    Protocol Assistant (Multiple) - Temporary

    Responsibilities

    • Arrange for the notification of the host country government upon arrival of new staff members and their dependents, the issuance of diplomatic identity cards and personal identification numbers. Prepare and submit notification of departure to the relevant host country department for those leaving the country. Process renewals of the diplomatic identity cards upon their expiry as required. Monitor and follow-up delays with the relevant host government department(s).
    • Ensure timely processing for the issuance and renewals of re-entry passes for staff members and their dependents, the issuance and renewal of entry permits for non-Kenyan locally recruited staff members, extensions of entry visa for interns and consultants, and the issuance of Kenya entry visas for meeting participants. Monitor and follow up delays with the relevant host government department(s).
    • Ensure timely processing of: The issuance/renewal of Kenyan driving licenses for official vehicles as well as for the private vehicles of privileged staff members and their dependents.
    • Registration of new vehicles purchased officially as well as privately by privileged staff members and their dependents.
    • Transfer/disposal of the above-mentioned vehicles.
    • The issuance and retrieval of number plates for the above-mentioned vehicles.
    • Monitor and follow up delays with the relevant host country department(s).
    • Ensure timely processing of official Value added Tax (VAT) exemptions, annual VAT blanket exemptions for official/staff members accounts and individual staff members' V.A.T. claims. Monitor and follow up delays with the relevant host country department(s).
    • Coordinate the issuance of temporary and annual airport passes for the eligible senior staff members of UN subscribing agencies.
    • Assist the Supervisor in maintaining of up-to-date, accurate and consistent content in the host country relations unit website, standard operating procedures and guidelines to staff on the processing of the same and carry out weekly induction for new staff and focal points.
    • Draft correspondence, note verbales, covering letters. Stand in for the other protocol and liaison assistants in the unit in their absence.
    • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
    • Assists with visualizations and updating information material such as web pages or brochures.
    • Perform any other duties as may be assigned.

    Education

    • Completion of secondary education/ high school diploma is required. Supplementary training in a field relevant to the post is desirable.

    Work Experience

    • A minimum of five (5) years of experience in general office administration is required.
    • The minimum years of relevant experience is reduced by two (2) years for candidates who possess a first level University degree. At least one year of practical experience in ALL these areas: accreditation of diplomats, processing of Personal Identification Numbers for diplomats, processing of duty-free exemptions, processing of value-added tax exemptions, duty-free vehicle registration and conversion of international driving licenses is required.
    • At least one year of practical experience working with ALL the following e-government systems: Integrated Protocol Management Information System (IPMIS), eCitizen Portal, National Transport and Safety Authority (NTSA), The Republic of Kenya electronic Foreign National Services (eFNS) and iTax is required. One (1) year or more of experience in data analytics or related area is desirable.

    Information Management Assistant

    Responsibilities

    QUALITY ASSURANCE, AND VALIDATION OF MAPS AND ALL GEOSPATIAL-RELATED PRODUCTS.

    • Serves, in full autonomy, as the UNEP focal point for validation, quality assurance, and quality control of all geospatial products across publications, presentations, and electronic platforms.
    • Reviews, validates, and approves all maps and country names for UNEP publications, presentations, and electronic dissemination to ensure compliance with UN mapping rules and guidelines.
    • Maintains updated UN-approved geospatial basemap datasets that serve as the foundation for the organization’s mapping.

    GEOSPATIAL DATA AND INFORMATION MANAGEMENT

    • Conducts geospatial data management, analysis and visualization using Geospatial technologies to provide early warning information as a basis for environmental decision-making.
    • Identify/collate/compile relevant data on specific environmental themes using geospatial technologies from existing sources to identify trends or patterns.
    • Create operational dashboards and story maps for interactive data visualization and sharing.
    • Perform GIS processing on UNEP projects.
    • Provide Geospatial training and guidance to new/junior staff as well as other UNEP staff.
    • Provide inputs for the implementation of One UN Geospatial Situation Room that includes development of interactive online web mapping services. 

    Education

    • A High school diploma or equivalent is required.

    Work Experience

    • A minimum of seven (7) years of progressively responsible experience utilizing GIS software applications, data collection techniques, and creation and management of geospatial databases or related areas is required. The minimum years of relevant experience is reduced to five (5) years for candidates who possess a first level University degree.
    • Experience in the United Nations system or other similar international organization is desirable.
    • Experience in the use of GIS Software (e.g., Esri ArcGIS, QGIS, or other relevant platforms) and geospatial analysis techniques is desirable. One (1) year or more of experience in data analytics or related area is desirable.

    Senior Information Systems Assistant

    Responsibilities

    • Provides support for computer information systems, databases, meeting registration/accreditation and IT applications in assigned areas; performs complex troubleshooting for various IT applications.
    • Supports the development, programming, testing, debugging and implementation of new computer application systems releases, modules and functionalities; conducts version management.
    • Supports the design and development of relevant computer application systems and programs.
    • Supports the installation of relevant computer application systems software and hardware according to specifications; monitors applications systems using appropriate monitoring tools and produces monitoring reports, including online surveys for participants of intergovernmental meetings.
    • Manages, designs, creates, produces and maintains technical documentation for relevant computer application systems and products; manages and administers changes to technical documentation in accordance with prevailing change management and operation procedures.
    • Assists in developing/refining support and operations procedures for relevant computer applications systems such as the Indico registration platform that UNEP uses for registration of delegates to UNEP meetings, including programming requirements and recommendations to users for the programming interfaces.
    • Contributes to relevant IT projects in terms of planning, specification, design, development, implementation and maintenance of relevant computer application systems; liaises with users and other relevant stakeholders to define and specify requirements; builds, tests and modifies prototype computer application systems; performs installation and maintenance of computer applications systems in user offices.
    • Contributes to feasibility studies, systems analysis, design, development, implementation and evaluation and testing of computer application systems improvements and new computer application systems.
    • Assists in the identification of user computer application systems needs, including business process and document workflow analysis, organization and maintenance of document repositories; identifies classification schema, retention and archival procedures; designs and develops workflow systems for online and hybrid meetings with and without online/remote simultaneous interpretation through dedicated online meeting platforms; conducts research on document/information/knowledge management computer applications’ tools, procedures and standards.
    • Provides secretariat IT support to processes emanating from UN Environment Assembly and the Committee of Permanent Representatives, including intergovernmental negotiating committees, open-ended working groups, ad hoc tasks forces, etc.
    • Provides secretariat services to committees, ad hoc tasks forces, etc.; drafts and circulates agenda notes to members/participants; assembles background documentation; drafts minutes of the meeting; monitors follow-up actions, etc.
    • Prepares newsletters on programme/project-related activities; drafts inputs for a wide range of documents/reports, briefings/debriefings, correspondence, etc.Serves as the main interface for external relations with representatives of the Major Groups and Stakeholders in the field of information technology (websites, email lists, E-delegates platform, development of online surveys).
    • Provides guidance and training to new/junior staff members on relevant information technology matters.
    • Performs other related duties as required.

    Education

    • Completion of High school diploma or equivalent is required. The minimum years of relevant experience is reduced by two years for candidates who possess a first level University degree.

    Work Experience

    • A minimum of ten (10) years of experience in information systems analysis and programming, systems administration and maintenance, software development, applications support, and security related operations or related area is required.
    • Experience with managing registration process of an intergovernmental meeting via a UN based/developed online platform is desirable.
    • Experience with servicing hybrid intergovernmental meetings with technical support to remote simultaneous interpretation online meeting platforms is desirable.
