    Motor Vehicle Inspection Deputy Director

    REF: NTSA/02/2017/02

    The Deputy Director, Motor Vehicle Inspection will join the Authority’s senior management team and shall report to the Director, Technical Services. The jobholder will be responsible for overseeing and coordinating all motor vehicle inspection centres and services offered through NTSA for compliance of public service and private vehicles, among others.

    Responsibilities for the Motor Vehicle Inspection Deputy Director Job

    Managerial / Supervisory Responsibilities

    • Develop and manage the departmental budget;
    • Develop and oversee the implementation of the departmental work plan;
    • Direct the operations of the department;
    • Oversee performance management in the department;
    • Prepare and submit monthly, quarterly and annual reports for the department;
    • Prepare Board and Management papers for approval;
    • Identify training needs for the departmental staff;
    • Participate in the recruitment of staff within the department; and
    • Participate in the development and review of the Authority’s Strategic Plan.

    Technical Responsibilities / Tasks

    • Implement motor vehicle inspection standards;
    • Oversee inspection of all vehicles for roadworthiness;
    • Oversee inspection of accident vehicles and reporting;
    • Implement motor vehicle inspection manuals;
    • Implement motor vehicle inspection policies;
    • Oversee privatization of motor vehicle inspection services; and
    • Develop and implement motor vehicle inspection system.

    Policy Development

    • Participate in development, review of regulations, internal policies and procedures.

    Administrative Matters

    • Provide continuous leadership, supervision, training and development of department staff ensuring an effective and motivated team;
    • Ensure the fulfilment of the departmental performance contract targets.
    • Any other duties as assigned from time to time

    Qualifications for the Motor Vehicle Inspection Deputy Director Job

    To be appointed to this role, the successful candidate must be a Kenyan citizen and possess the following key requirements;

    • A Bachelor’s degree in Mechanical Engineering , Automotive Engineering or in a related field from a recognized institution;
    • Master’s degree in Business or Engineering from a recognized institution;
    • A registered engineer with the Engineering Board of Kenya;
    • Proficiency in ICT;
    • Ten (10) years relevant experience, five (5) of which must have been at a management position in a large organization;
    • Proven experience in developing and reviewing policies and strategies in collaboration with diverse teams; and
    • Working experience and knowledge of transport sector will be an added advantage.

    Deputy Director Infrastructure & Projects

    REF: NTSA/02/2017/03

    The Deputy Director, Infrastructure and Projects will join the Authority’s Senior Management team and shall report to the Director, Technical Services. The jobholder will undertake road safety audits and advise the Authority on quality of road engineering design and, renovation and construction of roads so that they adhere to road safety standards.

    Responsibilities for the Deputy Director Infrastructure & Projects Job

    Managerial / Supervisory Responsibilities

    • Propose and advice on policy formulation within the public transport sector;
    • Develop work plans and budgets for the department;
    • Oversee the execution of the approved department work plans and budgets;
    • Oversee performance management in the department;
    • Prepare and submit monthly, quarterly and annual reports for the directorate;
    • Prepare Board and Management Papers for approval;
    • Identify training needs for the departmental staff;
    • Participate in the recruitment of staff within department;
    • Participate in the development and review of the Authority’s Strategic Plan;
    • Identify procurement needs for the department;
    • Mentor and coach departmental staff; and
    • Participate in various committees in the Authority upon appointment.

    Technical Responsibilities / Tasks

    • Undertake road safety audits;
    • In collaboration with other Road Authorities, provide advisory on road safety compliance, road design and drafting services to roads design team in relevant Authorities;
    • Promote and improve professional standards for road engineering design;
    • Lead in development and implementation of road safety audit manuals and procedures;
    • Audit checking of on-site construction against intent of the road design in conformity to road safety standards;
    • Review road designs while ensuring that they meet road safety standards;
    • Coordinate with other Agencies/Actors in the Road Transport Sector; and

    Policy Development

    • Participate in development, review of Regulation, internal policies and procedures.

    Administrative Matters

    • Provide continuous leadership, supervision, training and development of department staff ensuring an effective and motivated team;
    • Ensure the fulfilment of the departmental performance contract targets;
    • Develop mechanisms for corporate consultation and increase public participation and involvement in Authority’s policies and programs; and
    • Any other duties as assigned from time to time.

    Qualifications for the Deputy Director Infrastructure & Projects Job

    To be appointed to this role, the successful candidate must be a Kenyan citizen and possess the following key requirements;

    • A Bachelor’s degree in in Civil Engineering;
    • A Master’s degree in a business or Engineering related field;
    • Minimum of ten (10) years of progressively responsible experience in civil or road engineering five (5) of which should be at a senior management level;
    • Good knowledge of computer based design packages;
    • A registered engineer with the Engineering Board of Kenya;

    Skills and Competencies

    • Excellent strategic leadership skills particularly in strategy execution, monitoring and evaluation;

    Deputy Director Licensing

    The Deputy Director, Licensing will join the Authority’s senior management team and shall report to he Director, Registration and Licensing. The jobholder will be responsible for overseeing and coordinating licensing and compliance of public service vehicles, drivers licensing among others.

    • Oversee licensing of commercial vehicles;
    • Oversee licensing and issuance of PSV license and badges to drivers and conductors.
    • Coordinate sensitization of stakeholders in the transport industry;
    • Coordinate compliance of PSV Regulations to ensure safety on the roads; and

    Policy Development

    • Participate in development, review of Regulation, internal policies and procedures.

    Deputy Director Corporate Strategy & Planning

    REF: NTSA/02/2017/05

    Reporting to the Director, Corporate Support Services, the Deputy Director, Corporate Strategy and Planning, will be responsible for translating the Authority’s mission and strategy into a comprehensive set of measurable annual work plans and targets and drive strategy implementation to ensure that the NTSA’s mandate is delivered.

    Responsibilities for the Deputy Director Corporate Strategy & Planning Job

    • Assessing current and future business environment to determine the changes required in business objectives;
    • Writing and submitting project funding proposals and/or business cases in order to secure resource commitments from financiers and development partners;
    • Responsible for projects management including resource mobilization and ensures that the project funds are efficiently utilized during all stages of the project and that they are implemented in accordance with the contract to guarantee efficiency, cost effectiveness and timely completion;
    • Coordinating the delivery of all key strategic initiatives in the business and coaching the multidisciplinary champions of the strategic plan in order to deliver expectations;
    • Identifying and evaluating organizational risk exposure in all NTSA’s projects and activities in order to devise appropriate mitigating strategies aimed at eliminating potential risks;
    • Ensuring proper and timely implementation of the Authority’s strategic plan and monitoring & evaluation of the programmes and projects thereto;
    • Providing technical leadership to the teams working in the Strategy and Planning department to enable them develop, implement and evaluate strategic management plans and budgets; and

    Qualifications for the Deputy Director Corporate Strategy & Planning Job

    To be appointed to this role, the successful candidate must possess the following key requirements;

    • Bachelor’s degree in economics, business, strategic planning, project Management, Engineering or equivalent from a recognized university;
    • Master’s degree in any of the above fields;
    • Proficiency in computer applications preferably Microsoft Project, financial and statistical packages;
    • A demonstrable understanding in corporate governance/leadership;
    • Multi-functional experience in at least two key areas of corporate strategy and planning, projects planning and management, finance, and operations will be an added advantage;
    • Must have a minimum of ten (10) years relevant experience five (5) of which should be at Manager level in a large and busy organization dealing with matters of corporate strategy, planning and, project management, or closely related functions; and
    • Must be a member of a relevant professional body.

    The Director, Technical Services will be part of the NTSA’s Senior Management team and shall report to the Director General. The jobholder will oversee the technical services provided under motor vehicle inspection, infrastructural services and projects that incorporate road design and review for road safety.

    • Ensure efficient and effective management of the Motor Vehicle Inspection Centers;
    • Develop and implement road safety audit manuals and procedures;
    • Ensure implementation and monitoring of the motor vehicle standards;
    • Review road designs while ensuring that they meet road safety standards;
    • Oversee the upgrading of motor inspection centers;
    • Lead in inspection of public service vehicles whilst ensuring safety of the public;
    • Monitor and regulate NTSA’s motor vehicle safety inspection programs;
    • Coordinate with other agencies/actors in the Road Transport Sector; and

    Policy Development

    • Develop, review and implement regulations, internal policies and procedures.

    Administrative Duties

    • Provide continuous leadership, supervision, training and development of the directorate staff by ensuring an effective and motivated team;
    • Ensure the fulfilment of the directorate’s performance contract targets; and
    • Develop mechanisms for corporate consultation, increase public participation and involvement in Authority’s policies and programs.
    • Generate and streamline revenue collection for the Authority.

    Qualifications for the Technical Services Director Job

    To be appointed to this role, the successful candidate must be a Kenyan citizen and possess the following key requirements;

    • A Bachelor’s degree in either civil, automotive or mechanical engineering;
    • A Master’s degree in a business or engineering related field;
    • At least twelve (12) years’ experience in civil, automotive or mechanical engineering within the transport industry in either public or private sector, five (5) of which must be at a senior management level;
    • Been trained or have a demonstrable understanding in corporate governance/leadership;
    • Training/working knowledge in traffic engineering will be an added advantage.
    • A registered engineer with the Engineering Board of Kenya; and
