    Project Manager

    The Project Manager will be responsible for the overall management of the project, including the mobilisation of all project inputs, Supervision over project staff, consultants and sub- contractors.
    He/She will also be responsible for the overall day to day running of the project including overall coordination, planning, management, implementation, monitoring and evaluation and reporting of all project activities:
    Term of Engagement: The position shall be on an initial twelve (12) months contract with possibility for extension.

    Duties and Responsibilities:-

    Reporting to the National Project Director (NPD) at the Ministry of Environment and Forestry; and on a periodic basis to the Project Board, the Project Manager will:-

    1. Plan the activities of the project and monitor progress against the approved work- plan;
    2. Supervise and coordinate all project inputs; the production of project outputs, as per the project document in a timely and high quality fashion; while ensuring that these adhere to UNDP procedures for nationally executed project;
    3. Coordinate the recruitment and selection of project personnel, consultant and sub-contracts, including drafting terms of reference (TORs) and work specifications and overseeing all contractors work;
    4. Manage requests for the provision of financial resources by UNDP, through advance of funds, direct payments, or reimbursement using the UNDP format provided;
    5. Monitor financial resources and accounting to ensure accuracy and reliability of financial reports;
    6. Liaise with UNDP, Project Board, relevant government agencies and all project partners, including donor organizations and CSOs; for effective coordination of all project activities;
    7. Oversee and ensure timely submission of all financial reports, and other reports as may be required by UNDP, GEF and UNEP;
    8. Oversee the exchange and sharing of experiences and lessons learned with relevant ASGM projects nationally and Internationally;
    9. In collaboration with the GEF GOLD global component, identify opportunities for communication of project activity results at a global level on quarterly basis; and
    10. Assist community groups, municipalities, CSOs, Staff, Students and others with development of essential skills through training workshops and on the job training thereby increasing their institutional capabilities.

    Requirements for the Position:-

    Qualifications

    Applicants must possess the following, in order to be considered for appointment to the position:-

    1. Bachelor’s degree; field from a recognized institution; in Environmental Science, Chemistry, Mining, Geology, Chemical Engineering or Chemical/ Biological Sciences or any other related
    2. MSc. degree field from a recognized institution; in Environmental Science, Chemistry, Mining, Geology, Chemical Engineering or Chemical/ Biological Sciences or in any other related field.

    Added advantages

    1. PhD in any of the above ,or related fields; and
    2. Specialized training in toxic chemicals; and waste; and
    3. monitoring and evaluation;

    Experience

    In addition the applicant should have the following:

    • At least ten (10) years’ experience in the implementation; management, monitoring and evaluation; of environmental projects;
    • Five (5) of which (years) must have been in the Implementation of projects related to toxic chemicals;

    • Experience in the implementation; management, monitoring and evaluation; of projects related to mercury; and ASGM; in particular;

    1. Good computer application skills in common word processing (Ms Word), Spread Sheet ( Ms Excel) and internet search;

    Regional Project Officer

    The Regional Project Officer will coordinate the day-to-day implementation of project activities; and follow-up at the respective projects site level.
    Project officers will be responsible for liaison with local government entities (county level) and project beneficiaries in the project priority sites where they are stationed, on all aspects related to the project.

    Term of Engagement: The position shall be on an initial twelve (12) months contract with possibility for extension.

    Duties and Responsibilities

    Reporting to the Project Manager and liaising closely with the International Chief Technical Advisor (ICTA), the Regional Project officer will:-

    1. Liaise with county and local government staff on formalization, access to finance, mining licenses, subsurface rights, etc
    2. Support the organization of the county and district level inception workshops.
    3. Support the organization of the regional Project Advisory Boards.
    4. Support the organization of training events.
    5. Support the implementation of the awareness raising campaign.
    6. Provide day to day support of mining groups in the formalization efforts, gaining access to financing and supporting establishment of mercury-free processing plants.
    7. Support the monitoring of project results.

    Requirements for the Position

    Qualifications

    The applicant must possess the following:-

    1. Bachelor’s degree from a recognized institution; in Environmental Science, Chemistry, Mining, Geology, Chemical Engineering or Chemical/ Biological Sciences; or in any other related field;

    Added advantages

    1. MSc. degree field from a recognized institution; in Environmental Science, Chemistry, Mining, Geology, Chemical Engineering or Chemical/ Biological Sciences or in any other related field.

    Finance Officer

    GEF/UNDP/GOK PROJECT

    ADVERTISEMENT OF POSITIONS IN THE GLOBAL OPPORTUNITY FOR LONG TERM DEVELOPMENT (GOLD) IN THE ARTISANAL SMALL SCALE GOLD MINING (ASGM) PROJECT

    The position will entail assisting the Project Manager in the day to day management of the project financial activities.

    The Project Finance Officer will be responsible for the overall provision of finance services, ensuring high quality, accuracy and consistency of work.
    Term of Engagement: The position shall be on an initial twelve (12) months contract with possibility for extension.

    Duties and Responsibilities

    Reporting to the Project Manager (PM), the Finance Officer will:-

    • Assist the Project Manager and National Project Coordinator in project budget implementation, monitoring and revision;
    • Set up an accounting system, including reporting forms and file system for the project;
    • Ensure that all expenditures of the project are in accordance with NIM procedures;
    • Continuously improve systems & procedures to enhance internal controls and satisfy audit requirements;
    • Provide logistical support in procurement, and contracting activities; and
    • Compile financial reports and budget revisions, for submission to the National Project Coordinator and Project Manager, and to UNDP as required.

    Requirements for the Position:-

    Qualifications

    The applicant must be in possession of the following:-

    1. A Bachelors degree in any of the following disciplines:-
    2. Finance and Accounting, Business Administration, Business Management, BCom(finance option}; or any other relevant qualification from a recognized institution;
    3. Certified Public Accountant (CPA)K or Association of Chartered Certified Accountant (ACCA);
    4. Membership to a professional body; and
    5. Specialized certification in Accounting and Finance will be an added advantage.

    Experience

    In addition the applicant should:-

    • Have a minimum of 5(five) years of proven work experience in the field of finance; or accounts of foreign funded projects; (3) three of which must have been in budgeting, planning and reporting on donor funded programmes and international auditing experience;
    • Be conversant with government procurement, financial and accounting regulations and procedures.

    Project Assistant

    The Project Assistant will assist the Project Manager in the day to day management and oversight of the project activities;
    He/she will provide financial and administrative services - ensuring high quality, accuracy and consistency of work and promote a client-oriented approach consistent with ME&F/UNDP rules and regulations.

    Term of Engagement: The position shall be on an initial twelve (12) months contract with possibility for extension.

    Duties and Responsibilities

    • Working under the guidance and supervision of the Project

    Manager, the Project Assistant will carry out the following tasks:-

    • Assist the Project Manager in the day to day management and oversight of project activities;
    • Assist in the preparation of progress reports;
    • Ensure all project documentation (progress report, consulting and other technical reports, minutes of meetings, e.t.c) are properly maintained in hard and electronic copies in an efficient and readily accessible filing system, for when required by UNDP, Project Consultants and other PMU staff; and
    • Provide PMU with related administrative and logistical assistance.

    Requirements for the Position:-

    Qualifications

    Applicants must possess the following:-

    • A Bachelor’s degree or an equivalent qualification; Environmental Science, Environmental Chemistry, Mining, Geology, Chemical Engineering or Chemical/ Biological Sciences or any other related field from a recognized institution;
    • Training on ASGM will be an added advantage

    Experience

    • At least three (3) years of work experience preferably in a project involving natural resources management or chemicals and waste management;
    • Previous experience with UN projects will be a definite asset;
    • Knowledge in government regulations and procedures;
    • Familiarity with technical assistance projects and UNDP programme in Kenya is an asset;
    • Knowledge on Kenya Gold Mercury in the Artisanal and Small- Scale Gold Mining (ASGM); and

    Chief Technical Advisor (CTA)

    Under the overall supervision and guidance of the Project Manager, the UNDP County Office and the Regional Technical Advisor for chemicals and Waste for the region, the Chief Technical Advisor will be responsible for providing overall technical backstopping and management support to the Project, and in particular provide technical assistance to implementation of Project Component 3.

    Term of Engagement: The position shall be on an initial twelve (12) months contract with possibility for extension.

    Duties and Responsibilities

    Reporting to the project manager, the Chief Technical Advisor will:

    1. Prepare Evidence-based economic models of processing plant upgrades based on existing best practice mines and chemical-free pilot plants established;
    2. Train miners and managers of mining groups on record keeping and reporting;
    3. Support mining groups in the development of loan applications;
    4. Provide guidance to the project team on the development of socioeconomic baseline surveys (including collection of sex-disaggregated data) and mercury/gold mass balance inventories for each of the priority project sites;
    5. Review accumulated data (including amount of gold produced and amount of mercury used/released) and review the report that will be presented to the government;
    6. Provide guidance on the training of miners by trainers at existing plants and laboratory installations using existing and newly developed training materials and resources (incl. the use of practical on-site liberation tests to give miners the opportunity to observe results hand and learn how to obtain such results themselves).

    Required skills and expertise

    Qualifications

    Applicants must possess the following, in order to be considered for appointment to the position:

    1. Master’s degree, in the field of mining, environmental management, hazardous waste management or a related field;
    2. Bachelor’s degree preferably in the field of mining, environmental management, hazardous waste management or a related field.
    3. PhD in the field of mining, environmental management, hazardous waste management or similar; will be an added advantage.

    Experience

    • At least three (3) years experience of working in environmental projects related to reducing mercury in the Artisanal and Small-Scale God Mining (ASGM) sector.

    Competencies

    1. Strong leadership, managerial and coordination skills, with a demonstrated ability to effectively coordinate the implementation of large multi-stakeholder project;
    2. Ability to coordinate and supervise multiple Regional Project Officer (RPOs) in their implementation of technical activities in partnership with a variety of subnational stakeholder groups, including community and government;
    3. Strong computer application skills, in particular mastery of all applications of the MS Office package and internet search;
    4. Strong drafting, presentation and reporting skills;
    5. Strong communication skills, especially in timely and accurate responses to emails;

    Communications Officer

    3. Coordinate and oversee the implementation of public awareness activities across all project components;
    4. Facilitate the design and maintenance of the project website/webpages and ensure it is up-to-date and dynamic; and
    5. Facilitate learning and sharing of knowledge and experiences relevant to the project.

    Requirements for the Position:-

    Qualifications

    1. The applicant must be in possession of a Bachelor’s degree in a Communications related field;
    2. A qualification (bachelor’s degree, diploma) in the field of natural resource/environmental management will be an added advantage.

    Experience

    In addition the applicant should have:-

    1. At least three (3) years of relevant work experience of communications for project or programme implementation;
    2. One (year) of which must have been in developing and implementing communications strategies been for organizations or projects;
    3. Previous experience with UN projects, or those involving international donors will be a definite asset;

    Competencies

    1. Strong professional working capacity to use information and communication technology, specifically including website design and desk top publishing software

    Governance, Policy And Regulations Expert

    Under the overall supervision and guidance of the Project Manager, and in close liaison with the UNDP Country Office and Regional Technical Advisor for Chemicals and Waste, the Governance, Policy and Regulations Expert will have the overall responsibility for the provision of strategic and operational leadership of an advocacy strategy to deliver impact in relation to the ASGM Sector.

    Terms of Engagement: The position shall be on an initial twelve (12) months contract with possibility for extension.

    Key Responsibilities

    Reporting to the Project Manager, The Governance, Policy and Regulations Expert will;

    • Provide strategic and operational leadership on development and implementation of an advocacy strategy to deliver impact in relation to the ASGM;
    • Lead the process of designing a clear advocacy programme for ASGM;
    • Analyse sector policies in order to generate evidence on their impact on the rights of those who are marginalised and excluded in ASGM sector;
    • Identify priorities for policy actions and regulatory frameworks to be implemented in the 6 project sites in order to identify gaps that would
    • advance formalization of ASGM sector and phase out the use of mercury in ASGM gold processing;
    • Spearhead policy monitoring and analysis for the overlaps, gaps, un-clarities and needs for gender mainstreaming prepared and agreed upon in focus groups;
    • Support initiatives of local actors to influence and contribute to policy and strategy development on ASGM sector that promote the phase out of mercury use on gold processing;
    • Conduct assessment of the capacities of stakeholders involved in the management of ASGM sector; and
    • Work with and support other ASGM sector stakeholders through training to identify sector capacity needs required to advance the formalization of ASGM and promote non mercury alternatives in gold processing.

    Requirements for the Position

    Qualifications

    1. University degree in Law, Social Sciences, Public Policy, Political Science, International Development or related subjects; and
    2. Master’s degree in any of the above areas;

    Experience

    In addition the applicant should have:-

    1. At least ten years of experience in Policy Research, Analysis and production of high level research reports;
    2. Two (years) of which must have been in environment programmes/projects or activities related to hazardous waste; and
    3. Demonstrated experience of having worked in a policy and political environment with sound judgment, sensitivity and in-depth understanding of the functioning and relationships of key players.

    Competencies

    Project Gender Officer

    GEF/UNDP/GOK PROJECT
    ADVERTISEMENT OF POSITIONS IN THE GLOBAL OPPORTUNITY FOR LONG TERM DEVELOPMENT (GOLD) IN THE ARTISANAL SMALL

    SCALE GOLD MINING (ASGM) PROJECT

    Under the overall supervision and guidance of the Project Manager, the Gender Consultant will have the responsibility for the implementation of the Gender Action plan. The Project Gender Consultant will work closely with the Project Manager (PM) on related aspects of project implementation, reporting, monitoring, evaluation and communication.

    Term of Engagement: The position shall be on an initial twelve (12) months contract with possibility for extension.

    Duties and Responsibilities:

    Specific responsibilities will include:

    1. Monitor progress in implementation of the Project Gender Action plan ensuring that targets are fully met and the reporting requirements are fulfilled.
    2. Oversee/ develop / coordinate implementation of all gender –related work.
    3. Review the Gender Action plan annually, and update and revise corresponding management plans as necessary.
    4. Work with the Project Manager (PM) to ensure reporting, monitoring and evaluation and fully address the gender issues of the project.
    5. Ensure that gender sensitization modules are included in all training activities supported by the project, and support the development of these modules.
    6. Verify that project training materials and activities are aligned with local family realities, promote positive actions towards the role and involvement of women in family income generating activities and family finances , respect communities’ ethnicity , miners/ women’s time availability , cultural practices, etc.
    7. Support the gender review of existing ASGM policy and regulatory frameworks ; Ensure that guidelines, standards and incentives revised and/or developed by the project include gender dimensions.
    8. Ensure that women participate in all projects related activities.
    9. Support the collection of sex disaggregated and gender specific data and conducts a characterization of the impacted (work) population. Measure the participation, empowerment and improvement of work /living conditions for men / women , as part of the in-depth mercury related baseline inventories that will be conducted in each of the 6 priority project sites.
    10. Support the finance expert in the assessment of the existing financial products of project partners in terms of accessibility and suitability for women mining groups.
    11. Ensure that the project also supports women groups interested in mining in the establishment of ASGM associations / cooperatives.
    12. Support the leadership training expert in providing leadership training to women mining groups and women miners
    13. Conduct a Gender Assessment of project impact as part of the Mid-Term Review. Based on the results of the Gender Assessment and other recommendations coming out of the MTR , make recommendation on how the project can further improve its gender related interventions.

    Required skills and expertise

    Applicants must possess the following, in order to be considered for appointment to the position:

    1. Bachelor degree in gender studies, gender and development, environment, sustainable development or closely related area.
    2. Master’s degree in gender studies, gender and development, environment, sustainable development or closely related area (will be added advantage).
    3. Demonstrated understanding of issues related to gender and sustainable development ; at least 5 years of practical working experience in gender mainstreaming , women’s empowerment and sustainable development in Kenya , ASGM and/ or environmental management.
    4. Proven experience in gender issues in Kenya, ASGM and / or environmental management.
    5. Previous experience with UN projects will be a definite asset.
    6. Demonstrated understanding of the links between sustainable development, social and gender issues.
    7. Experience in gender responsive capacity building.
    8. Experience with project development and results- based management methodologies is highly desired / required.
    9. Excellent analytical, writing, advocacy, presentation, and communication skills.
    10. Excellent language skills in English (writing, speaking and reading) and in local languages.
