    Office Management Assistant - USEFMs

    Duties

    • The incumbent performs clerical and administrative duties as the Office Management Assistant (OMA) for the Regional Security Office (RSO) pertaining to a multitude of RSO administrative items, both classified and unclassified.
    • The incumbent will need to work independently and possess strong communication skills as the incumbent will be in contact with many diverse individuals on a daily basis.
    • Incumbent will require unescorted access to the Control Access Area (CAA) and a Secret security clearance for most posts, although a Top Secret clearance may be required in certain instances where Post requires it.

    Experience: 

    • Two years of administrative experience which would include some of the following types of administrative duties:  filing, scanning, scheduling appointments/meetings, maintaining calendars, ordering office supplies, making travel arrangements and receiving telephone calls.

    Education Requirements:

    • Completion of high school is required.

    PHS (Associate Director - Western Kenya Pillar) CDC Kisumu

    DUTIES

    • Under the direction of the CDC Country Director, the jobholder serves as the Division of Global HIV and TB (DGHT) Western Kenya Pillar Associate Director, a senior scientific and technical advisor for direct implementation of activities to agency officials, host country Kenya, and implementing partners.
    • Provide medical, clinical and technical leadership and management oversight to this multi-million-dollar project with HHS/CDC, the Kenya Ministry of Health (MOH) partners, as well as those funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) Kenya, with particular emphasis on HIV/AIDS and TB care, treatment and prevention program activities in Western Kenya.
    • Initiates, coordinates, and provides clinical and technical leadership for HIV care and treatment and prevention activities in 10  Western Kenya counties, including 2 national hospitals.
    • Lead a team of 20 senior and mid-level public health specialists and indirectly influences the work of additional technical staff across two CDC offices in the country for DGHT and the PEPFAR programs.
    • Represents CDC on the PEPFAR Interagency Management Team, the body charged with deciding PEPFAR policies and overall interagency program direction and priorities, with an annual budget of nearly half a billion dollars; and is the principal advisor to the senior Ministry of Health leadership on HIV and TB service delivery in the country.
    • Responsible for leading the program services portfolio by designing public health programs and interventions; conduct and provide technical advices on the entire cascade of HIV services including case finding, prevention (including PrEP), HIV  care and treatment , Prevention of mother-to-child transmission of HIV (PMTCT) and Tuberculosis case finding, prevention and treatment; leads design and execution of program-related implementation science research and evaluation activities. Job holder is a Locally Employed Staff (LES) appointed to perform inherently governmental duties, such as provide work guidance to USDH and Project Officer responsibilities. Incumbent reports directly to the CDC Country Director (GP 15 - 96CD0073). This position is located in Kisumu, Kenya.

    Education

    • Medical degree (MBChB, MBBS or MD) is required.
    • A Master of Medicine or Public Health, Epidemiology, or related field is also required.
    • Level IV (Fluent) Speaking/Reading/Writing of English is required. Level IV (Fluent) Speaking/Reading/Writing of Swahili is required.
    • Must have knowledge of the principles of public health planning, implementation, and evaluation of HIV/STI/TB prevention programs; knowledge of the methods, process, and techniques used to develop and deliver public health programs.
    • Must have knowledge and related country physician license to prescribe medications and treat patients, knowledge of research design concepts and basic statistical methods and procedures; knowledge of management concepts and practices used by organizations engaged in international health or health related endeavors.                

    More Details on Experience

    • At least 5 years of work experience with the Government of Kenya, other institutes, UN Agencies, US government agencies or international NGOs in public health practices such as program design, implementation and evaluation, community intervention, public health management, delivery, or operational research.
    • Minimum of four years’ experience above must be in HIV, STI, TB, Malaria, or related infectious disease field.
    • An additional 2 years of management experience is also required.

    • Establish effective diplomatic working relationships with physicians, individuals and official representatives of public health organizations, particularly those treating patients and representing other USG agencies, Kenya Ministry of Health and other international organizations.
    • Organize and manage subordinate staff.
    • Communicate effectively orally and in writing;
    • Plan, develop, manage and evaluate important and complex programs independently;
    • Provide medical and public health information and advice in assigned area objectively;
    • Follow oral instructions, and organize, prioritize and follow through expeditiously on all assignments with minimal oversight;
    • Demonstrate proficiency in word processing, spreadsheets, databases and other computer applications for program implementation, systems strengthening and evaluations.
    • Translate and interpret complex medical and technical technology to appropriate audiences and prepare oral and written reports in English for senior-level international scientific audiences.
    • Keyboarding skills that include both speed and accuracy are required.

    Resettlement Coordinator (CDC)

    Duties

    • The Resettlement Coordinator supports the Mission of the Division of Global Migration and Quarantine (DGMQ) to prevent the importation of infectious diseases of public health significance into the United States and its territories. Job holder provides ongoing support and leadership, coordinates CDC efforts in supporting and tracking refugee resettlement activities in Kenya and the African region, identifies gaps within resettlement activities and brings those to the attention of relevant personnel within DGMQ and other sections within CDC. 
    • Builds relationships and coordinates efforts of different stakeholders in the refugee resettlement landscape. 
    • S/he represents DGMQ in resettlement fora building relationships and providing CDC perspectives. 
    • Establishes, with relevant program and partner staff, infrastructure, and systems necessary to track disease outbreaks that may interrupt resettlement. 
    • Coordinates programs that support capacity building for frontline resettlement staff of implementing partners. Identifies resource needs including funding sources for resettlement activities and supports other resettlement related activities as needed. 
    • Incumbent works under the supervision of DGMQ Program Deputy Director (FSN 11 - N89035)

    EXPERIENCE:  

    • Two years’ work experience in resettlement or humanitarian related field is required.

    Education Requirements:

    • Bachelor’s Degree in International Relations, Health Management, Public Administration, Leadership or Management is required
