    Monitoring & Evaluation

    Duties

    • Monitoring the implementation of national and county governments development plans and recommending appropriate action
    • Preparing and submitting quarterly reports on monitoring and evaluation
    • Evaluating the performance of national and county governments and recommending appropriate action
    • Participating in policy development and review at the Committee
    • Ensuring development and implementation of the Strategic Plan and Service Charter
    • Organizing the development, implementation and evaluation of the Performance Contract and Master plan
    • Preparing reports on progress of the implementation of projects and programmes;
    • Planning for project prioritization process for MTEF in accordance to Budget calendar; carrying out service delivery surveys
    • Coordinating the preparation of development plans; interpreting and providing advice on planning and policy issues
    • Carrying out feasibility studies on all service delivery projects; carrying out economic analysis and strategies

    Job Requirements 

    For appointment to this grade, an officer must have:-

    • Have served in the grade Chief Officer in the Public Service or served in any other reputable organisation for at least six (6) years of which should have been in the grade of Chief Officer for at least three (3) years;
    • Bachelor’s degree in Economics or Statistics or its equivalent  qualification from a recognized institution;
    • Certificate in management course lasting not less than four (4) from a recognized institution;
    • Registration by a relevant professional body;
    • Certificate in computer applications related to monitoring and evaluation from a recognized institution;and
    • Demonstrated merit and shown as reflected in work performance and results.

    Relations Officer

    Roles

    • Facilitating activities of the Summit
    • Analyzing and researching on issues identified for inclusion into the Agenda for the Summit;
    • Rapporteuring in Summit Meetings and compiling Minutes and necessary reports;
    • Researching on and recommending action on issues relating to Inter-Governmental relations referred to the Summit by members of the public;
    • Participating in the organization of the Summit Meetings;
    • Preparing draft Annual Summit Reports for discussion before submission   to the National Assembly, the Senate and County Assemblies;
    • Preparation of draft quarterly reports for consideration and submission to the Summit;
    • Receiving and analyzing progress reports; and
    • Preparing the documentation for the Summit Meetings.

    Job Requirements 

    For appointment to this grade, an officer must have:

    • Served in the Grade of Chief Officer in the Public Service or served in any other reputable organization for at least six (6) years, three (3) of which should have been in the grade of Chief Officer or an equivalent position for a minimum period of three (3) years;
    • Bachelor’s degree in any of the following disciplines:  Public/Business Administration,   Management, Economics,   Project Planning and Management, Leadership and Governance/Management or its equivalent qualifications from a recognized institution;
    • Attended a senior management course lasting not less than four (4) weeks from a recognized institution;
    • Certificate in computer applications from a recognized institution;
    • Possess good oral and written communication skills;
    • Have a certificate in report writing;
    • Be of proven integrity, transparency and accountability; and
    • Have demonstrated merit and shown ability in discharging the Summit Affairs Function as reflected in work performance and results

    Principal ICT Officer

    IGRTC Grade 6

    SALARY MINIMUM 91,190.00

    Officer will be reporting to the Director Corporate Services

    Duties

    Duties and responsibilities at this level   will   involve:

    • Systems development, implementation and allocation
    • Coordinating systems development, implementation and maintenance
    • Carrying out feasibility studies
    • Preparing progress reports of the systems development;
    • Evaluating systems and ensuring adherence to established ICT standards
    • Training and preparing staff performance reports
    • Planning, monitoring and evaluating program/activities within an Information
    • Communication Technology division/Unit;
    • Ensuring adherence to Information Communication Technology standard

    Job Requirements 

    For appointment to this grade, an officer must have:

    • Bachelor degree in information technology
    • Bachelor degree in Business and information technology or any other approved equivalent qualifications from a recognized University.
    • Served in the grade of Chief Information Communication Technology Officer or in an equivalent and relevant position in a busy organization for a minimum period of three (3) years
    • Attended a Management Course lasting not less than four (4) weeks and
    • Demonstrated professional ability, initiative and competence in organizing and directing work.
    • In addition to the above requirements, an officer must have the following key competencies:
    • Interpersonal skills including being a team player
    • Integrity and commitment to producing results
    • Proven working attitude and ability to give and take instructions  and

    Chief Accountant

    IGRTC GRADE 7 (1 POST)

    SALARY MINIMUM   77,590.00

    A Chief Accountant will be deployed to head one or more divisions of an Accounting Unit. Work at this level will be similar to those performed by the Senior Accountant but of wider scope and higher complexity. Will be reporting to Director Corporate Services.

    Duties

    • Planning, directing, coordinating, supervising areas of control, training and development of staff under him/her,
    • Setting targets for the division
    • May occasionally be required to undertake ad hoc assignments relating to accounting services. May be called upon to assist in preparations of final   accounts.
    • Will ensure safe custody of assets and records under him/her and will also be responsible for authorizing payments and signing of cheques subject to set limits.
    • Will be responsible for timely and accurate preparation of management reports that fall under his/her division.
    • Will be responsible for providing guidance to officers under him/her to achieve the desired results.

    Job Requirements 

    For appointment to this grade, he/she must have: –

    • Served in the grade of Senior Accountant, in a comparable and relevant position in a busy organization for a minimum period of three (3) years.
    • A Bachelor’s degree in Commerce (Accounting or Finance option) and passed Part II of the Certified Public Accountants (CPA) Examination
    • Passed Part III of Certified Public Accountants (CPA) Examination.
    • Attended a management course lasting not less than four (4) weeks from the Kenya School of Government or any other recognized institution.
    • Shown merit and ability as reflected in work performance and results.

    Deputy Finance Officer Director

    Deputy Director Finance Officer will head and coordinate activities of the Finance Department. He will be responsible to the Director Corporate Services for developing budgetary requirements and overseeing financial management.

    Responsibilities

    • Systematic scheduling of expenditures consistent with work plans
    • Contract Liability projections for the identification and budgeting of contractual and legal financial obligations
    • Budget planning, preparation and implementation at IGRTC
    • Coordinating the preparation of annual work plans, procurement plans and cash management
    • Advising the accounting Officer on financial management matters
    • Coordinating the preparation of IGRTC Expenditure Reviews and the sector report Provide leadership in budget management
    • Take charge of all matters pertaining to the budget, including preparation, printing and submission of the estimates to Parliament
    • Deal with parliamentary questions and issues pertaining to expenditure, monitoring and control
    • Advise the Treasury on Budget management and
    • Assess the risks involved in new and existing budget policies.

    Job Qualifications

    • For appointment to this grade, an officer must have; Served in the grade of Deputy Chief Finance Officer/Senior Assistant Director Budget or a comparable and relevant position in a busy organization for at least three years (3)
    • Bachelor’s degree in Business Administration Economics, Finance, Commerce or in a finance related discipline from a recognized university
    • Shown outstanding capability in Financial Management and Attended Senior Management course lasting not less than four weeks and Public Sector Financial Management course not less than four weeks from a recognized institution.

    Competencies

    • Proven working attitude and ability to give and take instructions and
    • Ability to get on well with the diverse workforce.Be registered with the Institute of Human Resource Management (IHRM) or any other relevant professional body;

    • Have a good understanding of the mandate of IGRTC and the role of human resource management and administration in realization of the same; and
    • Have demonstrated outstanding professional competence and managerial and leadership ability as reflected in work performance and results.

    Principal Supply Chain Management Officer

    IGRTC GRADE 6

    SALARY MINIMUM   91,190.00

    Roles

    • At this level the officer will be required to monitor the implementation of supply chain management policies
    • The officer will monitor guidelines and procedures issued by the Directorate of Supply Chain Management from time to time and recommending appropriate action where necessary.
    • He will be in charge of procurement department or perform a variety of duties which include planning, coordinating ,organizing, and  controlling activities in the supply chain management department
    • Ensuring correct interpretation and implementation of the public procurement and disposal act.

    Job Requirements 

    • Served in the grade of Supply  Chain Management Officer or in a comparable and relevant position in busy organization for a minimum period of three (3)
    • A management course lasting not less than one month
    • A Bachelor Degree in procurement , or Supply Chain Management
    • Demonstrated general administrative ability required for direction, control and implementation of public procurement and disposal act.

    In addition to the above requirements, an officer must have the following key competencies:

    • Interpersonal skills including being a team player
    • Integrity and commitment to producing results
    • Proven working attitude and ability to give and take instructions  and

    • Taking oral dictation
    • Using e – office to research and process data
    • Operating office equipment
    • Attending to visitors/clients
    • Handling telephone calls
    • Handling customer inquiries and complaints
    • Coordinating schedules of meetings and appointment
    • Coordinating travel arrangements
    • Ensuring security of office records , equipment and documents including classified materials
    • Ensuring security, integrity and confidentiality of data
    • Establishing and monitoring procedures for record keeping of correspondence and file movement
    • Maintaining an up to date filling system in the office
    • Preparing responses to routine correspondence

    Job Requirements 

    For appointment to this grade, an offer must have:

    • Served in the grade of Senior Office Administrator  for a minimum period of (3) three years
    • Bachelor’s Degree in Secretarial Studies or Bachelor of Business and Office Management from a recognized institution
    • Certificate in Secretarial Management Course from Kenya School of Government or any other Government Training Institute
    • Certificate in Supervisory Skills Course lasting not less than two (2) weeks from a recognized institution.
    • Certificate in computer applications from a recognized institution

    In addition to the above requirements, an officer must have the following key competencies:

    • Interpersonal skills including being a team player
    • Integrity and commitment to producing results
    • Proven working attitude and ability to give and take instructions  and
    • Ability to get on well with the diverse workforce.
