    Monitoring, Evaluation, Accountability & Learning (MEAL) Manager

    RESPONSIBILITIES.

    Leadership and partnership

    • Manage all technical aspects and actions of MEAL regarding the Health, Nutrition, Protection and WPE sectors; respond to program needs; foster high standards and practices for quality data, analysis, and reports. Enable accountability to clients, partners, and donors.
    • Improve M&E/MEAL systems and approaches and foster learning.
    • Represent IRC at technical meetings, forums, and other events & build partnership within IRC and other areas of expertise.
    • Champion design, access, and use of data by leaders and partners for shared learning and evidence-based decision-making.
    • Collaborate with MEAL teams within and outside IRC to support harmonization of MEAL systems and approaches, sharing capacity and experiences. 

    Technical Oversight

    • Lead the M&E/MEAL system and processes for the Kakuma Refugee program in harmony with the M&E/MEAL Country and Global Strategy throughout the project cycle which include:
      • Use learning, evidence, and data from previous projects to inform project proposal design.
      • Develop logical frameworks, MEAL plans, digital data collection tools, processes for online data management.
      • Develop and manage information management systems for monitoring and evaluation and generate periodic reports to inform and guide programs.
      • Oversee implementation of M&E systems (including HIMS, EMR and DHIS) through regular field monitoring visits and tracking of Key Performance Indicators at the facility and camp level.
      • Establish and ensure timely data flow, quality checks, and audits, and updating of data visualization.
      • Supervise M&E/MEAL field activities.
      • Undertake regular analysis of monitoring data and work closely with program coordinators and managers to facilitate decision-making for real-time program adaptation.
      • Produce quality reports and updating dashboards with key findings that foster learning and decision-making and share in project cycle management meetings and team meetings.
      • Identify, detail, and share lessons learned to improve services and results for our clients. 
    • Participate actively in the enforcement of Quality Assurance (QA), Quality Control (QC) and Quality Improvement (QI) measures for all field program interventions.
    • Engage in the design, method, and conduct of surveys such as baseline and end line, and the commission of evaluations in coordination with colleagues and partners.
    • Advocate for and support the expansion of standard mobile data technology and online dashboards to enhance timeliness and quality of data collection, analysis, and visualization.
    • Ensure a high level of communication and close working relationships with the project team, project implementers, and other key stakeholders.
    • Join and contribute to IRC’s effort in meeting its internal and external accountability commitments through the implementation of sound accountability, client feedback, and response mechanisms.

    Human Resources

    • Coordinate, lead, mentor and support a dynamic small to medium team of M&E/MEAL staff; foster timely and high-quality achievement, and an inclusive and respectful team climate.
    • Promote the growth and development of others in IRC teams and partners in M&E/MEAL: Lead and craft high-quality technical training and learning materials for partners, colleagues, and junior staff.
    • Participate in the recruitment and onboarding of country MEAL officers, assistants, and (if relevant) external consultants.

    Minimum Qualifications:

    • University degree in Health Informatics, Computer Science, statistics or Public Health or related field.
    • A Minimum 3 years of working experience in Monitoring, Evaluation, Accountability and Learning-related functions.
    • Technical skills in setting up quality M&E/MEAL processes and creating logical frameworks and data analysis that leads to learning and action.
    • Proficiency and experience with mobile data collection such as Kobo, CommCare, ODK Collect is vital as well as proficiency with Microsoft Excel, SPSS, STATA, Epi Info, or other similar software. Knowledge of Tableau, PowerBi, or GIS software tools are additional assets.

    Required Experience & Competencies.

    • Good knowledge of monitoring and evaluation technologies, techniques, approaches, and methodologies in programs.
    • Demonstrated experience and understanding of health information systems design, development, roll-out, and/or use (e.g. HMIS, DHIS, EMR)
    • Demonstrated analytical, systematic-thinking, and problem-solving skills.
    • Proven ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods together with presentation and reporting skills are a strong asset.
    • Proficiency and experience with mobile data collection such as Kobo, CommCare, ODK Collect are crucial as well as proficiency with Microsoft Excel, SPSS, SATA or other similar software.
    • Knowledge of Power-Bi is an additional asset.
    • Confirmed ability to lead, mentor and empower a small to medium professional team.

    Mulesoft Developer

    Job Overview/Summary: 

    The Mulesoft Developer performs hands-on technical implementation, with a focus on delivering functional solutions on the Mulesoft platform for Salesforce.com and relational databases. The developer crafts, implements, deploys, and details integration projects that improve the Salesforce.com, ETL, and SQL toolset. 

    Drawing on the technical skills, critical thinking, problem solving, and creativity, the developer implements new solutions and/or tackles issues. They are a dynamic, self-motivated, and technical savvy to deliver the technical edge to business users and department to meet their goals. 

    Major Responsibilities: 

    •  Identify, analyze, and develop interfaces and integration flows using Mule ESB Anypoint platform including Mule Runtime, Connectors, Design Center and API management 
    •  Experience crafting API specs using RAML, Swagger, OpenAPI or other API modeling language, Batch Processing, Parallel Processing. 
    •  Experience building integrations with one or more data-warehouses (relational and non-relational databases) and solutions for CRM (Salesforce) 
    •  Responsible for programming the integration logic using related tools and frameworks, reviewing code written by other programmers, requirement gathering, bug fixing, testing, documenting and implementation. 
    •  Develop solutions by crafting system specifications, standards, and programming 
    •  Need a solid technical background in integration middleware and engineering technologies. 
    •  Serve as the authority for solution architecture that will include configuration, development, integration, and customization of sophisticated environments 
    •  Must be a MuleSoft Certified Developer

    Minimum Requirements 

    •  Bachelor’s degree or equivalent experience in Computer Science, Information Technology or Engineering or equivalent; 
    •  At least 3 years of Mulesoft experience with implementing solutions-oriented architecture (SOA) and enterprise application integration (EAI) using Mulesoft platform 
    •  A minimum 3+ years of professional work experience CRM (Salesforce) and Relations databases (non-profit experience a plus) and IT delivery, IT services, and professional services environments. 
    •  Experience in ETL designing and developing code based on requirements, unit testing and build user documentation. 
    •  Proficient with SQL, SOQL, JSON for data manipulation and complex custom reports. 
    •  Superb communication and social skills, including ability to build and maintain positive working relationships with team members, internal customer, high-level staff and external vendors, strong customer service orientation, good writing skills, ability to communicate technical issues to non-technical audience. 

    Preferred Additional Qualification 

    •  Experience with Heroku Connect, PostgreSQL and MSSQL. 
    •  Experience with web services or application programming interfaces is a phenomenal plus. 
    •  Experience with fundraising applications for non-profit organizations.

    Medical Officer In- Charge

    Key Responsibilities

    Program management:

    • The Medical Officer In charge shall report to the Health Manager. 
    • He/she will assist the Health Manager in daily hospital administration, provision of quality health services to the patients and providing oversight in the day to day running of the hospital.
    • He/ She will conduct regular inspections of the Hospital departments, ensuring discipline is maintained in all sections and submit a report to the Health Manager.
    • He/ She is responsible for ensuring smooth delivery of quality health care to both the refugee and host community populations.
    • He/ She will be responsible in Liaison with the Nursing Officer In-charge for preparing quarterly budget estimates for the various hospital departments.
    • He/ She will be responsible for taking action on procurement of various hospital medical and surgical items in liaison with the Pharmacist and the Nursing officer-in charge.        
    • He/ She will ensure proper functioning of special clinics in the hospital on weekly basis i.e. SOPC, GOPC, HRC, MOPC and POPC.
    • He/ She will coordinate in liaison with the Health Manager consultancy visits for the Health program in the camp.
    • He/ She will coordinate in liaison with the Health Manager referrals of refugee patients as per UNHCR referral guidelines.
    • He/ She will conduct hospital rounds at least thrice a week and ensure proper cleanliness and decorum is maintained in the OPDs/IPDs/Wards and isolation centers.        
    • Ensure the hospital is running effectively in all the wards with adequate coverage by all cadres of health staff.
    • Attend to all emergencies, both medical and surgical at the hospital.
    • Manage and supervise all the staff in respective wards.
    • Ensure survivors with sexual assault cases are promptly attended in GBV support centre.
    • Ensure the medical- legal forms including P3 forms are well filled by clinicians and proper representation in the courts as may be required.

    Human Resource:

    • He/ She will provide direct supervision to the medical officers, Nursing officer-in-charge, CO- Pediatrician, and CO –Anesthetists. 
    • He/ She will be responsible for compiling Medical Officers duty rosters, compensatory days awarding, making alternate postings and duty arrangements to ensuring judicial deployment of medical officers at the hospital.  
    • Handle disciplinary cases with support of the Health Manger and the HR.  
    • He/ She will plan and coordinate R&R and leave for medical officers and clinical officers working at the hospital in liaison with the Health Manager.
    • He/ She in liaison with the Health Manager and the Nursing officer-in-charge will be responsible for filling up vacant positions through the formal recruitment or promotions process to fulfil the requirements of the departments. 
    • He/ She will take lead in chairing the daily morning clinical staff meetings, mortality, morbidity and near-miss review audits; providing guidance, oversight and program updates as required.
    • Manage the Health Program in acting capacity when the Health Manager is not in office.
    • Coordinate and Participate in the Continuous Medical Education (CME) for staff and give updates on care of patients.
    • Chair the COVID-19 Outbreak Control Team, Quality Improvement Committee meetings and together with the Health Manager ensure the action points are followed and acted upon. Program activities:
    • Conduct daily ward rounds in respective wards.
    • Be the doctor on call at the hospital on weekly basis, 24hrs/7 days as per the scheduled call list.
    • Carry out all emergency surgical/obstetric cases in theatre.
    • Properly document patient diagnosis, plans of treatment and care on patient files.
    • Attend and chair morning handover meetings and give feedback on patient care.
    • Carry out all elective surgical and gynecological cases twice a week in theatre.
    • Attend to all medical legal issues, fill P3 forms and attend court sessions.  
    • Fill the referral forms for both emergency and elective referrals as per the SOPs.

    Reporting and Coordination:

    • Attended monthly coordination meetings organized by UNHCR, and ensure relevant coordination-related data is shared.
    • Participate in interagency health working groups or committees as required.
    • Participate in writing quality internal and donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements.

    Key Result Areas

    • Improved quality of care in the wards/hospital
    • Proper coverage and delivery of health services at the hospital departments.
    • Quality emergency obstetric care in maternity.
    • Prompt referral of patients.

    Minimum Qualifications:

    • Bachelor of Medicine and Surgery, (MBChB).
    • Registered with Kenya Medical Practitioners and Dentist Board.
    • Minimum 3 years of working experience in a busy hospital.
    • Able to work with minimal supervision.
    • Experience in health staff management in a hospital set up.   
    • Experience working with an international NGO
    • Able to speak or understand Somali

    Required Experience & Competencies:

    • Be flexible, a team player and result oriented.
    • Be ready to work in challenging and multitasking environment.
    • Computer literacy in MS Windows, Word, Excel, PowerPoint, is desired.

    Medical Officer

    • Ensuring that department needs are documented and submitted to the MOIC for budgeting.
    • Providing weekly updates of the ward status, trends and needs including mitigation measures where surges are forecasted.
    • Performance management of the department by setting department level targets, implementing activities to meet targets.
    • Managing and escalating any issues that arise from the departments.
    • Carry out all elective and emergency obstetric/Gynecological cases in theatre.
    • Conduct all elective and emergency surgical cases in theatre.
    • Carry out special clinics in the hospital on weekly basis ie., SOPC, GOPC, HRC, MOPC and POPC.
    • Attend to all medical legal cases, ie Filling of P3 forms and attend court sessions as deem fit.
    • Ensure survivors with sexual assault cases are promptly attended in GBV centre.
    • Ensure all Referrals, both Emergency and Elective, to secondary and tertiary care centres is done promptly.

    Human Resource

    • Be a team leader in the hospital and in the care of patients.
    • Supervision of the nursing in charge of the department.
    • Developing and managing leave plans and duty rotas for the department.
    • Managing disciplinary cases that arise from the departments with support from the NOIC, HR and management.
    • Attend the Clinical staff meetings and give program updates as required.
    • Manage the Clinical Services Program in acting capacity when the Health Manager is not in office. Coordinate and Participate the Continuous Medical Education (CME) for staff and give updates   on care of patients.

    Program activities.

    • Conduct daily ward rounds in respective wards.
    • Be the doctor on call on weekly basis, 24hrs 7 days.
