    Director, Water Services

    Duties and Responsibilities:

    • Assist the County Executive Committee Member and the Department Accounting 
    • Officer in Development of appropriate county water policies, Strategy, legal and 
    • institutional framework for the implementation of the mandate of the department;
    • Assist the Department’s Accounting Officer in Implementation of the strategic plan and objectives of the department; 
    • Will be responsible for overall management, coordination, Monitoring and reporting on 
    • water Supply and Sewerage infrastructure projects
    • Preparation and execution of annual work plans and activity specific schedules
    • Provide technical and management guidance in all aspects of water resources management;
    • Provide technical guidance in performing design work and scientific calculations of Water and Sewerage infrastructure; 
    • Incorporating new initiatives into the schemes of work; and 
    • Handling technical, administrative, human resource, budgetary and assets management issues 
    • Any other duties assigned from time to time by the County Executive Committee

    Requirements for Appointment:-
    Minimum Requirements for Appointment For appointment to this position, a candidate must: 

    • Have a Bachelor of Science Degree in either Civil Engineering, Water Engineering, Soil and water Engineering, Water and Environmental Engineering, Water Resources 
    • Management or equivalent qualifications from a recognized University 
    • Have at least Six (6) years relevant work experience and at least three (3) served in a 
    • position of Superintendent Engineer or higher position or served in a comparable and relevant position in the public/private sector 
    • Be a member of Relevant Professional Body/Bodies
    • Have registered with Relevant Professional accreditation Institution(s)
    • Have a Master degree in Civil Engineering, Water Engineering, Soil water and

    Chief Superintending Engineer (Water Supply and Sewerage)

    Duties and Responsibilities:-

    • Will be responsible for overall management, coordination, reporting on water infrastructure projects
    • Assist in Preparation and execution of annual work plans and activity specific schedules
    • Carrying out research activities in various aspects of water, sewerage and hydraulic systems,
    • Ensuring professional standards and undertaking quality control during construction of 
    • water supply and sewerage infrastructure,
    • Supervision of construction of water supply and sewerage infrastructure and ensure that 
    • the works are carried out in accordance with the provisions of the Contracts, state of the art technical construction supervision and quality assurance procedures, 
    • monitoring and evaluating physical and financial progress of development projects and programs, 
    • Carrying out feasibility studies, planning , Detailed design of all water supply and 
    • Sewerage infrastructure, including hydraulic design of water supply transmission and 
    • distribution pipe networks, dams and irrigation schemes; water treatment plan, operations

    • prequalification documents, conditions of contract, instruction to bidders, bills of quantities, drawings and specifications
    • Assist in the tendering process of water infrastructure projects including but not limited to pre bid site visit, clarification to bidders and bid evaluation
    • Assist Procurement Officer during contracts negotiations with successful bidders or any 
    • other bidders who subsequently are invited to negotiate a contract on the request of the County Officer
    • Preparation of contracts and payment certificates
    • Oversee Maintenance of water supply and Sewerage infrastructure

    Requirements for Appointment:-

    • Must be a Water Engineer by profession with a degree in Water Engineering , Civil Engineering , Water and Environmental Engineering from a recognized institution of higher Learning
    • Must have at least 5-6 years of post qualification progressive working experience in planning, design and executing water supply and Sewerage schemes ,development and 
    • project management with some knowledge in both sanitation and irrigation
    • Must be knowledgeable in planning and design of water supply and Sewerage programs and projects , particularly water pipelines, Dams and Water Pans
    • Must be computer literate and knowledgeable in Engineering soft ware (Autocard, etc)
    • Must be knowledgeable about sustainability issues in relation to community water projects
    • A Master Degree in Civil Engineering or relevant field from a recognised institution is an added advantage.

    Superintending Engineer Water

    Duties and Responsibilities:-

    Engineer I (Mechanical)

    Duties and Responsibilities.

    • Supervise the Electromechanical operations including diagnosis of faults, repairs and maintenance of pumps, plants, equipment and tools.
    • Installation, Servicing and Maintenance of Water Pumping Units, including Solar pumping Units
    • Develop and implement maintenance schedules for Plant Machinery, Water Pumping installations.
    • Ensure proper coordination with contracted outside service providers to ensure timely delivery of services.
    • Determine specifications for machines and tools and equipment for purchase and use.
    • Liaise with machine suppliers to ensure training of technicians on machine operations, repair and maintenance.
    • Supervise the proper installation of new or repaired pumps, machines and equipment.
    • Maintain records for all operations and prepare necessary reports.
    • Adhere to compliance with all the applicable laws, regulations and directives from 
    • the Government and conformity to County policies and procedures.
    • Perform any other duties and responsibilities assigned by the chief officer water services and/or Water Director

    Requirements for Appointment:-

    • Bachelors Degree in Mechanical Engineering or its equivalent from a recognized institution
    • Registration by a relevant professional body.
    • Minimum of 3 years of experience in Plant and Machine Maintenance.
    • Experience in Installation, Servicing and Maintenance of Water Pumping Units 
    • (both surface and submersible borehole pumps), including Solar pumping Units

    Senior Inspector (Electrical)

    Duties and Responsibilities:-

    • Installation and Maintenance of Water Pumping Systems: (Solar and Electrical Pumping units)
    • Inspecting and maintaining of electrical installations.

    Inspector (Water and Sewerage)

    Duties and Responsibilities

    • Planning and supervising construction works for water supplies and sewerage schemes and ensure that the works are carried out in accordance with the provisions of the contracts
    • Compiling operation and maintenance data; 
    • Supervising water supply operators and artisans.
    • Day to day field implementation and Maintenance of water supply infrastructure
    • Assist in Preparation and execution of annual work plans and activity specific schedules
    • Assist in the survey and design of water supply infrastructure, including Hydraulic 
    • design of the water supply transmission and distribution pipe networks, dams and, 
    • irrigation schemes; Water treatment plant, operations buildings and other ancillary

    • Assist the Water Engineer in the preparation of construction tender documents ( 
    • including drafting prequalification document, the conditions of contract, instructions to 
    • bidders, bills of quantities, drawings and specifications). 
    • Assist in the tendering process of water infrastructure projects including but not limited 
    • to tender documents preparation, pre bid site visit, clarifications to bidders and bid evaluation.
    • Capacity building of Communities in water supply project management and sustainability
    • Any other duties assigned to him by the Chief Officer, Water Engineer, County Director of Water Services

    Requirements for Appointment:-

    • Three (3) years certificate in Technical Training from a recognised institution or Diploma in either Water Supply Technology or Water Engineering from a recognised institution
    • Must be computer literate and knowledgeable in basic engineering design soft ware

    Artisans III (Plumbers, Pipe Fitters)

    Duties and Responsibilities.

    • Effectively and efficiently operate the water supply and treatment facilities so as to meet the plant’s water requirement;
    • Operate the water intake pumping stations;
    • Primary treatment of water at the compact floatation unit;
    • Keep daily records of water treatment chemicals usage;
    • Take water meter readings and keep records of water usage for the plant;
    • Inspect the water pipelines and perform minor maintenance works;
    • Inspection of air valves, sluice valves, wash outs and any other installations;
    • Perform housing-keeping tasks for all the water installations and facilities clean.

    Requirements for Appointment:-

    • Government Trade Test Certificate Grade III in the relevant trade area (Plumbing, 
    • Pipe fitting, Welding, Electrical and/or Charge Hand).
    • At least 2 years' experience in water operations.
    • Experience in water pumping operations is a definite advantage.

    Driver III

    Duties and Responsilities:-

    • driving motor vehicle as authorized; 
    • carrying out routine checks on the vehicle’s cooling oil, electrical and brake system, tire pressure, etc.; 
    • detecting and reporting malfunctioning of vehicle systems; maintenance of work tickets for vehicles assigned; 
    • ensuring security and safety of the passengers and/or goods therein; and maintaining cleanliness of the vehicle.

    • Kenya certificate of secondary education mean grade D plain or its equivalent qualification from a recognized.
    • A valid driving license free from any endorsement (s) for class (es) of vehicle(s) an officer is required to drive.

    • Passed suitability test for driver grade III.
