    Legal Adviser

    Legal Adviser Job Duties and Responsibilities

    • General legal support and legal and contract risk management of the Africa Region, including Country and CCST offices, comprising the following:
    • Advice and assistance with the drafting/negotiation of all types of contracts/commitments creating legal obligations for the IFRC, including the use of IFRC-approved templates;
    • Review and approval of all contracts prior to signatures;
    • Advice and support in relation to the IFRC’s legal status in the region and negotiation and drafting of status agreements, including enforcement of privileges, immunities and obligations of said agreements, in close liaison with the General Counsel;
    • Advice on the structuring of the IFRC’s activities, including complex grants or other relationships such as joint ventures, partnerships coordination structures, and/or delegated functions;
    • Leading and assisting, as required, in the development and implementation of organization wide systems, procedures, policies and tools, which have an impact on the legal obligations of the organization or on its partnerships, including model agreements;
    • Providing support on the rules and regulations pertaining to the Emblems and use of the Federation’s name and logo;
    • Advice and support with legal questions related to the IFRC’s procurement and logistics systems;
    • Advice and support related to labour law issues;
    • Liaison with UN Agencies, other components of the International Red Cross and Red Crescent Movement, governmental and nongovernmental organizations and collaborate with them on legal matters;
    • Support with the implementation of the online contract lifecycle management system (eContracts);
    • Liaison with local legal counsel in the region, ensuring conformity with applicable laws; and
    • Carrying out field missions to assist with recovery operations and with the negotiation and implementation of agreements, as well as training of field staff in contracting and legal risk management;
    • Monitoring legal information and developments that are or may be applicable to the IFRC and National Societies;
    • Mapping of local legal counsel engaged by the various IFRC offices in the region; mapping and tracking of all potential and ongoing cases within the region;
    • Mapping of all key legislation that IFRC needs to comply with in the region and supporting compliance with the same, and Creating a systematic manner to identify and track new legislation/changes in legislation that may impact IFRC operations in the region.
    • Performing any other job-related tasks as assigned by the General Counsel.
    • Specific thematic files may be assigned to the legal delegate, depending on individual skills and interests. Each member of the global legal team will be expected to develop an expertise in these assigned areas, as well as remain flexible to replace others when needed travel will be required.

    Qualifications for the Legal Adviser Job

    • University degree in law, admitted to the practice of law
    • Specialized studies in public international law, international organization law, or not-for- profit law
    • At least 5 years of prior experience in the practice of law
    • Field experience handling legal issues
    • Experience in private practice and/or in-house legal environment
    • Red Cross/Red Crescent experience or other humanitarian/not- for-profit experience
    • Experience in dealing with outside counsel
    • Experience in working in a team environment, with remote team members

    Knowledge, Skills and Languages

    • Knowledge of the ILOAT case-law
    • Ability to work in a multicultural environment, establish and maintain working relationship within the organisation and with external partners
    • Ability to gather, analyse, and evaluate facts and prepare and present concise oral and written reports
    • Ability to proactively ascertain legal risks
    • Ability to communicate clearly and effectively, both orally and in writing with different audiences
    • Fluently spoken and written French and English

    Senior Officer, Monitoring and Evaluation

    Monitoring and Evaluation Job Responsibilities

    Support the establishment and maintenance of monitoring systems, including:

    • Ensure that monitoring plans are in place for all appeals and plans.
    • Develop and maintain monitoring schedules for all programmes and projects
    • Establish system to remind and prompt personnel to submit monitoring reports against schedules set for all projects and programmes
    • Provide technical leadership to ensure monitoring systems include SMART indicators that demonstrate impact or progress, reliable data collection methods and analysis of program and project results.
    • Provide technical support during program and project design phase to ensure indicators are well aligned with regional and global results-matrices
    • Help design and maintain indicator and qualitative data platforms, such as Excel, Survey-monkey, Google
    • Analytics; develop and maintain survey instruments for learning activities and analytics
    • Provide project management support by facilitating the use of regular monitoring reports for analysis and decision making
    • Aggregate and evaluate monitoring results and feedback across the region and technical domains to enable effective program and project management and organizational learning
    • Participate in relevant internal and external networks to stay current on trends and technology related to monitoring; propose new tools for continuous improvement and learn.

    Support evaluations through technical leadership and management, including:

    • Advise sector leads, country and cluster leads on the utility and relevance of formative and assumptive evaluation designs and provide advice to ensure rigor in methodology and conclusions.
    • Draw on various evaluation designs such as Mixed Methods, Rapid Appraisal, Case Study, Interrupted time series and longitudinal, participatory, pattern analysis and Cross sectional designs to advise colleagues.
    • Identify opportunities for participatory evaluation and integration with Community Engagement and
    • Accountability to ensure evaluations consider community input
    • Identifies standard sources of bias that effect data validity using different methods and distinguish between standard types of statistics and types of quantitative data used to present and analyze evaluation findings, including frequency distributions, cross tabulation, significance tests, and variance analysis.
    • Use qualitative data when applicable and advise on qualitative data collection methods and good practices (including interview skills, focus group facilitation, and survey design and response categories).
    • Appropriately uses qualitative data analysis techniques including coding
    • Advise on sampling techniques (such as random, stratified, and purposive) and their applications and relevance for a selected evaluation or methodology.
    • Advise on the utility of various types of data collection and analysis tools using computer software and IT. (e.g., SPSS, Survey Monkey, Computer assisted Content Analysis)
    • Provide quality control during the review and comment phase throughout an evaluation process.
    • Lead negotiations with external partner and lead author on evaluations where necessary.
    • Participate in relevant internal and external networks to stay current on trends and technology related to monitoring; propose new tools for continuous improvement and learning

    Support effective communication of monitoring and evaluation information

    • Ensure the collation of inclusion of appropriate program and project monitoring and evaluation information into external and internal reports
    • Ensures best practices are captured and disseminated; propose and lead the production of large-scale evaluation material
    • Provide regular feedback and reports the Executive Team on the status of monitoring and evaluation against indicators and schedules.
    • Provide constant communication and support to ensure Country and Cluster offices are aware of their monitoring and evaluation obligations.
    • Aggregate and evaluate monitoring results and feedback across the region and technical domains to enable effective program and project management and organizational learning
    • Collate, write or manage evaluation reports and teams as necessary

    Qualifications for the Monitoring and Evaluation Job

    • University degree, or equivalent, in relevant discipline (International Relations, Humanitarian Affairs, etc.)
    • Relevant post-graduate degree or MBA (or equivalent)
    • Relevant professional training or relevant experience in monitoring, performance-based management, planning or evaluation
    • Minimum of 3 years work experience in corporate reporting and planning
    • Minimum of 3 years work experience in an international setting.
    • Experience working in the developing countries
    • Experience working in the Africa Region
    • People Management experience
    • Experience developing, communicating and implementing business plans
