    Senior Administrative Assistant, G7

    Responsibilities

    • Coordinates the staff selection process including maintenance of files and keeps track of the status of job openings.
    • Provides information and advice to staff/consultants with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. Budget and Finance
    • Provides expert assistance in the preparation and development of ALD’s work programme and budget.
    • Assists in monitoring budget/work programme with respect to various budgets on a regular basis and suggests reallocations of resources and implements the reallocations as necessary.
    • Collects data from relevant databases and prepares customized financial reports.
    • Reviews, analyses and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements from ALD.
    • Assists managers in the elaboration of resource requirements for budget submissions.
    • Monitors budget implementation/expenditures and recommends reallocation of funds as necessary.
    • Assists with requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.
    • Monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
    • Assists in the preparation of budget performance submissions.
    • Assists in finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures. General Administration
    • Provides guidance, training and daily supervision to other general service staff in the area of responsibility.
    • Coordinates extensively and liaises frequently with the various ALD teams.
    • Performs other related administrative duties, as required (e.g., official travel e, monitoring accounts and payment to consultants and individual contractors for services, physical space planning and the identification of office technology needs and maintenance of equipment, software and systems).     • Prepares and processes all UN forms and permissions for ALD’s staff, including UN grounds passes swipe-card access.

    Education

    • High school diploma or equivalent.

    Work Experience

    • A minimum of ten (10) years of experience in administrative services, finance, accounting, audit, human resources or related area is required. The minimum years of relevant experience is reduced to eight (8) years for candidates who possess a first-level university degree or higher.
    • A minimum of two (2) years of experience in recruitment at the United Nations or a similar international organization, including interviewing and candidate vetting is required. Experience in result-based budgeting is required.
    • Experience in change management, development, and implementation of new initiatives is desirable. Experience in data analytics or related area is desirable.

    Legal Officer, P3

    Responsibilities

    Under the overall supervision of the Chief of Section, the Legal Officer represents the Secretary-General in written and oral proceedings before the United Nations Dispute Tribunal (UNDT) and may be responsible for the following duties:

    • Handles a range of issues related to international, public, private and administrative law, including the interpretation and application of constitutive, legislative and other instruments governing United Nations activities and operations.
    • Conducts extensive legal research and analysis and prepare studies, comparative studies, briefs, reports and correspondence.
    • Undertakes basic or extensive review of legal documents, instruments, or other material; identifies important issues, similarities, and inconsistencies, etc. Prepares or assists in the preparation of drafts of background papers, studies, reports, legislative texts and commentaries on those texts.
    • Prepares or assists in the preparation of legal opinions/advice on a wide range of international public or private law issues, including the United Nations Charter, General Assembly resolutions and decisions involving constitutional and administrative law of the Organization.
    • Prepares or assists in the preparation of agreements and the negotiation and settlement of claims and disputes in the context of the administration of justice matters
    • Assesses evidence for relevance and admissibility.
    • Prepares and assesses briefs of evidence.
    • Provides legal advice on human resources matters; reviews administrative matters.
    • Performs other duties as assigned.

    Education

    • Advanced university degree (Master's degree or equivalent) in law is required. A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

    Work Experience

    • A minimum of five years of progressively responsible legal experience is required. Of these five years, two years in litigation at the national or international level and must include first-hand experience in appearing and leading the evidence of witnesses before a court or tribunal or equivalent administrative board and bodies is required.
    • Experience at the national or international level in administrative and employment or labour law is required.
    • Experience with staff regulations and rules, policies, procedures and operations of the United Nations or a similar international organization is desirable.
