidence based  and quality HIV/AIDS care and treatment services
    • Oversee the work of the technical staff and ensure that the work of each technical area is coordinated at all levels.
    • Lead TA Field Missions, CMEs for HSDSA Staff and MOH staffs; Lead SURGE Review meetings and site visits
    • Represent the DCOP as needed
    • Collaborate with monitoring and evaluation staff to monitor and evaluate contribution of trainings, support supervision and mentorship activities to service delivery outcomes

    • Ensure all other care and treatment components including M&E, laboratory, community linkage, pharmaceuticals, QI, trainings, are all linked and implemented according to the plan
    • Prepare quarterly, semi-annual and annual narrative progress reports
    • Provide high level mentorship to TOs/STOs in service delivery across all counties
    • Perform site visits and technical program reviews
    • Ensure dissemination and distribution of care and treatment job aides, including guidelines, SOPs, and other related documents
    • Participate in identifying program training-needs and-provide recommendations 
    • Participate in relevant meetings with the Ministry of Health and as well as with donors and other implementing partners

    Associate Director - FP/RMNCH

    Reporting to:                Deputy Chief of Party

    PROJECT DESCRIPTION:

    Afya Uzazi Nakuru/Baringo Program aims to provide technical assistance and support to scale up evidence-based maternal, newborn, and child health interventions; family planning and reproductive health services; and nutrition activities in focus geographical areas.

    BASIC FUNCTIONS:

    The Associate Director- FP/RH/MNCH has the responsibility for achieving the USAID funded Afya Uzazi Nakuru/Baringo Program which aims to provide technical assistance and support to scale up evidence-based maternal, newborn, and child health interventions; family planning and reproductive health services; and nutrition activities in focus geographical areas (Nakuru & Baringo Counties).  The Associate Director- FP/RH/MNCH, reporting to the Deputy Chief of Party (DCOP) shall provide programmatic, managerial and technical leadership in designing, planning, implementation and evaluation of family planning, reproductive health, maternal, newborn, child health and nutrition service delivery activities in the stated geographical program areas. 

    ESSENTIAL JOB FUNCTIONS:  DUTIES AND RESPONSIBILITIES

    Serve as portfolio manager for facility-based component of Afya Uzazi project and   second-in-command to the DCOP in ensuring development, integration, coordination and implementation of health facility and outreach level FP/RH/MNCH services including nutrition services. Contribute to the development and implementation of annual work plans and also to the development of project quarterly, semiannual and annual reports as per donor requirement.  Support thematic team leaders especially the CHS-SBC team lead, MERL, HSS, PHE and program management, administration and operations in the implementation and monitoring of their respective work plans, ensuring that activities are implemented according to the work plan and budget and prudent use of program resources. Working closely with MERL He/she will participate in the tracking, monitoring and documentation of technical achievements and evaluation of the FP/RH/MNCH and nutrition activities with regard to access, integration, quality and service delivery impact in collaboration with other partners. Oversee monitoring visits to project sites, analyze and provide feedback to the DCOP Participate in the design of training curricula and other training materials as well as service delivery guidelines, protocols, concepts and standards of practice. Oversee training of key partners’ programmatic and technical staff in FP/RH/MNCH technical issues including integration of FP/RH services into other services (including HIV & AIDS) and into other sectors. Establish and maintain relationships with National & County governments and collaborating partners to ensure effective coordination and collaboration. Maintain smooth flow of information with the County’s (Nakuru & Baringo) Directors for Health including the County RH Coordinator, including other County MOH officials.  S/he will also ensure smooth flow of information with the Deputy Chief of Party including Afya Uzazi Nakuru/Baringo Program technical staff on FP/RH/MNCH issues. Provide supervision and mentorship to all project technical officers providing support to health facilities Shall be a key member and actively participate in the Technical review and PMT meetings As a member of the Senior Management Team, contribute to the overall strategic direction of the project. Perform other related duties as assigned.

    REQUIREMENTS: KNOWLEDGE, SKILLS AND ABILITIES

    Excellent managerial, interpersonal, and leadership skills. Strong background in management of decentralized/devolved health systems in Kenya Must have demonstrated significant knowledge and skills in the following areas: RH/FP, MNH, Child and Adolescent health. Additional knowledge and skills on Nutrition, QA/QI and Supply Chain will be an advantage Ability to make effective presentations to large and diverse audiences in representation of project work Demonstrated knowledge of cultural differences and understanding of the political and ethical issues surrounding FP/RH/MNCH In-depth knowledge of USAID projects, regulations, compliance and reporting. Previous experience with donor funded projects preferred Knowledge of J2SR will be an added advantage Ability to work with others and maintain compatibility among project staff, sub-contractors, consultants and recipients of assistance. Ability to manage projects, set priorities and plan for the successful implementation of programs. Ability to work with minimum supervision, team player with drive and initiative. Ability to travel regionally, nationally and internationally as needed.

    MINUMUM REQUIREMENT STANDARDS;

    • Master’s degree in Medicine or Public Health with 5-7 years’ working experience in FP/RH/MNCH in a technical capacity and two years of experience working with integrated health programs   
    • Experience in training and supervision of large MNCH programs and familiarity with the relevant MOH Policies/Strategy & guidelines and procedures.
    • Excellent written and oral communication skills and excellent computer skills in MS Office Suite. Demonstrated technical assistance and consulting experience related to public health responses to FP/RH/MNCH service delivery.
    • Demonstrated leadership in facilitating multi-sectoral alliances and partnerships at County, national, and international levels in FP/RH/MNCH.
