    Project Officer_WASH, Maralal

    Background on ACTED

Their interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context. Their 3,300 staff is committed in to responding to emergencies worldwide, to supporting recovery and rehabilitation, towards sustainable development.

    ACTED is looking for professionally confident, self-motivated, experienced and committed team player to fill Project Officer –WASH position in Maralal. However this position is dependent on approval of funding.

    Position Profile

    This position will require the individual to support the successful implementation of ACTED Water, Sanitation, and Hygiene (WASH) interventions in Maralal, in order to contribute to improved health outcomes and water access for the communities.

    Duties and Responsibilities

    • Ensure effective implementation of ACTED WASH programming in accordance with program requirements and in line with Donor regulations, WHO and international standards;
    • Coordinate and work closely with Program Team throughout programme planning, design implementation and monitoring and evaluation
    • Oversee selection and repair of selected water sources;
    • Conduct capacity-building for community groups and staff in the area of water resource management, Hygiene and Sanitation;
    • Be responsible for providing Technical guidance on all WASH components of programmes in the mission, giving support to the Program team and the implementing partners during planning, designing and implementation of WASH activities.
    • Provide technical leadership and support program staff in the design of a medium to long-term interventions, which address current emergency needs but which takes a longer-term view in enhancing mitigation to future crises and accountable management of resources.
    • Together with program team, implement WASH activities in line with the programme proposals and donor requirements and ensure timely production of and submission of programme reports and budget revisions
    • Continuously review WASH strategy and programme approaches to appropriately address and accommodate emerging field context
    • Participate in conducting joint assessments and planning responses together with other team and follow up on the recommendations
    • Propose innovative WASH approaches relevant to the fragile context including on climate change, water resource management, water quality, water security etc.
    • Ensure that there is creative and holistic approach to WASH programming, assist the team in finding ways to integrate/link and combine hygiene & health promotion, water and sanitation facilities design, construction & maintenance, with Health , Nutrition, Livelihoods and food security etc.
    • To provide guidance and training to program staff to ensure that all work is carried out in a way that is sensitive to community needs and gender issues
    • To provide technical expertise and guidance to staff as appropriate, in (for example, but not limited to) assessment, monitoring, evaluation, reporting (Internal and Donor Reports), financial management, proposal development, technical design of water and sanitation facilities and the exercise of judgment skills.
    • Participate proactively and contribute in the WASH cluster meetings and, at a technical level engage with UN agencies and line ministries in Kenya as needed.
    • Work closely with field teams on objectives, indicators and activities and develop clear monitoring frameworks for each program in collaboration with the M & E Officers
    • Ensure the development, implementation and periodic review of detailed annual implementation plans for the various WASH projects
    • Other duties as required

    Qualifications/Skills Required

    • Bachelor’s Degree or equivalent in Development studies, Social science, Water and Sanitation or other relevant discipline
    • 3-5 years WASH management experience in Donor Funded Projects
    • Demonstrated experience in WASH management in an NGO/INGO is highly preferable.
    • Able to manage a high workload and meet tight deadlines
    • Good numerical, report writing and administration skills; committed to consultative and servant-minded leadership; able to set clear objectives for staff and to delegate; able to enforce procedures
    • Good understanding of SPHERE and other international standards.
    • Knowledge and understanding of humanitarian standards
    • Ability to train, mobilize, and manage national staff
    • Flexibility and ability to multi-task under pressure
    • Proven ability to work creatively and independently both in the field and in the office;
    • Good inter-personal skills, commitment and motivation

    BRIGHT Consortium Coordinator_ Nairobi,Kenya

    Background on ACTED

    BRIGHT (Building Resilience through Innovation, Gender sensitiveness, Humanity and Transparency) consortium is composed of six Non-Governmental Organizations (NGOs) who came together to synergise their different strengths and competencies to work together toward responding to emergencies and building sustainable and resilient livelihoods for vulnerable communities in Kenya. These organizations are: ACTED, VSF-Germany, Action Against Hunger (AAH), WHH and two technical partners; REACH and Handicap International

    Position Profile

    In close cooperation with consortium partners, the Consortium Coordinator will ensure that consortium’s project implementation according to the approved proposal and in accordance with the rules and regulations of the donor. The Consortium Coordinator will facilitate close and effective coordination and collaboration between consortium partners, ensure high quality documentation of the project activities and ensure that project results are achieved.

    Duties and Responsibilities

    • Represent the Consortium at Government and Donor meetings
    • Support the Project Managers of each partner to implement all aspects of the project.
    • Coordinate at national level on behalf of the consortium on project related issues
    • Monitor and track the overall budgets and activity plans of the project.
    • Prepare the technical and financial reports to meet the compliance of the donor.

    Representation:

    • Protect and promote the vision and mission of consortium partners.
    • Ensure the visibility of the consortium amongst humanitarian, donor and government actors throughout the project
    • Attend government, UN, NGO and donor meetings and present ongoing consortium activities upon request
    • Effectively manage partnerships between the different parties of the consortium to ensure smooth collaboration
    • Effectively manage coordination with other consortia intervening in a similar sector
    • *Coordination:*
    • To ensure, guarantee and coordinate implementation of BRIGHT projects and regularly communicate with consortium Country Directors on project activities.
    • Convene and chair monthly consortium steering committee meetings to discuss programme and financial issues, disseminate minutes and follow up on action points.
    • Carry out weekly catch ups with consortium key focal points
    • Maintain technical oversight and support team coordination of consortium members, including the provision of recommendations to address bottlenecks.
    • Project Cycle Management:
    • Ensure that rules and procedures are understood and respected by all parties, sharing information and conducting training if required on proposed systems and processes for consortium management.
    • Oversee and monitor work of consortium and local implementing partners, conduct regular follow-up of work plans, identify and address any delays in a timely and effective manner
    • Conduct periodic field visits to validate progress reports, identify problems and issues to address during Consortium Management Team meetings and make recommendations for improvement
    • Ensure communication between consortium partners
    • Develop case studies, relevant write-ups and other communication material relating to the action that can be used by consortium partners.
    • Consolidate and prepare final narrative report, assist with preparation of financial reports
    • Identify funding for development of BRIGHT Consortium and coordinate development of proposal in consultation with the partners organization.

    Qualifications/Skills Required

    • Masters/post graduate degree in Development studies or humanitarian studies or social science or any related field
    • Above 7 years’ of humanitarian experience.
    • Extensive management experience
    • Excellent understanding of Cash, food security, nutrition, WASH
    • Experience in coordination with, and representation to government, donors and development agencies, partners and media
    • Excellent communication, presentation and reporting skills

    BRIGHT Consortium AME Manager

    Position Profile

    The Consortium AME Manager will act as the technical focal point on all aspects of monitoring and evaluation of the social safety nets consortium. The Consortium AME Manager will be responsible for establishing and implementing an effective system to monitor progress, impacts and successes of project activities and performance at all levels. The Consortium AME Manager will also monitor all grant activities and ensure that the project complies with donor performance reporting requirements. S/he will conduct assessments, baseline studies, surveys and need assessments to identify necessary changes and future opportunities.

    Duties and Responsibilities

    • Harmonize, coordinate data collection, analysis and reporting on performance indicators by project team members and project counterparts.
    • Provide technical support to the Consortium members and partners to embed AME and accountability in their consortium projects.
    • Develop monitoring and evaluation guidelines, frameworks and indicators in close collaboration with the Consortium Manager.
    • Organize and facilitate meeting with Consortium members on AME progress, challenges and way forward.
    • Assist the Consortium coordinator to prepare and verify ToRs for hiring external consultants for any capacity building inputs or research activities.
    • Monitor the implementation of recommendations and action points.
    • Communicate widely within the consortium and externally the learning processes on AME.
    • In coordination with the consortium members, ensure and enhance primary stakeholder ownership of programme via community participation and consultation and use of participatory approaches in AME.
    • Develop the Project Management Plan setting out specific quantifiable performance indicators and targets for overall objectives and activities and establishing monitoring systems to measure project progress;
    • Lead writing of quarterly technical and financial reports and assists the consortium coordinator in writing annual work plans;
    • Utilizes critical inputs, feedback, and assessments from evaluation partners to inform changes in program approaches and scale-up.
    • Help standardize program measurement and AME tools and systems and ensure the project has robust monitoring plan in place.
    • Develop and actively manage donor performance monitoring plans, including working closely with external evaluators during donor assessments and evaluation;
    • Work with Nairobi and field offices and program staff to ensure adequate AME systems and quality controls are in place that meet donor requirements and the needs of the program;
    • Manage consortium project monitoring information system to ensure efficient and effective collection, entry, analysis and amalgamation of project data (both quantitative and qualitative) and proper reporting of the outcomes and impacts of all projects.
    • Build the capacity of Monitoring and Evaluation staff to analyze & disseminate regional data and conduct data quality audits;
    • Build capacity of program staff to conceptualize, collect, use and disseminate MIS data.
    • Provide technical assistance in producing quarterly reports of program outputs and accomplishments
    • Assist with management of the Research as required
    • Help refine consortium’s methodologies for ensuring beneficiary accountability.
    • Provide technical support to dedicated project staff in the field, through regular telephone/skype meetings, field visits and on-the-job mentoring/coaching.
    • Support Program Managers and AME staff with the planning and implementation of baseline surveys, needs assessments, mid-term and end of project reviews/evaluations including preparation of TORs.
    • Coordinate with other agencies for learning and sharing of good practices in AME.
    • Develop appropriate data management templates and formats for project activities and support project partners on data management systems.

    Qualifications/Skills Required

    • Bachelor’s degree or equivalent in social sciences, statistics, mathematics, business administration or computer science, with relevant experience in data analysis in emergency or development sector.
    • Knowledge and experience in qualitative and quantitative data management techniques including proficient and skillful use of SPSS, STATA, EXCEL, Epi-info software’s.
    • Experience on project monitoring and evaluation with special emphasis on data management including data collection, analysis and storage.
    • Experience analyzing quantitative and qualitative data;
    • Experience working with an international development organization and knowledge of reporting procedures, best practices, guidelines and tools for monitoring and evaluation, especially impact evaluation
    • At least 5 years’ experience in monitoring and evaluating humanitarian multi sectorial projects.
    • Experience in Cash program monitoring
    • Excellent written and spoken English.
    • Ability to work in a multi-cultural, multi-ethnic environment with respect for diversity.
    • Ability to work independently and under pressure in a rapidly changing professional environment.
    • Diplomacy and good interpersonal skills, with the ability to remain calm under pressure and not lose sight of strategic priorities.
    • Excellent written and verbal communication skills and relevant computer software skills with proficiency in data management systems
