    Technical Officer-Social Protection

    Key Responsibilities

    • Ensure 100% of project education subsidy and combined social-economic (CSEA) targets are met
    • Support identification, selection and prioritization of eligible AGYW for Social Protection as outlined in the SOPs
    • Ensure all Adolescent Girls and Young Women (AGYW) who have been prioritized are contacted and the application process facilitated
    • Follow up on the acknowledgment of payments and document of girls files
    • Ensure that Adolescent Girls and Young Women school follow up, attendance and performance monitoring is done effectively
    • Support/supervise mentors and other staff as they facilitate social protection activities at the safe spaces
    • Support the distribution of education support supplies to the mentors. i.e. sanitary pads, uniforms Support AGYW to choose economic interventions that match their interest, talents and or possessed knowledge and skills.
    • Support the site teams in development of daily/weekly/monthly work plans to facilitate execution of social protection activities and ensure timely reporting for all social protection activities at the safe spaces.
    • Chair and coordinate social protection meetings and share progress of TA in the bi-weekly debriefing sessions and monthly meetings
    • Prepare monthly social protection progress reports, share with supervisor and M&E officer for review and provide support for utilization of social protection data for decision making
    • Ensure documentation and sharing of social protection human interest stories and best practices
    • Ensure timely and accurate data collection and updating into the DREAMS data base. This includes data clean up and validation activities
    • Participate in public-private partnerships including government agencies, ministries, businesses, private institutions and other civil societies to synergize for greater and sustainable impact of SP.

    Required Qualifications

    • A minimum of Diploma in Business studies/Economics or Entrepreneurship or other relevant field 5+ years proven experience in a similar or related role in DREAMS or an OVC project
    • An understanding of the most critical gender, HIV&AIDS issues in Kenya.
    • Proven community mobilization skills including engagement with schools, local administrators
    • Working knowledge of USG funded programs particularly through CDC mechanisms
    • Familiar with and experience working with Government bodies particularly, MOE, MOH, NASCOP, NACC and other relevant departments
    • Details oriented and proficient in computer packages
    • Coordinating and people management skills; able to plan, set priorities and follow up Good interpersonal, communication and presentation skills

    Grants Officer (1 Post)

    Job Responsibilities

    Sub-agreement Administration

    • Participate in the evaluation of potential sub-recipients’ proposals and conduct the pre-award and risk assessments for all potential partners. Ensure adequate documentation of this process.
    • Work closely with the relevant Partner Activity Managers and Technical Officers in developing sub-recipient’s annual operation plans and budget.
    • Prepare outgoing sub awards and amendments, as needed, for review in accordance with the Signature Authority Policy
    • After projects are completed, closeout grants in accordance with applicable policies and procedures.

    Monitoring and Support of Sub-recipients

    • Ensure compliance with financial and administrative requirements, regulations, and policies of LVCT Health and our donors.
    • Provide ongoing support to sub-recipients to improve their administrative performance, build their operational capacity, and reduce the risk to the project and LVCT Health. In collaboration with the Grants Manager, track progress against capacity improvement indicators.
    • Provide assistance to the sub-recipients in understanding the terms and conditions of the award and facilitate or provide any necessary training/mentoring.
    • Conduct site visits and prepare reports for approval of the Grants Manager. Report all compliance findings to the Grants Manager and assist in the development of possible solutions. Appropriately document follow-up and ensure timely corrective action.
    • Work closely with the Grants Manager and Activity Manager to develop annual monitoring and support plans for assigned sub-recipients, in accordance with LVCT Health policy, and ensure the monitoring and support tracker is kept up to date.
    • Document evidence of monitoring and support and any compliance findings in both the award file and CGIS.

    Budgeting and Financial Reviews

    • Review monthly financial reports and cash requests and monitor actual expenditures against budgets/ceilings, documenting material variances and working closely with the partners to minimize deviations from planned spending.
    • Ensure that all the expenditures reported by sub-awardees meet the allowability criteria prior to being charged to the award; document, disseminate and follow up on disallowed expenses.
    • Monitor deadlines and ensure final deliverables from grantees conform to LVCT Health requirements. Work with the Sub-awardees to build their capacity to prepare and submit accurate financial reports by 5th of every month.
    • Provide ongoing assistance in reviewing sub awardees financial and accounting policies and procedures and also their internal control system.
    • Provide relevant financial information for decision making to the sub-awardees and technical teams in order to facilitate proper program implementation.
    • Ensure the cash disbursement tracking schedule is updated and circulated in a timely manner, liaising with LVCT Health HQ to minimize delays to partner funds disbursement

    Required Qualifications

    • Bachelor’s degree in Finance, Business Management or other relevant related field required. CPA (K)
    • Minimum 2-3 years’ experience in USAID, CDC, or other U.S. Government-funded grants administration. Experience in an international non-profit organization preferred.
    • Knowledge of Federal compliance rules, regulations and standards associated with USG funds and non-profit accounting a plus.
    • Proficient computer/software skills, including a command of MS Word and Excel. Experience with QuickBooks/Navision a plus.
    • Strong interpersonal skills and ability to work with others in a global team environment.
    • Excellent organizational skills, ability to work independently, assess priorities, and manage a variety of activities with attention to detail.

    Transport Coordinator

    Compliance

    • Ensure that waiver of liability forms are signed and filed in all instances where non-LVCT Health staff are ferried in LVCT Health vehicles
    • Ensures that all Vukisha95 drivers are competent to handle vehicles including periodic independent assessment tests
    • Ensures that all Vukisha95 drivers are trained on NTSA’s highway code of conduct and other relevant driving best practices
    • Routine surveillance of the automated fleet management system to identify violations of speed, operating hours, geo-fence limitations and to recommend appropriate remedial actions on offending drivers
    • Thorough review of all vehicle mileage logs for accuracy, completeness and will escalate any relevant issues for management action
    • Ensures compliance with all donor rules and regulations regarding branding of project vehicles
    • Ensure vehicle pre-departure checklist is consistently filled out and periodically approved
    • Ensures compliance with LVCT Health policies and procedures regarding incident reporting for drivers
    • Liaise with LVCT Health HQ as needed to enhance efficiency, effectiveness and compliance with LVCT Health vehicle use policy
    • Updates and disseminates knowledge by studying existing and new regulations, participating in educational opportunities, reading professional publications and maintaining personal networks
    • Ensure continuous innovations, adoption of best practices and regular reviews of fleet operations for optimal efficiency
    • Recommend any additional fleet procedures/guidelines to the management
    • Continually Analyze risk areas in fleet operations and recommend mitigating solutions

    Required Qualifications

    • Bachelor’s degree in Logistics, Operations Management, Business Administration, Management or relevant field
    • 5+ years’ logistics or general transportation experience in a busy fleet setting
    • 3+ years’ management or supervisory experience (preferably managing a pool of drivers) Strong fleet analytical skills required
    • Experience working with an NGO or UN Agency in a similar role

    Knowledge, Skills, and Abilities

    Technical Officer – Human Resource for Health

    KEY TASKS AND RESPONSIBILITIES

    • In close consultation with the HSS lead, provide leadership and coordination in the project on matters related to Human Resource for Health.
    • Develop and implement a work plan aligned to county priorities and implement the activities in the work plan related to HRH and other related HSS components.
    • Support the project human resource office, finance team, county human resource officers, CHMTs and county service board in implementation of performance management systems and strengthening of the function of Health HRH Units in Mombasa, Kwale, Kilifi and Taita Taveta Counties.
    • Support the counties to transition project-supported contract health workforce to county payroll towards increasing the pool of available staff for the provision of HIV services, through the implementation of the MOH donor contracting guidelines.
    • Participate in the tracking of HRH systems maturation tool for measuring stages of maturation of HRH systems at the county and project level.
    • Ensure adherence and compliance to USAID guidance on HRH management.
    • Any other duties assigned by supervisor.

    REQUIREMENTS

    • A Degree in Health or Social Sciences.
    • Minimum of 3 years working experience working in human resource for health management.
    • Ability to cultivate, develop and maintain good relationships with the county government and staff, colleagues and partners
    • Experience working in the four counties desired.
    • Good communication and report writing skills required.

    Laboratory Technologist – Wema Medical Centre

    Responsibilities:

    • Carry out diagnostic tests in line with established protocols to facilitate proper diagnosis for appropriate treatment.
    • Receive requisitions for laboratory tests from the system and in hard copy format.
    • Obtain samples from patients and/or receive samples from the laboratory reception. Carry out tests on the samples in line with established protocols.
    • Verify test results to ensure they meet the quality thresholds in line with established guidelines. Generate results in the laboratory information management system.
    • Prepare daily reports in line with requirements.
    • Participate in continuous professional development courses as per requirements. Open and close the laboratory and clean laboratory equipment as applicable.
    • Actively participate in clinical quality initiatives in collaboration with the institutional management and Quality and Patient Safety team.
    • Any other responsibilities that may be assigned to the job holder by the supervisor from time to time.

    Requirements:

    • Diploma in Laboratory Technology from a recognized institution.
    • Must be a Registered Technologist with the Kenya Medical Laboratory Technicians and Technologists Board.
    • Valid private practice license.
    • Minimum of 3 years’ experience in practice of laboratory technology preferably in a hospital or managed health care environment.

    Pharmaceutical Technologist – Wema Medical Centre

    Responsibilities:

    • Receive and verify written prescriptions from patients to ensure completeness and accuracy and refill the requests.
    • Respond to patients’ inquiries, questions, or requests courteously and promptly.
    • Prepare and package medications, including those requiring special handling, as per safety measures.
    • Assist in filling, processing, and dispensing medications to patients in safety standards and to ensure quality care.
    • Maintain the drug inventory through inventory control practices. Initiate procurement process for medications.

    • Record and maintain accurate reports and paperwork on all transactions.

    • Diploma in Pharmaceutical Technology from a recognized institution. Must be registered by the Pharmacy and Poisons Board Valid practice license.
    • Minimum of 2 years experience in practice as a Pharmaceutical Technologist, preferably in a hospital or managed health care environment.

    Medical Officer- Wema Medical Centre

    Responsibilities:

    • Review and examine patients consistently by performing such duties as taking case histories, conducting physical examinations, and ordering diagnostic laboratory and radiology studies in compliance with evidence based practice and established protocols.
    • Monitor acute and chronically ill patients’ progress on a regular basis.
    • Initiate discussions with patients and care givers to enable better diagnostic and therapeutic medical care and services.
    • When necessary, carry out privileged and potentially life-saving emergency surgical and medical procedures.
    • Provide evidence based screening and wellness examinations, risk assessment, early detection and education on prevention of illness.
    • Provide management of communicable and non-communicable diseases that are of public health interest including (but not limited to) HIV and TB.
    • Initiate timely discussions with relevant consultants/departments to arrive at the best treatment plan for specialized cases.
    • Ensure smooth and efficient referral of patients.
    • Work closely with members of the clinical and non-clinical teams to provide patient centric, coordinated care, reduce errors and waste and create efficiency in resource utilization.
    • Actively participate in clinic quality initiatives in collaboration with the institutional management and Quality and Patient Safety team.

    Requirements:

    • Bachelor of Medicine and Bachelor of Surgery (MBChB) or equivalent Successful completion of post-training internship.
    • Valid registration by the Kenya Medical Practitioners and Dentists Board. Valid private practice license.
    • Advance Cardiac Life Support and Advance Trauma Life Support (ACLS & ATLS)
