Basic Function of the Position:
Serves as a Voucher Examiner in the Financial Management Center (FMC), reporting to the Supervisory Voucher Examiner, and is responsible for examining, reviewing, auditing, monitoring and processing through the Departments’ Financial Management System all payments for over sixty (60) ICASS Agency entities within the U. S Mission in Kenya. The incumbent’s work involves processing of a wide variety of complex, challenging, difficult, laborious, and bulky payments in the form of invoices for goods and services received through mechanisms such as Purchase Orders, Contracts, Grants, Loans, and Trust Funds. In addition, does complex and intricate vendors’ accounts reconciliations, liaises with the relevant Tax Authorities and the Ministry of Foreign Affairs respectively on tax exemptions, processes employee claims and vouchers for Representation, Travel Vouchers, Rest and Recuperation (R& R), Home Leave, Medical Evacuation(Medevac), Emergency visitation Travel ( EVT), Education Travel, Official Residential expenses (ORE) for the Ambassador and the DCM, Temporary Quarters Subsistence Allowance (TQSA), Gardening Reimbursement, School fees reimbursements, controls and administrates travel advances

The incumbent reports to various sections throughout the Embassy, providing intermittent administrative assistance as needed. As directed by Section Chiefs, duties include administrative functions: i.e, draft correspondence, diplomatic notes and demarches; type reports and cables; prepare briefing books and talking points; answer telephones and screen calls; take accurate messages; meet and escort visitors and work crews; sort and distribute mail; organize and maintain paper and electronic filing systems; schedule and take notes at meetings; schedule appointments; and perform other administrative support functions. Works directly under the supervision, direction of the Section Chief and indirectly reports to the Supervisory Human Resources Officer (S/HRO).

Incumbent provides administrative oversight of post's residential security program. Serves as the point of contact on all residential security matters between the RSO, General Service Office (GSO), Facilities Maintenance (FAC), and landlords. Conducts security surveys of all current housing to ensure residential security standards are maintained and conducts security surveys on all proposed housing to ensure security suitability can be obtained and compliance with the Overseas Security Policy Board’s OSPB standards before occupancy.

The incumbent performs clerical and administrative duties as the Office Management Assistant (OMA) for the Regional Security Office (RSO) pertaining to a multitude of RSO administrative items, both classified and unclassified. The incumbent will need to work independently and possess strong communication skills as the incumbent will be in contact with many diverse individuals on a daily basis. Incumbent will require unescorted access to the Control Access Area (CAA) and a Secret security clearance for most posts, although a Top Secret clearance may be required in certain instances where Post requires it. Position is Part time, 20 hours per week.

The incumbent of the position is the assistant to the U.S. Direct Hire (USDH) Portfolio. Duties include: administering and assisting with the yearly EER and eAwards processes. Supports the American HR Portfolio, supporting 31 U.S. government agencies and offices, over 1,500 Chief of Mission personnel, and close to $1 billion in resources. The incumbent works collaboratively with two Human Resources Assistants, Human Resources Clerk and one Human Resources Assistant (American Services Team Lead) on the American Portfolio. The incumbent is supervised by the Human Resources Officer with oversight of the American Portfolio. Position requires Secret Security clearance.

Minimum of three (3) years of administrative office work experience is required.

The jobholder provides consular services to U.S. citizens, conducts non-adjudicatory visa processing, and assists in investigation and validation studies. Incumbent also handles correspondence with the public, attorneys, U.S. and host governments, Congress, and other parties. Must be able to secure and maintain a Secret level security clearance.
