    Project Medical Referent / Mission Emergency Focal Person

    Objective of the Position:

    Participate in defining, planning and monitoring medical and humanitarian Emergency programs in Kenya in accordance with MSF's protocols as well as coordinating human and material-related resources needed in order to ensure the quality of care provided by MSF.

    Tasks & Responsibilities:

    She/he will perform the following main tasks, among others:  

    • In collaboration with the Medical Coordinator and the Medical team, MoH partners, define the surveillance, monitoring mechanism and tools for epidemic disease potentially recurrent within the country, according to MSF Eprep strategic plans, standards and protocols.
    • Launch an exploratory mission as results of an alert from epidemic disease surveillance report, outbreak and natural catastrophe or conflicts situations within the country and develop the project proposal.
    • Responsible for the medical data collection, analysis and reporting to the Medical Coordination in the capital in order to ensure a proper monitoring of the Emergency Intervention/ project.
    • Provides technical support to medical personnel in the field through self-knowledge and policies, ensuring compliance with the protocols of MSF medical activities.
    • Coordinates, supervises, coaches, supports and evaluates the Emergency team members’ performance to improve the medical and non-medical components of the Emergency intervention/project while ensuring compliance with MSF protocols and standards as well as MoH protocols.
    •  Collaboration with the Mission Epidemiologist to establish functional network with the county disease surveillance team and/or Epidemiologist. Update the EPREP strategic plan annually and the county profile.
    • Supervises an efficient management of the MSF Emergency/project pharmacy and medical equipment, in collaboration with the Logistics department. Monitors consumption and preparation of medical orders.
    • Implements the health policy for international and national staff, providing all prophylactic and preventive necessary measures, emergency plans, managing any medical evacuation in order to ensure MSF staff health.

    Qualifications & Requirements:

    • Education: Medical doctor or paramedical degree. Desirable specialization or training in Emergency and project Management Course.
    • Experience: Essential 2 years working experience in paramedics and previous MSF field experience.
    • Skills/ Competencies: People Management and Coaching skills; Planning and organization; Strategic; Flexibility & adaptability; Results and Quality Orientation; Teamwork; Commitment to MSF Principles; Culturally Sensitive.
    • Knowledge: Computer literate (MS Office Suite).
    • Language: Proficiency in written and oral English & Kiswahili

    Climate Smart Support

    The Climate Smart initiative within MSF has developed the Carbon Emission tool that helps compiling in different offices and projects their parameters that contribute to CO2 emissions. The Climate Smart tool is an excel file that compiles information on electricity consumption, fuel consumption from the vehicles and generators, transport and commuting of the employees in the office, travels from the employees, freight of equipment needed in the office and others. MSF EA has been and is still committed to implementing this tool retrospectively since 2019.

    Roles & Responsibilities:

    •  Systematized carbon footprint data compilation in the office. Propose mechanisms to which the office ‘carbon footprint related’ data can be compiled and analysed in a simplified and systematic way. The outcome product shall be a clear SOP (Standard Operating Procedures) in which the steps to compile the data and the responsibilities are clearly listed.
    • Design and implement a visual platform to easily introduce and follow the different energy-related variables produced in the office. This might need to be subcontracted, therefore, there is need to open a tendering and follow up the implementation of this activity.
    • Awareness and Communication about Climate Smart MSF
      • Induction: Build up a dossier for new staff members induction and actively participate in their briefings. o Ensure communication and organizing some activities around critical ‘Climate & Earth’ related international days. o Original and out of the box ways for people to be more receptive towards innovative ideas and practices that reduce their carbon footprint.
      • Coordinate with the different focal points within the office (HHRR, Finances, Utilities, Travel …) to fully understand the information flow of the CO2 related parameters in the office.
      • Implement some lower footprint initiatives in the office
        • Water & electricity: Install automatic switch off lights / water in key places
        • Green procurement: Critical review of the various products and items purchased in the office (definition of a set of criteria) and choose alternative – greener options, for example, cleaning products, or items without wrappings/plastics, using recyclable materials, avoiding Ozone depleting substances, etc.
        • Green transport: Explore options and recommend an alternative taxi company that uses environmentally friendly cars instead. Encourage environmentally friendly commuting among the staff in the office
        • Waste monitoring: Launch a system/Tools to monitor the waste production in the office and some key strategies to reduce, recycle and better manage the waste produced.

    Education/Experience:

    • Degree in climate-related studies and highly knowledgeable on IT systems
    • Committed and enthusiastic about Climate Change
    • Organized and structured
    • A self-starter – excellent at organization and calm under pressure
    • Analytical – able to solve problems creatively and articulate solutions and suggestions
    • Able to collect, synthesize and report data
    • A go getter – take the initiative to get things done
    • Detail oriented
    • Excellent at organization and able to take the initiative on projects
    • Deliver to tight deadlines
    • Communicate effectively with clients face to face, over the phone, and via email
    • Excel, PowerPoint, and Google Apps
    • Previous experience with MSF/ NGOs is a plus
