Responsibilities

BUDGETING:

• Assist in the collection of data and preparation of cost estimates and budget proposals in terms of staff and non-staff requirements for regular budget and extra-budgetary resources under UNON Administration;
• Support the monitoring of budget implementation and performance and recommendations for reallocation of funds as necessary;
• Ensure that requisitions for goods and services are in line with authorized budgets, the priorities of the organization and the UN financial rules and regulations;
• Assist in reviewing requests for creation and extension of positions as well as requests for recruitment;
• Assist in the execution of cost recovery in line with established agreements and policies and support on the collection of associated receivables;
• Perform certifying functions of financial transactions as per delegation.

ACCOUNTING:

• Process financial documents in line with the financial rules and regulations;
• Review and analysis of various accounting data and assist in the review and analysis of financial statements;
• Scrutinize supporting documents for completeness, accuracy and validity of requests in line with applicable policies, procedure, rules and regulations;
• Verify accuracy of postings and process corrections as appropriate;
• Analyze open item managed accounts (OIM) in the ERP system (Umoja) and initiate corrective action;
• Perform approval functions of financial transactions as per delegation.

GENERAL:

• Prepare and analyse reports with a view to identify anomalies and unusual trends and recommend corrective action as appropriate;
• Perform data extraction and prepare various reports for management review;
• Respond to queries and draft correspondence to clients and other stakeholders in a timely and effective manner;
• Ensure that accurate and complete accounting, reporting and internal control systems are in place and functioning;
• Ensure that all relevant records and audit trails are maintained;
• Act as deputy to team leader and back up for other team members;
• Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
• Assists with visualizations and updating information material such as web pages or brochures.
• Assigning and monitoring iNeed service requests to ensure compliance with key performance indicators to optimize operational efficiency of finance related services rendered to UNON clients.

Education

• Completion of high school diploma or secondary school is required.
• Supplemental courses/ training in finance, administration, project management or related field is required.
• A recognized accountancy qualification (e.g. Certified Public Accountant (CPA), Association of Chartered Certified Accountants (ACCA), Chartered Institute of Public Finance Accountants (CIPFA) is required.

Work Experience

• A minimum of seven years (7) of experience in finance, budget or related area is required. The minimum years of relevant experience is reduced by two years for candidates who possess a first level University degree.
• Experience with the Enterprise Resource Planning (ERP) and finance system such as Oracle or SAP is desirable.
• Experience with International Public Sector Accounting Standards (IPSAS) is desirable.
• Experience with processes of Financial Management is desirable.
• Experience with integrated business processes, analytics and reporting is desirable.
• One (1) year or more of experience in data analytics or related area is desirable.

Languages

• English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another United Nations language is desirable.

Responsibilities

• Network Administration:
  • Participate in the management of UNON’s Local Area Network including Wireless Network and Wide area Network.
  • Analyze and plan for the implementation of network projects in accordance with applicable UN policies and standards.
  • Review network configuration ensuring maximum efficiency and optimal usage of resources.
  • Participate in the management of network backup and security enforcement policies.
  • Assist with and supervise the work of personnel and/or contractors assigned to the Network Security Unit.
  • Assist with the implementation of new and emerging technologies for data integration.
  • Support the design, implementation and maintenance of Data Security projects with emphasis in network security, monitoring, resourcing, and other UN standard technologies.
  • Maintain properly administered access control lists including rights and privileges.
  • Create scripts in python and ansible to automate repetitive network task. Develop and design solutions around network automation and programmability.
  • Participate in major network implementations.
  • Participate in creating and updating network documentation and reviewing of syslog data.
  • Liaise with UNON service desk to troubleshoot any network related problems.
  • Log-in service requests and update work orders in accordance with established procedure; distribute work assignments and monitor progress.
  • Log all actions in the work order tracking system, steps taken to resolve problem or to complete task, problems encountered and current status.
  • Acts as problem escalation point for technical staff at lower levels; escalate problems/tasks to the appropriate parties in accordance with established procedure.
  • Monitor problems to resolution; detect problem patterns and recommend solutions.
  • Perform quality assurance procedures to ensure client satisfaction.
  • Perform other related duties as required.
• Network Security:
  • Participate in planning, implementing, operating and maintaining security controls.
  • Perform regular vulnerability assessments of production systems to identify weaknesses and determine the need for security updates and fixes.
  • Draft documentation and reports.
  • Implement information systems policies, strategies and activities of the Information and Communication Technology Services.
  • Participate in analysis of IDS alerts and regular review of network equipment operating system and corresponding vendor security advisories.
  • Ensure all network equipment is adequately monitored with appropriate alert escalation.
• Research:3. Technology
  • Carry out research and evaluation of hardware, software and communication products and assist in establishing and maintaining performance indicators.
  • Participate in testing and evaluating new tools and technologies and making recommendations on the adaptation of such tools to the immediate supervisor.

Education

• A minimum of CCNP Routing and Switching and Devnet are required.
• Additional technical trainings or certifications with emphasis on Network Routing and Switching, Intrusion Detection Systems, Network Programmability and Automation and Network Security and Wireless is desirable.

Work Experience

• A minimum of seven (7) years of relevant and progressively responsible experience in the information technology in the areas of Routing and Switching, Python Scripting and Network Automation, Troubleshooting, Wireless and Network Security is required. The minimum years of relevant experience is reduced by two years for candidates who possess a first level University degree.
• Strong technical skills in network design, implementation, troubleshooting, and management is required.
• Familiarity with various vendor network equipment (Cisco, Checkpoint, Fortinet, Ruckus) is required.
• One (1) year or more of experience in data analytics or related area is desirable.
