    Deputy Chief of Party

    Key Responsibilities

    •  Direct and oversee the USAID Ubora Mashinani technical and program operations.
    •  Coordinate cross-sector linkages between the programEconomic Growth, WASH, Agriculture, Private Sector and Investment, Environment) at planning and ongoing basis.
    •  Oversight program implementation with an eye on early identification and mitigation of risks related to program implementation.
    •  Organize and direct the work of the program team and short-term technical assistance (STTA).
    •  In collaboration with MEL, embed the CLA approach in implementation.
    •  Take a keen interest and participate in progress meetings with LDO and other stakeholders. and material/ assets),
    •  Ensure alignment of program implementation strategies with sound financial performance principles over the life of the project.
    •  Collaborate with the Partnership and Liaison Manager in the development and implementation of robust LDO and private sector engagement plans, resource mobilization and community philanthropy, and catalyzing market linkages.
    •  Ensure technical depth across the program’s technical results areas as per the objectives and ensure the mainstreaming of equity, diversity, and inclusion (DEI).

    Minimum Requirements

    •  Ten years’ experience in a senior role managing complex development programs of similar scope and dollar value (not less than $12 million).
    •  Five years’ experience in USAID funded program
    •  A minimum of five years of demonstrated experience in partnership building, community development, design, and implementation of development projects.
    •  A master’s degree in related development studies (Economic Development, Public Management, Sociology, Community Development, Business Administration, or a related field relevant to the position requirements)
    •  Knowledge of current activity implementation, delivery, and operations management approaches.
    •  Demonstrable planning and organizational skills and adherence to program timelines.

    Finance and Grants Manager

    Reporting to the Chief of Party, the Finance and Grant Manager will oversee all aspects of project financial management and operations, including financial and accounting systems, forecasting, budgeting, and financial reporting, and grants management. The holder will be responsible for ensuring seamless operations in support of USAID Ubora Mashinani and its partner CSOs in achieving rigorous financial reporting and compliance. The position holder will take overall responsibility for the quality standards of the financial and grant reporting tools to deliver

    Key Responsibilities

    Financial Management and Compliance

    •  Maintain up-to-date knowledge of USAID’s rules and regulations and always ensure implementation and compliance.
    •  Develop annual budgets in line with the annual workplan and implement grant budgeting and forecasting systems.
    •  Be responsible for accounts payable, cost allocation, quarterly reporting, monthly budget preparation, grants management, and tracking support.
    •  Ensure that all financial and grants management and reporting are compliant with USAID grants management and financial management regulations including Keeping of monthly timesheets.
    •  Seamless coordination between the program and KCDF HR, finance and operations for statutory and tax compliance – (the KCDF will have relationship with CEO, Board, Banks, and audit firms).
    •  Prepare cash flow requests on time to ensure adequate funds are always available.
    •  Prepare accurate financial reports, ensure they are in line with the USAID requirements, and submit them on a timely basis.
    •  Support the continuous improvement of internal control systems that minimize financial risks, monitor USAID Ubora Mashinani program and adhere to approved budget.
    •  Coordinate the external audits with the KCDF Finance.
    •  Coordinate with the Partnership and Private Sector Liaison to track the leveraged resources.
    •  Ensure tracking of DA1 forms and VAT refund.

    Sub Award Grant Management

    •  Provide leadership to sub-award grant awarding and management processes.
    •  Grant management and administration function including review funding requests/projections program subgrantees and manage the disbursement of funds to the sub-grantees.
    •  Ensure subgrant donor compliance in spending and reporting.
    •  Cascade USAID and other statutory compliance including keeping the grant files updated with budgets, grant agreements.
    •  Support capacity building of grant management, including the coordination of LDOs organizational assessments and ISP involving grant and finance.
    •  Support preparation and preparedness of the LDOs’ external audits.

    Minimum Requirements

    •  Ten years work experience managing finance, grants and operations of USAID funded grants or contracts.
    •  At least five years’ experience in administering USAID grants.
    •  Degree in accounting/finance or related field, MBA preferred.
    •  Professional Qualifications - Certified Public Accountant of Kenya (CPA-K) or ACCA qualifications
    •  Experience working with QuickBooks.

    Partnership and Private Sector Liaison

    Key Responsibilities
    Partnership Development

    •  In partnership with LDOs, support the use of Context and Systems Analysis (CSA) to identify county-level partners, including private sector entities, NGOs, government agencies, and other organizations.
    •  Support the LDOs in conducting stakeholder mapping, leading to developing a county-level comprehensive database of potential partners and stakeholders.
    •  Support the LDOs in initiating and negotiating partnership agreements, memoranda of understanding, or collaboration contracts.

    Private Sector Engagement

    •  Support the conducting of County Private Sector Landscape and Investment Analysis in selected counties.
    •  Support the LDOs in developing private-sector engagement strategies.
    •  Build and nurture relationships with private sector companies, exploring opportunities for collaboration, sponsorship, or investment.
    •  Support catalyzing marketing linkages.

    Resource leveraging and sustainability.

    •  Lead in capacity development of LDOs in resource mobilization and community philanthropy.
    •  Support in tracking sustainability milestones in each LDO based on their resource mobilization plans.

    Support in documentation, communication, and reporting in related activities.

    •  Ensure the maintenance of an active online stakeholder and partnership database.
    •  Support in tracking overall leveraged resources, ensuring quantification of in-kind resources.
    •  Support the communication team in developing social media content.
    •  Support in documenting success stories from the resource mobilization and partnerships.

    Minimum Requirements

    •  At least eight years of proven experience in partnership development, private sector engagement, or related roles.
    •  Bachelor’s degree in a relevant field (Business, International Relations, Marketing, etc.). A master’s degree may be preferred.
    •  Strong negotiation and communication skills.
    •  Strong interpersonal skills.

    Communications Officer - UM

    Key Responsibilities

    • The officer will play a key role in ensuring that there is an effective communication strategy for the program that incorporates communication priorities for the eleven local development organizations (LDOs)
    •  Support implementation of the Program communication strategy media-related activities to build the identity of the program and at the LDOs to amplify community voice and build their individual identity through their communication.
    •  Manage and maintain the program website and ensure appropriate linkages to KCDF and LDOs websites.
    •  Manage and maintain the program’s social media presence on various platforms, including Facebook, X, Instagram, Linked, and YouTube.  the program, including support program reporting, and lead on communications to County Governments and other county stakeholders, Media, USAID, and other stakeholders.
    •  Support the development of internal and external communications through proactive responses to information requests, refining success stories to appeal to specific audiences, and producing relevant knowledge products including a monthly newsletter.
    •  S/he will support the USAID Ubora Mashinani impact and sharing lessons learned on an ongoing basis.
    •  Edit and proofread website content, marketing materials, and social media posts to ensure accuracy, consistency, and alignment with KCDF’s and USAID’s branding and making requirements.
    •  Staying up to date with the latest social media trends and algorithms to optimize engagement and reach.
    •  Document and edit success stories and all communication publications.
    •  Provide capacity-building support to the LDOs on communication.
    •  Coordinate with the MERL Manager in the final layout and editing of the quarterly report.
    •  Ensure compliance with the Data Protection Act 2019 in all program communication.

    Minimum Requirement

    •  Bachelor’s degree in communications, journalism, public relations, marketing, development studies, or any related field. A Masters or Post-Graduate degree will be an added advantage.
    •  Intermediate IT skills, especially on web platforms.
    •  Five years’ relevant work experience in communications or development communications.
    •  Excellent command of written and spoken knowledge of English and Kiswahili language.
    •  Experience managing social media platforms in a professional capacity.
    •  Basic photography and video editing skills.
    •  Strong analytical and report-writing skills.
    •  Self-driven and able to deliver results with minimum supervision.
