    Partnerships & Resource Mobilization

    REF: KNCHR/ADM/SHRO /01/2017)
    Reports to: Deputy Commission Secretary
    Location:Nairobi with occasional travel
    Duration:Permanent and Pensionable
    Gross Salary: Kshs. 205, 850

    Job Purpose

    This position is responsible for partnership building and resource mobilization for the Kenya National Commission of Human Rights. It is further responsible to oversee the management and resource use of the donor funds and to guide the commission to fully realize the potential of partnership alliances

    Partnerships & Resource Mobilization Job Managerial Responsibilities

    • Draft the commission work plan, procurement plans and quarterly progress reports necessary to provide a road map and tools of work to execute the partnership building strategy for the organization
      Initiate strategic partnership with like-minded institutions, groups and government departments to support the implementation of policies and strategies for effective discharge of the functions of the Kenya National Commission on Human Rights (KNCHR)
      Manage sustainable partnerships useful to the commission to enhance the capacity and influence of KNCHR beyond its resource limitations

    Operational Responsibilities

    • Mobilize additional funds for the commission’s programs by participating in proposal writing and fundraising and by managing donor relationship to ensure consideration for financial allocation necessary to meet gaps not attainable with only government funds
      Conceptualize fund management and partner engagement initiatives to attract new organizational relationships and untapped finance streams to remain financially liquid in the commission
      Maintain a database of the Commissions partnerships providing strong follow up and relationship management to ensure a continued synergistic agreement that is mutually beneficial to all parties

    Minimum Qualifications for the Partnerships & Resource Mobilization Job

    • A Master’s Degree
      Five years’ Experience of which one is at a supervisory role.

    OR

    • A Bachelor’s Degree in Business Management or Social Science from a recognized institution
      7 year’s relevant experience of which three is at a supervisory role.
      Relevant Post graduate qualification/s is an added advantage
      Meet the requirements of Chapter Six of the Constitution of Kenya

    Human Rights Officer

    Ref: KNCHR/ADM/ SHRO /02/2017
    Reports to: Principal Human Rights Officer- Redress
    Duty Station: Nairobi with occasional travel
    Duration: Permanent and Pensionable
    Gross Salary: Kshs. 205,850

    Job Purpose

    This position is responsible for the provision of redress and legal services to petitioners for human rights violations as per the mandate of the commission to protect human rights in Kenya.

    Human Rights Officer Job Key Duties

    • Advise the commission on appropriate redress mechanisms to ensure timely resolution of complaints as per the mandate of the commission
    • Coordinate legal research, drafting and advice on redress options to ensure that complainants get justice in a timely manner as per the mandate of the commission
    • Represent the commission and petitioners in court to facilitate redress as per the mandate of the commission
    • Implement Alternative Dispute Resolution (ADR) mechanisms in redress of Human Rights issues to expedite redress as per the mandate of the commission
    • Implement reform strategies and interventions that result in timely resolution of human rights violation cases as per the mandate of the commission
    • Ensure that the monitoring and evaluation systems and tools are up to par and facilitate the department in meeting its performance target
    • Manage the department’s information and reports to ensure that they are protected and accessible as per the mandate of the commission
    • Provide input into the budgeting process for the department

    Skills, Experience and Minimum Qualifications for the Human Rights Officer Job

    • Master’s degree in Law, Social sciences or other related fields or related disciplines from a recognized university
    • Five years’ Experience of which one is at a supervisory role.
    • Advocate of the High Court for Lawyers

    OR

    • Bachelor’s degree in law from a recognized university and an Advocate of High Court.
    • 7 years of service, or similar experience in a comparable position of which three is at a supervisory role.
    • Demonstrable knowledge and exposure to international, regional and national human rights instruments jurisprudence
    • Excellent IT skills, with working knowledge for the various packages.
    • Excellent communication, interpersonal and negotiation skills.
    • Excellent organizational and problem solving skills
    • Knowledge of the project management cycle and public administration
    • Meet the requirements of Chapter Six of the Constitution of Kenya

    Accounts Clerk

    Duration: Permanent and Pensionable
    Duty Station: Wajir
    Gross Salary: Kshs. 49,193

    Job Objective

    This position is responsible for the Preparation of books of accounts, carrying out bank reconciliation, monitoring regional budgetary expenditure and making timely payment for services and goods provided to the regional office

    Accounts Clerk Job Key Duties

    • Monitor store supplies to determine stationery and other material needs, take inventory of office consumption to be able to project future requisition needs and report on these in good time.
    • Draft quarterly budgets forecast for regional office and account for expenses using store inventory reports to keep accountable for office procurements and spending in operational tools.
    • Maintain and update cashbook on a daily basis to ensure the account does not run into overdraft.
    • Perform bank reconciliations of regional bank account and forward the same to the head office on a monthly basis.
    • Ensure proper tracking of the regional office bank account and report on balances and deficits on a regular basis to account for funds spent through the maintenance of the cash office book, reconciliation of cash at hand and ban records, managing petty cash and imprest.
    • Liaise with suppliers of goods and services. Receive invoices, prepare payment vouchers, seek authority before cheque writing to keep track of accountabilities and make timely payments for goods and services utilized for the operations of the regional office.
    • Records management for all of the regional office documents to ease retrieval and ensure information security for the protection of client cases and confidentiality.

    Key Qualifications and Competencies

    • Diploma in Business Administration or Business Management or an equivalent from a recognized institution.
    • 1 year of service in a comparable position from a reputable organization.
    • Part I of Certified Public Accountant (C.P. (K) or Association Of Chartered Certified Accountants (ACC.
    • Knowledge of Generally Accepted Accounting Principles (GAAP).
    • Be computer literate.
    • Good Communication and Interpersonal skills.
    • Organizational skills and Problem solving skills.
    • Ability to work under pressure.
    • Ability to work well with teams.

    Driver

    Job Objective

    This position is responsible for the facilitation of movement of the Commission staff to the respective destination is done in a safe manner by use of designated routes, locked vehicles at all times, observation of speed limits, passenger use of safety belt as per the Commission’s travel policy.

    Driver Job Key Duties

    • Facilitate the transfer of Commission staff to field activities on time and in a safe and reliable manner.
    • Pick and drop official Commission visitors and staff, to and from airport and take them to their required destination.
    • Inform the Administration Officer of due motor vehicle insurance and the Senior Driver/ Mechanic of due mechanical service of all Commission vehicles.
    • Ensure the cleanliness of the Commission vehicle at all times, carry out routine basic service check before use of the vehicle and report any defects to Senior Driver/Mechanic.
    • Ensure a work ticket is produced and approved before taking up any assignment and record all details including use of fuel card before submission to Administration Officer.
    • Observe defensive driving skills at all times during transfers to ensure fuel efficiency and forecast potential hazards ahead and avoid the said hazard.
    • Collect assignment schedules from Administration Officer and carry out official errands such as payments of utilities bills, collects and delivers mails and collect approved visas on behalf of commission staff.
    • Assist in basic support functions of Office administration i.e. photocopies, binding and filing when in the office, pending a transfer assignment.

    Key Qualifications and Competencies

    • Kenya Certificate of Secondary Education (D+) and a Valid BCE Driving Licence
    • Computer literacy.
    • Knowledge of major towns in Kenya.
    • Knowledge of relevant legislation (Traffic Act).
    • Good Communication and Interpersonal skills.
    • Good Organizational and Problem solving skills.
    • Ability to work under pressure.
    • Ability to work well with teams.
    • Compliance with chapter six of the constitution.
