    Nutrition Officer - Kakuma

    Job Purpose / Objective: Working under the guidance and supervision of the Nutrition Manager, the Nutrition Officer will be directly responsible for implementation of the Integrated Management of Acute Malnutrition (IMAM) program, nutrition surveillance, hospital feeding, nutrition education & counseling and promotion of maternal infant and young child nutrition in the camp.

    Key Responsibilities

    • Implement and supervise the inpatient and outpatient therapeutic feeding of severely malnourished under-fives while following the stipulated protocol.
    • Implement and supervise the supplementary feeding of the moderately malnourished under-fives, pregnant/lactating mothers, individuals with medical conditions (HIV/AIDS and TB).
    • Ensure the Blanket Supplementary Feeding Program (BSFP) activities are implemented successfully.
    • Implement comprehensive maternal infant and young child nutrition program (MIYCN) with strong Baby Friendly Hospital Initiative (BFHI) and Baby Friendly Community initiative (BFCI) approaches.
    • Supervise and monitor the hospital inpatients diet including the special diets for medical cases like diabetes, TB, HIV/AIDS, Hypertensive among others.
    • Train and mentor the nutrition program staff and the integrated community health promoters through identification of capacity gaps and carrying out refresher trainings and on the job trainings.
    • Plan and conduct trainings on Growth Monitoring Promotion (GMP), IMAM and MIYCN to other mainstream health professionals.
    • Develop key messages in nutrition to the targeted beneficiaries, and ensure it is delivered appropriately.
    • Offer nutrition support through counseling to individuals with medical conditions including Comprehensive Care Clinic clients.
    • Plan and conduct the annual health and nutrition surveys together with other stakeholders in the camp.
    • Plan and conduct mass MUAC screening of the under fives on a quarterly basis in collaboration with the Community Health Promoters.
    • Work closely with other nutrition related programs such as HIV/AIDS, Environmental Health, Clinical Services and Community Health Program in order to improve the nutrition situation in the camp.
    • Compile and submit donor and IRC Nutrition Program weekly, biweekly and monthly reports of all the activities implemented, as well prepare food requisitions.
    • Coordinate Nutrition meetings with IRC and participate in Project monitoring, Review and Evaluation.
    • Represent IRC in Nutrition Coordination meetings with Implementing partners and other Nutrition /Health related forums.
    • Lease with Supply Chain Department in logistical Program Supplies procurement and Monitoring Supply control
    • Stock monitoring of various commodities
    • Any other duties as assigned by the supervisor.

    Qualifications

    • Bachelor degree in Food, Nutrition and Dietetics from a recognized University.
    • Must be a registered nutrition or dietitian KNDI

    Required Experience & Competencies:

    • Minimum 1 years work experience in community nutrition and implementation.
    • Experience in maternal infant and young nutrition with strong BFHI & BFCI approaches.
    • Experience in nutrition survey and assessments.
    • Good communication and interpersonal skills.

    GBV Caseworkers - Kakuma

    Description:

    The IRC operates within Kakuma Refugee Camp. Most of the refugees originate from South Sudan with new arrivals being received regularly. Some of the refugees undergo Sexual and Gender Based Violence (SGBV) while on transit or at the border point but face the disadvantage of not having access to SGBV services. As part of enhancing timely and comprehensive care to survivors of SGBV, the IRC intends to broaden its scope in provision of psychosocial support and health services to SGBV survivors at Nadapal border in Turkana West and also within Kakuma refugee Camp.

    Job Purpose/Objective

    The WPE/GBV case Worker will offer GBV screening services, holistic case management to survivors while ensuring improved quality of health and psychosocial support, support in development of a functional referral networks that enhance survivors’ ability to receive confidential, safe, and timely services that meets their needs.

    Key Responsibilities

    • Provide direct support and care for adult survivors of GBV and age-appropriate specialized support and care for adolescents, male and child survivors of GBV, including counseling and case management.
    • Ensure proper documentation of reported GBV incidences through utilization of GBVIMS case intake, action, follow up and other case management forms appropriately.
    • Ensure safety of survivors is guaranteed by adhering to GBV guiding principles and use of survivor centered approach.
    • Support in developing and strengthening referral networks and monitor the implementation of the referral pathway to improve survivors’ access to confidentiality, safe GBV services in a timely manner to meet their needs.
    • Deliver information on available services to SGBV survivors to ensure informed decision making process and appropriate referrals are done
    • In consultations with women and girls, develop and support to implement a series of age-appropriate and group emotional and social support activities for women and girls, with an emphasis on meeting the needs of survivors of GBV and strengthening support networks among women and girls.
    • In consultations with GBV officer, develop and implement/ share monthly response plan and GBV key issues based on case trends to disseminate information on services available and referral pathways.
    • Make routine follow up to cases of SGBV survivors at home and various partner organizations referred to ascertain their wellbeing and services received.
    • Prepare and submit weekly & monthly reports as required and incorporate supervisors’ feedback in a timely manner, including information related to survivor non- identifying data, treatment provided, follow up visits, drugs availability, referrals to other service providers and awareness activities conducted etc.
    • Participate in the development of procurement and spending plans and work plans to ensure the successful implementation of programs
    • Ensure supplies/resources are requested on a timely manner for timely implementation of program activities including manage/prepare contingency program stock supplies where necessary.
    • Monitor and track utilization of program supplies and resources to ensure efficient use of available resources.
    • Ensure tracking of key program indicators and progress through utilization of GBVIMS, M&E data collection and indicator tracking tools.
    • Perform any other duties as assigned by the supervisor.

    Key Result Areas:

    • Ensure timely and comprehensive screening of SGBV psychosocial services.
    • Support adherence to GBV referral protocols and guiding principles for working with survivors
    • Assess gaps in GBV prevention and response services, make recommendations/suggestions for improvements to the supervisor and develop, in consultation with the team and Manager, strategies to address the gaps

    Qualifications

    • Diploma in Social Work / Social Sciences / Counseling / psychology / health or other related field preferred. Degree in similar fields would be an added advantage.
    • At least 3 years’ experience in the direct provision of counseling and psychosocial support to survivors of Gender Based Violence, including child survivors
    • Clear understanding, including demonstrated positive attitudes on gender inequality, and issues surrounding violence against women and girls STRONGLY preferred.
    • Excellent listening and observation skills, including ability to create trust, support, respect and interact with survivors of all ages, background and diversity
    • Ability to lead, train, supervise, and motivate other GBV staff and local partners in their respective tasks in a professional, respectful and supportive manner.
    • Ability to maintain confidentiality, non-discrimination and respect for clients.
    • Has a positive and professional attitude ability to work with minimal supervision and in a hardship area.
    • Flexibility in work including working outside of normal working hours when necessary.
    • Knowledge of English and Kiswahili is a must (knowledge of Arabic is an added advantage)

    Nurse - Kakuma

    Job Purpose/Objective

    Working under the guidance and supervision of the Head Nurse, the nurse will be directly responsible for;

    Key Responsibilities

    • Implement and evaluate individual treatment plans for patients with specific conditions as prescribed by the clinician.
    • Identify and manage as appropriate, treatment plans for patients at risk of developing long-term conditions.
    • Supervise incentive staffs working in the specific ward
    • Prepare for and assist the doctors during the rounds and whenever required.
    • Ensure that all required observations, prescribed treatment and procedures are properly carried out and documented in the patient’s charts.
    • Perform bedside nursing.
    • Escort patient to other referral hospital when necessary.

    • Ensure that all admissions, discharges, transfers and deaths are properly recorded as they occur.
    • Supervise incentive staff working in RH and EPI at a designated clinic.
    • Assist the CO during the running of a clinic and whenever required.
    • Together with the C.O organize for adequate clinic coverage when required.
    • Carry out any other additional duties as may be assigned by the supervisor

    • Ability to provide overall leadership at the assigned ward or department.

    Qualifications

    • Diploma in Nursing from KMTC or recognized nurse training institution
    • Be registered and have a valid license from the Nursing Council of Kenya

    • At least 2 years working experience in a busy hospital setup.
    • Computer literate
    • Team player and cultural sensitivity is required.
    • Ability to work in hardship areas (Previous experience in a Camp setting will be an added advantage).

    Medical Officer - Kakuma

    Job Purpose/Objective The medical officer in- charge of the hospital will offer quality health care to all patients in the hospital and work closely, as the team leader with medical officers, clinical officers, nurses, staff in lab, pharmacy and health post to ensure quality health care services are offered to the beneficiaries.

    Key Responsibilities

    Program management:

    • The Medical Officer In charge shall report to the Clinical Services Manager.
    • He/she will assist the Clinical Services Manager in daily hospital administration, maintaining of discipline and providing oversight in the day to day running of the hospital and the health posts.
    • He/ She will conduct surprise inspections of the Hospital and Health posts, ensuring discipline is maintained in all sections and submit a report to the Clinical Services Manager at least twice a month
    • He/ She is responsible for ensuring smooth delivery of quality health care to both the refugee and host community populations.
    • He/ She will be responsible in Liaison with the Nursing Officer In-charge for preparing quarterly budget estimates for the various hospital departments.
    • He/ She will be responsible for taking action on procurement of various hospital medical and surgical items in liaison with the Senior Pharmacist and the Nursing officer-in charge.
    • He/ She will ensure proper functioning of special clinics in the hospital on weekly basis i.e. SOPC, GOPC, HRC, MOPC and POPC.
    • He/ She will coordinate in liaison with the CSM consultancy visits for the clinical services program to the camp
    • He/ She will coordinate in liaison with the CSM referrals of refugee patients as per UNHCR referral guidelines.
    • HE/ She will in liaison with the CSM be responsible for examining and certifying payment bills related to outside hospitals.
    • He/ She will conduct hospital rounds at least thrice a week and ensure proper cleanliness and decorum is maintained in the OPDs/IPDs/Wards and isolation centers.
    • Ensure the hospital is running effectively in all the wards with adequate coverage by all cadres of health staff.
    • Attend to all emergencies, both medical and surgical at the hospital.
    • Manage and supervise all the staff in respective wards.
    • Ensure survivors with sexual assault cases are promptly attended in GBV support centre.
    • Ensure the medical- legal forms including P3 forms are well filled by clinicians and proper representation in the courts as may be required.

    Human Resource:

    • He/ She will be responsible for preparing clinical officers and medical officers duty rotas, compensatory days awarding, making alternate postings and duty arrangements to ensuring judicial deployment of clinicians
    • He/ She will provide direct supervision to the medical officers, Nursing officer-in-charge and clinical officers at the hospital.
    • Handle disciplinary cases with support of the CSM and the HR.
    • He/ She will plan and coordinate RnR and leave for medical officers and clinical officers
    • He/ She in liaison with the CSM and the Nursing officer-in-charge will be responsible for filling up vacant positions through the formal recruitment or promotions process to fulfil the requirements of the departments
    • He/ She will take lead in chairing the daily morning clinical staff meetings, mortality, morbidity and near-miss review audits; providing guidance, oversight and program updates as required.
    • Manage the Clinical Services Program in acting capacity when the CSM is not in office.
    • Coordinate and Participate the Continuous Medical Education (CME) for staff and give updates on care of patients.
    • Chair the Quality Improvement Committee meetings and together with the CSM ensure the action points are followed and acted upon.

    Program activities:

    • Conduct daily ward rounds in respective wards.
    • Be the doctor on call at the hospital on weekly basis, 24hrs 7 days as per the scheduled call list.
    • Carry out all emergency surgical/obstetric cases in theatre.
    • Properly document patient diagnosis, plans of treatment and care on patient files.
    • Attend and chair morning handover meetings and give feedback on patient care.
    • Carry out all elective surgical and gynecological cases twice a week in theatre.
    • Attend to all medical legal issues, fill P3 forms and attend court sessions.
    • Fill the referral forms for both emergency and elective referrals.

    Reporting and Coordination:

    • Report to clinical Services Manager or his/her designate.

    Others:

    • Any other duties as assigned by the supervisor

    Protection Officer

    Job Purpose/Objective

    Under the guidance of the Protection Manager, the Protection Officer will support the implementation of the Protection Program focusing on urban refugees, asylum seekers and local host communities in Nairobi and other designated areas. The Protection Officer will support the delivery of coordinated policy, lobby, advocacy efforts and analysis across the IRC’s priority issues. He/She will monitor the protection situation of IRC clients under the BILLY Project, refer urgent protection concerns to appropriate/specialized service providers and work directly with identified individuals/families with complex but less urgent protection concerns to develop and implement an action plan in accordance with their needs, capacities and goals. The Protection Officer will also support the Protection Manager in awareness raising, trainings and capacity strengthening of community members/groups, government entities, partners and IRC staff. The Protection Officer will report to the Protection Manager.

    Responsibilities

    Program Development

    • Prepare and maintain updated detailed program and activity work plans.
    • Apply technical knowledge and skills to implement and deliver program activities.
    • In close coordination with the livelihoods team, identify cases requiring administrative, registration and legal advice or assistance.
    • Provide accurate advice to clients in accessing personal documentation and relevant procedures and in certain cases, provide assistance in accessing these documents by administrative support.
    • Work with the Protection Manager to establish appropriate Standard Operating Procedures for the identification, referral and response to individual administrative, registration and legal cases.
    • Maintain complete, accurate and confidential records of client assistance and ensure proper and updated documentation related to each individual case.
    • Refer individual clients with urgent protection problems to appropriate case management service providers.
    • In coordination with the Protection Manager, intervene with different institutions and service providers to help clients to access needed resources and services.
    • Undertake literature/legislation reviews related to the protection of refugees and forced migrants in Kenya, prepare reports outlining the findings and recommend potential next step for the IRC to support.
    • Design and implement awareness raising campaigns targeting Kenyans, community leaders and government authorities on forced migrants’ rights.
    • Support the Protection Manager in delivering trainings on issues related to the protection of refugees and other forced migrants to multiple stakeholders, including government authorities.
    • Support the Protection Manager in lobby and advocacy actions aimed at advancing the rights and promoting better laws for refugees, asylum seekers and other forced migrants in Kenya.
    • Contribute towards protection program development and proposal writing.

    Partnerships and Coordination

    • In coordination with the Protection manager, develop and maintain effective working relationships with multiple stakeholders- including community leaders, I/NGOs, UN agencies, the government, donors and IRC team members.
    • Develop and maintain linkages with legal aid service providers for the referral of clients.
    • Undertake protection monitoring (spot observations, focus group discussions, household interviews, key Informant interviews and individual interviews) and with respect for principles of confidentiality, ethical information gathering and age/gender/diversity mainstreaming.
    • Liaise directly with communities, local institutions, the government and local partners on protection issues to ensure coordination and effective implementation of activities.
    • Undertake/participate in coordination, and information sharing activities with the government, UN agencies, international organizations, national NGOs and donors.
    • Collaborate closely with the Protection Manager on the development of information materials on administrative requirements and processes.
    • Contribute to the maintenance of an up-to-date service mapping of the service providers and support coordination of the IRC’s National Gender Based Violence and Child Protection Service Providers Map, http://www.gbvkenya.org/.

    Monitoring, Evaluation and Learning

    • Ensure implementation of the agreed upon work plans and share relevant information and direction to improve quality and achieve timelines.
    • Support the Protection Manager in assessing progress (against project objectives) and identify implementation issues, provide solutions and implement modifications as required.
    • Contribute to the IRC and donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements.
    • Maintain an up to-date activity tracking tool of all client referrals, assessments, trainings and other protection related activities.
    • Work closely with the IRC operations colleagues (supply chain, finance and grants) to ensure compliance of program activities.

    • Other duties as assigned by the supervisor to enable and develop IRC programs

    Professional Standards

    Qualifications

    Bachelor’s Degree, preferably in the field of law, political science or social sciences.

    Required Experience & Competencies:

    • At least 3 years of program experience in protection programming in a humanitarian context with protection/human rights focus.
    • Experience of working with refugees, asylum seekers and other forced migrants desirable.
    • Experience in training multiple stakeholders in areas related to protection, human rights and refugee law.
    • Experience analyzing information on the legal environment, and using this analysis to inform programming and advocacy.
    • Desirable knowledge of national human rights and local legal aid networks and the protection community operating in Nairobi preferred
    • Strong capacity to build partnerships and to work with both local and international partners.
    • Ability to handle sensitive information and maintain confidentiality, respect, non-discrimination and safety of clients at all times.
    • Excellent written and oral communication skills, cultural sensitivity, flexibility, ability to improvise, excellent relationship-building, effective in representation and liaison with external actors, team player and comfortable in a multi-cultural environment
    • Ability to work under pressure and to handle sensitive situations diplomatically
    • Good computer skills (Microsoft Word and Excel).
