    Technical Officer-Commodities- 2 Positions

    Job purpose
    The Technical Officer will be responsible for technical support in building capacity of the project and providing leadership for the logistics information management system of pharmaceuticals and non- pharmaceuticals for sustainable improvement, access and utilization of high-quality HIV and FP/RMNCAH and Nutrition services and support the mainstreaming of commodity management systems
    in the Dhibiti Project supported counties. 

    Key responsibilities 

    • Support a sustainable procurement operation and manage the supply chain for HIV/AIDS and FP/RMNCAH and Nutrition commodities in the supported counties Provide the technical support to Dhibiti project partners and county governments in strengthening the counties’ capacity to ensure a safe, secure, reliable and sustainable supply chain system
    • Support counties in developing and implementing annual forecasting and quantification plans to ensure uninterrupted commodity availability

    Technical Officer-CQI

    Job purpose
    The TO-CQI will be responsible for providing technical support to Dhibiti Project and counties teams in the implementation of quality improvement initiatives for the project. Working closely with the CHMT

    Technical Officer GBV - 2 Positions

    Job purpose
    The Technical Officer - Gender Based Violence will be responsible for implementing, coordinating with counties and training county staff and program staff and programmatic expertise to the Gender Based
    Violence (GBV) program and related work at LVCT Health while ensuring alignment to the organization’s strategy and respective projects goals as agreed on with donors. Responsible for implementation, coordinates with counties, trains county staff and program staff and ensures reports are done etc. and to ensure proper planning and coordination of program activities to ensure achievement of targets and intended impact.

    Technical Officer-HTS

    Job purpose
    To support implementation and scale-up of robust HIV Testing services strategies under the Dhibiti Project in Central Kenya, including cost-effective identification of new persons living with HIV and their
    linkage to HIV care and treatment services. The Technical Officer will be responsible for providing technical support to Sub-County Health Management Teams (SCHMT), HTS providers, Counsellor
    Supervisors, and other health care workers. The technical support will aim to strengthen implementation of integrated and comprehensive HTS activities, improve quality of HTS and linkage to care, and monitoring progress in line with the 1st 95 of the UNAIDS goals. 

    Key responsibilities 

    • Support the Sub-County teams to implement cost-effective and targeted strategies for identification of PLHIV
    • Support in strengthening the systems to ensure all newly identified PLHIV are linked to care and treatment Working with the SCHMT to implement and continuously improve the quality of HTS services through supervision and the PT program, including corrective action for non-satisfactory performance
    • Work with the sub-county teams and health systems strengthening (HSS) specialist to strengthen systems for ensuring availability of HTS commodities to minimize service interruptions Work closely with the SCHMT and consortium partners in identifying training needs, planning and delivering training for facility staff Support SCHMT in providing supportive supervision and site assessments including SIMS, CQI, and RDQAs and feedback to the facility teams Support SCHMT and health facilities in monitoring performance against targets and utilization of data for improvement of HTS service delivery

    Technical Officer-Key Population

    Provide technical assistance to community organizations and county KP focal persons in Key Population(KP) service delivery, including HIV prevention HIV care and treatment in the Dhibiti Project supported areas.

    • Collaborate with County focal persons to support effective key population(KP) service delivery within Dhibiti Project Support the key stakeholders to ensure KP program planning, execution, implementation and

    • Support CSOs to develop and implement strategies to effectively mobilize KPs to access services through integrated health facilities, existing drop-in centers (DiCEs), and outreach

    The Technical Officer- Lab services will provide technical support to program and CHMT teams within Dhibiti Project aimed to strengthen laboratory operations including capacity building, networking, and
    quality assurance to ensure delivery of quality HIV services in Kiambu, Murang’a, Nyeri and Kirinyaga counties. 

    Key responsibilities 

    • Provide technical support to facility lab staff, SCHMT, and within the supported facilities in the delivery of effective laboratory services for HIV programs Support facility teams to implement an effective sample networking system for HIV/TB in the county

    Technical Officer-RAL

    Job purpose
    Reporting to the Retention, Adherence and Linkage Senior Technical Advisor, the RAL Technical Officer will support the planning and implementation of Retention, Adherence, Psychosocial support and
    Linkage interventions required for HIV care and treatment and PMTCT services in Dhibiti Project assigned areas in collaboration with the Ministry of Health in in Central Kenya. S/he will act as a resource for the Dhibiti project on all matters pertaining to community-facility referral and linkage, ART adherence and client retention in HIV service and promote the attainment of 95% viral suppression.

    Requirements

    To support establishment, expansion and implementation of a robust Prevention of mother to child transmissions and HIV Care & treatment program in the Dhibiti Project, including provision of quality
    integrated HIV prevention, HIV counselling and testing, integrated MCH model PMTCT, AYP and SGBV services within the Ministry of Health, Private and Faith Based Sector health facilities in Nyeri or Kirinyaga Counties.

    • Support SCHMT and program staff in the project to strengthen integrated HIV/PMTCT/pediatrics/adolescents facility interventions including for AYP and OVC
    • Provide support in strengthening the EID, CD4 and VL lab-networks with networked facilities Collaborate with other technical teams, including RAL to support SCHMT and site teams in implementation of community PMTCT activities including pregnant women mapping
    • Provide support in implementation of differentiated service delivery models for PMTCT, Pediatric and adolescents in Dhibiti supported sites Works closely with the HMT in identifying training needs in CALHIV, PMTCT/RH, AYP, OVC as well as execution of trainings Support health facilities in improving quality of services offered through participation in observed

    SAB & Social Protection - 2 Positions

    Job purpose
    The Technical Officer- DREAMS SAB/ EBIS/ Social Protection will provide technical leadership and oversight for the implementation of Social Asset Building (SAB), Evidence-Based behavioral interventions
    (EBIs), and social protection interventions to reduce adolescent girls and young persons’ (AGYWs) vulnerability to HIV through empowering them and their families in Kiambu County. Responsible for
    ensuring implementation is done in a standardized way, training the program staff while working with the relevant persons to achieve set contractual and organizational targets per the strategic plan. Collaborate and support in monitoring, evaluating, learning, and evidence generation of the interventions to inform policy and practice at the County, national and international. 

    Roles & Responsibilities 

    • Map, initiate, and maintain strategic partnerships to leverage resources and increase collaborations in the County
    • Provide support in the implementation of SAB, EBIs, and social protection interventions in all DREAMS sites within the County
    • Support mentorship, training, and other capacity-strengthening activities of the mentors, facilitators, and field officers for effective implementation of SAB, EBIs, and social protection. Support planning of annual and quarterly County DREAMS work plan as part of wider regions plans. Provide supervision and follow up the DREAMS interventions- SAB, EBIS, and social protection to
    • ensure the highest standards and targets are maintained throughout the implementation period. In liaison with Monitoring & Evaluation and other program teams, disseminate tools for collecting and reporting SAB, EBIs, and social protection interventions.
    • Support in review and implementation of continuous quality improvement activities for the DREAMS program. In liaison with the finance division, review and track outcomes of the cash intense interventions.
    • Engage in County in relevant forums for effective delivery and sharing of best practices of SAB, EBIs, and social protection interventions. Contribute to the project and DREAMS program knowledge management through adequate documentation and knowledge sharing.

    Technical Advisor – Care & Treatment - 2 Positions

    Job Purpose
    To support establishment, expansion and implementation of a robust HIV Care & treatment Program for the Dhibiti Project that including provision of quality integrated HIV prevention, HIV counseling and testing, care & treatment services within Ministry of Health, Private & Faith Based health facilities in Nyeri or Kirinyaga Counties. S/he will be responsible for support of the Sub-County Health management teams (SCHMT) and the Health care providers in the provision of HIV/ AIDS care and treatment services. 

    Job Responsibilities

    • Participate in development and implementation of integrated HIV facility interventions  and work plans 
    • Collaborate with SCHMT and other project technical teams to conduct site assessments for new sites & periodic assessments of existing sites for integrated HIV services
    • Assist the SCHMT and facility teams to develop and implement quality assurance for each supported site and in monitoring of commodities to minimize services disruptions
    • Woking closely with SCHMT provide supportive supervision and site assessments including SIMS, CQI, and RDQAs
    • Works closely with SCHMT in identifying training needs, planning and delivering trainings for facility staff.
    • Lead/drive the attainment of 2nd & 3rd 95’s in the UNAIDS 95/95/95 strategy to ensure attainment of the 95% of eligible patients are on ART & 95% of those on ART are retained on care & achieve viral suppression
    • Support health facilities in implementing CQI activities such as observed practice, preceptorship, and clinical review/switch meetings
    • Working with the SI & E Technical officer, assists the Project in working with clinic staff in data collection and data management and reporting including utilization of such data for planning and decision making
    • Participate in tracking and reporting on all project input, processes, outputs, outcomes and impact at supported sites to ensure that adequate progress is made towards set targets
    • Participate in preparation of monthly and quarterly program progress reports
    • Working with other Teams within the project, identify opportunities for integration including decentralization of care and treatment services, formation of and supporting Multi-Disciplinary Teams (MDTs), community-facility linkages and assist in documentation of successes, best practices and challenges associated with such linkage and integration
    • Liaise with the HMT and any other Technical counterparts among other partners on HIV care and treatment issues, participating in forums where such issues are being discussed and representing the Technical Advisor when called upon to do so
    • Lead in preparing and dissemination of program best practices in different fora, including TWGs and performance review meetings
    • Any other duties assigned

    Required Qualifications and competencies

    • Diploma/Degree in Clinical Medicine
    • At least 5 years of experience in the coordination & implementation of comprehensive HIV care services especially within the context of health systems strengthening 
    • Diploma/degree in Project management is an additional advantage
    • Excellent problem-solving, decision-making, organizational and communication skills
    • Ability to prioritize multiple tasks and work effectively in a demanding environment
    • Demonstrated skills for quantitative and qualitative data analysis 
    • Experience in developing body of knowledge and dissemination for programs improvement
