    Corporation Secretary / Chief Legal Officer (S9)

    REF: LEGAL/CS/OCTOBER 2023 (RE-ADVERTISEMENT)

    Job Purpose

    The Corporation Secretary/Chief Legal Officer provides legal advisory and support services to the Board of Directors and Management of KAA. The role entails provision of secretarial services, legal advice, ensuring statutory compliance and management of the litigation function of the Authority.

    Key Duties and Responsibilities

    • Dealing with correspondence, collating information and writing reports, ensuring Board decisions are communicated to Management and stakeholders;
    • Providing administrative support and guiding the Board on the management of the Corporation including compliance with legal and statutory requirements;
    • Ensuring that the minutes of the Board and Board Committees are promptly prepared and circulated;
    • Assisting the Chairperson in organizing Board activities, including providing information, preparing agenda, issuing notices and preparing for meetings and board development programs;
    • Providing secretarial services to the Board including ensuring that the Board work plan is prepared and adhered to, circulate board papers in advance of the meeting, keep a record of attendance at meetings, keep safe custody of the seal and a record of its usage, custodian of Board documents such as, Board minute books, Board policy documents, Register of attendance and prepare the Board for annual general meetings where applicable;
    • Contributing to Board discussions as and when required and advising Directors on the legal and governance policy frameworks;
    • Negotiating and reviewing contracts, agreements, leases and concessions and consulting with other departments to ensure that the Corporation’s interests are protected;
    • Ensuring that the Corporation complies with the regulatory environment affecting its operations by liaising with the Government, regulatory bodies and international organizations such as ICAO, IATA and ACI;
    • Ensuring ownership rights of all KAA assets and registration of title to all KAA properties, together with safe custody thereof;
    • Carrying out legal audit on operations of the Authority including due diligence in order to recommend improvement, feedback and compliance;
    • Assisting the Board in carrying out the following:
    • Board induction and training;
    • Updating the Board and Committee charters;
    • Preparation of Board work plans;
    • Board evaluation;
    • Providing advice on corporate governance practices;
    • Governance audit; and
    • Implementation of the code of conduct and ethics.
    • Maintaining and updating the register of conflicts of interest;
    • Ensuring that Board members are aware of all relevant laws affecting the organization;
    • Ensuring that annual returns are promptly filed with the relevant authorities;
    • Except in exceptional circumstances, ensuring that the Board and Committee papers are circulated in advance of any meeting;
    • Advising on legal matters and manage the litigation function of the Authority;
    • Initiating development of legal strategies for management of disputes; and
    • Coordinating legal support in preparation of legal documents, contracts, leases and other related documents.

    Key Qualifications and Experience

    • Bachelors degree in Law from a recognized institution;
    • Relevant Masters degree from a recognized institution;
    • Postgraduate Diploma in Law from Kenya School of Law;
    • Minimum of twelve (12) years practical and relevant working experience four (4) of which must be in a senior management position;
    • Admitted to the Roll as an Advocate of the High Court of Kenya;
    • Certified Public Secretary, Kenya (CPSK) or its equivalent;
    • Member of the Law Society of Kenya and Institute of Certified Secretaries of Kenya (ICPSK) and in good standing;
    • Valid Practicing Certificate;
    • Management Course lasting not less than two (2) weeks;
    • Proficiency in computer applications; and
    • Fulfilling the requirements of Chapter Six of the Constitution.

    General Manager, Marketing and Business Development (S9)

    Job Purpose

    The General Manager, Marketing & Business Development will be responsible for developing and driving Marketing & Business Development strategies to enhance business growth, improve brand and customer service in line with the Strategic Plan.

    Key Duties and Responsibilities

    • Developing and Reviewing Marketing and Business development strategies plans, policies and procedures in line with the Strategic Plan.
    • Pursuing achievement of cargo revenue budget target;
    • Facilitating improved cargo infrastructure in line with the Master Plan and Facilities Audit;
    • Leading the development, implementation and evaluation of strategic, tactical and operational customer engagement plans, programs, and initiatives to align with KAA’s customer service vision and strategies;
    • Advising on customer satisfaction measures, customer experience strategies, programs, initiatives and emerging issues to enable customer-centric strategic decision processes and major or critical issues response;
    • Championing a long term strategic focus on driving the customer experience, balanced against the need for immediate response to urgent unplanned issues;
    • Developing and implementing new business initiatives in consultation with airports, other departments and stakeholders;
    • Reviewing and implementing strategies to optimize existing business;
    • Developing and implementing strategies that attract new and retain existing operators;
    • Developing and implementing retail plans for the optimization of commercial space and customer satisfaction;
    • Undertaking consumer satisfaction survey in order to improve brand and facilitation;
    • Maintaining and reviewing the directory of tenants, concessionaires and operators;
    • Re-positioning the KAA brand offer to enhance the brand image;
    • Planning and executing effective promotional and communication programs to achieve business growth and positive Authority image;
    • Developing innovative communication products and platforms to support activities and initiatives;
    • Supervising the development process of communication products, quality control checks, review of market prices versus product quality and usability development and rollout of service guidelines; and
    • Ensuring compliance with statutory Acts, established strategies, plans, policies and procedures.

    Key Qualifications and Experience

    • Bachelors degree in Marketing, Business Administration or Business Management or a relevant field from a recognized institution;
    • Relevant Masters degree from a recognized institution;
    • Diploma in Marketing, Estate & Property Management, Communications or Public Relations is an added advantage;
    • Minimum of twelve (12) years including marketing of service and working experience four (4) of which must be in a senior management position;
    • Membership to a relevant professional body;
    • Management Course lasting not less than two (2) weeks;
    • Proficiency in computer applications; and
    • Fulfilling the requirements of Chapter Six of the Constitution.

    General Manager, Projects and Engineering Services

    Job Purpose

    • The General Manager, Projects and Engineering Services will be responsible for planning, budgeting and implementing projects and maintenance programmes for the Authority’s infrastructure and facilities to meet short and long term objectives as set out in the KAA Act and the Strategic Plan.
    • The job holder shall also ensure that the infrastructure and facilities meet high International Standards and recommended practices through proper maintenance and continuous upgrading to conform to changing technology and traffic demands.

    Key Duties and Responsibilities

    • Developing strategies, policies and procedures that ensure the department achieves its set objectives as provided for in the KAA Act and the Strategic Plan;
    • Planning, controlling and implementing the budget for upgrading and provision of airport facilities to meet traffic demand and customer needs;
    • Preparing status reports on engineering infrastructure and facilities and action plans to sustain / upgrade facilities;
    • Ensuring infrastructure and facilities are maintained to meet safety, security and customer needs;
    • Developing and reviewing the airport Master Plans in order to accommodate traffic growth and changing business trends;
    • Carrying out project feasibility studies and recommending to Board and Management on the projects viability and prioritization;
    • Undertaking planning, designing and implementing the approved projects;
    • Preparing and maintaining project status, completion reports and project post construction needs;
    • Consulting with Heads of Departments, stakeholders and other Government bodies during designing and implementing of projects to ensure all user needs are considered;
    • Consulting with Marketing and Legal Departments on the Authority commercial land utilization and control of development to ensure compatibility with airport master plans;
    • Planning and appraising airport projects/facilities to comply with environmental requirements and legislation; and
    • Approving of building plans and monitoring land use planning around airports.

    Key Qualifications and Experience

    • Bachelors degree in Civil & Structural Engineering, Building & Construction, Mechanical Engineering, Electrical Engineering, Electrical & Electronics Engineering, Transport Engineering from a recognized institution;
    • Relevant Masters degree from a recognized institution;
    • Qualification in Aviation will be an added advantage;
    • Registration with Engineers Board of Kenya (EBK);
    • Member of Engineers Board of Kenya (EBK);
    • Management Course lasting not less than two (2) weeks;
    • Minimum of twelve (12) years practical and relevant working experience four (4) of which must be in a senior management position;
    • Proficiency in Computer applications; and
    • Fulfilling the requirements of Chapter Six of the Constitution.

    General Manager, Security Services

    Job Purpose

    The General Manager, Security Services will be responsible for planning, organizing, communicating and providing direction for implementing organization policy and standards required in the National and International Aviation Security standards and recommended practices.

    Key Duties and Responsibilities

    • Developing strategies, policies and procedures on Security in line with the International Standards, recommended practices and the Strategic Plan;
    • Ensuring implementation of the National Civil Aviation Security programmes;
    • Ensuring that each airport develops and implements an Aerodrome Manual and Security Management Systems;

    • Ensuring that airports are supplied with security equipment and facilities that meet appropriate standards;
    • Establishing and ensuring implementation of security equipment maintenance and calibration programme at the airports;

    • Conducting quarterly security management reviews and reports to the Managing Director/CEO and ensuring that relevant action is taken;
    • Ensuring that a system of risk assessment and quality control is developed, implemented and updated in all airports to ensure continous effectiveness;
    • Ensuring that security audits, inspections, tests and investigations are undertaken and necessary action taken;
    • Ensuring that airport security committees are established and well co-ordinated;
    • Ensuring participation in facilitation committees and implementing action plans arising thereof; and
    • Ensuring that each airport develops and implements Security Contingency Plans.

    Key Qualifications and Experience

    • Bachelors degree in Security Management or a relevant field from a recognized institution;
    • Relevant Masters degree from a recognized institution;
    • Minimum of twelve (12) years practical and relevant working experience four (4) of which must be in a senior management position;
    • Qualifications in Aviation will be an added advantage;
    • Management Course lasting not less than two (2) weeks;
    • Hands on experience and knowledge of ICAO Standards and recommended best practices;
    • Proficiency in computer applications; and
    • Fulfilling the requirements of Chapter Six of the Constitution.
