    Site Safety and Health Officer (SSHO)

    Job Responsibilities

    The Site Safety and Health Officer (SSHO) is responsible for managing and enforcing the Contractor’s safety program, ensuring compliance with safety regulations and requirements as outlined in EM 385-1-1 Section 1 and 29 CFR 1926.16. The SSHO also administers the government-accepted Accident Prevention Plan (APP). Key responsibilities include, but are not limited to:

    • Serving as the onsite Site Safety and Health Officer to implement and administer the Contractor’s safety program and the approved Accident Prevention Plan (APP).
    • Being physically onsite at all times when work is being performed, ensuring safety requirements are adhered to in all operations.
    • Providing oversight and managing a team of at least one Competent Person at each project site who is trained and qualified to function as the SSHO.
    • Ensuring compliance with safety regulations under 29 CFR 1926.16, including site-specific requirements.
    • Ensuring all safety protocols, programs, and best practices meet the standards set forth in EM 385-1-1 Section 1 and its associated sub-paragraphs.
    • Completing the OSHA 30-hour construction safety course or an equivalent program and ensuring competency through 24 hours of formal safety and health training every four years.
    • Enforcing safety requirements on-site and ensuring compliance with applicable safety protocols and guidelines.
    • Identifying hazardous conditions, implementing preventive measures, and providing regular training to workers and subcontractors regarding safety standards.
    • Conducting regular safety inspections, audits, and risk assessments to identify hazards and ensure compliance with the Contractor’s safety program.
    • Promptly addressing safety discrepancies, violations, or unsafe conditions with corrective actions to prevent further risk.
    • Preparing and submitting safety records, incident reports, and performance-related documentation to ensure compliance with the Accident Prevention Plan.

    Required Qualifications:

    • A minimum of five (5) years of experience in preparing and enforcing safety programs on contracts of similar size and complexity.
    • Alternatively, three (3) years of experience required if possessing a Certified Safety Professional (CSP) credential or a degree in safety and health.
    • Successful completion of the OSHA 30-hour Construction Safety course (or an equivalent safety training program).
    • Active compliance with the requirement for 24 hours of formal safety and health coursework every four years to maintain competency under OSHA standards.
    • Comprehensive understanding of safety regulations, particularly EM 385-1-1 Section 1, 29 CFR 1926.16, and associated interagency safety standards.

    Marine Engine Mechanic

    Job Responsibilities:

    • Perform maintenance, repair, overhaul, and preservation of gasoline and diesel marine engines, including two and four stroke outboard engines rated at 25 horsepower and above.
    • Inspect, troubleshoot, diagnose, and repair marine propulsion systems, hydraulic systems, pneumatic systems, cargo pumps, valves, air compressors, welding equipment, and other marine mechanical components.
    • Perform preventive maintenance activities including lubricating, cleaning, servicing, inspecting, testing, and adjusting marine equipment to maximize operational readiness.

    BCS Watchstander / DDC Technician

    PV / BESS HMI Operator / Attendant

    Job Responsibilities:

    PV System Operations

    • Operate the PV plant controls and monitoring system to efficiently produce electrical power.
    • Utilize the PV Human Machine Interface (HMI) to collect operating data and maintain optimal plant performance.

    Sounding and Security Watch

    Job Responsibilities

    • The Sounding and Security Watch is responsible for overseeing the safety and security of all Navy-owned floating assets at the Small Boat Basin and Deep Draft Wharf of NSF Diego Garcia during designated watch hours. This role involves maintaining situational awareness, conducting routine checks, and ensuring proper lighting operations. Key responsibilities include, but are not limited to:

    Floating Asset Security:

    • Providing vigilant security watch for all Navy-owned floating assets tied up in the Small Boat Basin.
    • Conducting regular checks of all floating assets to ensure safety and proper functioning of equipment, maintaining accurate logs of observations.
    • Monitoring activity in the Small Boat Basin and Deep Draft Wharf, promptly reporting any irregularities, security concerns, or safety hazards to the appropriate authorities.

    Sounding Operations:

    • Conducting routine soundings to ensure the safety and operational readiness of floating assets under Navy cognizance.
    • Monitoring mooring lines, dock conditions, and water levels to ensure no risks to equipment or vessel security.
    • Troubleshooting and addressing potential hazards, including reporting issues such as flooding, leaks, or environmental concerns.

    Lighting Operations:

    • Operating pier lighting within the Small Boat Basin and Deep Draft Wharf as follows:
    • Turning lights on at sunset.
    • Turning lights off at sunrise the following morning.

    Watch Schedule:

    • Standing security and sounding watch daily from 1600 to 0700, ensuring the reliability and continuity of operations during off-hours.
    • Remaining alert and responsive throughout all scheduled shifts, maintaining a strong presence to deter unauthorized activity.

    Minimum Requirements

    • High school diploma or equivalent.
    • At least 1 year of experience in a security, marine operations, or watchstanding role in a similar environment.

    • Must be in possession of a valid passport and be able to travel internationally. Passport must be valid for a minimum of one (1) year or more at the time of hiring.

    • Ability to successfully pass contract medical requirements and maintain compliance for the duration of deployment.

    Preferred Qualifications

    • Prior experience in an austere OCONUS (Outside the Continental UnitedStates) environment with a multi-national workforce.
    • Familiarity with Navy or Department of Defense lodging and reservation systems.
    • Advanced knowledge of hotel operations, including check-in/check-out procedures,group reservations, and night auditing processes.
    • Valid country driver’s license.
    • Additional hospitality certifications or training in customer service, reservations, or front desk management.

    Material Expeditor

    Job Responsibilities:

    • Coordinating and expediting the flow of materials, tools, and supplies within or between departments.
    • Tracking shipments and deliveries to ensure all necessary supplies are received on schedule.
    • Verifying material requests and ensuring accuracy and alignment with operational requirements.

    Inventory Management Specialist

    Job Responsibilities:

    Inventory Accuracy and Documentation:

    • Performing inventory management services in accordance with Chapter 6 of NAVSUP P-485 Volume III, NAVSUP P-723, Navy Inventory Integrity Procedures, and NAVSUP FLC Yokosuka Inventory Accuracy Program.
    • Accurately maintaining, documenting, and tracking inventory records in the appropriate Government systems.
    • Managing inventory transactions, including issues and receipts, while ensuring accurate tracking and documentation of each transaction.

    Inventory Integrity and Tracking:

    • Ensuring that all inventory items are recorded accurately, both in physical counts and in electronic or manual systems.
    • Monitoring and reconciling differences in inventory records to ensure accuracy and compliance with Navy standards.

    Supply Operations and Security:

    • Supervising and controlling access to supply operations, including warehouses, to prevent unauthorized entry or misuse.
    • Ensuring strict adherence to Government-approved Standard Operating Procedures (SOPs) for safeguarding materials and facilities.

    Audits and Reporting:

    • Supporting periodic inventory audits to ensure the accuracy and accountability of all inventory records.
    • Preparing and submitting detailed reports on inventory activities, discrepancies, and corrections per Government protocols.
    • Perform other job-related duties as assigned that are consistent with the nature and level of the position.

    Required Qualifications:

    • High school diploma or equivalent. A degree or certification in logistics, supply chain management, or a related field is an advantage.
    • 2-4 years of experience in inventory management, supply chain operations, or related logistics roles.
    • Knowledge of Navy procedures and guidelines, including NAVSUP P-485, NAVSUP P-723, and inventory integrity standards.
    • Strong organizational skills with the ability to maintain accurate records and track inventory transactions effectively.
    • Proficiency in using inventory systems and databases, including government software or platforms.
    • Ability to enforce secure access controls at supply operations to prevent unauthorized entry or activity.
    • Effective communication skills for preparing reports, coordinating audits, and collaborating with stakeholders.
