    Security Manager (Advisor I)

    Job Summary

    Reporting to the Country Representative, Kenya/Somalia, the Security Manager, Kenya & Somalia ensures oversight and provides leadership on security-related matters for the CRS Kenya & Somalia country program. Given the security climate in Kenya and Somalia, the Security Manager will have significant and specific responsibilities for security and staff safety in Nairobi and Mogadishu, and other regions of Kenya and Somalia where CRS operates. 

    Key Roles and Responsibilities

    • Serve as security focal point for security issues in Kenya and Somalia.
    • Ensure all new staff are accurately briefed on both security procedures and the current security climate in Kenya and Somalia by performing in-country security briefings or identifying appropriate staff to perform briefings.
    • Provide all staff with regular security briefings and updates and ensure that all staff follow security procedures.
    • Recruit and train a team of security focal points in different locations across the country program (Kenya and Somalia).
    • Perform trend analysis, determine validity of information and reliability of sources, and assist in the development of risk assessments with a special focus on office security protocols.
    • Conduct research on specific risk factors and develop reports with analysis of different security incidents.
    • Coordinate security information requirements, collection, collation and dissemination of security threat information with the Regional Safety and Security Risk Advisors.
    • Develop security advisories, briefings and presentations, and coordinates information dissemination.
    • Maintain effective and close communication channels with security authorities and other interlocutors in Kenya and Somalia.
    • Develop and monitor the implementation of security contingency plans.
    • Assess prevailing local security conditions identifying security trends and advising the CRS Country Representative and other CRS staff on security issues.
    • Assess the level of security risk for specific areas of operations.
    • Monitor, conduct or coordinate security operations in Kenya and Somalia.
    • Maintain continuing lines of communication and collaborate closely with security focal points and other Nairobi and Mogadishu-based security service providers.
    • Maintain security by conducting physical security inspections of office and residential facilities as appropriate.
    • Monitor, evaluate, and implement office physical security measures and conduct security surveys of installations and facilities.
    • Identify gaps in existing security capabilities and makes recommendations for modifications as required.
    • Ensure that CRS security management plans are relevant and constantly updated as appropriate and that all staff know their roles and responsibilities.
    • Conduct regular security and risk assessments for all operational areas.
    • Write regular security management reports with situational analysis and recommendations.
    • Ensure that field communications needs are met, and that staff are trained in the use of radios and other communications equipment as necessary.
    • Ensure CRS mandatory security trainings are rolled out as appropriate in Kenya and Somalia, including by facilitating/delivering the trainings directly.
    • Develop and implement CRS security strategies and approaches adapted to local contexts in field sites across Kenya and Somalia and ensure adaptation to the local context and include comprehensive community engagement components.
    • Maintain and update Field Security Plans for Kenya and Somalia as required.
    • Works closely with country leadership in advising on travel restrictions and program hibernations.
    • Works closely with project leadership and head of field offices to ensure that all vehicles are comprehensively insured, incidents and accidents are subjected to a formal written report, and final incident reports are provided to close the file.
    • Perform other duties as directed by the Country Representative and Head of Operations.

    Risk Management

    • Prepare the Country Program’s incident register and updates this quarterly for submission to CRS Headquarters.
    • Proactively work with program managers to identity and manage business risks for the Country Program.
    • Identify training needs and conduct security awareness training for CRS staff.

    Key Working Relationships

    Internal:

    Key internal working relationships include the CRS Kenya/Somalia Country Representative, Somalia Emergency Coordinator, the Regional Security and Risk Advisor, Head of Operations, Head of Programs, Chief of Parties, Head of Offices  and CRS Headquarters to ensure that CRS Kenya and Somalia based staff are fully apprised of, prepared for and responsive to potential security threats. An important role of the Security Manager is ensuring that security and staff safety management is integrated into CRS Kenya & Somalia country program activities.

    External:

    Consortium members, partners, US Embassy, UN, local government, auditors, security firms, insurance institutions, security managers of other international NGOs and vendors.

    Required/Desired Foreign Language: Excellent communication, reading and writing skills; fluency in English, Swahili and Somali preferred.

    Travel Required: Based in Nairobi, Kenya, the incumbent is expected to travel approximately 40% of the time throughout Kenya and Somalia, sometimes on very short notice.

    Qualifications

    Qualifications and Technical/Professional Requirements

    • Graduate degree in international development, non-profit management, or related field. Formal technical training in security and safety and 3-4 years professional work experience with INGOs a plus.
    • Minimum of 10 years with an international humanitarian organization – experience with CRS highly desired.
    • Demonstrated knowledge of best practices in emergency preparedness, security and staff safety.

    Program Manager

    Job Responsibilities:

    • Support the development and contribute to the implementation of CRS Kenya youth projects utilizing standards, tools and best practices in youth programming that effectively engage stakeholders in the youth sector. Help ensure a cross-sectoral approach integrating gender, protection mainstreaming, and innovation.
    • Closely work with Social Behavioral Change team and develop comprehensive behavioral change strategies and plans.
    • Provide technical solutions to multi-sector teams, remotely and on-site, for strategic planning and how to best apply standards, best practices, partnership principles, tools, and M&E, helping to ensure high-quality implementation.
    • Support Kenya MEAL team to include youth perspective in research, mid-term and end line evaluations and mainstream sex and age disaggregated and youth-sensitive indicators into the overall MEAL framework.     SPO - Disability Inclusion

    Job Summary:

    As a lead for disability inclusion within the CTWWC/IFS project team, you will facilitate the achievement of project objectives through coordinating and reporting on all project activities and providing technical guidance and advice to staff and implementing partner(s) advancing Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your coordination and relationship management skills will ensure that the project for which you are responsible applies best practices and constantly works towards improving the impact of its benefits to those we serve.

    • Organize and lead the implementation of all assigned project activities related to disability inclusion as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.

Support accountability through coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences. Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.

    Water Technical Advisor - STAWI

    Job Summary:

    As Water Technical Advisor, you will provide technical support to design and lead project interventions to improve water services delivery and water resource management across the targeted 9 ASAL counties. You will collaboratively work with the county government and other stakeholders to facilitate professionalization and regulation of water services and also ensure improved coordination mechanisms between sector stakeholders are established with the aim of creating a sound environment for diversified investments and sustainable services and resources management.  You will also provide technical leadership to ensure that all construction design documents produced are of high quality and within the context of scope, schedule and budget. Your management and technical knowledge must ensure the delivery of high-quality programming.

    Roles and Key Responsibilities:

    • Lead the water services and water resources management component and provide technical support towards accelerated professionalization and regulation of across the targeted region.
    • Conceptualize and implement innovative approaches to provide targeted support to rural and urban water service providers and strengthen their operational performance
    • Oversee the identification of strategic water infrastructure for improvement
    • Steer water resources and services interventions to improve investment readiness focusing on financing and creditworthiness assessment for water utilities, and oversee development of public-private partnerships initiatives of the project
    • Engage and seek partnerships with private sector, civil society, and government to co-develop sound solutions that enable business opportunities and competitiveness within the water sector
    • Ensure project activities are compliant with environmental and construction codes, reporting and management requirements, under USAID and Government of Kenya standards
    • Promote MEAL and collaborating, learning, adapting by leading STAWI reviews and reflections with staff and partner representatives and documentation of good practices and lessons learned for assessments, to adjust strategies and implementation plans, to inform future programming initiatives and approaches, and to contribute to organizational learning

    Agriculture Technical Advisor - STAWI

    Job Summary:

    As Agriculture Technical Advisor, you will provide overall leadership of the agriculture components of STAWI by advising and supporting the Chief of Party (COP) in providing technical direction to project implementation and ensure the project meets stated goals and reporting requirements. You will also be responsible for coordination with GOK and other stakeholders on water for productive purpose as well as Water Technical Advisor on irrigation, governance, and resource management related issues. You will contribute to design and lead project strategies to strengthen inclusive water systems and markets that empower women and youth and enhance their resilience.

    • Coordinate the identification of agriculture staff capacity and technical assistance needs of Sub-grant awardees, including local civil society organizations, county governments and capacity strengthening and required interventions to support quality project implementation

    • Minimum of ten years of work experience in implementing agriculture programs in development contexts (non-emergency). Experience in water for productive purposes would be aplus
    • Experience working with government line ministries, private sector partners, civil society, donors, and local communities
    • Demonstrated capacity to liaise and negotiate with key stakeholders in other organizations, such as the GOK as well as to support and supervise staff.
    • Experience working with, fostering partnerships, and creating a conducive environment for learning with different stakeholders at various levels including local community members, national and county government personnel, private sector, NGO partners, international donor agencies and other stakeholders.

    Head of Programming I

    Job Summary:

    As a member of the Country Program (CP) Senior Management Team (SMT), you will provide strategic direction, leadership, and management of the Kenya programming portfolio to ensure the establishment and successful implementation of high-quality programs serving the poor and vulnerable. Your leadership, management and knowledge will ensure that the Kenya’s programs deliver high-quality programming and continuously works towards improving the impact of its programming. As part of the CP’s SMT you will proactively manage security and mitigate security risks.                                                                                                                  

    Roles and Key Responsibilities:

    • In collaboration with the Country Representative (CR) provide strategic direction for the design of the Kenya Program’s strategic frameworks and plans, including the development of resource mobilization strategies to optimize the impact of programming interventions in line with regional and agency strategic priorities.
    • Lead high-quality project design incorporating project management standards and MEAL methods, appropriate to scope, context and technical requirements of projects. Coordinate planning of activities across various projects from different sectors to ensure integration of program interventions and efficiency in implementation.
    • Effectively manage talent, promote staff development, and supervise staff. Build strong and effective teams. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance assessment for direct reports. Developing staffing plans for projects and contribute to the recruitment process of senior project staff.  
    • In collaboration with the CR and business development staff oversee the business development cycle to ensure effective positioning, quality proposal development, and effective leveraging.  
    • Create and maintain proper conditions for learning. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Ensure high levels of accountability, learning and knowledge management overseeing implementation of the MEAL policy, as well as cross-sectoral, cross-department, and agency-wide learning.
    • Coordinate with CP operations leads to ensure strong management quality and program quality coordination including but not limited to appropriate project budgeting, human resource processes, staff safety and security, and efficient use and stewardship of organizational and program resources.
    • Oversee the identification, assessment and strengthening of appropriate partnerships and the appropriate application of partnership concepts, tools and approaches.
    • Ensure technical assistance and capacity strengthening for project teams and partners in project management standards and related MEAL, protection mainstreaming, gender, business development and operational activities. Identify training opportunities, develop training curriculum and deliver trainings.

    Required Languages – Oral and written English fluency is required

    Travel - Must be willing and able to travel up to 20% in country.

    Qualifications

    Basic Qualifications

    • Master's Degree in International Development, International Relations or relevant field.
    • Minimum of five years of relevant field-based program management, at least three years of middle/senior management experience.
    • Experience in the development of successful proposals, reports, strategic alliances, project design, project management, and monitoring and evaluation.
    • Experience in partner capacity strengthening, staff development, training, and mentoring, as well as in team building and strategic planning initiatives. Experience working with Church partners a plus
    • Experience in community development, community mobilization, or similar grassroots, self-help initiatives.
    • Experience in project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc., preferably for projects funded by multiple public donors, including USAID.
    • Experience with successful business development activities capturing public and/or private donor funding.
