    REA Finance & Administration Manager

    Job Description

    The General Manager will be in charge of Finance and Administration, Human Resource, Information & Communication Technology, Corporate Communication, Legal Services Departments, and Stores and Security Divisions, and provide administrative service to Board Secretariat and Procurement Departments.

    Responsibilities

    • Provides strategic direction in the management of Human Resource in the Authority;
    • Ensures that REA adopts and implements effective strategies for the deployment of ICT infrastructure through developing and implementing the ICT strategy and policy;
    • Ensure proper financial management in the Authority including, budgeting and budget control, cash and management, compilation of statutory financial report and preparation of final accounts;
    • Oversee preparation of Authority’s annual budget by consolidation of all departmental budgets as per Government Policy and presentation to the Board for approval;
    • Developing and ensuring effectiveness of performance Management systems;
    • Formulate and implement creative communications strategies and public relations programs;
      Promote a positive corporate image of the Authority;
      Ensures that the Authority’s legal obligations are met in accordance with the

    Principal Accountant

    Job Description

    • Preparing financial management reports ;
    • Ensuring financial processes and procedures are adhered to;
    • Complying with regulations pertaining to financial management and controls;
    • Verifying that expenditures are within project budgets;

    Principal Security Officer

    Job Description

    • Formulate, interpret and implement security policies and other procedures appertaining to security;
    • Carrying out prevention and investigations on fraud and theft cases;
    • Conduct investigations on criminal cases and presenting them to the police for appropriate action;
    • Safeguarding Authority assets against theft, pilferage, damage ,misuse, or sabotage;

    Principal Internal Auditor

    Job Description

    • Develop and update appropriate risk management and internal control framework for REA;
    • Review audit reports for all risk based audits conducted by Internal Audit staff and following up implementation of the audit recommendations;
    • Develop Audit Plan and schedules;
    • Summarize all the audit reports for presentation to the Audit Committee;
    • Prepare discussion papers on the recommendations of the Audit Committee for presentation at the Board meetings;
