    Program Support Officer

    Responsibilities

    Under the direct supervision of the Head, Environment Policy Unit, Law Division, the consultant will work with a team of experienced professionals in the area of youth engagement and empowerment to strengthen the outreach and impact of the work streams of the Branch. The work to be undertaken will contribute directly to UNEP’s core focus on youth engagement and those related to Multilateral Environmental Agreements (MEAs). The work will be carried out in cooperation and consultation of the relevant Divisions and Units of UNEP as well as the MEA Secretariats.

    Specific Responsibilities Include

    • Develop, initiate and roll out activities related to youth engagement in support of MEAs belonging to chemicals, waste, ozone cluster and biodiversity cluster.
    • Provide technical support on actions in support of ongoing work of the Branch related to youth in Africa and Caribbean regions.
    • Develop an operational plan for strengthening youth engagement across the Branch activities for effective implementation of MEAs belonging to the two thematic clusters of MEAs identified above.
    • Develop and strengthen the youth alumni network and the knowledge management platform already established under the ACP MEAs 3 programme.
    • Develop communication and outreach material, including for social media for effectively communicating youth related actions under the Branch.
    • Liaise and communicate with relevant youth programmes, within and outside UNEP and identify linkages to work of the Branch and build synergies.
    • Develop training and mentoring plans for the youth as needed in skill development, in consultation with youth partners focusing on MEAs.
    • Prepare reports, briefs and presentations on youth related work on MEAs and support outreach actions through online channels.

    Qualifications/special Skills

    • Advanced university degree (Master's degree or equivalent degree) in environmental sciences, social sciences, ICT or environmental law with two years of relevant experience is required
    • A first-level university degree in environmental sciences, social sciences or environmental law, ICT or related disciplines in combination with four years of qualifying experience may be accepted in lieu of the advanced university degree.
    • A minimum of two years of progressively responsible experience in programme / project management related to environmental law is required.
    • Experience in drafting review documents, meeting reports and assessment papers related to Environmental management/law is required.
    • Having social media skills is an advantage.
    • Knowledge and experience relating to Multilateral Environmental Agreements is an advantage.
    • Experience in data collection and/or undertaking research will be an added advantage.

    Programme Management Assistant

    Responsibilities

    This post is in UNEP's Industry and Economy Division, Energy and Climate Branch, Global Environment Facility (GEF) Climate Mitigation Unit at the Nairobi duty station. Under the direct supervision of the Programme Management Officer and overall supervision of the Senior Programme Management Officer the incumbent will perform the following duties:

    • Programme and Project Development
    • Provides assistance in support of planning and implementation activities/processes for, typically, a large and highly complex component of the departmental programme/project initiatives.
    • Researches, compiles, analyses, summarizes, and presents basic information/data on specific programmes/project and related topics.
    • Assists in the coordination of programme/project planning and preparation; monitors status of programme/project proposals; takes necessary action to ensure project documents are completed and submitted to relevant parties for approval.
    • Assists in the preparation and analysis of programme/project budget proposals; provides assistance in the interpretation of budget guidelines; reviews and coordinates submissions of programme proposals and budget estimates, ensuring that requisite information is included and justified in terms of proposed activities; propose adjustments as necessary; prepares reports and ensures that outputs/services are properly categorized.
    • Programme and Project Implementation
    • Assists in the monitoring and evaluation of programmes/projects; categorizes, updates, tracks and analyses data related to programmes/projects, e.g. accounting records, outputs, resources utilized, deviations/revisions, etc.; carries out periodic status reviews, identifies issues and initiates requisite follow-up actions; prepares revised budget estimates; reports on budget revisions, expenditures and obligations, verifies availability of funds; ensures necessary approval and entry in computerized budget system; initiates financial authorizations for expenditures.
    • Collaborates with programme/project managers on performance reporting; liaises with relevant parties on the interpretation of the activities/services scheduled in the PB and various planning instruments such as the medium-term plan and internal work plans; provides assistance on reporting requirements, guidelines, rules and procedures and ensures completeness and accuracy of data submitted.
    • Drafts programme/project summaries, coordinates review and clearance process, and coordinates with editor, translation services, etc. on finalization and publication of report multiple languages.
    • Programme and Project Administration
    • Serves as focal point for coordination, monitoring and expedition of programme/project implementation activities, involving extensive liaison with a diverse organisational units to initiate requests, prepare standard terms of reference against programme/project objectives, obtain necessary clearances, process and follow-up on administrative actions and resolve issues related to project implementation, e.g. recruitment and appointment of personnel, travel arrangements, organisation of and participation in training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc.
    • Prepares, maintains and updates files (electronic and paper) and internal databases; designs and generates a variety of periodic and ad hoc reports, statistical tables, graphic content, and other background materials/notes to facilitate inspection and other reviews.
    • Drafts correspondence and communications related to all aspects of programme/project administration, including work plan and budgets, revisions and other related issues, as well as prepares unit contributions for a variety of periodic reports.
    • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
    • Assists with visualizations and updating information material such as web pages or brochures.
    • Provides guidance and training to new/junior staff.
    • Performs other duties as assigned.

    Work Experience

    Special Assistant to Chief of Staff, P3

    Responsibilities

    This post is located in UNEP's Executive Office, at the Nairobi duty station. Under the direct supervision of the Chief of Staff, the incumbent will be responsible for the following duties:

    Science Communication Specialist

    The Consultant Will Be Responsible For The Following Duties

    • Refine the UNEP-specific science communications training materials on including impact-focused knowledge production strategies that target key audiences, and specific impacts
    • Work with the OCS together with a group of Programme Officers/ Units on a rollout phase 2 of the pilot training program with the view to training up to 120 UNEP staff. The roll out of phase 2 will also involve the testing of the training program to ensure it is fit for purpose and that it reflects appropriate adjustments and lessons learned from the pilot course.
    • Working with UNEP OCS to devise methods to support sustainability of the training programme in the long term.

    Qualifications/special Skills

    • Advanced university degree (Master degree or equivalent) in one or more specialized disciplines of mass communications, journalism, science communication or a related field is required.
    • A minimum of 5 years of relevant professional experience working as a science communicator at the science-policy interface and preferably in environmental science, sustainability or a related field is required;
    • Experience developing and conducting trainings, workshops and education materials in science communication or related field is required.
    • Demonstrated professional competence in environmental issues and knowledge of topics relating to the work of UN Environment Programme is desirable.
    • Direct experience in developing and/or overseeing publications policies and guidelines for major UN bodies or international organizations is desirable.
    • Deep understanding of publication production processes and communication strategies in major UN or international organizations is desirable.

    Project Officer

    Scope

    The assignment will involve coordination of the programme implementation in the Seven African countries in the policy and networking components to achieve sustainable development and poverty eradication through the transition to an inclusive green economy and a shift to sustainable consumption and production patterns and practices.

    Objectives

    • Implementation of the SWITCH Africa Green Programme.
    • Management of the Project including reporting on project results and outcomes.

    • Apply and adapt policy tools and capacity building activities developed under SWITCH Africa Green in other UNEP projects on resource efficiency and SCP, including in other regions.
    • Facilitate policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
    • Prepare various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
    • Organize consultative and other meetings, conferences, and propose agenda topics, identify participants, preparation of documents and presentations, etc.
    • Undertake networking activities; disseminate results and transfer the SWITCH Africa Green experience, best practices and tools, conduct training workshops, seminars, etc.; makes presentations on assigned topics/activities.
    • Organize and prepare background papers and concepts for launches, validation workshops, technical workshops and other meetings.

    Reporting Lines

    • The IC will work under the direct supervision of the Regional Coordinator, Resource
    • Efficiency and Sustainable Consumption and Production, in the UNEP Resource Efficiency and
    • Sustainable Consumption and Production (SCP) sub-programme in the Africa Office.

    Qualifications/special Skills

    • Advanced University Degree in development economics, environmental law, sustainable development, natural sciences, engineering or related discipline is required.
    • A first university degree in combination with qualifying experience may be accepted in lieu of the advanced degree
    • A minimum of five years of progressively responsible experience in environmental projects or programme management or related area.
    • Experience with projects funded by European Commission is an added asset.
    • Excellent written and oral communications skills on technical and policy aspects of green businesses and eco-entrepreneurship and use of Sustainable Consumption and Production practices is desirable.
    • Ability to deliver outputs against tight timelines is highly desirable.
