    Meta-Assessment of an Independent Evaluation of Projects Implemented by HIAS in the Period 2020-2023

    • HIAS Kenya is seeking an experienced consultant(s) to conduct a meta-assessment for all evaluation reports (baseline, mid-term and endline) and other project reports conducted in the period 2020-2023 and triangulate with secondary sources. The consultant will review these evaluations and conduct a meta-analysis of their results and methods. This will involve critically assessing the robustness of the evaluations, analyzing the results obtained and drawing out key recommendations and lessons learned from the findings.

    The Main Purpose Of The Meta-Assessment Is To

    • Carry out an extensive literature review from HIAS reports, journals, periodicals and online reviews.
    • The assessment will involve identifying gaps among refugees across the HIAS signature programs and localization.
    • Synthesize evidence from the evaluations conducted in the past to determine the effectiveness, relevance and impact of HIAS work and areas of strengthening.
    • Determine the overall quality, credibility, and use of evaluations to provide advice on improvements and adjustments to existing and future evaluations.

    Objective Of The Meta-assessment

    • To what extent these evaluations carried between 2020 and 2023 fulfil widely accepted standards in terms of quality and develop recommendations on what aspects to improve and how to increase the usefulness of HIAS Kenya project evaluations?
    • What are the key findings, recommendations and lessons learnt to improve the performance of HIAS institutional capacity-building and productive capacity enhancement projects?
    • Provide a consolidated assessment on the performance of HIAS projects, particularly in relation to its relevance, efficiency, effectiveness, impact, and sustainability.

    Methodology

    • The meta-assessment will be guided by the OECD criteria of evaluation (relevance, effectiveness, efficiency, coherence, sustainability, and impact). It will assess the relevance of the objectives of HIAS Programs. It will assess the effectiveness of the project in line with the respective program objectives. It will assess efficiency in relation to cost-effectiveness or the Value for Money. Conversely, sustainability, particularly through capacity-building, should be assessed to gauge the continuity of program objectives once HIAS Programs end.

    The selected consultants will conduct.

    • Document review:
    • An extensive desk top review of existing from reports, journals, periodicals and online reviews
    • A document review of baseline, mid-term reviews, final evaluations and project completion reports and other HIAS strategic documents.
    • Survey and interviews:
    • For each selected project evaluation, staff of HIAS implementing the respective projects and partners will be consulted through interviews or surveys to ascertain the perceived usefulness of HIAS Kenya project evaluations as well as support functions, challenges, and constraints.

    Deliverables
    The Consultant Is Expected To Deliver The Following

    • Inception report (including a work plan and timeline).
    • Data collection tools as appropriate
    • Draft meta-evaluation report.
    • Finalize the draft report after receiving comments HIAS Kenya
    • Submit the final report HIAS Kenya Country Director.
    • Presentation of the final meta-evaluation report (the final report must contain an executive summary and a list of recommendations made by the consultant. It should not comprise more than 30 pages, excluding annexes)

    These tasks are indicative for understanding the meta-evaluation. They will be adjusted and elaborated in the consultant's Inception meeting and as agreed upon by HIAS Kenya.
    Managing the evaluation process

    • HIAS MEAL Coordinator will be responsible for the overall coordination of the Meta-assessment with the consultant to ensure timely and quality outputs. In addition, the Program Managers, Program Director, Regional technical advisors, and Country Director will provide all the necessary technical and operational support required throughout the process.

    HIAS Will Provide

    • Relevant documentation and background information.
    • Contacts of relevant stakeholders.
    • Consolidated feedback/guidance on draft reports.

    Qualification And Experience Of The Evaluator/Consultant

    • In accordance with these TOR and the Inception Report (to be produced by the winning consultant), the consultant will be responsible for the evaluation's overall conduct, including submitting/presenting all evaluation deliverables in a timely manner.

    HIAS is looking for a consultant/team with the following skills and qualifications.

    • The team leader should possess a postgraduate degree in research-oriented social science or a related discipline.
    • Extensive MEAL expertise and experience (at least ten years), including leading global program evaluations in displaced people/refugee programming.
    • Demonstrable expertise and a good understanding of refugee operations especially in Kenya, refugee protection risks, and relevant international /regional refugee frameworks
    • Extended experience in conducting meta-evaluations and in developing analytical protocols (Consultant to submit work related previously done)
    • Excellent and demonstrated understanding of ethical issues in research
    • Experience in developing data collection tools using KOBO
    • Excellent verbal and written communication in English is required
    • Knowledge of institutional issues related to development programming (including funding and administration and the role of donors, and partnerships).

    Other Skills

    • Strong analytical skills and ability to work independently.
    • Excellent report-writing and editing skills.
    • Excellent data presentation and visualization skills.

    Community Outreach Worker-Refugees Only

    Position Summary

    • HIAS works with communities’ natural systems to optimize support for Persons with Specific Needs (PSNs). This approach enables HIAS to meet the safety, psychosocial, economic, and justice needs of PSNs; and facilitate their access to appropriate care. HIAS seeks to recruit a Community Outreach Worker who will be required to identify the most at risk and vulnerable refugees, provide them with necessary information as needed and link them with opportunities for psychosocial assessment and vulnerability assessment preceding appropriate intervention.

    Essential Functions

    • Identification of the most vulnerable refugees in the community in need of protection and psychosocial support (including counselling, food assistance, protection concerns, financial assistance, medical assistance etc.)
    • Participation in community awareness and information dissemination to members of the community.
    • Assist in referral of vulnerable refugees in the community to partner agencies for appropriate intervention.
    • Provide support to caseworkers in the follow up and tracking of individual cases and updating the status accordingly.
    • Assist in the provision of direct assistance to refugees in the community.
    • Assist with translation for refugees in the community during assessments, home visits, counseling sessions and other activities as may be required.
    • Assist in the mobilization of community members for support groups, community forums and sensitization campaigns within the communities.
    • Accompany case workers for home visits, conduct individual visits, follow-ups and provide feedback reports to the case workers.
    • Provide weekly and monthly quantitative and qualitative reports to the line manager highlighting individual performance, progress against targets and client needs and outcomes of assistance provided.
    • Attend regular staff meetings, monthly debriefings, trainings, and other meetings as required and ensure regular personal development and supervision.
    • Perform other related duties as assigned.

    Qualifications & Requirements

    • 1 year working experience, including at least 6 months working with the refugee community, preferably with an NGO.
    • Experience in the field of refugee protection and assistance is an added advantage.
    • Basic literacy, writing and numeracy skills.
    • Should be well integrated to the dynamics and needs of members of the refugee community within their areas.
    • Good working knowledge of the community needs and gaps.
    • Ability to work with members of the community with little or no supervision.
    • Computer literacy
    • Strong communication and interpersonal skills
    • Basic counselling skills
    • Strong problem-solving skills
    • Strong training skills in community development and working with PSN will be an added advantage.
    • Knowledge of Accountability to Affected Populations (AAP)
    • Knowledge of Prevention of Sexual Exploitation and Abuse (PSEA) will be an added advantage.
    • Proficiency in English or Kiswahili and other languages spoken within the Ethiopian communities eg: Amharic, Oromo etc.

    Fundraising Specialist

    Position Summary

    • HIAS Kenya seeks to recruit a Fundraising specialist with experience on grant writing in the humanitarian sector and/or human rights who will support the Country Office in writing grants, overseeing the prospective and strategic pursuit of donors to obtain funding for HIAS Kenya programs as well as the support of broader organizational initiatives.

    Essential Functions

    • Support HIAS Kenya in conducting a donor mapping exercise and implement the fundraising strategy for HIAS Kenya work.
    • Facilitate the effective coordination of proposal teams, including drafting and managing task lists and provision of clear communication for optimal coordination of overall process.
    • Effectively present programmatic information to donors in the form of letters of interest (LOIs), concept notes, capacity statements, past performance information, and other materials.
    • Provide writing and editing support for key funding opportunities, and support in translating program designs into winning proposals, including researching, drafting and development of technical narrative sections and multiple attachments, and timely submission of the final proposal package.
    • In coordination with the programs and M&E team, ensure proposals are 100% in compliance with donor guidelines, including timely submission of electronic and hard copy versions, per requirements.
    • Support HIAS Kenya in requesting for feedback on proposal submissions, facilitating debriefs for proposal teams, and work to apply lessons learned to continuously improve the quality of future submissions.
    • Support HIAS Kenya in researching funding mechanisms and identify opportunities related to international development donor agendas.
    • Analyze and summarize viable funding opportunities for distribution to relevant technical and field staff, and others as needed.
    • Assist the Country Director and Program Director with setting up donor meetings, making contacts, preparing relevant materials, etc.
    • Support the Country Director and Program teams in ensuring effective donor stewardship through periodic correspondence, identifying opportunities for donor recognition, and appropriate sharing of program information, etc.
    • Manage the donor management database system and the reporting process.
    • Collaborating with Country director, and program managers to send funders newsletters, and to promote on-site tours.
    • Collaborate with the HQ team to ensure strategic alignment and coordinated efforts in fundraising.
    • Support HIAS Kenya’s growth and business development through portfolio diversification that include OECD/DAC donors, USAID and other non-traditional donors to HIAS.
    • Contribute to the identification of potential relevant international and/or local partners (national and international NGOs, academia, CBOs, FBO etc.) to be included in proposals.

    QUALIFICATIONS & REQUIREMENTS:

    • Bachelor’s degree in development studies, project management, social sciences and/or relevant field, with a strong preference for international development .
    • Minimum of 3 years’ professional experience, 2 of which there is a demonstrated success in donor relationship cultivation and the development of award-winning proposals, particularly in forced displacement, refugee rights, women’s empowerment and economic inclusion sectors.
    • Experience in grant writing in humanitarian sector and human rights is a must.
    • Demonstrated experience working with individual giving, institutional funders, corporates, private foundations and non-traditional funders.
    • Superior communication and writing skills with demonstrated proposal writing experience that resulted in successful (funded) proposals.
    • Demonstrated experience and ability to effectively research, analyze and disseminate analysis on potential funding opportunities.
    • Ability to work effectively both independently and as part of a team.
    • Computer skills including word processing (Microsoft Word); spreadsheets (Excel); electronic communication systems (Outlook, Instant Messaging, Skype, etc.), and Salesforce or other similar database systems.
    • Knowledge of Accountability to Affected Populations Framework
    • Knowledge in PSEA and Anti-Fraud.
