    Registrar of the Environment and Land Court

    Requirements
    -For appointment to this position, an applicant must be in possession of the following qualifications:-

    i) Is an advocate of the High Court of Kenya and has, since qualification:-
          a) become eligible for appointment as a Judge of the High Court;
          b) served for at least ten years as a professionally qualified magistrate; or
          c) attained at least ten years experience as a distinguished academic or legal practitioner or such experience in other relevant legal field, or
    d) held the qualifications specified in paragraphs (b) to (c) for a period amounting, in aggregate, to ten (10) years:
    ii) has demonstrated competence in the performance of administrative duties for not less than three years.
    iii) Meet the requirements of Chapter Six of the Constitution and be of high moral character, integrity and impartiality. In addition, the applicants must demonstrate a high            degree of professional competence, communication skills, fairness, good temperament, good judgment in both legal and life experiences and commitment to public and              community service.

    - Notes:- • Experience may have been gained in Kenya or in any other country with a Common Law jurisdiction.
        
    Duties and Responsibilities
    -The Environment and Land Court is established under Article 162(2)(b) of the Constitution of Kenya and Section 4 of the Environment and Land Court Act, No. 19 of 2011. Pursuant to Section 9 of the Environment and Land Court Act, No. 19 of 2011 and Section 10 of the Judicial Service Act 2011, the Judicial Service Commission invites applications from qualified persons for the position of Registrar, Environment and Land Court. The Registrar of the Environment and Land Court shall perform the duties assigned to the Registrar under the Environment and Land Court Act and any such other duties as the Chief Registrar may direct.

    Specific duties and responsibilities will entail:

    i) establishment and maintenance of the Registry of the Court;
    ii) accepting, transmitting, service and custody of documents in accordance with the Rules;
    iii) facilitating the enforcement of decisions of the Court;
    iv) certifying that any order, direction or decision is an order, direction or decision of the Court, the Chief Justice or a Judge, as the case may be;
    v) maintaining the Register of the Court;
    vi) causing to be kept records of the proceedings and minutes of the meetings of the Court and such other records as the Court may direct;
    vii) managing and supervising the staff of the Court;
    viii) the day to day administration of the Court;
    ix) managing the library of the Court;
    x) facilitating access to judgements and records of the Court; and
    xi) undertaking any other duties assigned by the Chief Registrar.

    Registrar of Tribunals

    Requirements

    Duties and Responsibilities
    -Under Article 169(1) Constitution of Kenya local tribunals established by an Act of Parliament are subordinate courts under the Judiciary. Pursuant to Section 10 of the Judicial Service Act 2011, the Judicial Service Commission invites applications from qualified persons for the position of Registrar, Tribunals. The Registrar of Tribunals shall be responsible to the Chief Registrar of the Judiciary and shall perform the following duties and responsibilities:-
    i) be responsible for day to day administration and management of Tribunals under the Judiciary.
    ii) Establish and maintain a Secretariat to co-ordinate the functions of Tribunals.
    iii) managing and supervising the staff of the Tribunal Secretariat.
    iv) enhancing awareness on role and mandate of the Tribunals through advertisements, public awareness campaigns and leaders meetings,
    v) advising the Chief Registrar of the Judiciary on matters touching on Tribunals including policy issues.
    vi) prepare reports and proposals on administrative issues;
    vii) preparing annual plans and estimates for Tribunals;
    viii) ensuring financial reporting & accountability in accordance with the law, GoK procedures and guidelines of the Judiciary; and
    ix) providing requisite leadership to ensure the Tribunals attain a high level of competitiveness and ethical standards in their programmes.
    x) causing to be kept records of the proceedings and minutes of the meetings of the Tribunals and such other records as the Tribunals may direct;
    xi) accepting, transmitting, service and custody of documents in accordance with the Rules;
    xii) facilitating the enforcement of decisions of the Tribunals,
    xiii) certifying that any order, direction or decision is an order, direction or decision of the Tribunals,
    xiv) handling and advising on legal matters touching on Tribunals,
    xv) undertaking any other duties assigned by the Chief Registrar.

    - (a) A letter of application,
    - (b) A detailed and updated curriculum vitae, to include background information such as community service, financial discipline, pro bono activity, involvement as a party in litigation and involvement in political activity including financial contribution to political party
    -parties (if any) and criminal record, legal
    -professional engagement for the last five (5) years, three (3) professional referees and two (2) character references who can verify and comment on the applicant’s past and present employment,
    - (c) Applicant’s recent coloured passport size photographs,
    - (d) Five (5) samples of any professional writings, including but not limited to judgments, advocacy submissions in courts, scholarly writings or any legal publications that the applicant has authored,
    - (e) Declaration of income and liabilities as at the time of making the application, using the prescribed forms “The Declaration of Income, Assets and Liabilities Form JSC 2b” which can be downloaded from the Judiciary website – www.judiciary.go.ke. Applicants from Government employment should attach copies of returns of Declaration of Income, Assets and Liabilities for the last three (3) years. Those in private practice should attach Income Tax Returns, for the last three (3) years.
    - (f) Certified copies of testimonials, professional certificates and academic transcripts.
    - (g) Applicants MUST also submit copies of clearance certificates from the following bodies:-
    -
    - • Kenya Revenue Authority,
    - • Higher Education Loans Board,
    - • Law Society of Kenya,
    - • Directorate of Criminal Investigation,
    - • Advocates Complaints Commission,
    - • Ethics and Anti-Corruption Commission and
    - • a recognised Credit Reference Bureau.

    - (2) Applicants are also required to forward one (1) hard copy of the completed Employment Application Form JSC 2 for non-public officers or JSC 2A for public officers which can be downloaded from www.judiciary.go.ke (downloads) and to attach all the documents cited in item No. 1 (a to g)above.
