    Monitoring and Evaluation Officer

    Job Summary

     

    Reporting to the Project Manager- CIFF ACT Adolescent Project the M&E Officer will support data quality improvement in the supported counties. The M&E officer will also Support continuous quality improvement, data quality assessments, technical assistance and capacity building to EGPAF Project’s technical staff and health care workers at the County, sub-county and facility level in support of strategic information activities. S/he will provide oversight to M&E and data management components within the EGPAF Projects and at the facility level

     

    Key Responsibilities

     

    • Assist the SIA to ensure regular, complete, accurate, timely and quality monitoring reports from health facilities on all required indicators
    • Work closely with the EGPAF Project’s  SIA or his/her designate and project technical team to manage all data entry related activities
    • Work with the Facility staff and County and Sub County Health Records and Information Officers to ensure timely data collection, collation and reporting into the DHIS
    • Provide timely feedback to the County, Sub-county and facilities for decision making
    • Oversee joint DQA with the County and Sub-County HRIOs at supported facilities
    • Conduct targeted mentorship and supportive supervision on documentation and reporting at supported facilities
    • Support EMR implementation within EGPAF facilities
    • Support monthly sub-county data review meetings for supported facilities
    • Represent the EGPAF at County Stakeholder and Technical Working Group meetings
    • Upload data into various databases including DATIM, DHIS, KePMS, EKMS and GLASER as needed.
    • Develop and maintain up-to-date National and County dashboards for performance monitoring
    • Support roll-out of revised National Health Management Information System (HMIS) tools for collection of age and gender disaggregated data for adolescents
    • Conduct quarterly data quality assurance (DQA) and HCW mentorship, across the documentation, data collection, and reporting continuum in the supported facilities in Homabay County

     

     

    Required Qualifications

     

    • Bachelors/Diploma in Biostatics, Health Information Management Systems or Health Records and Information from a recognized University
    • Minimum of 3 years’ experience on monitoring and evaluation and data management for a HIV program
    • Familiar with NASCOP tools and PEPFAR reporting systems
    • Proficiency in computer packages for generating and analysing reports.

    Regional County Coordinator

    Job Summary

     

    Reporting to the Project Manager- CIFF ACT Adolescent Project and working in close collaboration with the CHMT/SCHMT, Implementing Partners and USG Implementing Partners, the Regional County Coordinator will be responsible for overseeing the planning, implementation and monitoring of the CIFF ACT Adolescent Programs at County level. The Regional County Coordinator will oversee 7 Counties in Nyanza/Western region of Kenya. He/she shall serve as the focal point for all Adolescent activities in the counties on behalf of EGPAF Kenya.

     

    Responsibilities for the County Director Job

     

    • In partnership with MOH/NASCOP, conduct entry meetings at County Government level to launch the CIFF ACT Adolescent Project and develop a Multi-sectoral county work plan.
      Develop terms of reference (TORS) for the County Multi-sectoral adolescent taskforce/Technical working group (TWG).
    • Support TWG Meetings every quarter to Adolescent related initiatives in the county, service delivery indicators and progress on quality improvement initiatives.
    • Support dissemination of ASRH policies in the high supported counties, and incorporation of key elements of ASRH policy in the county health work plans
    • In collaboration with implementing partners, conduct refresher trainings on the Adolescent Package of Care in the supported counties
    • Support annual regional forums to share successful continuous quality improvement (CQI) activities in the supported counties
    • Support targeted annual supportive supervision and mentorship visits in the supported counties
    • Support sensitization workshops for teachers in selected schools in the supported counties to improve retention and adherence to antiretroviral therapy (ART) for school-going adolescents
    • Support the Kenya Network of Positive Teachers (KENEPOTE) and Adolescents Living with HIV (ALHIV) champions (through NEPHAK) to carry out stigma reduction activities in selected schools in the supported counties (leveraging existing education fora at the county-level)
    • Support the formation of adolescent advisory boards at the county-level as envisioned in the Kenya’s Fast-track
    • Plan to End HIV and AIDS among Adolescents and Young People

     

    Qualifications for the County Director Job

     

    • Degree/ Diploma in Clinical Medicine or Nursing with at least 5 years’ experience in Adolescent HIV and SRH
    • Programming. A Master’s Degree in relevant field will be an added advantage
    • Understanding and experience working with Ministry of Health including the County Government will be preferred.
    • Experience in Managing Donor funded programs including USG will be an added advantage

     

    Required skills & Competencies for the County Director

     

    • Experience in Adolescent sexual reproductive health, HIV prevention care treatment and support among adolescents
    • Demonstrated experience in organizing and facilitating meetings, recording proceedings and report writing.
    • Significant and up to date knowledge of the current ART, HTS guidelines, Adolescent package of care, the Fast track plan and the ALL IN Initiative.
    • Knowledge of PEPFAR Program and NASCOP reporting requirements including familiarity with the data collection and reporting tools used by NASCOP
    • Experience in establishing and sustaining working relationships with the Government of Kenya Ministries of
    • Health at County, Implementing partners, Sub-county and facility teams
    • Proficiency in computer basic skills- MS Office; Internet; Basic data analysis skills
    • Self- managed, self-driven, results oriented individual with excellent communication, interpersonal, report writing and analytical skills
    • Dedicated team player with ability and experience to work in a multidisciplinary team

    Technical Advisor - Pediatrics

    Job Summary

     

    Reporting to the Project Manager- CIFF ACT Adolescent Project and working in close collaboration with the National AIDS and STS Control Program (NASCOP), National AIDS Control Council (NACC), other Ministry of Health (MOH) departments, Ministry of Education, Science and Technology (MOEST) and Network of People living with HIV/AIDS in Kenya (NEPHAK) the Adolescent TA will be responsible for overseeing the planning, implementation and monitoring of the CIFF ACT Adolescent activities at the National level. The Adolescent TA will work closely with the Paediatric & Adolescent Program Manager at NASCOP to ensure that the CIFF ACT adolescent activities are implemented on behalf of EGPAF Kenya.

     

    Responsibilities for the Technical Advisor Job

     

    • Support initial meetings with MOH, MOEST and NACC for the establishment of a multi-sectoral Adolescent HIV technical working group (TWG)
    • Support the development terms of reference for the multi-sectoral Adolescent HIV TWG
    • Support quarterly National multi-sectoral Adolescent HIV TWG meetings
    • Support the disseminate Kenya’s Fast-track Plan to End HIV and AIDS among Adolescents and Young People at National and County level

    • Support NASCOP in the Finalization of the Teacher’s Guide to sensitize teachers on HIV/AIDS in school-going children and adolescents
