    Director - Litigation

    Duties and Responsibilities

    The Director will be responsible to the County Solicitor.

    Specific duties and responsibilities will include: -

    • Supervise officers serving under him/her;
    • Drafting and publishing legislative proposals for the County. Government,
    • Legal research and preparation of case briefs and legal opinions;
    • Negotiation, drafting, vetting and interpretation of contracts, agreements, public private partnership, memoranda of understanding and treaties;
    • Prepare advisories to county departments agencies and county cooperatives on contract and other legal matters in consultation with County Solicitor
    • Lodging and following up on registration of leases and property ownership documents on behalf of the County Government
    • Represent the county government and its: agencies ‘in court in any legal proceedings to which the county government is a party to or has interest other proceedings;
    • Timely, update the County Solicitor and County Attorney on progress of court cases;
    • Coordinate, record, verify and oversee execution of pleadings and witness statements;
    • Performing any other function as may be necessary for the effective discharge of the duties and the exercise of powers of the office of County Attorney as directed by the county solicitor

    Requirements for Appointment

    For appointment to this grade, a candidate must have: -

    • Bachelor of Laws (LL. B) degree from a recognized university in Kenya;
    • An Advocate of the High Court of Kenya with a minimum of consecutive ten (10) years of active practice post admission as at the time of Application;
    • Postgraduate Diploma in Legal Studies from the Council of Legal Education;
    • Proficiency in computer applications;
    • Demonstrated managerial, administrative and professional competence in work performance and exhibited a thorough understanding of County goals, policies, objectives and ability to relate them to proper management of legal affairs.
    • Must be holder of valid current practicing certificate
    • Satisfy the requirements of chapter six (6) of the Constitution of Kenya 2010 on leadership and integrity.
    • Master’s degree in Law from a recognized university would be an added advantage;
    • Must demonstrate a track record of appearance and representation of clients before
    • Superior Courts of law.

    Legal Officer I- Litigation

    Duties and Responsibilities

    • Undertaking research on assigned legal issues;
    • Collecting and collating research data on relevant legal issues;
    • Interviewing clients for proper advice;
    • Liaising with the departments and advising on various legal issues;
    • Representation of the county Government and its agencies in Court;
    • Interpretation of court orders and advising relevant County departments on their implications;

    • For appointment too this grade a candidate must have: -
    • Bachelors of Laws (LL.B) degree from a recognized university in Kenya;
    • Postgraduate Diploma in law from the Council of Legal Education:
    • An Advocate of the High Court of Kenya with proof of active practice as such for a period of not less than three years from the date of Admission;
    • Possession of a current Practicing Certificate as an Advocate;
    • Proficiency in computer applications;
    • Must demonstrate a track record of appearance and representation of clients before
    • Superior Courts of law; and
    • Satisfy the requirement of Chapter six (6) of the Constitution of Kenya on leadership an integrity.

    Human Resource Management Assistant III

    Duties and Responsibilities

    This will be the entry and training grade for this cadre. An officer at this level will work under the guidance of a senior officer.

    Duties and responsibilities will entail:

    • Processing human resource management matters including appointments, promotions and leave applications within existing rules, regulations and procedures;
    • Capturing and updating human resource data in HRIS and drafting letters.

    Requirements for Appointment
    For appointment to this grade, a candidate must have:

    • A diploma in Human Resource Management, Industrial Relations, Labor Relations or any other relevant and equivalent qualification from a recognized institution.

    OR :

    • Part I of the Certified Public Secretaries Examination from KASNEB; and
    • Certificate in computer application skills from a recognized institution

    Driver I

    Duties and Responsibilities
    Duties and responsibilities at this level will involve:

    • Driving a vehicle as authorized;
    • Carrying out routine checks on the vehicle’s cooling, oil, electrical and brake systems, tyre pressure etc.
    • Detecting and reporting malfunctioning of vehicle systems;
    • Maintenance of work tickets for vehicle(s) assigned, ensuring security and safety of the vehicle on and off the road;
    • Overseeing safety of the passengers and/or goods therein, and maintaining cleanliness of the vehicle.

    Requirements for Appointment

    For appointment to this grade, an officer must have:

    • Bea Kenyan Citizen;
    • At least six (6) years’ experience as a driver either in the public or private sector;
    • A valid driving license free from any current endorsement (s) for the class(es) of vehicle(s) the officer is required to drive;
    • Passed Occupational Trade test II for Drivers;
    • Defensive Driving Certificate from the Automobile-Association (AA) of Kenya or its equivalent qualification from a recognized Institution;
    • Attended a Refresher Course for drivers lasting not less than one (1) week within every three (3) years at Kenya Institute of aes and Building Technology (KIHBT) or any other recognized Institution;
    • Attended a First-Aid Certificate Course lasting not less than one (1) week at St. john ~ Ambulance or Kenya Institute Highway and Building Technology (KIHBT) or its equivalent from a institution; an
    • Shown merit and ability as reflected in work performance and results.

    Principal Administrative Secretary (CEC Affairs)

    Duties and responsibilities

    • Keeping custody and maintenance of County Executive Committee
    • Leading secretariat of the County Executive Committee affairs secretariat function,
    • Managing County Executive Committee affairs secretariat activities, processes and reports;
    • Analyzing cabinet proposals to ensure accuracy/plausibility of information/projections;
    • Evaluating options, providing feedback, advising and recommending to Departments, Boards and Agencies on cabinet decisions;
    • Managing and coordinating documentation of government speeches, talking notes and written information;
    • Monitoring implementation of County Executive Committee decisions and resolutions; and

    Requirements for appointment

    • Be a Kenya Citizen;
    • Have at least 9 years’ relevant experience, 4 of which should have been at a management level in Public Service or Private Sector;
    • A Bachelor degree in Social Sciences from a recognized institution,
    • Certificate in Senior Management course lasting not less than four (4) weeks from a recognized institution;
    • Have a thorough knowledge of the functions/operations of the County Government
    • Demonstrate thorough knowledge of Makueni County Government Policies;

    Assistant Director, Public Communications

    Duties and Responsibilities

    • Researching on possible causes of negative publicity on the Government on both local and international press
    • Assisting in the development of appropriate strategies to address the situation
    • Identifying Government events that require packaging for dissemination to the media and the public
    • Preparing and organizing fora where Government policies, programmes and projects can be propagated and promoted
    • Preparing media supplements, documentaries, press releases/media features; and regularly attend meetings at the Public Communications

    Assistant Director Supply Chain Management Services

    Duties and Responsibilities

    An officer at this level may be deployed at the Directorate of Supply Chain Management Services and will head a division in the Directorate.

    • The duties and responsibilities of the officer will entail managing activities in Supply Chain Management Division. Specific duties at this level will involve initiating and formulating of supply chain management policies for issue to the service in liaison with the deputy director and assisting in the preparation of the directorates strategic plans.
    • In addition to this the officer at this level will be responsible for the planning, organising administration and control of supply chain management units in the Division. Specific duties will include assessing of the impact of Supply chain management policies and regulations, assisting in correct interpretation and implementation of the public procurement and Asset disposal act 2015 and other strategies, policies and rules and regulations that may impact on the supply chain management.

    • Diploma in Supplies Management or its approved equivalent from a recognized Institution:
    • A Bachelor’s Degree in any of the following: - Commerce, Business Administration, Economics, Procurement and Supplies Management, Marketing, Law or their equa qualification from a recognized institution;
    • A Master’s Degree in any of thé following: - Procurement and Supply Management: -Logistiés and Supply Chain Management, business Administration, Commerce, or any other relevant field from a recognized Institution; and

    Assistant Director Financial Services

    Duties and Responsibilities

    • the officer will be responsible to the Deputy Director for the following functions in respect of the specific Departments and sub Counties allocated to him/her: monitoring implementation of Accounting standards and systems for compliance; including Integrated Financial Management Information System (IFMIS) operations; follow up on Audit matters including compilation of County Treasury memorandum in respect of Departments/sub counties allocated to the officer; follow up implementation of County Assembly Public Accounts Committee recommendations for the Departments/sub counties allocated to officer; preparation of Bi-annual Accounts; consolidation of cash flow projections submitted by Departments/sub counties; and maintaining a check-list of returns
    • and reports received from Departments/sub counties to ensure compliance with law and County Treasury circulars.
    • In an Accounting Unit duties will entail assisting in the administration of the Accounting Unit; assisting the head of the Accounting unit to provide advisory services to the Accounting Officer and other stake holders on all financial and accounting matters in the Department, preparation of management and statutory reports including final accounts; assisting in the development of supplementary: financial regulations and procedures'to enhance’internal controls established through - normal County Treasury regulations and procedures; setting targets for the accounts staff and evaluating achievements; overseeing the processing of funding arrangements to Sub counties in the Department and ensuring compliance with County Treasury regulations and procedures; authorization of payments and signing of cheques subject to set limits; supervision, training, development and deployment of accounts staff in the accounting unit; handling disciplinary matters for the head of accounting unit; and any other relevant duties assigned by the head of accounting unit.
    • As Head of Sub County Treasury, the officer will be responsible for providing advisory services to the Sub County departmental heads and other stakeholders on all financial and accounting matters; interpretation and implementation of financial regulations and procedures, County Treasury circulars, letters and instructions;
