    Logistics and Supply Cell Advisor

    Job Purpose

    The Logistics & Supply Cell Advisor supports MSF Ubuntu programmes by providing operational, technical, and systems support across logistics and supply chain domains. The role helps ensure that programmes have coherent, context-adapted, reliable, and operationally relevant logistics and supply systems enabling safe, effective, and accountable humanitarian operations.

    The position acts as a technical advisor and operational partner to field teams and coordination structures, supporting implementation, adaptation, monitoring, and continuous improvement of logistics and supply practices in line with MSF Ubuntu orientations and MSF standards.

    The role combines field accompaniment, systems strengthening, quality assurance, technical coordination, and capacity building, while working closely with partner ODs and MSF technical platforms to ensure coherence, complementarity, and efficient use of expertise and systems.

    This position may also assume delegated country-level representation responsibilities for MSF Ubuntu in the programme country of assignment.

    Responsibilities / Result Areas

    Operational Support & Field Accompaniment

    • Provide direct technical and operational support to missions across logistics and supply domains, including during start-up, transition, emergency response, scale-up, or gap-filling periods.
    • Support missions in identifying logistics and supply bottlenecks, risks, gaps, and priority improvements, and accompany field teams in implementing practical, context-adapted solutions.
    • Ensure missions receive timely guidance on logistics and supply systems, standards, tools, and operational practices.
    • Contribute to emergency preparedness, operational readiness, and continuity during critical incidents, transitions, or surge situations.
    • Support the definition and implementation of a responsive logistics and supply support model for the Cell portfolio, balancing field visits, remote support, emergency surge, technical referrals, and systems follow-up.
    • Prioritise logistics and supply support needs across missions in consultation with the MedOp Cell Manager, Head of Logistics, Head of Supply, and relevant operational stakeholders.
    • Contribute to annual and quarterly planning of logistics and supply support activities, including assessments, field visits, reviews, emergency preparedness, capacity building, and resource planning.
    • Identify additional technical support needs, including WASH, supply, energy/ICT, security logistics, flying specialists, regional support, inter-OD expertise, or external technical services.
    • Provide input to operational planning and budget reviews from a logistics and supply perspective, including major investments, fleet, premises, energy, WASH, emergency stocks, maintenance, and supply chain costs.
    • Provide or facilitate technical support on air operations and air safety management where air assets are used, in coordination with relevant MSF technical referents and operational leadership.

    Functional Strategy, Support Model & Operational Alignment

    • Contribute to the development, adaptation, and implementation of MSF Ubuntu logistics and supply strategies, priorities, policies, tools, and support models.
    • Provide operational input to medical and operational strategies, ensuring logistics and supply constraints, opportunities, risks, and capacities are considered in programme design and decision-making.
    • Support the definition of logistics and supply priorities across the Cell portfolio, aligned with operational needs, emergency response capacity, quality standards, and available resources.
    • Promote logistics and supply as integrated enablers of medical-humanitarian action, operational quality, emergency responsiveness, and accountability.

    Logistics & Supply Systems Strengthening

    • Support the implementation, adaptation, and follow-up of logistics and supply systems aligned with MSF Ubuntu operational realities and MSF standards.
    • Contribute to the contextualisation and operationalisation of existing MSF tools, guidelines, templates, and frameworks.
    • Support missions in strengthening planning, reporting, stock management, procurement, fleet management, facilities oversight, maintenance systems, accountability, traceability, and task segregation.
    • Identify system gaps, compliance issues, or operational risks, and support mitigation measures with relevant stakeholders.
    • Support the development, review, adaptation, dissemination, and harmonisation of logistics and supply policies, tools, templates, and training materials, while allowing necessary contextual adaptation.
    • Collect feedback from missions on the usability of tools and propose improvements to MSF Ubuntu logistics and supply leadership.

    Quality Assurance & Compliance

    • Support logistics and supply reviews, assessments, audit follow-up, and action plan monitoring.
    • Monitor adherence to core standards, including Log Basics, supply chain principles, safety requirements, and maintenance standards.
    • Support missions in improving documentation, traceability, reporting, and operational follow-up mechanisms.
    • Promote quality and compliance approaches that are pragmatic, proportionate, and adapted to operational realities.

    Technical Coordination & Inter‑OD Collaboration

    • Act as a technical interface between MSF Ubuntu and partner ODs on logistics and supply matters.
    • Coordinate with technical referents, logistics cells, and specialised platforms to facilitate access to support, tools, and expertise.
    • Contribute Ubuntu operational perspectives, lessons learned, and contextual realities to inter-OD technical discussions and collaborations.
    • Support alignment and complementarity between Ubuntu logistics and supply practices and broader MSF frameworks.
    • Participate in technical working groups, collaborative initiatives, and operational exchanges as delegated.
    • Identify opportunities for interoperability, shared tools, joint technical approaches, regional support, and operational synergies with other MSF entities and platforms.
    • Facilitate links between MSF Ubuntu programmes and regional or inter-OD support capacities, ensuring complementarity and avoiding duplication.

    Capacity Building & Team Support

    • Identify learning and development needs for logistics and supply staff in coordination with line managers, HR, and relevant departments.
    • Provide coaching, mentoring, briefing, debriefing, onboarding, and practical support to field logisticians, supply staff, LogCos, SupplyCos, and WASH referents.
    • Support the strengthening of national staff capacities, operational autonomy, and readiness for coordination or emergency roles.
    • Promote peer learning, on-the-job coaching, feedback culture, and sharing of operational good practices.
    • Contribute to practical learning materials, operational guidance, job profile review, staffing models, team structures, and role clarification in collaboration with HR and Logistics/Supply leadership.

    Organisational Positioning

    The Logistics & Supply Cell Advisor is part of the MSF Ubuntu Logistics & Supply Department and is hierarchically managed by the MedOp Cell Manager, with functional and technical accountability to the Head of Logistics and Head of Supply.

    The role functions as an operational and technical support position, ensuring missions receive practical accompaniment, systems support, quality follow-up, and capacity strengthening across logistics and supply domains.

    The Advisor works closely with mission coordination teams, technical staff, partner ODs, and MSF platforms, contributing to operational coherence, technical alignment, and continuous improvement of logistics and supply practices within Ubuntu operations.

    Qualifications and Requirements

    Academic and Professional Qualifications and Knowledge

    • Bachelor’s or Master’s degree in Logistics, Supply Chain, Engineering, Operations Management, Humanitarian Affairs, or a related field
    • Fluency in written and spoken English, French is a strong asset
    • Good understanding of humanitarian logistics and supply chain management principles

    Years and Nature of Experience

    • Minimum 7 years of progressive experience in humanitarian logistics and/or supply chain management
    • Strong field experience in complex or insecure operational environments

    Career Development Officer

    Tasks & Responsibilities

    Head of Accountability & Transparency Unit (ATU)

    Rationale/Objective for Position

    The Head of the Accountability & Transparency Unit provides strategic leadership, independent oversight, and operational management of the ATU. The role is responsible for institutionalization and embedding a culture of accountability and transparency across MSF Eastern Africa systems, governance structures, systems, decisions and operations promoting organizational integrity, responsible use of resources and continuous learning.

    The job holder, in addition to managerial duties, will provide strategic oversight and quality assurance for ATU investigations and personally leads high-risk, complex or sensitive investigations into alleged fraud, corruption, financial misconduct, serious breaches of organizational protocols and other integrity-related misconduct falling within the ATU mandate. The incumbent actively conducts impartial, timely, and thorough investigations into the most serious allegations of misconduct in accordance with the approved ATU Investigation Protocol, procedural fairness, confidentiality, data-protection requirements and established referral pathways. Safeguarding matters remain under the mandate of the Safeguarding function ensuring due process, fairness, and the protection of MSF’s integrity and credibility.

    The Head leads the development and implementation of the MSF EA Accountability and Transparency Framework and its related policies and systems, including proactive monitoring, compliance oversight. The role will ensure that accountability and transparency are effectively embedded across MSF EA by leading key functions such as policy development, proactive monitoring, compliance oversight, feedback and response mechanisms (FRM), investigations, reporting, capacity building, and stakeholder engagement. and organizational learning.

    The holder will lead high-risk and sensitive investigations and focuses on strengthening system-wide integrity, proactively mitigating risks and continuous organizational learning and improvements. The role strengthens system-wide integrity by identifying and mitigating accountability risks, ensuring that findings lead to corrective action and supporting management and governance bodies to make informed, transparent and accountable decisions.     Tasks & Responsibilities

    Strategic Leadership & Policy Development

    • Lead the development, periodic review and implementation of MSF EA Accountability and Transparency Framework and associated policies, ensuring alignment with MSF International standards and best practices.
    • Ensure coherence and complementarity with related organizational frameworks and functions, including Safeguarding, EDI, Data Protection, Human Resources, Finance, Legal, Procurement, Medical and operational functions, while respecting their distinct mandates.

    Unit Leadership and Operational Management

    • Provide overall leadership, direction and operational management of the ATU, ensuring delivery against its approved mandate, annual plan, budget and performance indicators.
    • Recruit, supervise, support and develop ATU staff, establishing clear roles, delegated authority and performance expectations.
    • Assign investigations, accountability reviews and compliance assessments based on risk, complexity, competence, capacity and potential conflicts of interest.

    Active Investigations and Quality Assurance (Dual Role)

    • Provide strategic oversight of all ATU investigations, ensuring cases are triaged, assigned, prioritized and conducted consistently and in accordance with the ATU Investigation Protocol.
    • Personally lead and conduct high-risk, complex, or sensitive investigations into allegations of serious misconduct which are not safeguarding related, fraud, conflict of interest, breaches of protocol, misuse of MSF organizational resources or violations of MSF principles, and other integrity-related misconduct within the ATU mandate.
    • Ensure adherence to the ATU Investigation Protocol, ensuring all cases are handled with due process, confidentiality, and fairness.
    • Establish and apply clear prioritization criteria, escalation processes, and quality assurance mechanisms to guide how cases are managed across the units.
    • Develop investigation plans (Terms of Reference), oversee evidence collection (including forensic and digital), conduct witness interviews, and produce comprehensive, evidence-based investigation reports with clear findings and recommendations.
    • Review and approve investigation plans and reports prepared by ATU investigators, ensuring that findings are supported by the available evidence and remain within the approved Terms of Reference.
    • Collaborate with HR, Safeguarding, and Legal advisors as per established referral pathways to ensure multidisciplinary oversight.
    • Ensure that safeguarding allegations are promptly referred to the Safeguarding function and overlapping cases clearly defined case ownership, information-sharing arrangements and investigation responsibilities.
    • Maintain secure investigation records, evidence logs and chain-of-custody documentation in accordance with data-protection, confidentiality and records-retention requirements.
    • Ensure that actual, potential or perceived conflicts of interest are identified, disclosed and appropriately managed, including recusal or appointment of an independent external investigator where required.
    • Submit final investigation findings and recommendations to the authorized decision-maker without assuming responsibility for disciplinary, administrative or judicial decisions.
    • Monitor approved investigation recommendations and analyse recurring patterns to strengthen prevention, internal controls and organizational learning.

    Compliance Oversight & Monitoring

    • Ensure compliance oversight is guided by a risk-based approach prioritizing high-risk areas and systemic vulnerabilities.
    • Oversee the maintenance of the ATU Compliance Register, tracking adherence to applicable policies, donor agreements, and national laws and other requirements within the ATU mandate.
    • Issue formal Compliance Gap Reports with tracked corrective action plans to the Management Team and Board.
    • Issue periodic Compliance Gap Reports to the appropriate management and governance bodies, clearly presenting findings, risk levels, recommended actions, responsible owners, implementation timelines and unresolved risk.
    • Lead proactive monitoring activities, including thematic or comprehensive accountability audits of missions and audits or reviews of MSF EA departments and other areas falling within the formally approved ATU mandate.
    • Approve risk-based monitoring plans and Terms of Reference and ensure that reviews are conducted consistently and impartially.
    • Use findings from compliance reviews, investigations and accountability audits to strengthen organizational learning to improve policies internal controls, risk management and prevent future issues cross departmental alignments between ATU with Safeguarding, EDI, Data Protection and HR.
    • Coordinate with Safeguarding, EDI, Data Protection, HR, Finance, Legal, Procurement and other relevant functions to promote complementary oversight and avoid duplication.
    • Monitor management responses and implementation of corrective actions and escalate overdue or inadequately addressed high-risk findings.
    • Contribute significant accountability, compliance and integrity risks to the MSF EA institutional risk-management process.
    • Preserve ATU’s independent assurance role by identifying and managing potential self-review risks arising from advisory support provided to departments.

    Feedback and Response Mechanisms

    • Provide strategic leadership and standards for the design, implementation and periodic review of context-appropriate Feedback and Response Mechanisms.
    • Clarify institutional ownership, accountability and referral pathways for FRMs across MSF EA departments, Ubuntu and other relevant structures.
    • Ensure sensitive complaints are securely recorded and promptly referred to the function holding the appropriate mandate.
    • Use aggregated and appropriate FRM data generation channels to identify systemic concerns, inform management decisions and strengthen organizational learning.
    • Promote a professional unit culture grounded in independence, impartiality, confidentiality, inclusion, respectful conduct and continuous learning.

    Reporting & Transparency

    • Oversee the production of the Annual Accountability Report (public-facing) and Quarterly Internal Dashboards for the Management Team and Board.
    • Ensure the development and management of the Transparency Portal, providing accessible information on projects, budgets, and evaluation reports.
    • Ensure all reporting products developed are decision-oriented and provide actionable insights to the Management Team and Board.
    • Ensure that the Annual Accountability Report presents an accurate, balanced and anonymized account of accountability performance, findings, actions taken and organizational learning.
    • Ensure that investigation and complaint information is reported in anonymized form and does not compromise confidentiality, independence, procedural fairness or personal safety.

    Stakeholder Engagement & Independence

    • Establish confidential escalation and alternative reporting arrangements for allegations involving senior leadership, the General Director, the Head of ATU or Board.
    • Act as the guardian of the unit’s independence, ensuring the Whistleblower Protection Policy is strictly enforced and that the unit’s work remains free from undue influence.
    • Facilitate briefings to the Board and Association on accountability performance through appropriate governance channels.
    • Represent MSF EA in inter-sectional accountability networks and coordinate with MSF International bodies.
    • Facilitate community accountability dialogues and engagement with the affected where applicable.

    • Lead the development and delivery of an ATU capacity-strengthening strategy covering accountability, transparency, integrity, FRM management, investigation standards and whistleblower protection.
    • Ensure training content is aligned with related Safeguarding, HR, Legal, EDI and Data Protection policies and referral procedures.
    • Strengthen management and staff capacity to recognize, report and appropriately refer accountability, integrity and misconduct concerns.

    Qualifications

    Education

    • Advanced university degree (Master’s or equivalent) in Law, Criminology, Forensic Accounting, or a related field.

    • Minimum of 8–10 years of progressive experience in compliance, oversight, or investigative functions, with at least 5 years in a senior management or leadership role.
    • Demonstrated experience in humanitarian or non-profit environments, preferably in complex, multi-cultural settings.

    Accountability & Compliance Investigations Specialist

    Tasks & Responsibilities

    Accountability Audits & Proactive Monitoring

    • Conduct thematic or comprehensive accountability audits focusing on community engagement, decision-making, resource allocation (beyond pure financial auditing), and adherence to commitments.
    • Ensure audit findings inform management of decision-making and corrective actions.
    • Perform regular risk assessments to identify vulnerabilities and emerging challenges in the accountability and integrity landscape.
    • Provide real-time advisory support to offices and programme coordination teams (where applicable) on setting up and strengthening accountability systems.

    Compliance Oversight

    • Assist in maintaining the Risk and Compliance Register, tracking deviations from established policies, protocols, and donor agreements.
    • Prepare formal Compliance Gap Reports with clear findings and tracked corrective action plans.
    • Conduct periodic compliance reviews and audits across departments to detect gaps early and ensure proactive remediation, and cross departmental alignments with Safeguarding, EDI, Data Protection and HR.
    • Establish clear referral protocols with Safeguarding to distinguish between behavioral/safeguarding cases and Integrity/Fraud cases.
    • Follow up on key findings, evidence, risk ratings, recommendations, agreed action implementation by owners and escalation of overdue high-risk actions.
    • Carry out compliance monitoring and follow-up through regular review, analysis, reporting and follow-up.

    Investigations (Supporting Role)

    • Conduct impartial investigations into allegations of fraud, corruption, financial misconduct, and breaches of organizational protocol. as assigned by the Head of ATU, following the strict Investigation Protocol.
    • Support complex investigations led by the Head of ATU by gathering and analyzing financial records, transactional data, and documentary evidence.
    • Collaborate with forensic experts and legal advisors as needed to ensure investigations are thorough and evidence based.
    • Coordinates confidentiality standards and case-ownership responsibilities.

    FRM Oversight & Quality Assurance

    • Provide technical support to departments and programmes (where applicable) in designing context-appropriate Feedback and Response Mechanisms (FRMs), including hotlines and community liaison structures.
    • Monitor FRM performance using key indicators (response time, resolution rate, user satisfaction) and ensure case tracking for sensitive complaints.
    • Ensure FRMs are accessible safe, and inclusive particularly for vulnerable populations or target groups.
    • Analyze FRM data to identify systemic issues and contribute to organizational learning.

    Reporting & Capacity Building

    • Contribute data-driven insights to the Quarterly Internal Dashboards and the Annual Accountability Report.
    • Support the development and delivery of training modules on Accountability Fundamentals, FRM Management, and Whistleblower Protection for staff.
    • Support development of scalable training approaches including e-learning modules.

    Qualifications

    Education

    • Advanced university degree (Master’s or equivalent) in Accounting, Finance, Auditing, or a related field.

    Experience

    • Certified Public Accountant (CPA), Chartered Accountant (CA), Certified Internal Auditor (CIA), or Certified Fraud Examiner (CFE) is required.

    Competencies

    • Experience working in Eastern Africa or similar complex operational environments is highly desirable.
