    Construction Officer

    Location: Kakuma but with regular travel to Dadaab

    KEY AREAS OF RESPONSIBILITY:


    The Construction Officer (CO) is responsible for overall coordination and supervision of the construction process from the conceptual development stage through post occupancy and warranty period, in a timely and cost effective manner.
    The CO oversees the organization, planning, bidding, scheduling, and implementation of the construction and is required to travel between sites to ensure compliance with quality standards.

    Qualifications and training required

    • Diploma or Bachelor's Degree in construction engineering architecture, building engineering, or civil engineering
    • 3 years' of past working experience in related field

    Cash Transfer Officers

    Location: 1 in Kakuma and 1 in Dadaab

    KEY AREAS OF RESPONSIBILITY:

    • The Cash Transfer Officer will support and contribute towards the strengthening of the Cash Transfer component by giving technical support to the implementation process through ensuring a realistic project holistic plan and that the project activities are done in the stipulated time frame.
    • He/She will liaise appropriately with the finance and project teams as well as external technical partners to ensure timely receipt of disbursements to targeted households.
    • Ensure proper selection and verification of project beneficiaries in coordination with the Monitoring and Evaluation officers, Cash Transfer Assistants, respective school and community structures and the use of set selection criteria
    • Conduct field visits to project sites and meet with community leaders to review targeting and ensure an effective system as per project goals and objectives
    • Ensure a realistic project implementation plan and develop project implementation tools.
    • Actively engage and support community sensitization activities on selection criteria, cash transfer processes, and feedback mechanism.
    • Develop distribution plans for Cash and share with management.
      •Maintain clear communication with cash transfer agents and beneficiaries in accordance with KEEP policies and procedures.
      •Coordinate with cash transfer partners on the schedule of distributions.

    QUALIFICATIONS:

    • At least three years' experience managing Cash Transfer Projects.
    • Degree in Social Work, Economics, Sociology, Community Work or field relevant to the position Demonstrable experience of M&E and community mobilization and beneficiaries' selection and targeting Experience working with Complaints and Response Mechanisms and in relation to Stakeholder Information.
    • Experience working with Refugees and pastoralists and ASAL areas.
    • Experience in report writing.
    • Ability to work well in unstable and frequently changing security environments
    • Willingness to work and live in often remote areas under basic conditions

    Cash Transfer Assistants

    Location: 2 in Kakuma and 2 in Dadaab
    Ref: CIA/KEEP/0712017

    KEY AREAS OF RESPONSIBILITY:


    • The Cash Transfer Assistants primary responsibility will be to ensure disbursement of payments to beneficiaries in all cash transfer interventions and ensure beneficiaries awareness, adherence and feedback mechanisms are implemented as per the project set criteria and procedures.
    • Prepare the list of beneficiaries based on project criteria and submit to the cash Transfer officer for review and approval.
    • Regularly update the list of beneficiaries for conditional cash transfers in close liaison with the monitoring and evaluation officers taking into consideration fulfilment of set conditions such as attendance.
    • Organize and participate in community meetings, school meetings and other stakeholder meetings at field levels to share on targeting, processes and collect feedback for management consideration.
    • Ensure data required from respective school records to objectively inform conditional cash Transfers are collected and shared appropriately to inform timely disbursements


    QUALIFICATIONS:

    • At least one year experience managing Cash Transfer Projects.

    Driver

    Location: 2 in Kakuma and 2 in Dadaab

    KEY AREAS OF RESPONSIBILITY


    • Drive Windle Trust staff to and from project implementation sites in a safe, courteous and timely manner as authorized
    • Carry out routine checks on the vehicle's performance and ensure the vehicle is in a good mechanical condition.
    • Maintain daily work driver logs and complete inspection logs of the vehicle assigned
    • Ensure security and safety of the vehicle on and off the road
    • Maintain cleanliness of the vehicle at all times.

    QUALIFICATIONS

    • Kenya Certificate in Secondary Education (KCSE) or equivalent
    • A valid Class BCE driving license free from any current negative endorsements with at least 3 years
    • A current Certificate of Good Conduct issued by the Kenya Police
    • A First Aid certificate from a recognized institution will be an added advantage
    • Be conversant with the provisions of the Traffic Act
    • Training and experience in Motor Vehicle Mechanics will be an added advantage

    Education Counsellor

    Location: Dadaab

    KEY AREAS OF RESPONSIBILITY:


    • The Education Counsellor will provide overall psycho-social support to the project beneficiaries.
    • Train teachers, parents, and staff to enhance their effectiveness in providing psycho-social support to girls in their schools.
    • Facilitate the establishment of school counselling mechanisms in collaboration with respective school Guidance and counselling teachers.
    • Provide comprehensive individual and group counselling services to meet the developmental, preventive, and remedial needs of girls in target primary and secondary schools.
    • Establish networks including with specialized state and non-state actors within and without the area of operation for referral purposes to address the complex counselling requirements of project beneficiaries

    QUALIFICATIONS:
     
    • A Counselling degree from a recognized University
    • Membership with a Professional Counselling Association
    • At least 3 years' experience in the field of counselling and/or community based psychosocial programming
    • Ability to work well in unstable and frequently changing security environments
    • Willingness to work and live in often remote areas under basic conditions

    Guidance & Counselling Teachers

    The functions carried out by the Guidance and Counselling Teacher shall be to coordinate the guidance and counselling support services in schools by pooling the services of teachers, parents and school administration. These functions in the school setting include training, promote student success, attendance, retention, provide preventive services and respond to identified needs by implementing a comprehensive school counselling program.

    QUALIFICATIONS:

    • A degree in Education with options in counselling or psychology
    • Registration with the Teachers Service Commission
    • 3 years' experience of teaching with a demonstrated role in guidance and counselling.

    Monitoring and Evaluation Officer

    Location: — Kakuma
    Ref: M&EIKEEP/01/2017


    KEY AREAS OF RESPONSIBILITY:

    The M&E officer will be responsible for designing and implementing the M&E activities of the Project; supporting the Project team in data management and compilitation of qualitative and quantitative reports and monitoring project activities

    •    Contribute to the Development of monitoring and impact indicators for the project success
    •    Assist in development of databases of the project and ensuring data is organized in a logical manner for presentations and external consumption
    •    Support design and develop qualitative and quantitative study instruments whenever required
    •    Train key programme staff in the use and management of data Participate in monitoring missions by donors to the field and provide technical and contextual information for         purposes of verifying project performance
    •    Participate in the tracking of project beneficiaries receiving targeted support and advice on efficient and effective delivery
    •    Play a lead role in the management of data entry and cleaning tasks (verifying entries, confirming field details and analysis related to cleaning).
    •    Perform regular school visits to ensure the quality of data collected by the project
    •    Participate in the development of monthly, quarterly and annual reports

    QUALIFICATIONS:

    •A university degree in social sciences, development studies, statistics, economics or related field, such as operations research, quantitative analysis, etc.
    •Proven experience with M&E methods and approaches, planning and implementation of M&E systems, information/data analysis and report writing in education programmes
    •Thorough familiarity with principles and current approaches to M&E using both quantitative and qualitative methods;
    •Demonstrated M&E field experience: skilled in collecting, manipulating, synthesizing and analyzing data Excellent computer skills including use of M & E Software: SPSS, STATA     or Epi Info Experience in designing tools and strategies for data collection, analysis and production of reports
    •Ability to work and live in unstable, remote and frequently changing security environments
