    Assistant Director – Legal Services Directorate

    REF: KNCHR/ADM/ADL/01/2024
    Reports to: Deputy Director, Legal Services

    Duration:    Permanent & Pensionable
    Duty Station: Nairobi with occasional travel

    Gross Salary: Kshs. 205,850

    Job Purpose:

    This position is responsible for offering support to the management within the Legal Services Directorate with regard to securing appropriate redress to petitioners’ in cases of human rights violations in line with the mandate of the Commission.

    Key Duties and Responsibilities:

    Managerial / Supervisory Responsibilities:

    • Supervise the application of Alternative Dispute Resolution mechanisms in the resolution of human rights violations.
    • Supervise the provision of redress to victims of human rights violations through litigation and court representation and processes.
    • Supervise the compilation of case digests on cases handled by the Commission Supervise the conduct of public inquiries on identified human rights violations
    • Supervise the analysis of Petitions and making recommendations on appropriate redress mechanisms.
    • Coordinating identification of cases on human rights violations for intervention by the Commission.
    • Coordinate KNCHR’s engagement with partners involved in Public Interest Litigation.

    Operational Responsibilities /Tasks:

    • Implement reform strategies and interventions that result in timely resolution of human rights violation cases in line with the mandate of the commission.
    • Providing necessary legal support on redressing human rights violations through provision and application of ADR mechanisms.
    • Coordinate the conduct of and follow up on recommendations of public inquiries.
    • Supervise research and filing of public interest litigation cases relating to human rights violations.
    • Collaborating and partnering with relevant stakeholders.
    • Preparing for and conduct of hearings at the Commissions’ Tribunal.
    •  Mentoring and coaching staff as well as interns within the Redress Division.

    Financial Responsibilities:

    • Ensuring timely preparation of monthly, quarterly, annual reports for accountability of the use of funds
    • Supervise the utilization of divisional budgets.

    Skills, Experience and Minimum Qualifications:

    • Bachelor’s degree in Law from a recognized university with seven (7) years’ work experience or Master’s degree with five (5) years’ relevant experience.
    •  3 years’ experience in active litigation
    • Post graduate Diploma in Law from the Kenya School of Law with a current practicing certificate
    • Certificate in Computer Applications Skills from a recognized institution
    • Senior Management Course as added advantage
    • Meet the requirements of Chapter Six of the Constitution of Kenya.
    • Great interpersonal and communication skills

    Senior Legal Officer – Legal Services Directorate

    Ref: KNCHR/ADM/SLO/02/2024

    Reports to:    Deputy Director –Legal Services

    Location:    Nairobi with occasional travel

    Duration:    Permanent and Pensionable

    Gross Salary:        Kshs. 141,950

    Job purpose:

    This position is responsible for implementation of policies, procedures, plans, strategies, standards and guidelines relating to the functions of the Legal Services.

    Key Responsibilities:

    • Attending Court both on behalf of the Commission where it is sued as a corporate entity and petitioners complaining to the Commission alleging violations of human rights.
    • Drafting contracts/agreements for goods and services on behalf of the Commission.
    • Preparation and filing of pleadings for and on behalf of the Commission.
    • Drafting and reviewing legal instruments and policy documents on behalf of the Commission.
    • Undertaking legal research.
    • Identifying legal and compliance risks.
    • Preparing relevant legal opinions.
    • Support the Implementation of performance targets and work plans for the evaluation and monitoring of staff performance.
    • Assist in coaching and mentoring staff to provide guidance in career development and growth

    Skills, Experience and Minimum Qualifications

    • Bachelor’s degree in Law from a recognized university and a Post graduate Diploma in Law from the Kenya School of Law
    • Advocate of the High Court of Kenya
    • Valid Practicing certificate
    • 3 years relevant experience
    • Good research, report writing and presentation skills
    • Demonstrable knowledge in national, regional and international human rights principles and standards
    • Demonstrable knowledge in advocacy campaigns or monitoring
    • Excellent IT skills, with working knowledge for the various packages
    • Shown merit and ability as reflected in work performance and results in the last 3 years
    • Meet the requirements of Chapter 6 of the Constitution on leadership and integrity

    Administration Officer

    REF: KNCHR/ADM/HRAO/03/2024

    Division: Human Resources and Administration

    Reports to: Deputy Director, Human Resources and Administration

    Duty Station: Nairobi with occasional travel

    Grade: KNCHR 6

    Gross Salary: Kshs. 100,250 per month

    Duration: Permanent and Pensionable

     Job purpose

    This position is responsible for supporting the implementation of the organization’s logistical and administration strategies.  

    Key Responsibilities

    • Supervise and appraise the performance of all staff under the transport section including all the drivers of Commission vehicles to ensure they are familiar and compliant to the Traffic Act of Kenya and observe passenger safety of all staff on transfer.
    • Manage the Commission’s fleet and ensure the availability and accessibility of vehicles by authorized staff on official duty.
    • Facilitate replacement and repair of the Commission vehicles as per the Commission’s standards, and approve of payments to the service providers of the mechanical service received.
    • Manage fuel cards allocated to each Commission vehicle’s and track consumption as documented and accounted for by the user driver.
    • Ensure prompt payments are made to the service providers for all premise related insurances and motor vehicle insurances to ensure smooth running of the docket and Commission’s services.
    • Prepare monthly status reports on routine, preventive maintenance and fuel expenditures in accordance to the Commission transport policy.
    • Champion the reviews of the transport and administration policies of the Commission.
    • Champion the renewal and implementation of the Commission’s insurance covers related to the premises and motor vehicles.
    • Ensure all Commission’s premises are compliant with the provisions of Occupational Safety and Health Act 2007 at all times.
    • Coordinate the maintenance of all Commission’s premises, equipment, furniture and fittings of these assets to ensure that they are safeguarded and in operational condition at all times.
    • Co-ordinate security management in the Commission premises through applicable strategies including but not limited to; liaising with the premise landlords and guards to mitigate any risks, ensure the door’s access controls are operational at all times so as to ensure safety of staff and assets.
    • Manage and control access to the Commission’s premises including provision and activation of staff/access cards to members of staff, interns and attachees.
    • Champion and maintain a good working relationship with contracted service providers including access control providers, landlords, garages, insurance providers among others.
    • Make requisitions for the division’s requirements in the Integrated Financial Management Information System (IFMIS) and other internal financial management systems within the Commission including the Grants Management System (GMS).

    Key Qualifications, Skills and Competencies:

    • Bachelor’s degree in business administration, human resources, public administration or related field from a recognized university.
    • At least one (1) year of relevant service in a comparable position from a reputable organization.
    • Demonstrable experience in the supervision and management of fleet and organization’s logistics.
    • Extensive knowledge of applicable laws and legislations.
    • Knowledge of government standards and requirements on management of assets.
    • Good communication, listening and client management skills.
    • Computer literacy including excellent microsoft office tools skills.
    • Meet the requirement of Chapter Six of the Constitution of Kenya.
