    Deputy Director, Remuneration Analysis

    Job Summary

    This position reports to the Director, Remuneration Analysis and is responsible for the management of analysis and reporting of the remuneration and benefits of the state and other public officers in the national and county governments.

    Duties and Responsibilities

    • Coordinate comparative studies and compensation surveys that inform the remuneration and benefits activities, decisions and recommendations in the Public service.
    • Assign and oversee the technical analysis, reporting and presentation of the remuneration and benefits information to the Commission for decision making.
    • Develop the departmental work plan based on the approved strategic plan to ensure that the departmental goals and objectives are attained.
    • Manage and supervise staff in the Directorate in order to achieve the objectives of the Directorate and the Commission in an efficient and effective manner.
    • Coordinate and manage the implementation of the departmental approved work plan to ensure the attainment of the department’s objectives.
    • Review remuneration analysis reports and recommendations to ensure the proper methodology was used and the quality of the reports is at per with requirements for presentation to the Commission.
    • Analyse remuneration and benefits data and requests from stakeholders for purposes of proposing sound recommendations to the Commission for decision.
    • Prepare technical briefs on remuneration issues in the public service to facilitate provision of policy guidelines to the public service by the Commission.
    • Prepare policy papers on various remuneration and benefits issues to enable the Commission guide the public service.
    • Coordinate the consultation with external parties and other stakeholders in the matters concerning remuneration and benefits in the public service.
    • Record proceedings of the Commission meetings, prepare minutes and follow-up on the communication of decisions made to the stakeholders.
    • Represent the Directorate and the Commission in various consultative forums, committees and taskforces where technical input is required on issues of remuneration and benefits.
    • Coach and mentor staff to enable growth and development of staff within the Directorate and the Commission.

    Minimum Qualifications and Experience:

    • Bachelor’s degree in Human Resources Management, Public administration, Business Administration, Economics or related from a recognized university.
    • Master’s degree in Business Administration, Economics and Human Resource Management from a recognized university.
    • Ten (10) years of relevant experience, three (3) of which should be in comparable position from a reputable organization.
    • Demonstrated knowledge of Public sector operations and systems.
    • Knowledge of Government policy directions.
    • Demonstrated knowledge of budgeting processes.
    • Demonstrated knowledge of relevant professional standards such as Labour relations.

    Key competencies:

    • Ability to appropriately communicate sensitive information and to judge how and with whom this information should be shared.
    • Ability to work under strict deadlines.
    • Strong leadership, negotiation, organizational, and collaboration skills.
    • Excellent communication and report writing skills

    Procurement Officer

    Job Summary

    This position reports to the Assistant Director, Procurement and is responsible for provision of support to ensure timely, efficient and cost effective procurement of goods and services in compliance with the Public Procurement and Disposal Act and Regulations.

    Duties and Responsibilities

    • Coordinate inspection of supplies against specification and samples given to ensure the commission only receives and pays for goods that meet the specifications set.
    • Participate in the compilation of annual procurement plan for the commission through the consolidation of needs from user departments, to ensure all needs for user departments are captured and addressed and in line with SRC work plan and budget.
    • Prepare and respond to various supplier correspondence.
    • Carry out market surveys and research to inform continuous improvement initiatives for the supply chain function.
    • Sensitize staff on the application of procurement manual for the commission.
    • Manage data of all records of purchased goods including their costs, deliveries and inventories.
    • Record minutes during tender and procurement meetings to ensure information is captured and used to advice the procurement process in line with the commission policies and procedures, and the Public Procurement Act.
    • Manage all procurements through IFMIS.
    • Prepare all relevant documents and forward to accounts to facilitate payment of suppliers for goods or services ordered for, to ensure timely delivery of goods and services to the commission for the support of the commission operations.
    • Raise goods receipt vouchers to assist in the verification of the invoice sent by the supplier to the commission for payment purposes to ensure the commission only pays for what has been supplied to the commission.
    • Prepare procurement quarterly reports to provide information on the purchase process for the commission, to facilitate the preparation and implementation of strategies to fill the identified gaps.
    • Prepare and evaluate quotations and submit the report to the head of procurement to assist in the selection of the most competitive quote, for the commission to earn value for money in the procurement process.
    • Ensure use of implementation of updated list of pre-qualified suppliers or contractors to supply and provide various services and goods.
    • Ensure that the store is well organized to enhance easy access to goods, efficient utilization of space, and easier administration of the store operations that safety security management.
    • Issue goods to users as per the requests in a timely manner and as per the specifications raised by the user departments, to ensure minimal disruptions to the operations of the commission.
    • Monitor stock levels and determine re – order levels to minimize on overstocking and understocking, to support cost management and operational efficiency for the commission.

    Minimum Qualifications and experience:

    • Bachelor’s degree in Commerce, Purchasing and Supplies Management option or related from a recognized university.
    • Diploma in Purchasing and Supplies Management from Chartered Institute of Purchasing and Supplies (CIPS) or Kenya Institute of Supplies Management (KISM).
    • Member of Kenya Institute of Purchasing and Supplies Management (KISM).
    • 3 years of service in a comparable position from a reputable organization.

    Key competencies

    • Demonstrated Computer Literacy.
    • Knowledge of IFMIS system.
    • Knowledge of Public Procurement and Asset Disposal Act, 2015.
    • Good knowledge in Public Procurement.
    • He/she must be a person of integrity, demonstrate excellent interpersonal and communication skills and be a team player.
    • Meets the requirements of Chapter Six of the Constitution.

    Procurement Assistant

    Job Summary

    This position reports to the Procurement Officer and is responsible for the proper management of stores and inventory of goods and services to ensure that the economic order quantities are maintained at all times for the efficient functioning of the Commission.

     Duties and Responsibilities

    • Purchasing Assistant (Store keepers/Material recording clerks) keep track of information in order to keep businesses and supply chains on schedule. They ensure proper scheduling, recordkeeping, and inventory control;
    • As warehouses increase their use of automation and computers (IFMIS- E- Procurement) Officer will become more adept at using technology to update stock records and keep track of inventory;
    • The Officer will receive, unpack, and keep a record of all items that enter or leave the stores and inspect for damaged goods;
    • Inspect, measure, check, sample materials, supplies, and other equipment that enters a warehouse;
    • Provide information on stores including inventory reports for planning purposes.
    • Issue gate pass for goods or items leaving the Commission’s Office;
    • Officer will maintain contact with vendors/suppliers to ensure that supplies and equipment are delivered on time;
    • Check inventory records for accuracy;
    • Compile reports on various aspects of changes in requirements or inventory;
    • Exercise general control over all activities in Stores;
    • To ensure safe keeping, security both as to quality and quantity of materials;
    • To maintain proper records;
    • To initiate purchase requisitions for the replacement of stock of all regular stores items whenever the stock level of any item of store approaches the minimum limit fixed in respect thereof;
    • To initiate action for stoppage of further purchasing when the stock level approaches the maximum limit;
    • To check and receive purchased materials forwarded by the receiving department and to arrange for the storage in appropriate places;
    • To reserve a particular material for a specific job when so required;
    • To issue materials only in required quantities against authorized requisition notes/material lists;
    • To check the stock card balances, with the actual physical stock at frequent intervals by way of internal control over wrong issues, pilferage;
    • Assist in Purchasing and posting requisition in IFMIS system.

     Minimum Qualifications and experience:

    • Diploma in procurement from an accredited Institution
    • Three years’ work experience preferably in a public institution
    • Experience in purchasing and management of inventory
    • Member of K.I.S.M
    • Understanding of public procurement laws.

    • Computer Literacy.

    • Knowledge of IFMIS system.
    • Ability to work with least supervision
