    Deputy Director Records Management

    JOB GROUP ‘CPSB 04’ 

    Terms of service: Permanent

    Requirements for appointment

    1. Be a citizen of Kenya;
    2. Bachelor’s Degree in Information Science, Records Management or its equivalent from an institution recognized in Kenya;
    3. Relevant working experience of not less than (10) years, five (5) of which should be in Senior or Leadership position either in the public or private Sector;
    4. Served in the grade of Assistant director, Records Management or any other relevant and comparable position in the public service for a minimum of three (3) years; and
    5. Demonstrated professional competence and administrative ability in the management of the records function.

    Duties and Responsibilities:
    The Deputy Director, Records Management will be responsible for:

    • Initiation, development and implementation of Records Management policies and procedures;
    • Liaising with Kenya National Archives and Documentation Services on appraisal and disposal of dormant records;
    • Efficient and effective management of registry services;
    • Ensuring security of information and records;
    • Custodian of County Government records; and
    • Any other relevant duty as may be assigned by a competent authority.

    Director Supply Chain Management

    Terms of service: Contract

    Requirements for appointment

    • Be a citizen of Kenya;
    • Bachelor’s Degree in Commerce, Business Administration, Economics, Procurement and Supply Management, Contract Management, logistics or its equivalent qualification from a recognized institutions;
    • Post Graduate Diploma in Supplies Management from a recognized institution;
    • Master’s Degree in Commerce, Business Administration, Economics, Procurement and Supply Management, Contract Management, logistics or its equivalent qualification from a recognized institutions;
    • Relevant working experience of not less than (10) years, five (5) of which should have been senior management or leadership; Served in the grade of Deputy Director, Supply Chain management Services or in a comparable and relevant position in the public service for a minimum period of three (3) years;
    • Be a member of Kenya Institute of Supplies Management (KISM) and of good standing;
    • Demonstrated high degree of professional competence, administrative capabilities and initiative in organization and management of Supply Chain Management function;
    • Attended a strategic leadership development programme from a recognized institution;
    • Demonstrated professional competence, administrative capabilities and initiative in the general organization and management of the Supply Chain Management function;
    • Possess thorough understanding of Supply Chain Management issues and emerging Supply Chain Management trends and techniques.

    Duties and Responsibilities:

    The Director, Supply Chain Management will be responsible to the respective Chief Officer for the following functions

    • Introduction of systems that will facilitate effective and efficient management of Supply Chain function
    • Provision of guidance on the Supply Chain Management policy matters to Ministries/Departments and Institutions;
    • Developing a regulatory framework and standards;
    • Updating existing rules and regulations in line with the changing environment such as laws and related statutes;
    • Coordination of the administration of scheme of Service for Supply Chain Management Personnel;
    • Reviewing of curriculum for the County Public Service Material Management Programme;
    • Implementation of Public Procurement and Disposal Act, 2005 and other Statues, rules and regulations and ensuring adherence to the laid down procedures, rules and regulations;
    • Analyzing the impact of Supply Chain Management policies, rules and regulations;
    • Advising the Accounting Officers on Supply Chain Management standards;
    • Participating in procurement planning and budget preparation;
    • Advising the County on Supply Chain matters and interpreting of other laws and statutes that impact on supply chain Management Matters; and
    • Any other relevant duty as may be assigned by a competent Authority.

    Municipal Manager

    Terms of service: Contract

    Requirements for appointment

    • Be a citizen of Kenya;
    • Be a holder of at least a Bachelor’s degree from a university recognized in Kenya;
    • Relevant working experience of not less than (10) years, five (5) of which should be in Administration or Management either in the public or private Sector;
    • Have qualifications and knowledge in administration or management; and

    Duties and Responsibilities:

    The Municipal Manager will report to the Municipal Board and be responsible for the functions set out in the Urban Areas and Cities Act 2015 which include:

    • Overseeing the affairs of the Municipality

    • Formulation and implementation of integrated development plans as guided by the Municipal Board;
    • Development and management of schemes, including site development in collaboration with relevant national and County agencies;

    • Promotion of infrastructural development and services within the municipality;

    Director Human Resource Development

    JOB GROUP ‘CPSB 03’ (R) 

    Terms of service: Contract

    Requirements for appointment

    • Be a citizen of Kenya;
    • Bachelor’s degree in any of the following fields; Human Resource Management, Human Resource Development, Human Resource Planning, Business Administration, Education, Sociology, Political Science/Government, Anthropology or any other relevant Social
    • Science from a recognized institution;
    • Master’s degree in any of the following fields; Human Resource Management, Human Resource Development, Human Resource Planning, Industrial Relations, Labour Relations, Education, Public Administration, Business Administration, Counselling Psychology or any other relevant qualification from a recognized institution;
    • Relevant working experience of ten (10) years five (5) of which should have been in a senior Human Resource Management position either in the public or private sector; Served in the grade of Deputy Director of Human Resource Management and Development or in a comparable and relevant position in the public service for a
    • minimum period of three (3) years;
    • Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;
    • Membership to a relevant professional body; and
    • Demonstrated merit and ability as reflected in work performance and results.

    Duties and Responsibilities:

    An officer at this level will be deployed at the department responsible for Human Resource Management and Development. Specific duties and responsibilities will be as follows:

    • Innovating and designing of human resource management and development strategies and translating them to policies;
    • Introducing systems and management practices that facilitate efficient and effective management of the human resource management and development function;
    • Initiating development and review of terms and conditions of service for the County Public Service
    • Providing guidance on human resource management and development policy matters to County Ministries/departments and Institutions;
    • Proposing performance improvement strategies that are adaptive to the changing environment and technology;
    • Formulation and review of human resource management and development policies, standards and regulations;
    • Initiating action on issues related to Collective Bargaining Agreements;

    • Advising Authorized Officers on delegated powers including constitution of relevant committees and panels;
    • Coordinating the processing and verifying of the agenda and minutes for the Human Resource Management Advisory Committee;
    • Ensuring that professional human resource management standards are maintained;
    • Advising the Technical Departments in the County Ministries on career and Succession management, human resource planning and optimal utilization of human resources;
    • Coordinating the preparation of Personnel Emoluments (PE) budgets;
    • Coordinating the implementation of performance management systems including Staff Performance Appraisal System and the Rewards and Sanctions Framework;
    • Coordinating in-service training;
    • Ensuring the maintenance of Human Resource Information System including authorizing and safeguarding user rights;
    • Payroll management including cleansing and audit;
    • Coordinating and overseeing the preparation and presentation of agenda for Human Resource Management Advisory Committee and ensuring the implementation of the Committee decisions;
    • Coordinating implementation of technical training assistance programmes;
    • Forecasting skill and competency requirements including administration of competency tests;
    • Overseeing preparation of training projections and plans
    • Coordinating the preparation of human resource management and development reports; and

    Requirements for appointment

    For appointment to this position, a person should:

    • Be a citizen of Kenya;
    • Be in possession of a relevant Bachelors’ degree from a university recognized in Kenya;
    • Possession of a Master’s degree or higher academic qualifications from a university recognized in Kenya will be added advantage;
    • Have at least ten (10) years relevant professional experience in the portfolio of interest, five (5) of which should have been in a leadership position or at a top management level in the Public Service or Private Sector;

    Duties and Responsibilities:

    A Chief Officer will be in charge of administration of a County Ministry/Department. He /She will be the Accounting and Authorized Officer responsible for

    • Providing strategic policy direction for improved service delivery;
    • Developing and implementing an effective performance management system;
    • Developing and implementing strategic plans 
    • Ensuring efficient and effective use of Financial and Human Resource, management of information systems and regular financial reporting as required;
    • Maintaining effective collaboration and partnerships with other organs of governments, Ministries/departments, the private sector and other stakeholders to propagate sector development goals and County objectives
    • Providing leadership in mainstreaming Information Communication Technology in the operations of the County Ministry/Department
    • Promoting values and principles spelt out in Articles 10 and 232 of the Constitution of Kenya 2010 in the operations of the Ministry/Department;

    County Solicitor

    JOB GROUP ‘CPSB 02’ (S) 

    Terms of service: Contract

    Requirements for appointment

    • Be a citizen of Kenya;
    • Bachelor of laws (LL.B) Degree from a recognized institution;
    • Post graduate Diploma in legal studies from the Council of Legal Education;
    • Relevant Master’s Degree is added advantage;
    • Have at least five years’ experience as an advocate of the High Court of Kenya.

    Duties and Responsibilities:

    The County Solicitor will the principal assistant to the County Attorney in the Execution of the duties set out in The Office of the County Attorney Act, 2020 which include:

    • Being the principal legal adviser to the County government;
    • Attending the meetings of the County Executive Committee as an ex-officio member;
    • On the instructions of the County government, representing the County Executive in court or in any other legal proceedings to which the County executive is a party, other than criminal proceedings
    • Advising departments in the County executive on legislative and other legal matters;
    • Negotiating, drafting, vetting and interpreting documents and agreements for and on behalf of the County executive and its agencies;
    • Responsible for the revision of County laws;
    • Liaising with the Office of the Attorney General whenever need arises; and
    • Performing any other duty as may be assigned by the County Attorney or other competent authority.
