    Assistant Director, Accounts

    PURPOSE STATEMENT;

    • To provide strategic leadership and oversight in the management of accounting functions by ensuring effective financial control, compliance with statutory requirements, and adherence tosound accounting principles, policies, and procedures.

    Duties and Responsibilities will entail:

    • Developing, implementing and reviewing policies, strategies, legislations, guidelines, frameworks, norms, regulations, plans, standards and programs on accounts;
    • Interpreting financial policies for sound accounting principles, practices, and control and management of PAYE, VAT, and other statutory deductions;
    • Implementing an effective system of internal control that adheres to the Authority’s policies and procedures;
    •  Coordinating reconciliation of creditors ledger, general ledger, and cash book accounts in conformity with the laid down financial regulations;
    • Ensuring receipts of revenue are posted timely in line with laid down financial regulation and procedures;
    • Coordinating the preparation of payment vouchers, cheque books, and cashbook records;
    • Ensuring all payments and receipts conform to relevant government circulars and accounting regulations;
    • Maintaining book of debtors, debt accounts and monitoring payments;
    • Ensuring accuracy of computations, appropriate charging of accounts, and monitoring of postings of payments;
    • Responding to audit queries;
    • Ensuring filing of monthly tax returns to ensure compliance with periodic tax payments,
    • information reporting, and other statutory requirements;
    • Recommending on mitigating measures for addressing risks in the department;
    • Developing and implementing business continuity plans for the department;
    • Implementing Business Process Re-engineering (BPR) in the department;
    • Facilitating stakeholder engagement and fostering a corporate culture that promotes ethical practices and good corporate citizenship;
    • Developing and implementing the department’s strategic plans, budgets and performance contract; and
    • Mentoring and coaching staff in the department.

    Requirements for Appointment

    For appointment to this grade, an officer must have:

    • Cumulative service period of twelve (12) years’ work experience, three (3) of which should have been at the grade of Principal Finance Officer/Accountant, or in a comparable position.
    • Bachelor’s degree in any of the following disciplines: - Commerce (Accounting/Finance option), Business Finance & Banking, Economics, or its equivalent qualification from a recognized institution.
    • Master’s degree in any of the following disciplines: - Commerce, Accounting, Finance, Business Management, Business Administration or equivalent qualification from a recognized institution;
    • Certified Public Accountant (K) or equivalent qualification from an accredited examination body;
    • Certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution;
    • Member of the Institute of Certified Public Accountants of Kenya (ICPAK) or ACCA Member in good standing;
    • Proficiency in computer applications; and
    • Demonstrated professional competence and ability as reflected in work performance and results.

    Assistant Director, Finance

    REF. KEMSA/HR/FIN/03/26, SA4, (1 POST).

    Reporting to the Director, Finance and Accounts

    PURPOSE STATEMENT;

    • To provide strategic leadership in financial planning, budgeting, and resource mobilization to ensure optimal utilization of resources, financial sustainability, and compliance with applicable financial regulations and standards.

    Duties and Responsibilities will entail:

    • Implementing policies, strategies, legislations, guidelines, frameworks, norms, regulations, plans, standards and programs finance and resource mobilization;
    • Ensuring preparation and implementation of the Authority’s annual budget and work plans;
    • Implementing budgetary controls and management of financial returns;
    • Prioritizing projects and activities for the purpose of financial allocation and reporting;
    • Preparing the Medium-Term Expenditure (MTEF) budget for the Authority;
    • Undertaking expenditure monitoring and expenditure review and forecast;
    • Preparing financial forecasting and planning reports;
    • Coordinating the preparation of the Authority’s annual budget and work plans;
    • Ensuring sound financial and accounting principles and controls are applied to all financial transactions of the Authority;
    • Responding to audit issues;
    • Preparing quarterly and annual management and statutory reports;
    • Ensuring correctness of revenue entries;
    • Maintaining a Risk Management Register and advising on mitigating measures for addressing risks in the department.

    Requirements for Appointment

    For appointment to this grade, an officer must have:

    Deputy Director, Records Management

    REF.  KEMSA/HR/RM/03/2026, SA3, (1 POST).

    Reporting to the Director, Corporate Services

    PURPOSE STATEMENT;

    • The purpose of this role is to oversees the development and implementation of records management systems, ensuring legal compliance, secure record-keeping, efficient access to information, and effective knowledge management within the Authority.

    Duties and responsibilities will entail: -

    • Implementing records management policies, strategies, work plans, legislations, guidelines, procedures, regulations, norms, standards and programmes;
    • Managing the Authority’s registry and resource Centre;
    • Setting up and reviewing records management systems, to ensuring effective records management and facilitate effective knowledge sharing across the Authority;
    • To develop and implement a Data Protection Policy; Liaise with the office of Data Protection Commissioner on data protection matters.
    • Ensuring the Resource Centre incorporates appropriate information resources to support training;
    • Classifying records according to indexing methods and protocols provided in the Authority’s/ Government prevailing guidelines;
    • Coordinating the transfer of inactive records to the Kenya National Archives (KNADS) for semi-active storage and or disposal according to the Records and Information Act;
    • Identifying and implementing improvements in internal documents and record management processes;
    • Ensuring confidentiality of the Authority’s records in line with the Government Official Secrets Act;
    • Ensuring appropriate quality control within records management systems;
    • Maintaining a Risk Management Register and advising on mitigating measures for addressing risks in records management;
    • Developing and implementing business continuity plans in records management;
    • Implementing Business Process Re-engineering (BPR) in records management.
    • Facilitating stakeholder engagement and foster a corporate culture that promotes ethical practices and good corporate citizenship.

    Requirements for Appointment

    • Cumulative service period of fifteen (15) years’ relevant work experience, three (3) of which should have been at the grade of Assistant Director, Records Management or in a comparable position.
    • Bachelor’s Degree in any of the following disciplines: - Records Management, Information Management, Information Science, Archives and Records Management or equivalent qualification from a recognized institution;
    • Master’s Degree in any of the following disciplines: - Records Management, Information Management, Information Science, Archives and Records Management or equivalent qualification from a recognized institution;
    • Membership to a professional body where applicable;
    • Leadership course lasting not less than four (4) weeks from a recognized institution;
    • Proficiency in computer applications; and
    •  Demonstrated professional competence and ability as reflected in work performance and results

    Director, Quality Assurance, Research & Regulatory Affairs

    REF.KEMSA/HR/QAR&RA/03/2026, SA2, (1POST).

    Reporting to the Chief Executive Officer.

    PURPOSE STATEMENT;

    • The purpose of this role is to provide strategic leadership in research, quality assurance, and regulatory affairs, ensuring compliance with standards, safety, and efficacy of health products and technologies, while fostering innovation, stakeholder collaboration, and continuous improvement in line with KEMSA’s mandate.

    Duties and responsibilities will entail:

    • Lead in development of Research and Quality Assurance strategies, policies, procedures and systems and ensure quality, safety and efficacy of HPTs procured by the Authority
    • Lead and direct research and development initiatives for innovative health products and advanced technologies, ensuring adherence to quality and safety standard and disseminate the research report to the relevant stakeholders
    • Oversee Compliance with relevant regulatory requirements
    • Establish and maintain quality assurance systems tailored for health products and technologies (HPT), including testing, inspection, and evaluation procedures compliant with regulations.
    • Oversee compliance to Good Distribution and storage Practice
    • Implement pharmacovigilance and post-marketing surveillance strategies, ensuring adverse events and product performance are monitored effectively.
    • Enforce compliance to quality standards and maintenance of ISO 9001:2015 and ISO 17025:2015 Quality Management systems (QMS)
    • Coordinate with internal departments, regulatory bodies, partners, and stakeholders, fostering collaboration and effective communication.
    • Oversee risk management for HPTs, identifying, assessing, and mitigating risks.
    • Establish and maintain strong relationship with regulatory authorities, stakeholders and partners
    • Develop, implement and disseminate policies guidelines and standards for HPTs capacity building
    • Lead the development and coordination of the directorate’s budget.
    • Set performance targets for all staff in the directorate and monitor performance
    • Monitor and evaluate key performance indicators in HPTs, research and Quality Assurance to ensure that Quality of HPTs is achieved
    • Provide career development, coaching, training and skill building for all staff in the research and Quality Assurance Directorate to meet both organizational and personal development goals and foster a culture of quality and continuous improvement.
    • Carry out any other role as assigned in line with delegated authority matrix.

    Requirements for Appointment

    For appointment to this grade, an officer must have:

    • Bachelor’s Degree in Pharmacy.
    • Master’s Degree in any of the following disciplines; Pharmacy, Biochemistry, Biological Sciences, Chemistry, Nursing, Supply Chain Management or equivalent qualifications from a recognized institution.
    • Cumulative service period of fifteen (15) years, five (5) of which should have been at the level of Deputy Director, Quality Assurance or in comparable position.
    • Membership to relevant professional bodies and in good standing
    • Registered as a relevant professional regulatory body under the relevant law.
    • Certificate in management course lasting not less than four (4) weeks from a recognized institution
    • Proficiency in computer applications;
    • Demonstrated professional competence and ability as reflected in work performance and results; and
    • Meet the provision of Chapter Six of Constitution.

    OR

    • Cumulative service period of fifteen (15) years, five (5) of which should have been at the level of Deputy Director, Quality Assurance or in a comparable position;
    • Bachelors’ degree in Chemistry/ Biochemistry/Analytical Chemistry/Medical Laboratory/Microbiology or any other related field
    • Master’s Degree in any of the following disciplines in Pharmacy/Chemistry/ Biochemistry/Analytical Chemistry/Medical Laboratory/Microbiology or any other related field
    • Certificate in Leadership course lasting not less than four (4) weeks from a recognized institution;
    • Proficiency in computer applications,
    • Fulfilled the requirements of Chapter Six of the Constitution;
    • Demonstrated a high degree of professional competence, managerial and administrative capability as reflected in work performance and results.
    • Exhibited a thorough understanding of national goals, policies, and objectives, and the ability to relate them to the Quality Assurance function.
