    Project Officer-Livelihood& Resilience

    Key Responsibilities:

    • The L&R Project Officer will provide technical leadership and oversee the implementation of the project, “Scaling Up the Reuse of Domestic Water to Enhance Food Production Among Vulnerable Communities,” implemented by World Vision Kenya from 1 March 2026 to 28 February 2027 with a budget of USD 90,000. The role will ensure effective delivery of integrated water, food, energy, and nutrition interventions aimed at improving food security, child nutrition, and climate resilience among vulnerable households in rural ASAL (Kalawa, Makueni) and urban informal settings (Changamwe, Mombasa). The officer will ensure timely, quality, and cost-efficient implementation, monitoring, learning, and scaling of proven innovations in collaboration with communities, government, and partners.

    Project Implementation, Technical Leadership and Scale-Up Delivery

    • Lead the implementation of integrated water, food, energy, and nutrition interventions, ensuring fidelity to the scale-up design and adaptation to local contexts (Kalawa and Changamwe).
    • Provide technical oversight on installation and use of key innovations including greywater recycling systems, farm ponds, solar-powered irrigation, drip irrigation, and hydroponics/vertical gardens.
    • Guide the application of the tiered household package model to support incremental adoption of technologies by vulnerable households.
    • Ensure integration of climate-smart agriculture (CSA), nutrition-sensitive agriculture, and energy-saving solutions (e.g., improved cookstoves) within household interventions.
    • Coordinate closely with county government departments and extension systems to align implementation with local development priorities and ensure sustainability.
    • Facilitate community mobilization, beneficiary targeting, and inclusion of Most Vulnerable Children (MVC) households.
    • Strengthen capacity of community resource persons and lead farmers to support demonstration-led adoption and peer-to-peer learning

    Quality Assurance, Monitoring, Evaluation, and Learning (MEAL)

    • Develop and operationalize detailed implementation plans (DIPs), budgets, and monitoring frameworks aligned with project outputs and timelines.
    • Oversee real time data collection and management using LMMS and GIS tools to track adoption, performance, and outcomes.
    • Conduct regular field monitoring, technical backstopping, and supervision visits to ensure functionality and quality of installed systems.
    • Track financial performance in collaboration with finance staff, ensuring cost-efficiency and adherence to budget.
    • Lead documentation of best practices, lessons learned, and evidence from the scale-up model to inform replication.
    • Facilitate quarterly reflection and learning forums with communities, partners, and stakeholders.
    • Prepare and submit high-quality monthly, quarterly, and final reports.

    Advocacy, Partnerships and Systems Strengthening

    • Strengthen partnerships with county governments, technical departments, and local stakeholders to embed solutions within existing systems.
    • Support integration of project approaches into county plans, budgets, and extension services.
    • Contribute to development of technical briefs, case studies, and evidence products for advocacy and external engagement.
    • Promote community voice and participation in local planning and decision-making processes.

    Resource Mobilization and Scale-Up Support

    • Contribute to development of concept notes and proposals to expand or replicate the model.
    • Support identification of funding opportunities with donors, private sector, and government.
    • Promote community contribution and cost-sharing mechanisms to enhance ownership and sustainability

    KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

    Required Professional experience

    • Strong technical understanding of integrated water, food, energy, and nutrition systems.
    • Experience in supervising field activities, contractors, and community-based facilitators.
    • Proven skills in project planning, budgeting, and implementation tracking.
    • Experience in monitoring and evaluation, including data collection, analysis, and reporting (experience with digital tools such as LMMS, GIS, or similar platforms is an added advantage).
    • Ability to facilitate training, capacity building, and community mobilization.
    • Strong analytical, problem-solving, and adaptive management skills.
    • Excellent communication and report-writing skills in English.
    • Ability to work independently with minimal supervision and manage multiple priorities

    Required Education & Certification

    • Bachelor’s degree in Agriculture, Agricultural Engineering, Agricultural Economics, Environmental Science, Natural Resource Management, or a closely related field from a recognized university.
    • At least 2–3 years of relevant experience in food security, livelihoods, WASH, or climate-smart agriculture programming.
    • Demonstrated experience in community-based project implementation, including planning, monitoring, and evaluation of integrated development projects.
    • Practical experience in climate-smart agriculture (CSA), small-scale irrigation systems, water management (e.g., greywater reuse, water harvesting), or sustainable food production systems.
    • Experience working with vulnerable communities, including household-level livelihood and nutrition interventions.
    • Proven ability to engage and collaborate with government agencies, NGOs, and community structures.

    Preferred Knowledge and Qualifications

    • Experience in scaling up development innovations or replication of pilot projects.
    • Knowledge of nutrition sensitive agriculture, infant and young child feeding (IYCF), or community nutrition programming.
    • Experience with solar-powered irrigation systems, hydroponics, or precision irrigation technologies.
    • Familiarity with ASAL and urban informal settlement contexts in Kenya.
    • Experience working with World Vision systems and programming approaches.
    • Knowledge of county government systems, policies, and planning processes.

    Interim Investigator - Financial Investigations

    Key Responsibilities:

    Purpose of the Temporary Assignment:

    • The purpose of this engagement is to provide additional investigative capacity for a period of six (6) months to progress assigned cases while maintaining investigative quality, consistency with Integrated Investigations protocols, adherence to World Vision policies, standards and international guidelines such as ACFE and Conference of International Investigators (CII).

    Scope of Work

    Under the supervision of the Senior Manager, Financial Investigations, and working closely with the Senior Investigator, Financial Investigations (West Africa Region), the Interim Investigator, Financial Investigation will:

    • Support the execution of financial and fraud investigations within the West Africa Region, in alignment with approved Terms of Reference (TORs), Investigation Plans, and official Announcements.
    • Conduct financial data collection and analysis, including review of accounting records, transaction testing, supporting documentation, and approval trails.
    • Analyze, oversee, and conduct a preliminary assessment of misconduct allegations to determine the veracity of potential violations of World Vision (WV) policy, ethical standards, or applicable laws.
    • Oversee and contribute to investigations involving complex fraud, corruption, bribery, kickbacks, extortion, conflict of interest, product substitution, embezzlement, theft, ethical misconduct, mismanagement, waste, and abuse.
    • Assist in planning and execution of investigative procedures, including document reviews, financial analysis, and interviews (in coordination with the Lead Investigator).
    • Identify red flags, patterns, trends, and control weaknesses relevant to the allegations under review and provide analytical insight to strengthen case understanding.
    • Support drafting of investigation working papers, summaries, and sections of investigation reports, ensuring evidence‑based, neutral, and well‑documented analysis.
    • Maintain strict confidentiality and safeguard evidence, ensuring adherence to investigative protocols and professional ethical standards.
    • Compile and organize investigation evidence files that support findings and final investigation conclusions.
    • Prepare Investigation Reports or Closure Memos based on the gathered evidence and investigative outcomes.
    • Develop Process Improvement Memos, where applicable, to address identified process gaps and recommend corrective actions.

    Reporting and Supervision

    • Functional Supervision: Senior Manager, Financial Investigations
    • Day‑to‑Day Coordination: Senior Investigator, Financial Investigations (West Africa Region)
    • All investigative work will be conducted under approved TORs and aligned with Integrated Investigations processes and reporting requirements.

    Deliverables

    Expected outputs may include:

    • Financial analysis schedules and investigation working papers that clearly support the procedures performed and conclusions reached for assigned cases.
    • Documented summaries of findings, observations, and supporting evidence.
    • Inputs to investigation reports and, where applicable, Process Improvement Memos.
    • All deliverables will be evidence‑based, clearly referenced, professionally documented, and suitable for supervisor review and approval.

    Duration and Level of Effort

    • Engagement period will be for six (6) months, aligned to the needs and timelines of ongoing and upcoming investigations.
    • Engagement duration and level of effort for each assignment will be defined on a case-by-case basis, varying according to case complexity, scope, data availability, and required coordination with other investigators, consistent with standard investigation TOR practices.

    Required Qualifications and Experience

    The Financial Investigator should meet the following minimum requirements:

    • Bachelor’s degree in Accounting, Finance, Auditing, Forensic Accounting, or a closely related field.
    • Professional certification (e.g., CA, CPA, CFE, or equivalent) is highly desirable.
    • Minimum of 5 years of relevant experience in financial investigations, forensic audits, fraud examinations, or complex compliance reviews.
    • Demonstrated experience conducting investigations within NGOs, donor‑funded environments, or multi‑country operations is an added advantage.
    • Strong analytical and financial review skills, including experience assessing financial systems, transaction flows, and internal controls.
    • Proven ability to produce clear, well‑structured, and evidence‑based investigative documentation and reports.
    • Demonstrated high standards of integrity, objectivity, discretion, and sound professional judgment.
    • Fluency in both French and English (written and spoken).

    Confidentiality and Ethics

    The investigator must:

    • Strictly adhere to World Vision International’s confidentiality requirements, ethical standards, and investigation protocols throughout the engagement.
    • Avoid any actual, potential, or perceived conflict of interest, and immediately disclose any circumstance that may compromise (or appear to compromise) independence or objectivity.
    • Ensure all information, documents, interviews, and evidence obtained during the engagement are used solely for authorized investigative purposes and remain the exclusive property of WVI.

    Administrative and Other Considerations

    • Travel, accommodation, and other investigation‑related costs will be managed in accordance with applicable World Vision policies and any agreed-upon arrangements with the hosting office.
    • The investigator must be available to support cases across multiple countries in the West Africa Region, including remote collaboration and virtual engagements as required.
    • An end‑of‑assignment debrief or formal handover may be required to ensure continuity of case management, and smooth transition of any ongoing investigative matters.

    Projects Coordinator – Tuimarishe Lishe Bora Shuleni

    Key Responsibilities:

    • Coordinate and provide technical support for the successful, planning and implementation of Tuimarishe Lishe Bora Shuleni program and support School Meals Advocacy initiatives in line with World Vision Kenya programming to ensure improved wellbeing outcomes of children in Kenya as guided by FY2026-2030 Strategy; World Vision’s global and national priorities, including the ENOUGH Campaign (2024–2028) and applicable policies guidelines.

    Responsibilities:

    Programmatic and technical support for School meals project 

    •  Provide technical support and overall coordination, planning, implementing and evaluating the KeSMA- Tuimarishe Lishe Bora Shuleni program 
    • Facilitate Networking and collaborating with School Meal partners across project sites.  
    • Develop work-plans & budget (Detailed Implementation plans), Donor Reporting (Annual, Semi-annual and Quarterly) including documentation of best practices and success stories. 
    • Ensure school meals interventions are within schedule, plans and budgets and develop periodic reports. 
    • Mainstream interventions with gender, child protection and participation, disability and Christian values. 
    • Identify local needs and resources and take appropriate programming measures.

    Quality assurance for programmatic Designs, Assessments, Monitoring and Evaluation processes  

    •  Support timely mobilization and effective communication with communities and stakeholders during school meals mapping, monitoring and evaluation. 
    • Ensure monthly monitoring of project indicators and facilitate regular reflections with school meals coalition to make improvements with schools, community and partners. 
    • Lead development of school meals database for CSOs at National level. 
    • Ensure collection and collation of school meals information on database and share with relevant stakeholders. 
    • In liaison with M&E department ensure project evaluations and assessments are conducted as appropriate. 
    • Identify, document and disseminate promising practices on school meals advocacy within the grant. 
    • Participate and/convene County forums for sharing and learning while involving project stakeholders. 
    • Ensure the project achieves Child Well-Being Outcomes in line with the organization’s Ministry Framework and Development Approach, and WVK’s strategic priorities and the project designs. 
    • Ensure that accurate and quality project implementation plan (PIP), Annual work plans (AWP) and 4D matrix are developed and utilized. 
    • Monitor monthly project expenditure. 

    CSO coordination in School Meals 

    Advocacy, Engagement, Coordination, Networking & Partnerships. 

    • Mapping local and County school meals stakeholders with distinct roles and functions within their areas of jurisdiction. 
    • Advocate for financing of school meals with the counties while in collaboration with other stakeholders. 
    • Advocate for cost effective context specific school meals implementation models across the selected counties. 
    • Support the convening of the school meals implementing CSOs to advocate for policies and guideline development for school with line ministries and counties. 
    • Support the advocacy for system strengthening for school meals across counties. 
    • Work with parent associations in schools and communities to advocate and participate in the provision of school meals at local schools. 
    • Engage children as advocates for school meals across the counties. 

    Enhanced Empowerment & Capacity building 

    • In laison with school meals coalition, nutrition advisor, identify capacity building gaps among School meals implementing CSOs and put in place a capacity building plans. 
    • Lead the capacity building initiatives for School meals implementing CSOs, communities, parents and children to enable them effectively advocate for and implement school meals. 

    Resources Fund Development 

    • Work with Grants acquisition department to develop concepts and proposals for growing the School Meals grants and related new projects 
    • Participate in Go-No Go Processes, write ups, meeting with prospective donors and submission of concepts/proposals  
    • Identify funding gaps related to school feeding and develop concepts for fundraising solicitation. 
    • Provide data and nutrition information that will aid in fundraising for available funding opportunities. 

    KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

    Required Professional Experience

    • At least 5 years’ experience 2 of which must be in any of the following; Food and Nutrition, Nutrition and Advocacy, School meals, policy and advocacy programming in NGOs 
    • Good analytical skills with attention to detail 
    • Strong communication and presentation skills 
    • Excellent planning, coordination, and reporting skills. 
    • Experience in nutrition policy and advocacy. 
    • Must have proven analytical, problem-solving skills and ability to work with minimum supervision.  
    • Proven ability to work with Government agencies, cultivate long term partnerships with National and County stakeholders, and local communities. 

    Required Education, training, license, registration, and certification

    •  A bachelor’s degree in nutrition and Dietetics, Food Science, Early Childhood Development, or a related field from a recognized institution.  
    • A postgraduate degree or diploma in Project Management and/or Policy and Advocacy will be an added advantage. 

    Preferred Knowledge and Qualifications 

    • Experience with NGO desired. 
    • Personal commitment to Christ with ability to stand above denominational diversities 
    • Demonstrated ability to build collaborative relationships and partnerships 
    • Demonstrated ability to facilitate training initiatives   
    • Should demonstrate ability to work in multicultural, multidenominational and multi-faith environments  
    • Must have good interpersonal and communication skills  
    • Good knowledge and commitment to WV’s ethos, philosophy of work, and CORE documents. 

    Travel and/or Work Environment Requirement 

    • Office environment 40% and 60% field activities within the National and Counties.
