    Procurement Specialist, HSDSA Cluster 1

    Job description

    PATH is seeking to recruit a Procurement Associate who will ensure that goods and services are competitively procured and in compliance with the donor(s), PATH and statutory regulations. The specialist will at all times seek maximum value for the project and ensure that goods and services are procured in time and deliveries made according to agreed terms and conditions. He/she will be responsible for maintenance of accurate, up to date and complete records in required formats for all procurement transactions. In addition, the specialist will be responsible for ensuring that all invoices are properly supported and reviewed before submitting to the Project Administrator for payment consideration. Further, this position will ensure that accurate procurement reports are prepared to support management decision making processes. The Procurement Associate will be based in Kisumu.

    Specific Duties And Responsibilities

    • Prepare annual and ad-hoc procurement plans.
    • Procure approved procurement requests on time.
    • Maintain up to date procurement document file system.
    • Prepare, update, and maintain purchase orders until they are closed.
    • Facilitate good mutual business relationships with suppliers/vendors.
    • Track orders and confirm system lead times, delivery dates, and costs.
    • Ensure that invoices are properly supported before payment consideration.
    • Sit in procurement review committee meetings and take minutes of the deliberations.
    • Advise/update the procurement review committee on emerging issues around procurement .
    • Identify opportunities and implement actions aimed at achieving efficiency in procurement processes.
    • Carry out procurement processes in line with the PATH laid down policies as well as donor regulations and the laws of the land.
    • Prepare formal invitations for bids and requests for quotations, including required special terms and conditions, performance, and technical criteria.
    • Prepare weekly management procurement reports and any other ad hoc reports as may be required from time to time by the project management.
    • Ensure that all the vendors that PATH does business with are properly registered and are subjected to proper due diligence processes including Bridger check.

    Required Skills

    Required Experience

    A Bachelor’s Degree in any business related field with a specialization/bias in procurement. At least 2 years progressive relevant on job experience preferably in a busy NGO setting. CIPS qualification and KISM membership will be an added advantage. Familiarity with USAID Rules and Regulations and Kenyan procurement laws. Excellent communication skills (both verbal and written). Strong attention to detail, sound technical and analytical skills. Ability to take sound meeting minutes. High standards of integrity. Good time management skills and the ability to prioritize. Ability to take self-initiatives and solve problems. Ability to handle multiple and conflicting priorities, and work under strict deadlines.

    Must currently have legal authorization to work in Kenya.

    Admin Assistant, HSDSA Cluster 1

    Job description

    PATH seeks to recruit an Administrative Assistant who will be the point person between PATH and the donor on matters related to VAT, ensure the organization complies with donor requirements, Process payment vouchers for suppliers payments, travel advance requests and other payments requests and Audit all travel expense reports, workshop expense reports and any other reconciliations for authorization, accuracy, allowable expenses, charge codes and accounting for advances. The Admin Assistant will be based in Kisumu office.

    Specific Duties And Responsibilities

    • Address any issues related to DA1 and exemptions.
    • Create and maintain appropriate filing and documentation systems.
    • Facilitate typing of DA1 forms and submit to the donor for approvals.
    • Ensure that the internal DA1 application data base is up to date all times.
    • Follow up with vendors for refunds upon receipt of exemption certificate(s).
    • Provide continues updates to vendors and other project stakeholders on matters VAT and DA1 processes.
    • Collect DA1 forms from the donor and ensure adequate supply at all times for Kisumu office and other project subcontractors/partners.
    • Act as a point person between PATH and the donor on matters related to VAT and ensure that the organization complies with donor requirements on VAT.
    • Ensure all DA1 forms are filled accurately as per the donor’s requirements; review DA1s from partners to confirm their accuracy and completeness before submitting for approval.
    • As part of the finance team; support payments processes, DocuSign, payment remittance advice communications, vendor statement reconciliation and other finance related tasks that may be assigned from time to time.

    Required Skills

    Required Experience

    A degree in Finance, Accounting or related field with a minimum of one year relevant work experience preferably in a busy NGO set up, good interpersonal skills, attention to detail, proficiency in MS Office, ability to work under pressure, good planning and organizational skills. Hands on experience on quick books will be an added advantage.

    You must currently have legal authorization to work in Kenya.
