    Senior Regional Planning Specialist

    Specifically, he/she will:

    • Develop adapted and adequate methodological guide for the data collection process;
    • Review and finalize the regional data collection and compilation;
    • Provide training for the consultants and local team responsible of the process at national level;
    • Provide technical inputs in the implementation of the Spatial Development Framework methodology using the Matrix of Functions, and the interpretation of the data collected

    Qualifications/special skills

    National Project Manager

    Within the Regional Office for Africa, he/she will:

    • Assess the availability, the validity and the reliability of housing and land data in Mali, drafting analysis of data from primary and secondary sources on housing in Mali and contributing in the design of training tools and the development of data collection methods;
    • Draft minutes reports from the meetings held with national and local institutional partners and from coordination meetings with the UNDP project representative in the country as well as other United Nations agencies present at the national level;
    • Organize meetings and draft reports for the CityRAP activities in Nioro, liaising with national stakeholders and elaborating the resilient framework for action of the city.
    • Provide written content and review of the Spatial Development Strategy for the Sahel (SDSS) document;
    • Draft minutes of meetings of internal consultations and approvals, as well as external and peer review processes and validation of the Spatial Development Strategy for the Sahel (SDSS).
    • Provide written reports of UN-Habitat’s activities in Mali.

    Qualifications/special skills

    • Advanced university degree (Master’s degree or equivalent) in Urban Planning, Geography, Development Studies, International Relations and/ or other relevant discipline with a focus on human settlements is required.
    • A first level university degree with an additional 2 years of qualifying experience may be accepted in lieu of the advanced degree
    • Minimum of 5 years of working experience in the field of urban planning at the international level is required.
    • A demonstrable understanding of urban development processes, urban planning, urban social issues, urban policy analysis and/ or the Humanitarian-Development-Peace nexus is required.
    • Good understanding and knowledge of urbanization issues in the Sahel region is required
    • Experience in coordinating and working with high-level government officials and/ or UN bodies is highly desirable.
    • Experience delivering training and capacity development activities is highly desirable.

    Regional Programme Developer

    Regional Programme DevelopperSpecifically, the consultant will be required to:

    • Implement the activities of the Urban Resilience initiative for the Sahel, by developing work plans and recruitment plans, drafting terms of reference, as well as providing technical inputs in documents and reports produced in the scope of the project, and providing minutes of the meetings.
    • Contribute to the implementation of the project ''Harnessing urbanization for a more resilient, inclusive and green recovery in French-speaking least developed countries'', (Burkina Faso, Haiti and Senegal) by drafting work and recruitment plans, organizing meetings with the country teams to define the activities to be implemented, review documents produced and elaborate monitoring activities reports.
    • Contribute to strengthen South-South Cooperation initiatives between Africa and Brazil, within the scope of the project ''Mainstreaming sustainable urbanization through trilateral southsouth cooperation'', through the draft of concept notes and project documents.
    • Provide technical and administrative inputs to the Establishment of a Center of Excellence on Housing for the WAEMU region, providing minutes of the discussion meetings, elaboratingm TOR: 23-United Nations Human Settlements Programme-203277-Consultant Page 3 of 4 work plans and recruitment plans, drafting partnership agreement as well as project document extension documents.
    • Provide technical and administrative inputs to the implementation of the UN-Habitat's portfolio in Western Francophone countries, providing minutes of meetings with country offices, UN agencies, as well as drafting an implementation plan for UN-Habitat's activities in West Africa – mainly for Mali, Niger and Mauritania.
    • Facilitate the resource mobilization process activities by drafting concept notes and project documents, reviewing budget and providing guidance for the internal project validation procedure.

    Qualifications/special skills

    • Advanced university degree (Master's degree or equivalent) in Urban Planning, Urban Development and International Cooperation or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
    • A minimum of two (2) years of progressively responsible experience in urban planning, urban policy and/or related field is required.
    • Knowledge of the UN system and procedures is an asset.
    • Familiarity with the regions is an asset
