    Associate Programme Officer

    Context:

    Under the overall supervision and guidance of the Chief of Party of the Somalia Stabilization Initiatives (SSI) Program and the direct supervision of the Reporting Officer, the successful candidate will be responsible for supporting the M&E, Grants, and Program Development units with reporting on the implementation of grants in accordance with the priorities established by the Senior Management team and according to the established IOM and OTI procedures.

    Core Functions / Responsibilities:

    1. Collect and analyse political, security, socio-economic, and other relevant updates on SSI project areas in collaboration with the field team;
    2. Draft and edit weekly political, security and programmatic updates for the weekly report in order to inform SSI programing;

    3. Assist in drafting and editing quarterly, annual and any other program specific documents;

    4. Liaise on a regular basis with team members based in Mogadishu, Baidoa and Kismayo to collect their inputs;

    5. Conduct desk reviews, and edit scoping mission reports for expansion into new program areas;

    6. Respond to any ad hoc request for information from OTI partners and liaise with the field team to collect information;

    7. Assist the program unit in the submission of strategy documents to IOM and OTI;

    8. Maintain an updated matrix showing reporting status for each grant;

    9. Assist in updating narrative records and photographic files, in accordance with program standards and requirements;

    10. Assist in capacity building for staff in areas of impact reporting, program development, and strategic communication;

    11. Undertake duty travel to Mogadishu, Baidoa, or Kismayo, as required;

    12. Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

    • Master’s degree in International Development, Political Science, International relations, Diplomacy, Social Science or a related field from an accredited academic institution; or

    • University degree in the above fields with two years of relevant professional experience.

    Experience

    • Experience in the field of research, analysis, report writing, governance, or development with international organizations or NGOs

    • Proven experience in report writing, analytical writing in English

    • Experience with USAID stabilization programming preferred;

    • Knowledge of development program planning and implementation;

    • Proficiency in computer skills, especially MS Office applications (Excel, Outlook, Word etc.)

    • Understanding of socio-political dynamics of Somalia is an added advantage.

    Languages

    Fluency in English is required. Working knowledge of Somalia is an advantage.

    Project Coordinator

    Context:

    The Reintegration Facility programme aims:

    1. To increase the capacities of partner countries and relevant stakeholders, to develop or strengthen return and reintegration policies and processes, including identification and referral,

    2. To facilitate safe, humane and dignified AVRR processes among partner countries,

    3. To facilitate sustainable reintegration across three dimensions: successful economic reintegration and strengthened livelihoods; social and psycho-social reintegration and enhanced returnees’ rights and access to justice.

    Under the overall supervision of the Regional Director and the direct supervision of the Senior Regional Programme Coordinator/Head for EUTF Programmes, and in close coordination with the Regional Thematic Specialist for Counter-Trafficking (CT) and Assisted Voluntary Return and Reintegration (AVRR) in IOM Regional Office, Nairobi, the successful candidate will be responsible for the overall coordination of the EU funded Reintegration Facility programme in support of the Khartoum Process; covering Djibouti, Somalia, Sudan, and Ethiopia as well as supporting the implementation of the Better Migration Management Programme (BMM).

    The European Union, through the Emergency Trust Fund for Africa (EUTF), has developed a joint initiative with the International Organization for Migration (IOM) to support the Facility of

    Dignified Return and Sustainable Reintegration effort, in support of the Khartoum Process under a 25 million Euro envelope covering the Horn of Africa window.

    The action will focus on 4 priority countries, namely Djibouti, Ethiopia, Sudan and Somalia. In addition, it will include, several regional elements, including contingency budgets to address emerging trends and shifts in return migration within the region, including key Khartoum Process Countries.

    The Better Migration Management Project is a regional, multi-year, multi-partner project funded by the EU Trust Fund for Africa, and managed by the Gesellschaft fuer Internationale Zusammenarbeit (GIZ). IOM is one the main implementing partners for the project along with United Nations Office on Drugs and Crime (UNODC), Expertise France, Italian State Police, the société de conseil et de service du ministère de l'Intérieur (CIVIPOL) and the British Council. The project will be implemented in the following countries – Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, and Sudan. The BMM programme takes a regional approach and aims to provide capacity building to improve migration management, in particular to prevent and address irregular migration, including smuggling of migrants and trafficking in human beings. The intervention logic is based on four components: (1) support for policy and legislative development and harmonization for better migration and border governance (2) capacity building in the form of training, technical assistance and the provision of appropriate equipment to those implementing migration related policies; (3) support to the identification, assistance and protection of migrants in need; and (4) awareness-raising with regards to alternative livelihood options, including safe migration.

    Core Functions / Responsibilities:

    1. Under the guidance of the Senior Regional Coordinator for EUTF programmes in Regional Office (RO) Nairobi, coordinate the overall implementation of the EUTF Reintegration Facility in a timely manner, overseeing its financial, administrative and technical aspects, in line with IOM’s policies and procedures, as well as donor requirements.

    2. Ensure proper coordination in the Region with other projects funded within the framework of the European Union Trust Fund in terms of reintegration approach, monitoring and evaluation, reporting, data collection and information elaboration.

    3. Assist in overseeing the implementation of the Better Migration Management programme.

    4. Monitor projects progress, specifically aimed at increasing effectiveness and recommending appropriate action.

    5. Supervise and direct project managers and other programme staff; oversee and coordinate, as required the recruitment of programming staff and consultants.

    6. Facilitate the establishment of strong partnerships with Government entities and with the European Delegation, other implementing partners, UN agencies and other stakeholders in the project’s target countries.

    7. Prepare progress and other project reports and ensure proper information exchange in all operational aspects of the project between IOM, the EU and other stakeholders.

    8. Ensure the sharing of information, and collection of best practices. Ensure that new policies and practices developed at the global level or in other regions are integrated in the programmes under responsibility.

    9. Under the guidance of the Senior Regional Coordinator for EUTF programmes in RO Nairobi, act as Deputy IOM Regional Coordination focal point for EUTF Reintegration Facility programme and coordinate associated projects, upon request.

    10. Ensure efficient implementation of all the phases of the EUTF Reintegration Facility programme e.g. Return, reintegration, capacity building and monitoring and evaluation.

    11. Represent IOM Regional Office at relevant seminars and meetings, as well as other events aimed at promoting IOM’s image and activities with regards to the EUTF Reintegration Facility Programme as well as for the BMM programme in direct support to the Senior Regional Coordinator for EUTF programmes in RO Nairobi.

    12. Undertake site visits and duty travel as required.

    13. Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

    • Master’s degree in Political or Social Sciences, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or

    • University degree in the above fields with seven years of relevant professional experience.

    Experience

    • Experience in project management, including managing Migrant Assistance and Return/Reintegration project with a Government or UN agency, or a regional or international organization;

    • Experience implementing similar projects in the Middle East and/or North Africa, and/or reintegration projects in Sub-Saharan countries is preferred;

    • Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities;

    • Good knowledge of project management, monitoring and evaluation principles and practices;

    • Familiarity with budget/financial administration; proven resource management skills;

    • Good level of computer literacy (MS Office Word, Excel and Outlook).

    Languages

    Fluency in English is required. Working knowledge of IOM/UN languages is an advantage.

    Resource Management Officer

    Context:

    Under the direct supervision of the Programme Coordinator and in collaboration with relevant units at Headquarters (HQs), Administrative Centres (MAC and PAC) and the IOM Regional Office in Nairobi the successful candidate will be responsible for the carrying out the administrative and financial tasks at the Regional European Union Trust Fund (EUTF) Programme Coordination Unit, Kenya.

    Core Functions / Responsibilities:

    1. Monitor and oversee the financial management for all activities including the oversight of financial expenditure and accountability; and undertake financial analysis of all activities for Implementing Missions (Djibouti, Ethiopia, Kenya, Somalia, South Sudan, and Sudan).

    2. Prepare donor financial reports in accordance with IOM regulations and established procedures.

    3. Ensure that Implementing Missions maintain appropriate internal controls to safeguard assets, the control cash and prevent fraud. Verify Assets reports prepared by Implementing Missions and further submit to donor.

    4. In coordination with Implementing Missions prepare programme budget revisions for submission to donor.

    5. Regularly review SAP postings done by Implementing Missions and advice on corrections/adjustments if necessary.

    6. Prepare and submit to donor regular requests for funding instalments; ensure funding is received in accordance with donor agreement.

    7. Oversee budget control process and analyse variances between budget and actual expenditures based on the donor agreement. Evaluate monthly financial reports for all missions and take action to resolve anomalies and unusual trends.

    8. Ensure that Implementing Missions comply with general instructions of IOM and relevant permanent instructions in their respective missions.

    9. Inspect payroll versus implementing missions’ EUTF budgets, ensuring that salaries are correctly allocated to project and consistent with IOM projectization principle.

    10. When necessary, undertake travel to Implementing Missions to assist Resource Management teams in the field and ensure that IOM rules and regulations as well as donor requirements are followed.

    11. In cooperation with RMOs and the PLO in Implementing Missions, ensure validity of contracts with suppliers of goods and services as well as related administration authorities and conformity with IOM rules and regulations.

    12. Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

    • Master’s degree in Finance, Accounting, Public Administration, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or

    • University degree in the above fields with seven years of relevant professional experience.

    • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

    Experience

    • Experience in management, humanitarian and complex project implementation, liaison with governments and international agencies;

    • Practical experience in IOM administrative and financial management, budget monitoring, cash management and internal control procedures; knowledge of IOM finance, procurement and HR procedures and rules;

    • Experience in providing direct assistance or definitive hands-on experience with refugees, asylum seekers and other beneficiaries;

    • Experience with project implementation, scheduling and deployment of resources;

    management experience in the field of humanitarian assistance;

    • High level of computer literacy, in particular, experience in computerized accounting systems and software; knowledge of MS Office specifically EXCEL; knowledge of IOM accounting systems, software and procedures (SAP a distinct advantage);

    • Previous work experience in the region an advantage.

    Languages

    Fluency in English is required. Working knowledge of French is an advantage.
