    Public Information Officer

    Competencies

    PROFESSIONALISM: Knowledge of the full range of communications approaches, tools, and methodologies essential to planning and executing effective campaign strategies and programmes, e.g. campaign management, media operations, marketing and promotion, audience outreach, message targeting. Ability to rapidly analyze and integrate diverse information from varied sources. Ability to identify public affairs issues, opportunities and risks in an international environment. Ability to diplomatically handle sensitive situations with target audiences and cultivate productive relationships. Knowledge of relevant internal policies and business activities/issues. Ability to produce a variety of written communications products in a clear, concise style. Ability to deliver oral presentations to various audiences.     Education

    Advanced university degree (Master's degree or equivalent) in communication, journalism, international relations, public administration or related field is required. A first-level university degree in combination with (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

    • A minimum of five years of progressively responsible experience in public information, journalism, international relations, public administration or related area is required.
    • Experience in public information campaigns is desirable
    • Experience in public information in a multilingual and international environment is desirable
    • Technological knowledge and experience of web and social media content management is desirable.

    Youth and Livelihoods Consultant

    Under the direct supervision of the Officer in Charge Somalia Programme and in close consultation with the project team, the consultant will be responsible to

    •  Provide strategic inputs and technical advice during the implementation of the Youth Urban Regeneration Project
    •  Develop project workplans and implementation schedule
    •  Provide technical guidance to the field-based team as well technical inputs at Nairobi level
    •  Provide recommendations and strategic inputs to the Project as required
    •  Provide technical inputs to and follow up on procurement process under the project; Prepare requests for contract amendments and assist in processing these in direct collaboration with UNON Procurement Section
    •  Provide inputs to narrative and financial reports as per Project requirements; review and consolidate reporting inputs by contractors, and ensure timely submission to the donor.
    •  Provides strategic policy and technical advice to ensure effective partnership building with the relevant Government partners
    •  Develops mechanisms for strengthening government ownership. In collaboration with government and other stakeholders, establishes systems for project planning, implementation and monitoring.
    •  Provide capacity building to public institutions by using systemic and continue transfer of knowledge products related to the programme in order to facilitate sustainability and exit strategy.
    •  Operationalize the value chain development approach specifically designed for the YOURS programme. Develops activities that benefit refugees and marginalized groups from both displaced and host communities.
    •  Compile Lessons learned from project implementation for donor reports and Communities of Practice approach within UN-Habitat.
    •  Provide input for preparation of visibility tools related to project activities such as pictures, sketches, video clips, reports and press articles, social media statements.

    Qualifications/special skills

    Academic Qualifications:

    • An advanced university degree in marketing, economics, socio-economic development, development planning, financial management or other related fields is required. A first level degree with an additional two years of qualifying experience may be accepted in lieu of the advanced degree

    Experience:

    • Minimum of 5 years of relevant work experience in economic and social development programmes is required. Experience in post-conflict and/or fragile states is required.

    Experience in working with international and national NGOs and UN organisations, or with government authorities at national level is an added advantage

    Language: Fluency in oral and written English is required for this post
