    County Secretary (1) Post

    Requirements for Appointment

    • Be a Kenyan Citizen;
    • Be in possession of a Bachelor’s degree from a University recognized in Kenya;
    • A Masters’ degree or higher academic qualifications from a University recognized in Kenya will be an added advantage;
    • Have at least ten (10) years relevant experience, five years of which should have been in a leadership position or at an administrative/management level in Public Service or Private Sector;
    • Possess knowledge of the organization and functions of Government;
    • Have thorough knowledge of structural, legislative and regulatory framework of the Public Service;
    • Demonstrate thorough understanding of County Government/National goals, policies and developmental objectives including the Kenya Vision 2030;
    • Have demonstrable leadership and management capacity including knowledge of financial management and strategic people management;
    • Have ability, readiness, and willingness to work under pressure,handle issues pragmatically as they arise, and observe strict adherence to deadlines
    • Should be result oriented, prepared to stretch over the ordinary expectations and must be self-driven so as to work with minimal supervision
    • Membership to a Professional Association/ body will be an added advantage.

    Duties and Responsibilities

    • The County Secretary will be in charge of administration in the County.
    • He/ She will be responsible to the Governor for:
    • Arranging the business and keeping minutes of the County Executive Committee subject to the directions of the County Secretary;
    • Conveying decisions of the County Executive Committee to the appropriate persons and/or authorities/institutions;
    • Ensuring efficient management of resources and co-ordination of Tharaka Nithi County Government resources;
    • Providing strategic policy direction for improved service delivery;
    • Developing and implementing an effective performance management system;
    • Implementing strategic plans;
    • Maintaining effective collaboration and partnerships with other organs of the County Government, the National Government, the private sector and other stakeholders;
    • Providing leadership in mainstreaming Information Communication Technology in the operations of the County;
    • Promoting values and principles spelt out in Articles 10 and 232 of the Constitution of Kenta in the operations of the County;
    • Ensuring achievement of the goals and objectives of Kenya Vision 2030 and of other County and Inter-Governmental programs and projects;
    • Performing any other functions as directed by the County Secretary.

    Director Human Resource Management and Development

    Requirements for appointment

    • Be a Kenyan Citizen;
    • Be in possession of a Bachelor’s degree in Social Sciences in Human Resource Management/Development, Industrial Relations,Labour Relations or any other relevant qualification from a recognized institution;
    • A Master’s degree in Human Resource Management/Industrial Relations/Public or Business Administration /Government or any other relevant qualification from a recognized university will be an added advantage;
    • Have at least six (6) years relevant experience, five years of which should have been in a leadership position or at an administrative/management level in Public Service or Private Sector;
    • Must be a Full Member of IHRM;
    • Must have knowledge of payroll administration;
    • Have a certificate in computer application skills from a recognized institution;
    • Have a thorough understanding of national goals, policies, development objectives and the ability to translate them into human resource development policies and programmes;
    • Have a thorough understanding of the emerging Human Resource trends, techniques and practices

    Duties and Responsibilities

    • Reporting to the County Secretary
    • Performing liaison duties with the County Secretary and the County Public Service Board in the implementation of Human Resource management policies, rules and regulations;
    • Overseeing all delegated Human Resource Management and development matters in the county;
    • Analyzing the effectiveness of the Human Resource policies, rules and regulations;
    • Advising the Authorized officer on the delegated powers and ensuring their implementation;
    • Maintain Professional Human Resource Management standards in the county and advising on succession management, Human Resource planning and utilization of Human Resources;
    • Advising the County Government on career development, and general government policies on Human Resource Management and Development;
    • Interpretation of labour laws and other statutes that impact on Human Resource in the County Government;
    • Shall be the Secretary to the County Human Resource Advisory Committee (CHRAC); and
    • Perform any other duties and responsibilities as shall be assigned from time to time.

    Governor's Legal Advisor

    Duties and Responsibilities

    • Responsible to the Governor
    • Providing legal advice to the Governor;
    • Representing the Governor in civil matters as need arises;
    • Keeping abreast of legal and policy developments;
    • Providing legislative support to the Governor including briefs on legislation as well as preparing amendments where appropriate;
