    Team Leader – Economic Recovery

    Overall purpose of the role: 

    The role of the Team Leader: Economic Recovery, is to ensure development and implementation of the Economic Recovery programming in Dadaab/Kakuma. He/She will support voluntary return, vocational (tailoring, handloom, ICT) and micro enterprise development (IGA groups, Value chain development and Village Saving and Loan-VSL). There will be some degree of travel within the camp complex and probably within the region and working with partner institutions. Key responsibilities include: Ensuring overall coordination of DRC’s livelihood portfolio, which includes business development/enterprise development training, operations of 3 community training centers, revolving fund operations, group savings & loans, microfinance linkages, micro value-chain development; Other roles include livelihood program coordination, and staff supervision/training/mentoring, and executing DRC’s NEP livelihoods strategy and contributing to tactical planning, livelihoods mainstreaming in the DRC Kenya program and development of new livelihoods projects and partners. S/He is expected to be familiar with the international development agenda and to be aware of the operational issues related to general livelihoods, governance, and policy issues in the region.

    This position will also require regular travel to project sites, including outside of the refugee camps. 

    Responsibilities:

    R1. Programme Management and Monitoring and Evaluation:

    • Coordinate, supervise and manage the team of Livelihoods unit to achieve project deliverables both effectively and efficiently.
    • Undertake value chain support functions (milk and meat) 
    • Ensure comprehensive project cycle management, with overall supervision of daily activities. Ensure that M&E plan is established and implemented.
    • Oversee and ensure age, gender and diversity and HAP mainstreaming in the programmes. Coordinate with livelihoods and protection departments. 
    • Supervise participatory needs assessments and identify appropriate livelihood interventions to increase incomes for the local and refugee communities and reduce poverty in the target areas.
    • Provide technical leadership to ongoing programs including skills development, MSME development, and VSLAs – as well as expanding MSD approach within our existing programming. 
    • Lead and review and submit all internal and external reports issued by the livelihoods unit.
    • Take a leading role in mainstreaming Value chain, VSL and Market linkages in the livelihoods sector

    R2. Programme Development and Strategy:

    • Support and develop DRC Livelihoods Strategy 
    • Collaborate with related DRC departments, funding and implementing partners to identify opportunities for integrated livelihoods programming, promoting best practices and developing shared policy approaches. 
    • Work with programme and partner staff in ensuring the use of livelihoods information systems to develop high quality proposals, and for programme monitoring and evaluation. Ensure that lessons learned are fed into the design of livelihoods programmes, donor responses and technical fora. 
    • Participate in periodic programme review and planning meetings; and external meetings as often as requested by the supervisor.

    R3. Training & Capacity development:

    • Through direct technical assistance provision, build the capacity of programme and partner staff to identify, design.
    • Provide ongoing oversight, training, and guidance to staff & partners to ensure livelihoods programming meets best practice standards and prioritizes the safety and security of beneficiaries and staff.
    • Provide ongoing technical support and mentorship for the unit staff to develop professional and technical competency.
    • Provide technical feedback on monthly narrative reports received from livelihoods unit, ensuring that established programme targets and objectives are being met.
    • Support the livelihoods officer to increase his/her leadership management.

    R4. Coordination & Partnership:

    • Meet with partners and donor agencies during field visits 
    • Ensure DRC takes lead, facilitates and actively participates in the Livelihoods working group monthly coordination meetings at the camps level to ensure that livelihoods intervention is well included.
    • Promote a positive profile of the programme and good understanding among other sectors, partners and communities about the programme.
    • Develop and maintain strong working relationships with all stakeholders – Community support groups, community leaders, DRA, UNHCR, NGOs, to enhance multi-agency and multi-sectoral cooperation and coordination.
    • Serve as the liaison with stakeholders and relevant Government of Kenya departments – from the location to divisional levels
    • Promote collaboration and synergy between the DRC host community projects and the similar projects/groups in the refugee camps

    R5. Budget Management:

    • Manage the livelihoods budgets in order to maintain programme expenditure within budget parameters, ensuring adherence to DRC financial procedures and donor requirements
    • Support livelihoods team members to utilize financial planning tools, such as spending plans, procurement plans, and work plans based on activities and budgets.
    • Draft livelihoods interventions budgets.
    • Liaise closely with finances officer and programmes support coordinator.

    R6. Staff Management:

    • Participate in the recruitment and mentorship of livelihoods staff 
    • Hold regular meetings with staff to plan and address any concerns and share feedback
    • Monitor and provide objective feedback related to staff performance, including completing staff performance evaluations to promote growth and professional development
    • Provide leadership and support to ensure staff well-being, i.e. monitor and manage stress management by providing regular opportunities for staff debriefing to address secondary trauma.
    • Other duties assigned by the supervisor 

    Skills and Qualifications:

    • Minimum of Degree in Business Administration, Economics, Entrepreneurship or Community Development 
    • Minimum of 5-7 years’ experience setting up and implementing livelihoods or income generating projects preferably within an International NGO in a refugee/IDP setting 
    • Minimum 2-3 years’ proven experience at supervisory management essential
    • Experience in climate-smart livelihoods interventions
    • Skills in micro-business/enterprise training
    • Knowledge and the practice of value-chains, GS&L and other microfinance delivery approaches essential 
    • Prior experience working with county governments and other duty-bearers in the implementation of livelihoods interventions 
    • Ability to work independently and as part of a team; well organized, and able to prioritize multiple tasks.
    • Working knowledge of MS Office and other relevant computer applications, 
    • Able to adapt to changing programme priorities and emergency priorities that may arise
    • Strong self-starter, able to take initiatives. 
    • Good planning and organizational skills coupled with problem solving capabilities
    • Hands-on community mobilization skills
    • Experience in working in harsh climatic conditions and ability to communicate in the Somali language will be an added advantage

    Education:

    • Bachelor’s degree in International Development, Business Administration, Economics, Sociology, Agri-business, Agriculture
    • Certificates in Entrepreneurship, Value-chains, Savings Groups, MIS/Savix for Savings Groups, Agriculture, Management/Leadership

    Regional Finance Manager

    Overall purpose of the role

    Under the management of the Regional Head of Support services, the Regional Finance Manager has a regional focus and provides the due support (including sometimes direct support) and guidance to each Country Office in order to ensure that the Region’s countries perform financially. Financial performance includes but is not limited to, budget development, financial reporting, follow-up of expenditure against budgets, cost control management and risk mitigation.

    The Regional Finance Manager is in charge of the Finance Department of the Regional Office and is fully responsible for the financial responsibilities related to the Regional Office, while performing oversight on the country offices.

    Furthermore, The Regional Finance Manager should ensure a good and efficient cooperation, communication and collaboration with the Finance Department at the HQ (in Copenhagen, Denmark).

    Key responsibilities

    Management & Coordination

    • To ensure the efficient management and supervision of the staff members of the Finance Department of the EAGL RO this includes daily supervision of the tasks, follow-up of the targets defined and appraisal of the staff members
    • To monitor compliance of the financial rules and regulations within the EAGL RO and for all its staff members;
    • To contribute as much as possible to an efficient communication and relevant sharing of information, with HQ, Country Offices and different donors in regard to financial matters, including forthcoming audits, financial reporting and financial risks;
    • To guarantee the follow-up in terms of any payment, reimbursement, reporting to be done at the EAGL RO level;
    • To work efficiently and in good collaboration with the others Regional Managers/ Coordinators of the at regional level, specifically; IT Department, Program Sector Leads, Human Resources Department and the Supply Chain Department;
    • To visit regularly the countries covered by the EAGL RO and to provide technical guidance to the Finance Managers and Finance Coordinators in the relevant countries.

    Finance (Budgeting, Accounting & Reporting)

    • Participate in the development of regional project budgets to ensure compliance with internal and donor regulations.
    • Provide quality assurance of budgeting activities in the country operations, paying attention to compliance and adherence to the regional program and financial strategies.
    • To ensure efficient and strong budget follow-up and cost control of the projects managed by the EAGL Region (including timely closure of the monthly accounting, achievement of the shared costs rules, timely booking of reconciliations);
    • Ensure costs and funds are allocated in support of the funding of the regional office function;
    • To reinforce the financial rules and regulations in the EAGL Region and for each project managed by the EAGL Region, including the quality and compliance standards of the financial supporting documentation;
    • To participate in the follow-up of the financial monthly management reports;
    • To check, if necessary and if requested, the monthly accounting for Country Offices covered by the EAGL region (in coordination with the Finance Department at the HQ);
    • To ensure monitoring of the EAGL RO bank accounts and the situation of the liquidity, including submitting the Bank Transfer Requests;
    • To monitor the financial management of the EAGL RO, by following-up the budgets consumption and by controlling the funding coverage and costs engaged, while updating regularly the Master Budget of the EAGL RO;
    • To produce donor, internal and statutory reporting as required for the regional office entity, with close collaboration with relevant internal and external stakeholders;
    • To regularly analyze the financial data obtained at the EAGL RO level and also per country, and provide reliable data to the senior management.

    Audit, Compliance and Risk

    • To accommodate and support donor financial audits of projects at the EAGL Regional Office, in good coordination and communication with the Finance Department at the HQ;
    • To accommodate and support internal financial audits of projects in the EAGL Region, in good coordination and communication with the Finance Department at the HQ;
    • To check and monitor the full compliance of the financial documents of the EAGL RO expenses, considering the internal requirements of DRC but also the external requirements in terms of compliance (donors and potential legal obligations in the relevant country);
    • To provide guidance to the Country Offices for the respect of compliance in each country, supporting them in regards to the internal compliance requirements while also advising for the external compliance requirements;
    • To identify potential financial risks in the EAGL Region and ensure they are reflected on the risk registers and issues log.

    ERP System (DRC Dynamics)

    • To ensure efficient support for each Country Office in terms of the implementation of DRC Dynamics for the Finance Track;
    • To contribute to the development and elaboration of new learning materials for the Finance staff members in the EAGL region (in cooperation with the Finance and Systems Departments at the HQ);
    • Ensure that DRC Dynamics Finance Track is used to its full capacity within the EAGL RO;
    • To ensure that financial procedures and workflows in DRC Dynamics are well-respected in each Country covered by the EAGL RO and to provide regularly updates to senior management.
    • Participate in systems review and development as required.

    Capacity-Building

    • To support work related training of the staff of the Finance staff at the EAGL RO, including accounting, procedural and systems related needs;
    • To contribute to the capacity-building of the Finance staff members in the Country Offices covered by the EAGL RO using field visits and online interaction;
    • To participate in the personal developmental section of performance appraisal of all finance staff in the region.
    • To actively support talent management initiatives with the wider DRC finance community.

    Qualifications and Experience

    • Master’s degree in International Development, Economics, Political Science, Public Affairs, Business Administration or Management, or another relevant field is required;
    • Professional Accounting or Financial qualifications (CPA K/ ACCA)
    • Minimum five (5) years of senior leadership experience in operations management roles with at least three (3) years of experience in a similar role in an international NGO;
    • Proven leadership skills and a competence in people management;
    • Significant experience of grant management and understanding of institutional fund-raising;
    • Proven significant financial management experience;
    • Excellent communication, interpersonal and influencing skills with a well-developed ability to motivate and persuade at high levels;
    • Proficiency (written and spoken) in English;
    • Significant understanding of the different contexts of the EAGL Region;
